1.1 Introduction
This manual describes the Alterations and additions to the Electrical and Mechanical
Installation at St Albans House 57-59 Haymarket, London SW1 4SQ
Works were carried out to the Tenants areas on the following floors:
Sixth Floor
Fifth Floor alterations
Fourth Floor alterations
Third Floor alterations
Second Floor alterations

Installation
Description
2.1 LIGHTING
2.1.1 Office Lighting
The lighting circuits within the main office areas, 6th East and West, 5th East, 4th East
and modifications to 3rd west and 2nd West, were rewired using 6491B cables installed
into the existing metal trunking and connected to the local lighting distribution boards
protected by 10Amp MCBs.
Lighting distribution boxes (by Flexible Connectors) were installed for the connection
to each Luminaire by a 8 way, 10 way or 12 way unit.
The luminaires were connected to the distribution boxes with either 3mtr or 5mtr lead.
The switching of the luminaires is by presence sensors 1no per unit.
The Emergency test switch facilities for all lighting except the Landlords core areas
are located in each of the Electrical riser cupboards.
Luminaires for the office were supplied by Riegens Lighting.
Specification Wave which is a shallow semi recessed direct/indirect 600x600mm
high frequency luminaire complete with a curved back reflector powder coated white.
Control gear for 2no 24W T5 lamps and semi specular aluminium double parabolic
louvre mounted in a perforated steel oval ended profiled gondola.
As detailed in the Manufacturers literature see section 5.
2.1.2 Lighting 6th Floor WCs
The existing luminaires, within the WCs, were either removed and replaced with
Aurora down lighters or cleaned and re-lamped. The existing wiring was re-used.
As detailed in the Manufacturers literature, Section 5.

2.1.3 6th Floor Lift Lobby
The existing luminaires, within the lift lobbies, were removed and replaced with
Aurora down lighters to the perimeter and Tamlite compact fluorescent down lighters
along the centre. The existing wiring was re-used.
As detailed in the Manufacturers literature, Section 5.
See drawings in Section 7 for details.
2.2.1 Distribution
The existing Distribution Boards have been retained and reused. The equipment is
manufactured by Square D.
The new circuits have been connected to Miniature Circuit Breakers (MCB) or
Residual Current Circuit Breakers with Overload protection (RCBO). Technical
details can be found in the Distribution Board schedules contained in Section 6 of this
manual.

Introduction
3.1
General - Care should be taken to ensure that any person undertaking these tasks is
competent to do so safely and has the relevant technical knowledge and training.
3.1.1.
Only a regular and organised scheme of maintenance work, planned to cover all details of the
installations given maintenance periods, can ensure continued satisfactory operation with a
minimum liability to interruptions to supply due to equipment faults.
3.1.2.
Careful attention must be given to securing the safety of personnel and equipment while
maintenance or repair work is in progress. The Management of Health & Safety at Work
Regulations requires employers to make a suitable and sufficient assessment of the risks to
the health and safety of their employees, to which they are exposed at work Written risk
assessments and method statements may be required following consideration of all the hazards.
3.1.3.
The HSE publication Electricity at work Safe Working Practices (HSG85) gives guidance on
key elements that need to be considered when devising safe working practices, including
Permits to Work, for people who carry out work on or near electrical equipment.
3.1.4.
A planned maintenance scheme should include a system of logging wherein records are kept of
inspection, maintenance and repair on all items of plant and equipment.
3.1.5.
Switchrooms should be kept clean and the practice of using switchroom space for storage must
not be permitted.
3.1.6.
Where maintenance work is in progress a Danger notice must always be attached to any
live apparatus calling attention to the danger of approach.
3.1.7.
A caution notice must always be attached to plant or its associated control equipment
warning of possible damage to equipment, which may be occasioned by interference.
3.1.8.
Before work is commenced on any item of equipment, the supply and ancillary circuits must
be made dead and locked off.
3.1.9.
Precautions to secure the safety of personnel whilst maintenance is in progress, guidelines for
safe isolation procedures, and specific procedures for principal components of equipment
relating to the maintenance of electrical switchgear and control gear for voltages up to and
including 1 kV are contained in British Standards Code of Practice BS 6423:1983. Specific
procedures for principal components of equipment relating to the maintenance of electrical
switchgear and control gear for voltages from 1 kV to 33kv are contained in British Standards
Code of Practice BS 6626:1985.
3.1.10. The periodic routine maintenance and inspection of plant and equipment, as recommended in
the preceding sections, should be adequate to maintain the installation in a safe and serviceable
condition. The complete installation should, however, be subject to the tests stipulated in BS
7671, at between 3 and 5 yearly intervals, depending on the type of installation.
3.1.11.
Where the manufacturer recommends that specific items of plant should be subject to
inspection and/or overhaul, arrangements should be made to ensure that such
recommendations are implemented.
3.2
Luminaires
3.2.1.
The luminaires would normally require cleaning every six months. However, this varies
greatly in different premises and they should be cleaned as necessary.
3.2.2.
It is important to ensure that the glass of the E.L.V lamps in the downlighters are not touched
by bare hands or dirty material. This would cause damage to the lamp when next used. The
polished reflectors of recessed fluorescent luminaires must not be touched by bare hands or
dirty materials, as it will leave a mark.
3.2.3.

