Rohington Nariman
The centre appointed senior advocate Rohington
Nariman as the solicitor-General to succeed Gopal
Subramaniam, who resigned earlier this month.
He will represent the Union of India in the Supreme
Court. Rohington Nariman (55) is the son of eminent
jurist and senior advocate Fali Nariman. He has been
practising in the Supreme Court and various High
courts in various constitutional and corporate cases.
Nariman was made senior counsel by the then Chief
Justice of India, M.N.Venkatachalaiah, who amended
the rules in order to make him a senior counsel at the
young age of 37 against the mandatory age of 45. He
has practised Maritime law in New York at Haight,
Gardener, Poor and Havens for one year. Apart from
his legal interests, he has been specialising in
Comparative Religious studies and he was ordained
a Zoroastrian priest from Bandra Agiari
Lucian Freud
Lucian Freud, British painter and grandson of the
great psychoanalyst Sigmund Freud passes away.
He was aged 88. Lucian Freud was born in Berlin, to
Ernst Freud, an architect and the youngest son of the
great psychoanalyst Sigmund Freud.
Amy Winehouse
British singer Amy Winehouse, who died at the age of
27 after a long struggle with drug and drink addiction,
joins the so called "club 27" or "forever 27" named
after a group of influential pop music artistes who
died at 27.
Most died of unnatural causes such as suicide or were
victims of freak accidents including drowning and road
accidents. Many, like Ms.Winehouse, succumbed to
problems with drugs.
There is even a book, The 27s: The Greatest Myth of
Rock and Roll, detailing the history of the
"27" phenomenon. Prominent members of the "club
27" include Jimi Hendrix, Janis Joplin, Kurt Cobain,
Jim Morrison and Brian Jones.

Awards
Nileema Mishra and Hande win Magsaysay
Magsaysay award winners Nileema Mishra and
Harish Hande had "helped to harness technologies to
empower their countrymen and created waves of
progressive change across Asia, Magsaysay Award
foundation President Carmencita T.Abella, said.

The other winners of the award of 2011 are: Filipino


Charity group Alternative Indigenous Development
Foundation (AIDFI): Hasanain Juaini, who set up an
Islamic school for girls in Indonesia, his fellow
countrywoman, Tri Mumpuni, who promoted micro
hydropower technology, and Koul Panah, working to
restore democracy in Cambodia.
Dr.Hande, a U.S. trained Indian Engineer, was
recognised for bringing solar lights to a country where
half of the households have no power. The 44 year
old runs his own solar electric light company that has
lit up over 1,20,000 households, to emerge as Indias
leading solar technology firm. Ms.Mishra, a lender to
the poorest in Maharasthra, was recognised for her
"purpose driven zeal to work tirelessly with villagers in
Maharashtra to address both their aspirations and
their adversities through collective action and
heightened confidence.
Other notable Indians who have been honoured with
the award include Acharya Vinoba Bhave,
Jayaprakash Narayan and Mother Teresa.
Bangladesh honours Indira Gandhi with highest
award
The highest Bangladesh award the Bangladesh
Swadhinata Sammanona (Bangladesh Freedom
Honour) conferred on the late Indira Gandhi for her
outstanding contribution to Bangladesh's liberation
War, was received by her daughter-in-law Sonia
Gandhi in Dhaka.
President Zillur Rahman presented the award, the
highest honour for any foreign national after 40 years
of Bangladesh's independence from Pakistan.
A global research and advocacy forum Autism
Speaks in collaboration with the government of
Bangladesh, the Bangabandhu Sheikh Mujib Medical
University (BSMMU) and the World Health
Organsiation organised the two day conference.

