Provide all labor, material and equipment to furnish and install the MultiChannel Oxidation Ditch Activated Sludge Aeration Equipment as specified
herein.

2.

This specification covers the general requirements for the design, fabrication
and installation of two (2) Orbal type aeration basins.

QUALIFICATIONS

Equipment manufacturers wishing to be pre-approved as equal to the base bid


equipment shall submit, a minimum of 14 days prior to the bid opening, test
data that shows that the proposed alternate equipment meets or exceeds the
specified mixing efficiency and oxygen transfer efficiency.

Manufacturer's Experience
1.

The equipment Manufacturer shall have not less than five (5) successful years
experience in the design, construction and operation of the type specified at ten
(10) different plants.

2.

The Engineer may require evidence, in the form of operating records, from
these plants to substantiate any claims concerning the ability of the equipment
to perform as required.

SUBMITTALS
A.

Operating instructions, manuals and shop drawings shall be submitted in accordance


with Section 01300.

B.

Alternate Equipment
1.

Manufacturers wishing to offer equipment as an alternate to the specified base


bid equipment, shall submit, within 10 days after the bid opening, substantial
descriptive information to the Engineer so that a determination may be made as
to whether or not the proposed alternate is equal to that specified.
a.

No alternate will be considered unless, in the opinion of the Engineer


and Owner, it conforms to the specification in all respects. Material
variances will not be allowed.

b.

Alternate equipment which is a "standard product" of the Manufacturer


shall be modified, redesigned, or furnished with special features or
special materials as may be necessary to conform to the requirements

of this specification and contract drawings.


c.

The Owner reserves the right to decide whether or not the proposed
alternate will be acceptable.

In addition to the quality assurance standards outlined in the detailed product


specifications, certain features of the product as specified herein are considered
as minimal essential needs in assuring the lowest 20 year life cycle cost. To
assure strict compliance with these features, all Alternate Equipment
Manufacturers shall submit the following data, a minimum of 14 days prior to
the bid date, to the Engineer.
a.

In order to insure maximum turndown conditions for seasonal oxygen


requirement variances and provide a continual anoxic environment for
the outer channel of the aeration basin, the aeration equipment shall
include an evaluation based upon minimum mixing requirements.

b.

The alternate Equipment Manufacturer shall submit data in the bid to


Contractor verifying the mixing efficiency of the proposed aerator
device. Data shall be considered responsive only if:
i.

The reactor in which data was derived had a minimum of three


concentric channels and a sidewater depth greater than 13 feet,
with a volume in the outer channel of 1,500,000 gallons to
2,500,000 gallons.

ii.

The data demonstrates an average velocity in the outer channel


of 1.0 ft/sec (0.30 m/s) or greater with a minimum mixing
efficiency of 125,000 gals/1 BHP (calculated average volume
mixed per Hp at a velocity of 1.0 ft/sec).

iii.

The data is derived using a polyphase wattmeter.

iv.

The data shall conclusively indicate the mixing efficiency (see


definition below) and consistent with the conditions outlined in
items 3.b.1, 2 and 3 of this section.
Definition: Mixing efficiency
Mixing efficiency is expressed as the volume of the outer
channel of the aeration basin being mixed (gallons) per brake
horsepower (BHP) while maintaining a minimum velocity of 1.0
ft/sec (0.30 m/s). Since power is proportional to the square of
the velocity, the equation used for the determination of the
mixing efficiency is as follows:

If such mixing efficiency data cannot be furnished, consistent with items 3.b.1 through 4
of this section, then the Alternate Equipment Manufacturer shall include in his price the
services of an independent testing laboratory to field verify the mixing efficiency as
listed in section 1.03 and 3.01 in this Specification. Should the field testing show that
the alternate equipment does not meet the specified mixing efficiency then the
Alternate Equipment Manufacturer shall pay the total cost of any modifications
necessary to meet the minimum mixing efficiency requirements.

5.

