A. Proclamation Recognizing December as Marine Corps
League Toys for Tots Month

TOYS FOR TOTS MONTH


The Marine Corps League, First State Detachment, works in Ocean
City and Worcester County, Maryland with dedication and effectiveness to
preserve the traditions and interests of the United States Marine Corps; and
WHEREAS, The First State Detachment has banded together those honorably
discharged Marines in the Ocean City, Maryland area for the purpose of
voluntarily aiding and rendering assistance of all Marines and veteran Marines
and their widows and orphans; and
WHEREAS, The First State Detachment perpetuates the history of the United
States Marines through fitting acts to observe the anniversaries of historical
occasions of interest to Marines and all Americans; and
WHEREAS, The First State Detachment has as a further Mission of providing
good cheer and well-being to local needy children during the Holiday Season
through the Detachments Toys for Tots program; and
WHEREAS, The Toys for Tots program has assured that more than 4000 children
in our area had a toy during this season of giving that they would not have had
save the efforts of the First State Detachment, Marine Corps League, and the
generosity of our fellow citizens.
NOW, THEREFORE, I, Richard W. Meehan, Mayor of the Town of Ocean City,
Maryland do hereby proclaim the month of December 2014 to be Marine Corps
League Toys for Tots Month in Ocean City and do encourage all citizens to
welcome and to participate in the Marine Corps Leagues Toys for Tots program
making a donation of a toy or by making a cash donation for our deserving
children.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great
Seal of the Town of Ocean City, Maryland to be affixed this 1st day of December

ISSUE(S):

Peter Gjikuria for St. Georges Greek Orthodox Church is requesting


approval to hold the annual Blessing of the Waters.

SUMMARY:

Blessing of the Waters is a religious ceremony that takes place on


the beach at 90th Street. Orthodox priests lead a procession of
their congregation to the beach. The priests lead a prayer service,
bless a wooden cross and toss the cross into the ocean. Swimmers
then retrieve the cross from the water, and the group leaves the
beach.

FISCAL IMPACT:

Potential positive economic impact from lodging, food and


beverage, recreation and other incidental expenditures related to
this event.

RECOMMENDATION:

Approve event.
1st Class Resort and Tourist Destination

ALTERNATIVES:

No staff alternatives suggested.

Things to Note:

This is an annual religious ceremony held by St. George Greek Orthodox Church. Priests would lead a procession of
their congregation to a designated 50x50 area on the beach at 90 th Street. The priests would lead a prayer service,
bless a wooden cross and toss it 20-feet into the surf. Swimmers would retrieve the cross and the group would then
leave the beach. The event would last about 1-1/2 hours, from 12:30 pm until 2 pm.
Expected number of participants is 100-150.
A small 10x30 stage area would be set up.
The applicant would like to utilize a small PA system.
The applicant would like to borrow 4x8 platforms in which to build the stage.
The applicant requests 1-2 lifeguards be on-site during the event.

Comments from Department Representatives:

RISK MANAGEMENT Long time standing event without incident. Insurance certificate naming TOC as additional
insured to be obtained and submitted prior to event. Hold harmless agreement signed.
PUBLIC WORKS Will provide the twelve 4x8 platforms. Estimated cost to the department is $885.86.
OCPD Will notify shift and provide assistance with pedestrian crossing.
OCBP Will assess the situation and determine the safest location for the exact toss. The organizers need to be
prepared for the participants getting to a heated location after going into the very cold water. This has been a great
event each year.

Chemical Bids-Water/Wastewater Departments

I have reviewed the chemical bids that were acknowledged at the November 12th work
session. The low bidder results are listed below. F2 Industries is the lowest bidder for
Potassium Permanganate however when I checked their references they had delivery
issues. Carmeuse is the lowest bidder for Lime however due to hear transfer rates, which
requires the use of more Lime, we believe the cost savings would quickly create a larger
expense due to higher Lime usage. Polydyne is the lowest bidder for Polymer, however
they do not provide service visits or performance testing so we are disqualifying this
vendor. Solenis was the next lowest bidder for Polymer however their product did not
perform well during the performance testing.

ISSUE(S):

Matthew Kurowski, representing the non-profit organization Keep


Punching, requests approval for Winter Brawl on the beach and in the
ocean at 81st Street on Wednesday, December 31, 2014 from 10:00
am until 1:00 pm.

