Subject:- Representation of Mrs .Asmat, for promotion as Head
Assistant as per 80:20 ratio as well as criminal negligence of wrong
information by U.E.E.D officials .( Vide S.E.Drainage circle SMC sgrs
letter no.1000 dt.26.7.2014.).
Respected Sir,
Humbly I wish to supplicate as under:1.

I am working as Sr.Asstt. in S&D Div. II,SMC Srinagar and

placed at Sr.no.2 in the seniority list of Ministerrial Cadre of
drainage circle (SMC) as on 31-5-2014. However, it was
decided by the authorities.

The seniority position of the two (2) Senior Assistants shall
be fixed after the settlement of case in view of the
representations put forth by Serial no. 2 and S no.3 in the said
seniority list which did not happen till date.

As per the 80:20 Quota eleven (11) nos of Sr.Assistants
have been promoted as Head Assistants Vide order no. 256 of
1997 dated 27-3-97 including S.No.11 namely Mohammad
Afzal from 20% quota out of which ten (10) promotes belong to
80% quota and one( I ) belong to 20% quota.

Sr. Assistant namely Ifthikar Ahmad Shawl has been
promoted as I/c Head Assistant on temporary stop gap
arrangement vide order no.19-Estt.of 2003 dated 12-05-2003
from 20% quota and was not confirmed as Head Assistant till
his superannuation on 12-2009. Due to the retirement and non
confirmation the post of said official from 20% quota also
remained vacant till date.

One more promotion order of 80% quota of three (3)

Sr.Assistants has been issued vide order no.2232 of 2011 dated
5-11-2011
(Annexure Eenclosed).
6. Again one more order of 80% quota of one (1) Sr. Asstant as
I/c Head Assistant vide S.E circle Drainage SMC sgr order no
6787 dated. 2-3-2012. Conformation lying with SMC sgr till
date.

7. Unfortunately again one of the senior Assistant among 80%
quota has been promoted vide order No.1223 of 2014 dated
14-8-2014 which is illegal and based on pick and choose policy
as no criteria of promotion rules has been kept in
consideration. Besides the said Sr.Assistant is a junior in the
seniority lists issued from time to time by the concerned
authorities of the department. As per the rules a Sr.most
among 20% quota deserving under legal considerations should
have been promoted but was ignored and left out with out any
Justification and the representation was also submitted well in
advance.

8. To facilitate the favouritism a wrong information based on
false and baseless facts was prepared by the interested officials
and submitted to authorities (vide S.E Drainage Circle SMC sgrs
letter no.1000.dated.26-7-2014.) to deceive them so as to
make the way forward for favouritism and nepotism and to
endorse wrong information which otherwise is a criminal
negligence. In this information the promotion quota of (3+1) is
a serious concern so for the wrong information is concerned as
the Sr.Assistant namely Ifthikar Ahmad Shawl has never been
confirmed as Head Assistant among 20% quota indicating
clearly that only three (3). Head Assistants mentioned at serial

no 3 of this representation are existing and is a confirmed

information. It is not out of place to mention here that the
issues of settlement of inter seniority has been raised by the
authorities themselves mentioned at Serial (2) above in this
representation but the same has been thrown also to the dust
bin.
9. In view of the serial no 3,4,5and 6 above representation the
nomenclature of promotion of Sr.Assistants to the post of Head
Assistants has thus risen to 10+1 and 3+1 which as per
80%:20% quota becomes 4+1; 4+1;4+1 i.e (12) promotes from
80% quota and (3) promotes from 20% quota.
I have already submitted a representation to the higher
authorities regarding my promotion to SEs office vide
Ex.Engineer S&D Division. No.ii SMC Sgr letter no SD/II 148
dated 9-4-2014.and SE forwarded to SMC vide Ss no 170 dated
15-4-2014.which is in the circulation of concerned higher
offices. However no positive action has been taken till date.
In view of the aforesaid facts it is requested to your kind self
that kindly look into the matter personally and the justice be
accorded and granted to the sufferer applicant as I have placed
on my submissions based on the facts and relevant record.