The disc aerator shall be capable of delivering a standard aeration efficiency (SAE) of
3.45 lbs. O2/BHP-hr at a design delivery rate not to exceed 2.0 lbs. O2/hr/ft of shaft
section. The Alternate Equipment Manufacturers shall submit, 14 days prior to the bid,
data verifying this capability. If such data cannot be provided at the time of bid, then
the Manufacturer shall agree to perform a field test as listed in sections 1.03 and 3.02 in
this Specification, to verify the SAE of the aerator. In this event, the Owner shall retain
35% of the total lump sum amount for this equipment item with that amount being paid
contingent upon successful completion of the field test demonstrating the specified SAE.
The Equipment Manufacturer shall bear all costs for the field test. The Equipment
Manufacturer shall submit, prior to the field test, a test protocol for review and
approval by the Engineer. Should the aerator device fail to meet the specified SAE, the
Equipment Manufacturer shall be assessed an energy cost penalty equivalent to the
incremental 20 year present worth power cost based on the actual field SAE. The
energy cost penalty shall be:
C = (SOR/SAE SOR/3.45) x $9,000/BHP
Where: C = Energy cost penalty in dollars
SOR = design SOR in lbs O2/hr
SAE = measured standard aeration efficiency (lbs O2/BHP-hr)
3.45 = design standard aeration efficiency (lbs O2/BHP-hr)

6.

The Equipment Manufacturer shall provide a list of at least five (5) installations where
equipment identical to that proposed to be furnished has been in successful operation.
In lieu of said experience, the Equipment Manufacturer shall provide an extended
warranty and cash bond equal to 100% of the equipment price and valid for five (5)
years from the start-up of equipment.

EQUIPMENT MANUFACTURER'S SERVICE REPRESENTATIVE


A.

Process training
1.

1.05

The Manufacturer's process engineer shall provide process training. The


training shall be conducted 4-6 weeks after the plant has begun receiving
wastewater. At that time, a review of the plant analytical and operational data
will be reviewed and training provided. Prior to the actual field visit, the
manufacturer's process engineer will be in contact with the plant operators to
discuss operational issues including the actual process start-up. The total
service shall not be less than two (2) trips and a total of ten (10) days at the site.

EQUIPMENT WARRANTY
A.

The equipment shall be guaranteed to meet or exceed the design criteria detailed in
these specifications. The manufacturer shall provide a one-year warranty on all
equipment provided. The warrant period shall commence at Substantial Completion of
the project. Equipment manufacturer shall agree to pay the total cost (including the
Energy Cost Penalty) of any modifications necessary to meet the specified minimum
mixing efficiency and the specified aeration efficiency.

PART II PRODUCTS
2.01

2.02

GENERAL
A.

The design and layout shown on the drawings are based on the Manufacturer listed in
Section 1.02.A.1. If equipment other than that of the Manufacturer shown is submitted
to the Engineer for consideration as an equal, it shall be the responsibility of the Bidder
wishing to make the substitution to submit with the request a revised drawing of the
mechanical equipment and basin layouts acceptable to the Engineer. This revised
drawing shall show the proposed location of the substitute unit, and area required for
withdrawal space of replacement or serviceable components. This drawing shall also
show clearances of adjacent equipment and service area required by that equipment.

B.

Changes in architectural, structural, electrical, mechanical and plumbing requirements


for the substitution shall be the responsibility of the Bidder wishing to make the
substitution. This shall include the cost of redesign by affected designers. Any
additional cost incurred by affected subcontractors shall be the responsibility of the
Bidder and not the Owner.

EQUIPMENT
A.

General
1.

There shall be provided, as shown on the plans, two (2) complete multi-channel
aeration wastewater treatment systems.

2.

The principal structure shall consist of three (3) endless aeration channels
arranged in a concentric manner with common intermediate walls. Raw
wastewater, after entering the system, shall pass progressively through the
aerated channels and then to the final clarifier(s). The raw wastewater may be
introduced into the two outermost channels depending upon the operating
conditions. Recycled sludge shall be returned to the outer channel and inner
channel. The flow from one aeration channel to another shall be by
displacement of the mixed liquor circulating in each channel through submerged
ports interconnecting each adjacent aeration channel. The displaced flow shall
be equal to the volume of raw waste and recycled sludge introduced into the
aeration system.

3.

The effluent from the final aeration channel shall be controlled by means of a
overflow weir provided by the contractor and shall be, designed to allow a liquid
level variation of 12" in the aeration channels with variations in the flow of
waste water and recycled sludge.

4.