Khel Ratna for Gagan Narang
Double World record holder, rifle shooter Gagan
Narang, winner of the world championship bronze
medal apart from a clutch of Commonwealth Games
gold medals and the Asian Games silver, won the
race for the Rajiv Gandhi Khel Ratna award, as the
Union Sports Ministry convened meetings of eminent
sports persons to decide the Arjuna and Dronacharya
awards for the year 2010.
Narang has won the World Cup gold twice as well as
the gold in the world cup finals. He won four gold
medals in the Melbourne Commonwealth Games and

The International Hockey Federation (FIH) reiterated
its stand that the proposed World Series Hockey
(WSH) being promoted by the Indian Hockey

Sejwal qualifies for 2012 games
Indian swimmer Sandeep Sejwal qualified for the 2012
London Olympics after clocking 1:02.62 s in the 100m
breaststroke event at the FINA World championships in
Shanghai. He became the first Indian to qualify in the
swimming events for the Games (set at 1:02.92 s)
Sindhu reigns
Pusarla Sindhu bagged her second international title
in the span of one month when she shocked top seed
and World No.35 Fransiska Ratnasari Harasiputra
21-16, 21-11 in the final of the Indonesian
International Challenge badminton championship.
The 16 year old Sindhu, from Hyderabad, a trainee of
former All England Champion Pullela Gopi Chand,
recently won the Maldives Open and also later
entered the semifinals of the Junior Asia
Championship in Lucknow.
Pele is ambassador
Football legend Pele accepted an invitation from
Brazilian President Dilma Rousseff to act as honorary
ambassador for the 2014 world cup.
Olympic Countdown clock inveiled by Abhinav
and Mary Kom
Olympic champion Abhinav Bhindra unveiled the
countdown clock, along with five time world champion
Mary Kom to mark the celebration of 'one year to go'
for Olympics, at Delhi. The world champion went on
to become the first individual Olympic champion for
India at the Beijing Olympic Games in 2008. London,
is to host the 2012 Olympic Games at an estimated
cost of 2.9 billion, after it was selected in 2005.

Blatter promises 'zero tolerance' on corruption


FIFA President Sepp Blatter has promised 'zero
tolerance' in the battle against corruption that has
plunged the sport into a series of damaging scandals
in the last 12 months.
Blatter took a defiant stand as he faced the media just
three days after former ally and Asian Football boss
Mohammed bin Hammam was banned for life on
bribery charges.
Blatter refused to comment on the punishment
handed out to bin Hammam, who was accused of
offering cash for votes as he prepared to take on
Blatter for the FIFA Presidency.

India, Bangladesh revive border 'haat'
India and Bangladesh opened their first border, 'haat',
or a common market place, reviving the traditional
border trade after nearly 40 years.
The 'haat' is 60 km from Tura, the headquarters of
Meghalaya's West Garo Hills district, while Kuriyram
district of Bangladesh is located just across the river
Jinjiram, which flows along the zero line of the border
beyond the barbed wire fence on the Indian side.

Market sheds have been constructed to facilitate
trade by 25 vendors from each side, who have been
identified and trained by both countries to sell their
produce. Three hundred people from each side will
also be allowed to visit the 'haat' with passes.
Both Indian and Bangladeshi currencies will be
accepted by the traders, who will exchange them in
banks working in the two border districts. The 'haats'
in these areas were shut down during the
Bangladeshi Liberation War of 1971. Dhaka and New
Delhi signed an agreement in October 2010 to set up
two border 'haats'. The two countries have also
identified 13 items - locally grown agricultural and
manufactured finished products for being traded at
these facilities.
Indians may have more than $2.5 billion in Swiss
banks
According to Switzerlands Central Bank, Indians hold
about $2.5 billion (more than `11,000 crore) in Swiss
banks, but this figure may be a gross understatement
of the total wealth directly and indirectly held there by
Indian entities.