Generally, the luminaires should only require dry cleaning, although the plastic diffusers of
fluorescent luminaires may be washed if required.
To maintain the light output of the luminaires and minimise unscheduled maintenance cost
due to lamp failure, the lamps should be replaced on a regular basis every two years.

Emergency Luminaires

Carry out tests in accordance with BS 5266, summary listed in section 3.9

The socket outlets, switches and accessories require no maintenance. A visual inspection
should be carried out on an annual basis for signs of overheating or damage.
3.4.2.
These items are not generally repairable and faulty items should be replaced.

Carry out visual inspection, looking for, breakages, wear/deterioration, signs of overheating,
missing parts (covers, screws), accessibility of switchgear, doors of enclosures secure,
adequate labelling and loose fixings.
3.5.3.
Carry out operational checks on switchgear (where reasonable), equipment switches including
RCD test buttons.

A suitably qualified person should carry out all inspections and repairs.
All test equipment and testing procedures shall comply with HSE Guidance notes GS38.
All test equipment and associated leads/probes shall be checked/tested before being used.
All reported faults should be investigated, prior to any other consideration, for recent events in an effort
to link the problem with the cause.
The following guidance may assist in identifying the source of the fault. A qualified electrician must
carry out all tests and repairs.
Tripping of a sub-circuit MCB
1 - Inspect the circuit for faults. Turn off all switches and remove plugs
3 - If the MCB will not hold in, the circuit must be tested and the fault located before moving to step 4.
5 - If the MCB stays on replace each plug, after testing the equipment connected to it, and turn on each switch
6 - If the MCB trips off when a switch is operated, the equipment must be tested and the fault rectified.
7 - If the MCB trips off repeatedly the total connected load should be checked to ensure it is not overloaded.
8 - If the MCB is not overloaded an intermittent fault must be suspected and the circuit tested
9 - If no fault can be found then a faulty MCB may be the cause and it should be replaced.

As the answers to any of the above questions may change in the light of experience, spares
policy should be under constant review. If some of the initially recommended consumables
remain untouched for many months then recommended stock level should be reduced.
Similarly, any item which is continually depleted should be allocated a higher stock level.
Whatever items and stock levels are held, a clear system of recording spares ordering and
usage should be initiated and kept up to date. This should include details of where spares are
ordered from, the price paid, the delivery time and the dates. Recording of spares usage
should include the item, the date and some details of the repair carried out. This can help
identify recurring faults and should be done along with routine maintenance and small repair
record keeping.
The continual review of spare policy should include regular checks that competitive prices
are obtained, and be based on expected usage.