The aeration equipment shall consist of sixteen (16) complete rotary aerator
assemblies to span the channels, as shown on the plans. The rotary aerators
shall be designed for operation at a controlled disc submergence of 9 to 21
inches, so that the oxygen transfer rate and power requirements can be varied
with the flow and treatment requirements.

B.

Design Criteria

1.

The rotary aerator assemblies to be furnished and installed shall be capable of


delivering the following quantities of oxygen to each channel at each location as
described in the following tables. The oxygen values are measured at Standard
Operating Requirements of 68EF (20EC) and 30" (760 mm) Hg.

Each 60 HP aerator assembly shall be capable of transferring 180.0 lbs. O2/hr


(standard conditions) at maximum speed and immersion.

Aeration Discs
1.

There shall be provided not less than the specified number of circular aeration

discs, located as determined by the supplier in order to provide the required


oxygen requirements.

D.

2.

The discs shall be fabricated of 1/2" (13 mm) thick molded plastic compound
resistant to any corrosive action of the mixed liquor being aerated. A
multiplicity of cavities and raised triangular protrusions shall be provided in the
disc to cause entrained air to be dispersed in the mixed liquor. Alternate
acceptable aerator materials of construction shall be 1/4" (6 mm) thick type
316L stainless steel in 6" removable sections.

3.

The aeration discs shall be firmly attached to the shafting by means of a shaft
locating collar. This shaft locating collar shall be an integral part of the aeration
discs. To enable the individual discs to be attached, adjusted, or removed from
the shafting without disassembling the shafting, discs shall be split into half
sections held in position by bolts at the shaft. All bolts, washers and nuts shall
be stainless steel.

4.

Contractor shall be required to field install discs, and set disc location along the
shaft as required to meet the specifications and the treatment process as
determined by Siemens Water Technologies and the Engineer.

5.

Whereas the specified disc aerator will give a different power draw and oxygen
delivery performance when changing rotation direction from clockwise to
counterclockwise, only rotating aerators that show a similar reversibility feature
will be considered. The performance variation shall be a 33% increase in oxygen
transfer and power draw for one direction over the opposite. Performance
variations based upon changes of aerator immersion or rotation speed shall not
be allowed as a substitute for this feature.

6.

The individual discs shall be adjustable to a minimum 5" spacing at any location
in the oxidation ditch to provide flexibility in oxygen delivery.

7.

To maintain a low delivery intensity, the design delivery rate of the aerator shall
not exceed 2.0 lbs. O2/hr/ft of shaft section.

8.

To provide aerator flexibility, all necessary appurtenances shall be provided with


the aerator shaft to allow a maximum delivery rate of 5.0 lbs. O2/hr/ft per shaft
section by relocating discs.

Shafting
1.

Rotor shafting shall be solid 6" 1045 steel, made from ingot, turned and
polished. Shaft ends shall be true concentric within 0.008" total indicator
reading. Shaft end tolerance shall be +0.000" and -0.001".

2.

The shafting shall be capable of withstanding all dead, live, and radial loads
imposed on it. Maximum allowable deflection shall be 0.15 inch per 10 ft. (3.0
m) length of shaft.

3.

Orbal shafts to be blast cleaned per SSPC-SP10-63. Shafts shall have two (2)
coats of Sherwin Williams, Dura-Plate 235 B67A235 Haze Gray. Shafts are
supplied with manufacturers standard paint to ensure proper fit-up between
the aeration discs and the disc aerator shaft system which provides the grip
required for this application.

4.

Each shaft will be supported by self-aligning, grease lubricated, roller bearings


with split pillow block housings. Housings are coated for corrosion protection
according to this specification.
Each pillow block will have double row spherical roller bearings and single or
double (depending on bearing size) locking collar(s). Each locking collar will
have two (2) setscrews. Bonded elastomeric, triple-lip contact seals with flingers
that rotate with the shafting will be provided to insure positive sealing against
contaminants. The seals are designed for operation in a moisture laden
environment and will seal effectively, even with up to +/- 1 degree of
misalignment.
Minimum bearing life shall be B-10 rated.

Splash Shields
1.

Splash shields shall be provided to prevent the wetting of bearings and drive
units from the disc spray. Shields shall be constructed of 12 gauge galvanized
steel with stainless steel mounting hardware.
Neoprene seals shall be attached to the splash shields to prevent liquid from
moving along the shaft toward the bearings.