The ever growing judicial scrutiny of and political


outcry over the alleged black money in Swiss banks
also seem to be forcing Indian entities to move their
monies to other safe havens such as Middle East,
Singapore and the Mauritius. Some half a billion
dollars have been moved out in the past three years,
according to the Central bank's figures.
In the first-ever disclosure of money held in various
Swiss banks by Indians, the Swiss National Bank
(SNB) said Swiss deposits amounted to 1.945 billion
Swiss francs ($2.5 billion) at the end of 2010.
Giving a break-up, the said amount included $2.1
billion in savings and deposits by Indian individuals,
financial institutions and corporates. The remaining
$400 million was of fiduciaries, largely operated by
private individuals from India. He said two of the
largest Swiss banks, UBS and Credit Suisse,
accounted for a vast majority of the deposits of Indian
entities. Experts say the fiduciaries are essentially
wealth fund managers who hold the money of the
Indian private holders and families in the so called
numbered accounts.
Manmohan, Chidambaram aware of dilution of
shares by Swan, Unitech: Raja
The former telecom Minister, A.Raja told a special
CBI court that Prime Minister Manmohan Singh and
the former Finance Minister, P.Chidambaram, were
aware of the dilution of equity through the foreign
direct investment (FDI) route by two companies that
were awarded 2G spectrum.
Raja said he worked in the public interest" to provide
mobile services at cheap rates and was only following
the telecom policies established since 2001. He
claimed that Chidambaram, as Finance Minister, had
informed the Prime Minister, of foreign companies
buying stakes in Swan and Unitech Companies.
Awarding 2G licenses at the entry fees fixed in 2001,
instead of going in for an auction, was a cabinet
decision, he alleged. Etisalat buying a stake in Swan
Telecom and Telenor buying a stake in Unitech
wireless was cleared by the Finance Minister in the
presence of the Prime Minister. The Finance Minister
P.Chidambaram had informed the Prime Minister that
the "dilution of shares" by the now accused licensees
to attract FDI was not illegal and did not amount to
"sale of license," so Raja could not be accused of
corruption in the spectrum allocation said the counsel
for A.Raja.
On why the pan-India entry fee for 2G licenses was
not revised from `1,659 crore fixed in 2001, Raja
pointed out that the former Telecom Minister, Arun
Shourie, and his successor Dayanidhi Maran had
awarded the 2G licenses at these same rates without
going in for an auction. "I have implemented only
what I have inherited", he said.

Pepsico plans soft drink facility in Punjab


Food and beverages major Pepsico India has
proposed to set up a soft drink making facility in the
Hoshiarpur district of Punjab with an expected
investment of `200 crore.
Pepsico currently has 36 beverage bottling plants, in
the country.
Wrist mobile phones from Wireless Gadgets
Wireless Gadgets Manufacturers India Pvt. Ltd, which
own Techberry brand of mobile phones, MIDs, pen
drives and memory cards, launched a wrist mobile
phone, TB 007. It is priced at `8,499 and is a
compact and light weight mobile phone, having all the
features of a normal hand held phone which could be
worn as a wrist watch. Last year, the company had
introduced projector mobiles.
Mallika Srinivasan joins AGCO board
Mallika Srinivasan, Chairman and Chief Executive
Officer of Tractors and Farm Equipment Limited
(TAFE) has been inducted into the board of AGCO, a
globally renowned manufacturer and distributor of
agricultural equipment.
Masey Ferguson (now owned by AGCO corporation)
and TAFE have had a long association of over 50
years.
TAFE is India's largest exporter of tractors with
exports to over 47 countries and to AGCO for sale
through their distribution channels in specific markets.
TAFE, an Amalgamation Group company, is the third
largest manufacturer of tractors in the world. TAFEs
tractors are sold by AGCO in North American markets
under the Massey Ferguson brand. TAFE's products
are market leaders in several south Asian markets.
Apart from its Turkey plant, TAFE has four tractor
plants in India that produce a range of tractors in the
sub-100 hp range in both the air-cooled and watercooled platforms under the TAFE, MF and Eicher
brands.
Cabinet clears BP-RIL deal
The centre cleared British Petroleums proposal to
acquire 30 percent stake in Reliance Industries Ltd
(RIL)'s gas and oil block for $7.2 billion.
The deal will give Reliance access to BP's expertise
in deep water drilling and accelerates development
and production at its gas and oil fields, particularly the
under-performing eastern offshore KG-D6, while BP
will gain entry into the oil market where energy
demand is growing at 5-8 percent. The deal size is
likely to increase to $20 billion from $7.2 billion
currently with future performance payments and
investment.

Reliance is the operator in all the 23 gas and oil


blocks while Canadian Niko Resources and UK's
Hardy Oil have minority 10 percent interest in a few.
After the deal, Reliance's holding in the blocks will
come down to 60-70 percent.

Inflation continues to be the dominant macro


economic concern. It is expected to remain elevated
for a few more months, before moderating towards
the later part of the year," said the RBI Governor
D.Subbarao while announcing the first quarter review
of monetary policy for 2011-12.

