MULTI-CHANNEL OXIDATION DITCH ACTIVATED SLUDGE TREATMENT PROCESS

Provide all labor, material and equipment to furnish and install the MultiChannel Oxidation Ditch Activated Sludge Aeration Equipment as specified
herein.

This specification covers the general requirements for the design, fabrication
and installation of two (2) Orbal type aeration basins.

Manufacturer's Experience
1.
The equipment Manufacturer shall have not less than five (5) successful years
experience in the design, construction and operation of the type specified at ten
(10) different plants.
2.
The Engineer may require evidence, in the form of operating records, from
these plants to substantiate any claims concerning the ability of the equipment
to perform as required.

If such mixing efficiency data cannot be furnished, consistent with items 3.b.1 through 4
of this section, then the Alternate Equipment Manufacturer shall include in his price the
services of an independent testing laboratory to field verify the mixing efficiency as
listed in section 1.03 and 3.01 in this Specification. Should the field testing show that
the alternate equipment does not meet the specified mixing efficiency then the
Alternate Equipment Manufacturer shall pay the total cost of any modifications
necessary to meet the minimum mixing efficiency requirements.
5.
The disc aerator shall be capable of delivering a standard aeration efficiency (SAE) of
3.45 lbs. O2/BHP-hr at a design delivery rate not to exceed 2.0 lbs. O2/hr/ft of shaft
section. The Alternate Equipment Manufacturers shall submit, 14 days prior to the bid,
data verifying this capability. If such data cannot be provided at the time of bid, then
the Manufacturer shall agree to perform a field test as listed in sections 1.03 and 3.02 in
this Specification, to verify the SAE of the aerator. In this event, the Owner shall retain
35% of the total lump sum amount for this equipment item with that amount being paid
contingent upon successful completion of the field test demonstrating the specified SAE.
The Equipment Manufacturer shall bear all costs for the field test. The Equipment
Manufacturer shall submit, prior to the field test, a test protocol for review and
approval by the Engineer. Should the aerator device fail to meet the specified SAE, the
Equipment Manufacturer shall be assessed an energy cost penalty equivalent to the
incremental 20 year present worth power cost based on the actual field SAE. The
energy cost penalty shall be:

Where: C = Energy cost penalty in dollars
SOR = design SOR in lbs O2/hr
SAE = measured standard aeration efficiency (lbs O2/BHP-hr)

The Equipment Manufacturer shall provide a list of at least five (5) installations where
equipment identical to that proposed to be furnished has been in successful operation.
In lieu of said experience, the Equipment Manufacturer shall provide an extended
warranty and cash bond equal to 100% of the equipment price and valid for five (5)
years from the start-up of equipment.

EQUIPMENT WARRANTY
A.
The equipment shall be guaranteed to meet or exceed the design criteria detailed in
these specifications. The manufacturer shall provide a one-year warranty on all
equipment provided. The warrant period shall commence at Substantial Completion of
the project. Equipment manufacturer shall agree to pay the total cost (including the
Energy Cost Penalty) of any modifications necessary to meet the specified minimum
mixing efficiency and the specified aeration efficiency.
PART II PRODUCTS
2.01
2.02
GENERAL
A.
The design and layout shown on the drawings are based on the Manufacturer listed in
Section 1.02.A.1. If equipment other than that of the Manufacturer shown is submitted
to the Engineer for consideration as an equal, it shall be the responsibility of the Bidder
wishing to make the substitution to submit with the request a revised drawing of the
mechanical equipment and basin layouts acceptable to the Engineer. This revised
drawing shall show the proposed location of the substitute unit, and area required for
withdrawal space of replacement or serviceable components. This drawing shall also
show clearances of adjacent equipment and service area required by that equipment.
B.
EQUIPMENT
A.
General
1.
There shall be provided, as shown on the plans, two (2) complete multi-channel
aeration wastewater treatment systems.

2.
The principal structure shall consist of three (3) endless aeration channels
arranged in a concentric manner with common intermediate walls. Raw
wastewater, after entering the system, shall pass progressively through the
aerated channels and then to the final clarifier(s). The raw wastewater may be
introduced into the two outermost channels depending upon the operating
conditions. Recycled sludge shall be returned to the outer channel and inner
channel. The flow from one aeration channel to another shall be by
displacement of the mixed liquor circulating in each channel through submerged
ports interconnecting each adjacent aeration channel. The displaced flow shall
be equal to the volume of raw waste and recycled sludge introduced into the
aeration system.