Rotor shaft flexible coupling


1.

Rotor shafts rotated with a common drive assembly shall be separated into
sections at the intermediate pillow block support bearings. Sections shall be
connected by use of flexible shaft couplings. Couplings shall be adequate to
compensate for 0.03" (0.76 mm) parallel shaft misalignment, 0.060" (1.52 mm)
angular shaft misalignment, up to 7 degrees (0.122 rad.) torsional flexibility, and
shall withstand all of the combined dead, live, torque, and large dynamic radial
loads.

2.

The flexible shaft coupling shall be self-aligning, with a non-metallic elastomer


center element, and shall require no oil or grease and shall be maintenance
free. These couplings shall be Martin Quadra-Flex or approved equal.

H.

Drive (Shaftmounted)
1.

The drive mechanism for each aerator assembly shall consist of a variable speed
motor and a shaftmounted AGMA Class II helical gear reducer sized for 24 hour
continuous operation with allowance for moderate shock loads. If brush
aerators are furnished, the gear reducer shall be AGMA Class III to account for
the additional pulsating load. The motor and reducer shall be fully suitable for
outdoor service and exposure to the atmosphere encountered.

2.

A torque arm shall be provided to hold the reducer in position. Power


transmission between the motor and reducer shall be by means of belts and
sheaves and the belt drive shall be protected by an OSHA-acceptable guard.
Motor shall be mounted on an adjustable base to facilitate belt tensioning.
Each drive shall be supplied with belts and sheaves to produce aerator speeds of
55 RPM.

3.

Motor shall be 60 HP, TEFC, premium efficient, inverter duty rated, 1800 RPM,
460 V., 3-phase, 60 hz, squirrel cage, induction type with Class F insulation and a
1.15 service factor. Motors shall be equipped with shaft grounding rings and
120Vac motor space heaters. Motor shall be designed for a 50 degree C
ambient temperature. Motors shall conform to all requirements stipulated in
this Section of the specifications and with the specifications for motors included
in Section 16150.

Smart BNR Process Controls


1.

The Smart BNR control system shall contain all interlocks, alarm functions and
motor control as required for operation of the system. It shall be manufactured
by Siemens Water Technologies.

2.

System Function
a.

The system shall be designed to monitor ORP in the middle and outer
channel and dissolved oxygen (DO) in the middle and inner channel and
control oxygen delivery based on the ORP, DO, and process objectives.

b.

Plant flow shall be monitored and the point of application of the


influent shall be adjusted during high flow events to enter the
stormflow mode of operation and prevent solids loss in the clarifiers.

c.

RAS flow control shall be included, and shall be based on either influent
flow or a specific flow set point, as set by the operator.

d.

Sludge wasting control shall be included. Operator shall be able to


enter desired sludge age, volume and/or pump run time set point.

e.

The System Integrator shall supply a dedicated phone line and or high

speed VPN (virtual private network) connection for remote monitoring


and or engineering support of the Smart BNR control system.
f.

3.

All of these functions shall be incorporated in a single package from a


single supplier.

Control Panel
a.

A control panel shall be provided to control the oxidation system and


associated equipment.

b.

The system shall be supplied with an integrated controls system using


PLCs to control and monitor status of supplied equipment and the
variable frequency drives specified in Section 16480. The PLC shall be
programmed to communicate control and status points with the plant
control system via an Ethernet I/P network. Refer to SECTION 16901 for
PLC and Operator Interface requirements and SECTION 16710 for
network switch requirements.

c.

The variable frequency drives controlling the aerator motors are


specified in Section 16480. Control and monitoring of the variable
frequency drives shall be via an Ethernet/IP communication network.

d.

The PLC shall be provided with dedicated Ethernet/IP communication


cards to communicate with a maximum of four variable frequency
drives per card and a dedicated Ethernet/IP communication card to
communicate to the plant control system. A minimum of five
Ethernet/IP communication cards shall be provided.

e.

Refer to SECTION 16904 for required coordination meetings with the


System Integrator and Engineer to establish programming and screen
development standards and to coordinate the interfaces with the plant
control system.

f.

The system manufacturer shall provide all control components and


instruments as specified herein.

g.

Refer to SECTION 16901 for control panel requirements and component


specifications.

h.