Panel for 51 percent FDI in multi-brand retail


The union government took yet another step towards
the opening of multi-brand retail, with the committee
of secretaries recommending that 51 percent foreign
direct investment (FDI) be allowed in the sector,
provided the investment is not less than $100 million.
The committee, headed by cabinet secretary
A.K.Seth, recommended that global retailers should
ensure that at least half of the amount invested by
them goes in the back end supply chain.
If cleared by the Union Cabinet, India could see
global retail giants such as Wal-Mart, Carrefour,
Tesco and Metro AG entering the high potential retail
market, which is valued at $600 billion. Notably, FDI
in the single brand retail is currently restricted to 51%
while 100 percent is allowed in the cash-and-carry
format which is for small shop-owners and
enterprises and not for retail customers.
Significantly, the Department of Industrial Policy and
Promotion under the Commerce and Industry Ministry
had favoured 51 percent FDI in the multi-brand retail
sector, but the Department of consumer affairs wants
to cap the FDI at 49 percent. On the other hand, an
Inter-Ministerial group on inflation, constituted by
Prime Minister Manmohan Singh, has supported
opening the sector to foreign retailers so as to check
the rate of price rise.
Suzlon to sell stake on Belgian firm
Largest wind turbine maker Suzlon Energy announced
its decision to sell 26 percent of its stake in Belgian
Company Hansen Transmission to German firm ZF
Friedrichshafen for $187 million (around `840 crore).
India signs tax treaty with Lithuania
India signed a protocol and double taxation
avoidance agreement (DTAA) with Lithuania to
prevent fiscal evasion with respect to taxes on
income and capital and facilitate exchange of banking
information between the two countries.
The DTAA with Lithuania is the first such with a Baltic
nation, provides that business profits will be taxable in
the source country if the activities of an enterprise
constitute a permanent establishment (PE) there.

With the hike in repo rate (the rate at which banks


borrow from the central bank) the reverse repo rate
(the rate at which banks park their funds with the
RBI), with a spread of 100 basis points below the
repo rate, automatically adjusts to 7 percent.
Similarly, the marginal standing facility (MSF) rate
with a spread of 100 basis points above the repo rate,
stands recalibrated at 9 percent.
The RBI has also revised the WPI inflation projection
from March 2012 from 6 percent to 7 percent.
However, it has retained the projection of real GDP
growth for the current year at 8 percent.
SEZs: Centre to take re-look at land ceiling
Amid growing protests over land acquisition, the
government indicated that it could revisit the subject
of land ceiling of five thousand hectares for the
special economic zones (SEZs) and the matter could
be taken up by the Group of Ministers (GOM) headed
by Finance Minister Pranab Mukherjee for policy
changes.
Interestingly, it was the GOM that had earlier lowered
the land ceiling for SEZs from 10,000 hectares to
5,000 hectares. It has been noticed in the recent past
that SEZ developers were finding it difficult to acquire
even 5,000 hectares and large majority of them,
including Mukesh Ambani, promoted Navi Mumbai
SEZ Pvt-Ltd continue to grapple with the problem of
land acquisition. A number of SEZ developers have
dropped their projects due to this.
Cox and kings to buy U.K.'s Holiday break
Travel services provider Cox and kings said it would
acquire U.K. based Holiday - break for an estimated
312 million pound (around `2,250 crore). The latest
announcement comes less than a week after Cox and
Kings said it acquired a minority stake in the U.S.
travel firm Radius.
Cox and kings has presence in many overseas
markets including the U.K., Australia, New Zealand,
Japan, the U.S. and Germany.

RBI hikes rate by 50 basis points

Recently, Cox and kings got approval from the


Foreign Investment Promotion Board (FIPB) for
infusing `750 crore FDI into the company.

The Reserve Bank of India (RBI) hiked the short term


indicative policy state (repo rate) by 50 basis points
from 7.5 percent to 8 percent with immediate effect.

This is the largest such acquisition of an Indian


company in this space and is the ninth one for Cox
and kings.