SUMMARY:

Winter Brawl is an event to raise money for brain cancer research. It


consists of a children and adult plunge. The Recreation & Parks
Commission reviewed the application and requested clarification on
comfort facilities and EMS and OCBP presence.
The organizer is partnering with a restaurant on 81st Street for
restroom use.
If Council requires EMS presence, the organizer would like the
town to provide and will pay for the service. The fee for a
committed, staffed medic unit is $149/hour x 3 hours or $447.
There is no cost incurred for a non-committed unit, but there is a
chance the unit could be called to an emergency at another
location.
If Council requires OCBP presence, the organizer will comply and
pay for service as well. Event patrol 10:00 AM 1:00 PM (staff
hours 9:30 1:30), would require 2 SUVs and 4 personnel.
Average cost for an employee with vehicle is $17.50/hour x 4 staff
members x 4.0 hours = 16 hrs @ $17.50 = $280.00.

FISCAL IMPACT:

Potential positive economic impact from lodging, food and beverage,


recreation and other incidental expenditures related to this event.

RECOMMENDATION:

Approve the event as presented.

Things to Note:

This would be an inaugural event; a plunge into the Atlantic Ocean at 81st Street to raise money for brain cancer. The
event would include a small childrens plunge, and an adult plunge.
Set-up would take place from 9:00 am until 10:00 am.
Event would take place from 10:00 am until 1:00 pm.
Breakdown would take place from 1:00 pm until 2:00 pm.
There would be a registration table on-site.
There would be a DJ in attendance.
There would possibly be an after event celebration held on the beach as well, weather dependent.
The applicant requests vehicular access to the beach to unload and load DJ equipment as well as additional supplies.
The applicant requests use of a PA system.
The event would take place rain or shine.
The applicant would bring trashcans and recyclable containers and dispose of waste accordingly.
The applicant would potentially provide towels and coffee to help keep participants warm.
The applicant would like to have a bonfire at the event.
Expected number of participants is 75.
Expected number of spectators is 75.
In case of an emergency, the applicant would contact EMS/911.
All proceeds made would be donated to Keep Punching, a non-profit organization that raises money for brain cancer
research and awareness.

Comments from Department Representatives:

OCPD There is no police resources requested for this event. We will notify the shift on duty at the time of the event
to be aware, and stop by, if possible.
OCBP Approving an event that encourages people to enter the ocean when OCBP is not on duty is not a safe
situation. Other activities that occur when we are off duty have required the OCBP of OCVFD to be in attendance.
Special consideration should also be given to the dangers of hypothermia and, if approval is given, the sponsors
should be required to address this potential issue.
Risk management Hold Harmless clause has been signed. Certificate of Insurance to be provided naming the Mayor
and City Council as additional insured if event is approved.

Ordinance 2014-23 regarding Health Savings Account (HSA) contribution
October 29, 2014

ISSUE(S):

Second reading of ordinance to increase HSA contribution towards


High Deductible Health Plan.

SUMMARY:

At the October 20 Regular Meeting, the Council approved


recommended changes and health insurance rate increases
effective January 1, 2015.
Part of that change includes an increase for the Health Savings
Account/High Deductible insurance program. The Single deductible
amount increases by $50; Couple and Family deductible increases
by $100.

FISCAL IMPACT:

$6,300 annual cost for all enrolled employees.

RECOMMENDATION:

Ratify ordinance.
Excellent Service through a High Performing Town Organization

Ordinance to amend Mobile Home (MH) Residential District Code
November 25, 2014

ISSUE(S):

First reading of ordinance amending Mobile Homes Residential


District Code

SUMMARY:

The Planning & Zoning Commission held a public hearing on


Tuesday, September 16, 2014, after a request by residents of
MH communities to consider a code amendment to minimize
light, air and ventilation restrictions and hazards that might be
associated with such narrow lots and minimum setbacks in
these districts. The Commission favorably voted to present the
amendment for Mayor and Council consideration.
At the November 25, 3014, Work Session, the Council
unanimously voted to move forward with an ordinance
amending language pertaining to a specific standard of
measurement as determined by the narrow width (and not
the length)

FISCAL IMPACT:

Not applicable.

RECOMMENDATION:

Pass for second reading.