The control panel shall be a NEMA type 12 wall mounted enclosure and
be installed in an interior conditioned area remote from the oxidation
ditches.

i.

The control panel shall be supplied with 120-volt, 1-phase power source
from an uninterruptable power supply.

j.

The control panel shall contain all required components for complete
control and monitoring of the oxidation system and associated
equipment. As a minimum, the following components shall be installed
in the panel:
1)

Allen Bradley ControlLogix programmable logic controller (PLC).

2)

Surge suppressors for all points originating outside of the


building envelop where the control panel is located.

3)

Required circuit breakers, control relays, power supplies,


selector switches and indicating lights.

k.

All devices shall be factory installed, wired and tested. Terminal blocks
shall be provided and labeled as required for power, control and
instrumentation.

l.

As a minimum the following selector switches, pushbuttons and


indicating lights shall be mounted on the door of the control panel:

The PLC shall be provided with the required I/O to provide the following
dry contact outputs rated a minimum of 3 Amps at 120Vac to control
each of the influent valves to the two basins (total of 4 valves).

120Vac discrete inputs to monitor the status of each of the influent
valves to the two basins (total of 4 valves). Contacts shall close when
status points are true.

Four (4) dissolved oxygen probes shall be supplied. The oxygen probe
shall be a Hach, LDO Probe and shall include all mounting hardware for
attachment to the basin handrail.

use in a wastewater channel. The probe/transmitter shall be Hach,


DRS5 ORP Probe and shall include all mounting hardware for
attachment to the handrail.

Four (4) SC-200 transmitters shall be supplied for the above listed DO
and ORP probes. Each transmitter shall have provisions for connection
of two probes and shall provide two analog outputs.

d.

Refer to SECTION 16902 for instrument specifications.

Control Programming and System Screens


a.

The aeration program shall control using a system approach. Oxygen


delivery to the entire process shall be determined using all sensor inputs
rather than each sensor control aerators in discrete reactors.

b.

RAS control shall be based on a ratio of influent flow or be set at a fixed


flow rate. When based on influent flow, operator adjustable limits and
logic shall be included to control the amount of RAS in very high or very
low influent flow situations.

c.

High influent due to storms shall cause the system to enter storm flow
mode, and the influent shall be diverted to the second channel to help
prevent loss of solids.

d.

Provide HMI screens to manage the WAS system. There shall be


provision for operator entered mixed liquor, RAS concentration as well
as clarifier blanket depth. The system shall provide the operator with
recommended sludge wasting rates and volumes based upon sludge
age. The system shall monitor WAS pump status and flow rate to
determine sludge age in the process system. The WAS pumps will be
started and stopped by an operator via the gravity belt thickener or belt
filter press control panel.

e.

The ORP control shall be based upon Siemens Water Technologies


Variable Set Point control.

f.

Provisions shall be made to limit the number of aeration drive motors


which can operate when the plant is on generator power. Coordinate
with the System Integrator for required signals to limit aeration drive
operation.

g.

Human Machine Interface (HMI) screens for the SmartBNR shall be


provided to the System Integrator for installation into the plant control
system. The graphics shall be developed using the same version of
Wonderware System Platform that is being used by the System

Integrator for this project. The screen development shall be


coordinated with the System integrator and shall match the standards
used by the System Integrator for the remainder of the plant. As a

WAS pumps, clarifiers and associated piping

Individual Orbal screen for each Orbal

3)

Faceplates for (16) disc aerator motors

Velocity Baffles
1.

A velocity control baffles shall be provided for installation between the aerators
closest to each other on the outer channel (as shown on the drawings. The
purpose of this baffle is to reduce potentially high channel velocities.

2.

The baffles shall be constructed of lightweight fiberglass and will be retractable


vertically from the liquid.

3.

The baffles shall operate in either 100% insertion to operational depth or be


totally removed from the liquid. No intermediate operation shall be allowed.

4.

The support tube, support arms and support brackets shall be fabricated of
commercial quality steel, and will be coated for corrosion protection according
to this specification. All assembly and anchoring hardware will be stainless
steel.

One (1) rotor immersion gauge shall be provided (for each channel) to indicate
disc submergence levels. Gauges will be constructed of 14 gauge anodized
aluminum and will include stainless steel mounting hardware.