Blackstone to invest `500 crore in VISA Power


Private equity firm Blackstone said it would be
investing `500 crore ($111 million) in an independent
power producer, Visa power.
SEBI raises open offer trigger to 25 percent
The Securities and Exchange Board [SEBI] raised the
ownership trigger for a mandatory open offer in a
company to 25 percent from 15 percent, based on the
recommendations of the Takeover Regulations
Advisory Committee (TRAC).
Haier to buy sanyo washing machine fridge units
in Japan, SE Asia
China's Haier will buy Panasonic Corp's Sanyo
electric washing machine and refrigerator units in
Japan and southeast Asia for about $130 million, in a
move that will give the Chinese appliance giant better
access to the world's third-largest economy.

Punjab National Bank (PNB) announced that it had


decided to join hands with Met life India as its partner
for a proposed entry into the life insurance segment.

Miscellaneous

Dr.Fai was arrested earlier this week by the Federal


Bureau of Investigation on charges of receiving illegal
contributions from sources, including Pakistan's Inter
Services Intelligence, to influence policy makers on
the U.S. government's position on Kashmir.
These funds have reportedly been used to hold
conferences attended by prominent U.S., Indian and
Pakistani personalities. Gurumurthy, in his newspaper
column, included the name of Dr.Khare as being one
of the eminent Indians who availed themselves of
Dr.Fai's hospitality.
Death toll in Norway attacks reaches 92
Shooting and bomb attacks left at least 92 dead in
Western Europe's deadliest carnage since the 2004
Madrid bombings as a Norwegian gunman Anders
Behring Brevik opened fire at a youth camp and a
bomb tore through Central Oslo.
Police voiced fears that the death toll could rise as
they searched for victims of the shootings at a
summer school meeting organized by Prime Minister
Jens Stoltenberg's ruling Labour Party on Utoya, an
island outside the capital.
The Norwegian suspect behind the attacks described
himself as a fundamentalist Christian, as evidence
emerged that he had flirted with the political far right.

solidarity with NATO member Norway-an enthusiastic
participant in international military missions Norway
has forces in Afghanistan and is participating in the
air strikes in Libya. Stoltenberg was scheduled to give

Acting on a batch of petitions from P.Shankar Rao


and others, the High Court on July 12 directed the
CBI to conduct an enquiry into the wealth of
Jaganmohan Reddy earned from 2004 onwards and
submit a report in two weeks.

While Norway has seen little political violence in

Media Adviser to the Prime Minister, Harish Khare


has categorically denied the claim, made by
columnist S.Gurumurthy, that he accepted the
invitation and hospitality of Ghulam Nabi Fai,
executive director, Kashmiri American Council.

In an unexpected turn of events, state Assembly


speaker Nadendra Manohar rejected the resignations
of all Telangana MLAs numbering about 100, on the
ground that they were tendered in an "emotionally
charged atmosphere."

Nearly 100 MLAs from the Telangana region


belonging to the Congress, Telugu Desam,
Telangana Rashtra Samithi, CPI and the BJP,
besides some independents had submitted their
letters of resignation to the Deputy Speaker and the
Legislature Secretary on July 4 in a bid to mount
pressure on the Union Government to initiate the
process for creating a separate state of Telangana.
All the letters were in the format prescribed under the
Assembly rules. Under Article 190 (3) of the
constitution, if an MLA resigns his seat by writing to
the speaker under his hand and when his resignation
is accepted by the speaker; the seat shall become
vacant.
Supreme court says it has sky-high powers to
chase injustice
The limits of power exercised by the Supreme Court
when it chases injustice, are the sky itself, a Bench of
the apex court has said.
It is a plenary power exercisable outside the purview
of ordinary law to meet the demand of justice. Article
136 of the constitution is a special jurisdiction. It is a
residuary power said the court. It is extraordinary in
its amplitude. The limits of Supreme court when it
chases injustice, are the sky itself, said a Bench of
justices. J.M.Panchal and H.L.Gokhale.
The Bench said the appellate power vested in the
Supreme court under article 136 of the constitution is
not to be confused with the ordinary appellate power
exercised by appellate courts and appellate tribunals
under specific statutes. The powers under article 136
can be exercised by the Supreme Court, in favour of
a party, even suo motu when the court is satisfied
that compelling grounds for its exercise exist.
China, India not basically adversaries, says Lee
Kuan Yew
China is focussed on the United States and "just
wants to keep the Indians at arm's length", said Lee
Kuan Yew, East Asia's elder statesman, at the two
day South Asian Diaspora Convention (SADC) which
concluded at Singapore.
Lee said he would "not see the two countries (India
and China) basically as, adversaries of each other."
In economic and military terms, China and India could
not also be seen counter balancing each other.
Lee said Singapore's Institute of South Asian Studies
(ISAS), established to turn a laser like focus on that
region, was now tracking the global activities of South
Asian diaspora. The idea of SADC was first
envisioned by Singapore President S.R.Nathan, a
proactive leader of the South Asian diaspora.
Nathan would soon be retiring as Singapore's
President after 12 successive years at the helm.