4.0
Any maintenance activities carried out in the premises are to be carried out with the
Electricity at Work Regulations 1989, as published by the HSE.
It is the responsibility of the Premises Manager or Duty Holder to ensure that the
persons engaged to carry out works on electrical systems or equipment is sufficiently
qualified and trained to do so.
Permits should be issued as determined by the Premises Manager or Duty Holder for
work to live equipment, isolations of electrical services and access to restricted areas.
Logbooks should be maintained for recording testing, reports, maintenance, faults and
service/replacement of equipment such as Generators, UPS Systems, Emergency
Lighting and fire alarm systems, as detailed in the appropriate British Standards and
H.S.E. Guidelines.
At all times, the provisions of the Health and Safety at Work Act 1974, should be
observed. This section draws attention to certain aspects of Health & Safety which are
particularly relevant with regard to the operation and maintenance of the Electrical
Installation.
4.1. Risk Assessments and Method Statements
4.1.1. The Management of Health & Safety at Work Regulations requires
employers to make a suitable and sufficient assessment of the risks to the
health and safety of their employees, to which they are exposed at work
Written risk assessments and method statements may be required following
consideration of all the hazards.
4.2 Isolation
4.2.1. If any item of equipment is isolated electrically, there will be a reason; it
may be because of a fault or because work is in progress. Therefore, always
check before re-instating power to an isolated panel or item of equipment.
4.2.2. Circuits should be locked off, fuses removed where applicable and held
by electrician for duration of work. Circuits must be tested and certified dead
prior to commencing work. Warning signs should be displayed.
4.3 Remotely Controlled or Automatic Plant
4.3.1. Caution - Do not put hands or objects on any item of stationary, rotating
machinery as the equipment may start automatically and cause injury or
damage.
4.4.5. The system should be devised so that maintenance may be carried out
safely and that starting up or running of plant present no environmental
hazard.
4.4.6.It should ensure co-ordination of staff requirements in relation to
maintenance procedures and operations to eliminate exposure of the
workforce to any hazard.
4.4.7 . Correct shutting down of system must be observed and no electrical
work on equipment, where removal of guards or housings has taken place,
must be undertaken without satisfactory clearance that the plant is now safe
for work to proceed.
4.4.8. Members of the maintenance staff must only carry out work within their
discipline and job description.
4.4.9. Where it is necessary to provide staging, scaffolding, towers and ladders
to examine or carry out replacement to components then these must comply
in all respects with the latest legislation.
4.4.10. All safety procedures are to be observed when using replacement
products. All electric circuit diagrams and manufacturers spares lists must be
checked against the existing equipment to confirm that it is the correct
arrangement or equipment for the specific application.
4.4.11. Any item used must comply with the correct British Standard
specification and where tests are carried out on these, they must be in
compliance with relevant British Standard Specification and codes of
practice.
4.4.12. Starting up of all plant must be acted upon in conjunction with plant
manufacturers commissioning and starting up manuals, so that the correct
setting of switches, valves and their sequence of operations is correct on each
individual piece of equipment.

4.8.1. In all plant rooms and service areas lighting must be maintained at a high
level to enable inspections to be carried out and prevent accidents due to poor
lighting.

Plant Rooms
4.10.1 A high degree of cleanliness of both rotating machinery and static
equipment is of the utmost importance. Floors and machinery must be
protected from spilt lubricants. Loose materials, containers and papers must
not be allowed to accumulate. Switch rooms should be kept clean and the
practice of using switch room space for storage must not be permitted.

Starter Units
The Starter Unit is at the heart of the flex7 eZeBox range and at its simplest
provides for plug-in connection of multiple luminaires controlled by a single
switch or control device. In common with all units in the eZeBox range the
type of control can be simple on/off or dimmable. If using third party control
products (i.e. switches/sensors) they will require hard wiring to the input
terminals provided, but for ease of installation we strongly recommend
selecting the appropriate control from our extensive range of plug-in control
devices. Reserve one outlet for this method.

eZeBox connection units have been designed and extensively tested for use with the flex 7 control range of sensors. Flex Connectors cannot guarantee compatibility with third party sensor products and cannot be held responsible for any deviance from expected

The sensor head fits into a 32mm diameter hole, with clips which can grip ceiling panels down to 1.5mm
thick. The sensor head has a rectangular occupancy detection range broadly 7.4m x 5.6m at a ceiling
height of 2.5m (Longest length of detection aligning with the spring clips). As the ceiling height increases
so will the overall detection area but sensitivity to small movements will decrease.
Note: Make sure that the sensor is not adjacent to circulating air, heaters or lamps.