The effluent from the final aeration channel shall be controlled by means of a
overflow weir provided by the contractor and shall be, designed to allow a liquid
level variation of 12" in the aeration channels with variations in the flow of
waste water and recycled sludge.
4.
The aeration equipment shall consist of sixteen (16) complete rotary aerator
assemblies to span the channels, as shown on the plans. The rotary aerators
shall be designed for operation at a controlled disc submergence of 9 to 21
inches, so that the oxygen transfer rate and power requirements can be varied
with the flow and treatment requirements.

Aeration Discs

There shall be provided not less than the specified number of circular aeration

2.
The discs shall be fabricated of 1/2" (13 mm) thick molded plastic compound
resistant to any corrosive action of the mixed liquor being aerated. A
multiplicity of cavities and raised triangular protrusions shall be provided in the
disc to cause entrained air to be dispersed in the mixed liquor. Alternate
acceptable aerator materials of construction shall be 1/4" (6 mm) thick type
316L stainless steel in 6" removable sections.

The aeration discs shall be firmly attached to the shafting by means of a shaft
locating collar. This shaft locating collar shall be an integral part of the aeration
discs. To enable the individual discs to be attached, adjusted, or removed from
the shafting without disassembling the shafting, discs shall be split into half
sections held in position by bolts at the shaft. All bolts, washers and nuts shall
be stainless steel.

Contractor shall be required to field install discs, and set disc location along the
shaft as required to meet the specifications and the treatment process as
determined by Siemens Water Technologies and the Engineer.
5.
Whereas the specified disc aerator will give a different power draw and oxygen
delivery performance when changing rotation direction from clockwise to
counterclockwise, only rotating aerators that show a similar reversibility feature
will be considered. The performance variation shall be a 33% increase in oxygen
transfer and power draw for one direction over the opposite. Performance
variations based upon changes of aerator immersion or rotation speed shall not
be allowed as a substitute for this feature.

The individual discs shall be adjustable to a minimum 5" spacing at any location
in the oxidation ditch to provide flexibility in oxygen delivery.
7.
To maintain a low delivery intensity, the design delivery rate of the aerator shall
not exceed 2.0 lbs. O2/hr/ft of shaft section.
8.
Shafting
1.
Rotor shafting shall be solid 6" 1045 steel, made from ingot, turned and
polished. Shaft ends shall be true concentric within 0.008" total indicator
reading. Shaft end tolerance shall be +0.000" and -0.001".

The shafting shall be capable of withstanding all dead, live, and radial loads
imposed on it. Maximum allowable deflection shall be 0.15 inch per 10 ft. (3.0
m) length of shaft.

Orbal shafts to be blast cleaned per SSPC-SP10-63. Shafts shall have two (2)
coats of Sherwin Williams, Dura-Plate 235 B67A235 Haze Gray. Shafts are
supplied with manufacturers standard paint to ensure proper fit-up between
the aeration discs and the disc aerator shaft system which provides the grip
required for this application.

Splash Shields

Splash shields shall be provided to prevent the wetting of bearings and drive
units from the disc spray. Shields shall be constructed of 12 gauge galvanized
steel with stainless steel mounting hardware.
Neoprene seals shall be attached to the splash shields to prevent liquid from
moving along the shaft toward the bearings.
Rotor shafts rotated with a common drive assembly shall be separated into
sections at the intermediate pillow block support bearings. Sections shall be
connected by use of flexible shaft couplings. Couplings shall be adequate to
compensate for 0.03" (0.76 mm) parallel shaft misalignment, 0.060" (1.52 mm)
angular shaft misalignment, up to 7 degrees (0.122 rad.) torsional flexibility, and
shall withstand all of the combined dead, live, torque, and large dynamic radial
loads.

Drive (Shaftmounted)
1.
The drive mechanism for each aerator assembly shall consist of a variable speed
motor and a shaftmounted AGMA Class II helical gear reducer sized for 24 hour
continuous operation with allowance for moderate shock loads. If brush
aerators are furnished, the gear reducer shall be AGMA Class III to account for
the additional pulsating load. The motor and reducer shall be fully suitable for
outdoor service and exposure to the atmosphere encountered.

Motor shall be 60 HP, TEFC, premium efficient, inverter duty rated, 1800 RPM,
460 V., 3-phase, 60 hz, squirrel cage, induction type with Class F insulation and a
1.15 service factor. Motors shall be equipped with shaft grounding rings and
120Vac motor space heaters. Motor shall be designed for a 50 degree C
ambient temperature. Motors shall conform to all requirements stipulated in
this Section of the specifications and with the specifications for motors included
in Section 16150.
The Smart BNR control system shall contain all interlocks, alarm functions and
motor control as required for operation of the system. It shall be manufactured
by Siemens Water Technologies.
2.
System Function
a.
The system shall be designed to monitor ORP in the middle and outer
channel and dissolved oxygen (DO) in the middle and inner channel and
control oxygen delivery based on the ORP, DO, and process objectives.