All anchor bolts shall be stainless steel and furnished by the Manufacturer and
set with proper projection by the Contractor in accordance with approved,
certified drawings furnished by the Manufacturer.

Painting
1.

Orbal shafts to be blast cleaned per SSPC-SP10-63. Shafts shall have two (2)
coats of Sherwin Williams, Dura-Plate 235 B67A235 Haze Gray. Shafts are
supplied with manufacturers standard paint to ensure proper fit-up between
the aeration discs and the disc aerator shaft system which provides the grip
required for this application.

2.

Exposed machined surfaces - solvent wiped followed by one (1) coat of shop
preservative.

3.

Base plates, shafting shall be blastcleaned then shop primed with one (1) coat of
polyamide epoxy.

4.

Motors, reducers, belt guards, bearings, couplings, and disc aerator shafts shall
be painted manufacturer's standard coating.

PART III. TESTING


3.01

FIELD TESTING - MIXING EFFICIENCY


A.

3.02

If mixing efficiency testing data from an existing facility cannot be provided to meet
Section 1.03 of this specification a field test shall be performed by the Equipment
Manufacturer on the installed equipment to verify the specified mixing efficiency.
Testing shall consist of the following:
1.

Testing shall be performed at the nearest accessible walkway to each rotor in


each channel.

2.

At each of the above locations, 9 equidistantly spaced points in the channel


cross section shall be checked. The average velocity for each cross section shall
equal or exceed 1.0 ft/sec (0.30 m/s). The Equipment Manufacturer shall notify
the Engineer 10 days in advance of all testing so the Engineer or his
representative can be present for all tests. The velocity testing will occur
immediately upon filling of the basins to prevent the build-up of stringy material
which may affect the velocity meters.

3.

Motor input power shall be measured in the field, at the nearest disconnect
switch where access can be gained, using a 3 phase wattmeter. Motor input
power shall be converted to motor output power using the motor
manufacturer's stated efficiency from the motor test report submitted with the
shop drawings.

FIELD TESTING - OXYGEN TRANSFER EFFICIENCY


A.

If oxygen transfer efficiency testing data from an existing facility cannot be provided to
meet Section 1.03 of this specification a field test shall be performed by the Equipment
Manufacturer on the installed equipment to verify the specified oxygen transfer
efficiency. Testing shall consist of the following:

The field test shall be performed in accordance with ASCE's July, 1984
publication, Measurement of Oxygen Transfer in Clean Water.

PART IV. EXECUTION


4.01

INSTALLATION
A.

The Contractor shall install the Orbal Aeration System as shown on the drawings.

B.

Equipment shall be installed in accordance with GENERAL MECHANICAL


REQUIREMENTS, and in accordance with the Manufacturer's recommendations to
provide a complete installation.

4.02

ELECTRICAL CONNECTIONS AND WIRING


A.

4.03

Wiring and conduits for electrical power, control and instrumentation will be provided
by the Electrical Contractor under DIVISION 16 - ELECTRICAL.

SERVICES OF MANUFACTURER
A.

4.04

The Contractor shall level, align shafting, grout beneath bearing base plates, install
drives, aeration discs and splashshields in accordance with the Manufacturer's drawings
and installation manual.

The Manufacturer shall provide the services of Factory-trained representatives


as indicated below, on-site to observe and provide information to the
contractor and operating personnel about the installation, start-up, and
operation / maintenance of the equipment. Coverage shall be split between
trips as necessary. All costs associated with these field services shall be part of
the Contractor's price.
1.

Installation - 14 days to observe the Contractor's personnel with the


installation of one of the units and provide information about proper
installation

2.

Telephone Support - The manufacturer shall provide telephone support of


a qualified engineer or operator during the entire duration of the
Demonstration Period (See Section 01650) to provide 24/7 coverage to the
Owner's personnel for information on proper operation, troubleshooting and
maintenance of the new facilities.

3.

Training - Provide one trip and two days on-site for training of the Owner's
personnel during the Demonstration Period.

MAINTENANCE AGREEMENT
A.

The Manufacturer shall provide a four (4) year maintenance agreement for the mulitchannel oxidation ditch system. The maintenance agreement for each year shall include
as a minimum: quarterly inspection and evaluation in the first two years and bi-annual
inspection and evaluation in the last two years of mechanical and system process
performance. Access to 24/7 Technical Support shall be provided.