607 Installations
The scope of Section 607 in BS 7671 : 2001 requires every
installation expected to have high protective conductor
currents to conform to the requirements of Regulation 607-02.
Electrak busbar systems and tap-off units conform to the
high integrity protective connection requirements of BS 7671 :
2001 Regulation 607-02-04 when wired in accordance with
Electraks installation sheet.
All unfused tap - offs now comply with section 607 without the
need for additional earth conductors. The new section 607-02-04 (ii)
states a single copper protective conductor having a
cross-sectional area of not less than 4mm2, complying with the
requirements of Regulations 543-02 and 543-03, the protective
conductor being enclosed to provide additional protection against
mechanical damage, for example, within a flexible conduit.
For 607 installations requiring fused tap-offs, a 607 compliant
tap-off must be used. Normally fused tap-offs incorporate 1.5mm2
conductors, however in the fused 607 tap-offs, the 1.5mm2 earth
conductor is replaced with a 4mm2 conductor and therefore
complies with Section 607-02-04 (ii).
Durability
Electrak systems are superbly designed and extremely robust.
They can be expected to stand up to all normal site conditions.
Electrak has been short circuit strength tested by ASTA.
32 Amp tap-off unit
The 32 amp tap-off unit comprises an unfused tap-off with either
2.8 metres of 16mm/20mm diameter flexible metal conduit or VO
rated nylon conduit both with integral 4mm2 LSOH conductors.
These units are designed to comply with regulation 473-02-02
of the IEE Wiring regulations by virtue of the following:
1 Maximum length of cable is 3 metres
2 It is factory assembled and fully tested item with cable
installed in high quality flexible conduit.
3 It is installed in a location that affords additional protection
by the structural fabric of the access floor.
Fault condition protection for the tap-off assembly and the floor
box socket outlets is afforded by the circuit protective device.
Disconnection time for socket outlets is 0.4 seconds (IEE Reg.
413-02-08). The Electrak system meets this requirement.
Tap off units in excess of 3 metres should only be used if they
contain a fuse or the power track is protected by a 32 amp rated
protective device.
Earth Fault Loop Impedance
BS 7671: 2001 IEE Wiring Regulations require accurate
determination of the total earth loop impedance, which must be
sufficiently low to allow the protective device to operate within
the specified time, which for socket outlets is 0.4 seconds.
The values relevant to Electrak for calculating the earth fault
loop impedance are shown in the electrical test data table.

1. Connection / disconnection to be made by a competent person
2. Check that both male and female ends have the same colour coded busbar
shield
3. Turn modules over and release the red cam-lock lever with a small
screwdriver into the upright position

Product Range

short circuit isolation and the new Advanced Protocol. In
addition to the new family of devices, a new installation base
that makes the installation process far easier and quicker,
replaces the previous versions.

The Regulatory reform (Fire Safety) Order 2005 in England and Wales, that the Responsible
Person or Competent Person acting on their behalf, must ensure that the premises and any
facilities, equipment and devices are subject to a suitable system of maintenance and are
maintained in an efficient state, in efficient working order and in good repair.
The Fire (Scotland) Act 2005, that the Employer or Other Persons who have control over the
premise to any extent and any person who through contract or tenancy have obligations in respect
of maintenance or safety must make the provision for maintenance.
The Fire Precautions (Workplace) Regulations (Northern Ireland) 2001, that the Employer or
Nominated Employee who has special responsibility for fire safety must ensure that equipment and
devices are subject to a suitable system of maintenance, and be maintained in an efficient state, in
efficient working order and in good repair.
The Responsible Person or Competent Person (England and Wales), Employer or Other Persons
(Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises should ensure
that appropriate records are made and kept in case it should become necessary for them to prove that they
have acted responsibly. This log book provides the facility to record alterations, repairs, maintenance, and
inspection and testing (including details of the relevant certification) for the emergency lighting system.
It should be kept on the premises in the care of the Responsible Person or Competent Person
(England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated
Employee (Northern Ireland for the premises, and should be readily available for examination by any
duly authorised person.
Emergency lighting is provided for use when normal (general) lighting fails. It must therefore be powered
from a source of energy independent of that supplying the normal lighting. Failure of supply to normal
lighting might, for example, occur if there is an interruption of the incoming mains supply to the
premises, or within a premise, if a fault causes a fuse or circuit breaker to interrupt the electricity supply
to a normal lighting circuit.
For detailed guidance, reference should be made to BS EN 50712:2004 / BS 5266-8: 2004. The brief
notes in this log book should not be considered to be a substitute for that guidance.

BS EN 1838: 1999 /BS 5266-7: 1999 Lighting applications Emergency lighting identifies two forms of
emergency lighting:
Emergency escape lighting to enable safe exit from a location in the event of a failure of the
normal supply.
Standby lighting that part of emergency lighting provided to enable normal activities to
continue substantially unchanged.
Where standby lighting is provided in addition to escape lighting, it should be segregated from the escape
lighting arrangements unless the standby lighting satisfies all the requirements for escape lighting.