RAS flow control shall be included, and shall be based on either influent
flow or a specific flow set point, as set by the operator.

The System Integrator shall supply a dedicated phone line and or high

The control panel shall be a NEMA type 12 wall mounted enclosure and
be installed in an interior conditioned area remote from the oxidation
ditches.

The control panel shall be supplied with 120-volt, 1-phase power source
from an uninterruptable power supply.

The control panel shall contain all required components for complete
control and monitoring of the oxidation system and associated
equipment. As a minimum, the following components shall be installed
in the panel:

All devices shall be factory installed, wired and tested. Terminal blocks
shall be provided and labeled as required for power, control and
instrumentation.

The PLC shall be provided with the required I/O to provide the following
dry contact outputs rated a minimum of 3 Amps at 120Vac to control
each of the influent valves to the two basins (total of 4 valves).

Instruments
a.
Four (4) dissolved oxygen probes shall be supplied. The oxygen probe
shall be a Hach, LDO Probe and shall include all mounting hardware for
attachment to the basin handrail.

Velocity Baffles
1.
A velocity control baffles shall be provided for installation between the aerators
closest to each other on the outer channel (as shown on the drawings. The
purpose of this baffle is to reduce potentially high channel velocities.

The support tube, support arms and support brackets shall be fabricated of
commercial quality steel, and will be coated for corrosion protection according
to this specification. All assembly and anchoring hardware will be stainless
steel.

Velocity baffle support tube, support arms and support brackets will be hot-dip
galvanized per ASTM A123

The velocity baffles and mounting system shall be an integral part of the
complete aeration system provided and shall be manufactured by aeration
Siemens Water Technologies.

Anchor Bolts

One (1) rotor immersion gauge shall be provided (for each channel) to indicate
disc submergence levels. Gauges will be constructed of 14 gauge anodized
aluminum and will include stainless steel mounting hardware.
All anchor bolts shall be stainless steel and furnished by the Manufacturer and
set with proper projection by the Contractor in accordance with approved,
certified drawings furnished by the Manufacturer.
Painting
1.
Orbal shafts to be blast cleaned per SSPC-SP10-63. Shafts shall have two (2)
coats of Sherwin Williams, Dura-Plate 235 B67A235 Haze Gray. Shafts are
supplied with manufacturers standard paint to ensure proper fit-up between
the aeration discs and the disc aerator shaft system which provides the grip
required for this application.

Exposed machined surfaces - solvent wiped followed by one (1) coat of shop
preservative.
3.
Base plates, shafting shall be blastcleaned then shop primed with one (1) coat of
polyamide epoxy.
4.
Motors, reducers, belt guards, bearings, couplings, and disc aerator shafts shall
be painted manufacturer's standard coating.

If mixing efficiency testing data from an existing facility cannot be provided to meet
Section 1.03 of this specification a field test shall be performed by the Equipment
Manufacturer on the installed equipment to verify the specified mixing efficiency.
Testing shall consist of the following:

Motor input power shall be measured in the field, at the nearest disconnect
switch where access can be gained, using a 3 phase wattmeter. Motor input
power shall be converted to motor output power using the motor
manufacturer's stated efficiency from the motor test report submitted with the
shop drawings.
If oxygen transfer efficiency testing data from an existing facility cannot be provided to
meet Section 1.03 of this specification a field test shall be performed by the Equipment
Manufacturer on the installed equipment to verify the specified oxygen transfer
efficiency. Testing shall consist of the following:

The field test shall be performed in accordance with ASCE's July, 1984
publication, Measurement of Oxygen Transfer in Clean Water.
INSTALLATION

The Contractor shall install the Orbal Aeration System as shown on the drawings.

Wiring and conduits for electrical power, control and instrumentation will be provided
by the Electrical Contractor under DIVISION 16 - ELECTRICAL.
SERVICES OF MANUFACTURER
A.

The Contractor shall level, align shafting, grout beneath bearing base plates, install
drives, aeration discs and splashshields in accordance with the Manufacturer's drawings
and installation manual.

Training - Provide one trip and two days on-site for training of the Owner's
personnel during the Demonstration Period.
MAINTENANCE AGREEMENT
A.
The Manufacturer shall provide a four (4) year maintenance agreement for the mulitchannel oxidation ditch system. The maintenance agreement for each year shall include
as a minimum: quarterly inspection and evaluation in the first two years and bi-annual
inspection and evaluation in the last two years of mechanical and system process
performance. Access to 24/7 Technical Support shall be provided.