2 USER RESPONSIBILITIES
2.1

Provision is made in Section 1.5 of this log book for recording the types and ratings of replacement
components of luminaries such as lamps, batteries, fuses, etc. In particular, the replacement of batteries
should be noted in the Record of Events (see pages 12 to 16).
2.2

Regular checks of these items are essential. In order to minimise the change of premature failure of
compact sealed batteries used for emergency lighting (particularly those in self contained luminaries),
it is necessary for them to be regularly discharged and recharged.
Testing of emergency lighting often involves interrupting the electricity supply to the normal lighting
or to individual self-contained luminaries (e.g by temporarily switching off a circuit breaker or
operating the test switch). Additionally, there is a possibility of a failure to the electricity supply to
the normal lighting, occurring shortly after a period of testing the emergency lighting (during which the
batteries will have discharged partially or completely).
All tests should be carried out at a time of minimum risk. Alternative suitable temporary
arrangements may be necessary until batteries have recharged.
Luminaires should be regularly inspected for cleanliness and to ensure that they are not obscured.

Servicing
Batteries
In all cases the manufacturers instructions for both operation and maintenance should be followed. It
is particularly important that where applicable:
a) the tops of batteries and their terminals are kept clean and unobstructed and that
battery cases are periodically checked for leaks;
b) the electrolyte is at all times kept at the correct level as recommended by the
manufacturer;
c) any replacement battery should be compatible with the battery charger;
d) any replacement cell should be compatible with the battery;
e) any replacement battery charger should be compatible with the battery.
Generators
The manufacturers instructions as given in the associated instruction manual or other literature should
always be followed. It should be noted, however, that the failure of engines to start up readily often
arises from poor maintenance or defects in the starting battery or in electromechanical apparatus e.g.
relays incorporated in the starting system.
Dust and damp, singly or in combination, can have an adverse effect on electromechanical apparatus
and it is therefore important that a system of regular cleaning and, where necessary, adjustment is
carried out.
Some parts of the starting system may be sited where they are subject to vibration and great care
should therefore be taken in such instances to ensure that all connections are mechanically and
electrically sound.
It is essential that air intakes and exhausts are unobstructed.

2.4
BS EN 50172: 2004 / BS 5266-8: 2004 recommends that the minimum prescribed inspection and
testing is carried out at the following intervals:

lamp or device checked to ensure that is showing that the normal supply has been restored.
(b) In addition to (a), for central battery systems, the correct operation of system monitors shall
be checked;

(c) In addition to (a), for generator sets, refer to the requirements of BS 7698-12: 1998 / ISO
852812: 1997 Reciprocating internal combustion engine driven alternating current generating
sets. Emergency power supply to safety devices.

Log Book
The Regulatory reform (Fire Safety) Order 2005 in England and Wales, that the Responsible
Person or Competent Person acting on their behalf, must ensure that the premises and any
facilities, equipment and devices are subject to a suitable system of maintenance and are
maintained in an efficient state, in efficient working order and in good repair.
The Fire (Scotland) Act 2005, that the Employer or Other Persons who have control over the
premise to any extent and any person who through contract or tenancy have obligations in respect
of maintenance or safety must make the provision for maintenance.
The Fire Precautions (Workplace) Regulations (Northern Ireland) 2001, that the Employer or
Nominated Employee who has special responsibility for fire safety must ensure that equipment and
devices are subject to a suitable system of maintenance, and be maintained in an efficient state, in
efficient working order and in good repair.
The Responsible Person or Competent Person (England and Wales), Employer or Other Persons
(Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises should ensure
that appropriate records are made and kept in case it should become necessary for them to prove that they
have acted responsibly. This log book provides the facility to record alterations, repairs, maintenance, and
inspection and testing (including details of the relevant certification) for the emergency lighting system.
It should be kept on the premises in the care of the Responsible Person or Competent Person
(England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated
Employee (Northern Ireland for the premises, and should be readily available for examination by any
duly authorised person.
Emergency lighting is provided for use when normal (general) lighting fails. It must therefore be powered
from a source of energy independent of that supplying the normal lighting. Failure of supply to normal
lighting might, for example, occur if there is an interruption of the incoming mains supply to the
premises, or within a premise, if a fault causes a fuse or circuit breaker to interrupt the electricity supply
to a normal lighting circuit.
For detailed guidance, reference should be made to BS EN 50712:2004 / BS 5266-8: 2004. The brief
notes in this log book should not be considered to be a substitute for that guidance.

BS EN 1838: 1999 /BS 5266-7: 1999 Lighting applications Emergency lighting identifies two forms of
emergency lighting:
Emergency escape lighting to enable safe exit from a location in the event of a failure of the
normal supply.
Standby lighting that part of emergency lighting provided to enable normal activities to
continue substantially unchanged.
Where standby lighting is provided in addition to escape lighting, it should be segregated from the escape
lighting arrangements unless the standby lighting satisfies all the requirements for escape lighting.
Near each staircase, so that each flight of stairs receives direct light.