Another highlight of the convention was the release of


a book. The Dancing Girl: A History of Early India.
Launching the book, Nathan hailed the scholarship of

Vastanvi removed as Darul Uloom Chief
Maulana Ghulam Mohammad Vastanvi was removed
from the post of "Mohtamim (Vice chancellor) of
Darul Uloom, Deoband, by the Majlis-e-Shoora, the
powerful governing body of the institution.
The Maulana was voted out after he refused to step
down, even as Shoora members insisted that he
should stick to his February 23, 2011 statement that
he would resign" irrespective of the findings of a
probe committee." But he maintained that the report
was incomplete.
Moulana Abul Qasim Nomani of Kanpur has been
appointed the Vice-Chancellor. The committee was
formed on February 23, 2011, to investigate charges
against Maulana Vastanvi who had sparked a
controversy by praising Gujarat Chief Minister
Narendra Modi, after he took over on January 10,
2011, following the death of Maulana Marghoobur
Rahman. Vastanvi had said at a function that muslims
too had progressed under the Narendra Modi rule,
and they should look beyond the post Godhra riots
and press ahead.
CBI registers cases against Baba Ramdev aide
The Central Bureau of Investigation registered two
cases against Yoga guru Ramdev's close aide
Acharya Balkrisna for allegedly using a fake degree
for getting a passport.
While one case has been registered under section
420 (cheating) and 120-13 (criminal conspiracy) of
the Indian Penal Code for procuring the fake degree,
the other was for violation of section 12 of the Indian
Passport Act (knowingly furnishing false documents).
China bullet train collision
A collision between bullet trains in Southern China
that left at least 35 people dead and 210 injured has
triggered heated debate over safety standards with
the government moving to address public anger by
sacking three railway officials.
The accident involved express "D train, the first
generation of China's fast trains.
The government is expanding its 8,000 km high
speed rail system with more advanced "G trains",
planning to double the network's length by 2020.
The collision was the most discussed topic,
referenced more than four million times, on the
popular Sina Weibo microblog, a Twitter-equivalent
used by more than 100 million Chinese.

Nine km long new tunnel for Jammu-Srinagar NH


The construction of the Chenani-Nashri Tunnel, a
9 km long two lane tunnel on the Jammu Srinagar
Highway will begin. It will improve the connectivity of
several villages to what is the only road link to the
Kashmir valley. The tunnel, which will be the longest
of the route, in Udampur district is expected to cost
around `2,519 crore and will be completed in five
years. The 2.5 km long Jawahar tunnel, between
Banihal and Qazigund, is currently the longest tunnel
on the highway.
Norway killer sourced crusader badge from Varanasi
An uncanny Indian connection has emerged in
Friday's Oslo shooting incident which left 76 persons
dead. A self confessed Muslim hating fundamentalist
Christian, the 32 year old Norwegian Anders Behring
Breivik, chose an Indian art firm to produce badges
for his crusader organization.
As details from his manifesto became known, it has
come to light that the "badge of the Justiciar knight"
was sourced from Varanasi in Uttar Pradesh.
"The badge of the Justiciar knight illustrates a white
skull marked with the symbols of communism, Islam
and Nazism on the forehead, impaled on the cross of
the martyrs," the Breivik manifesto says.
Norwegian mass killer Anders Behring Breivik hailed
India's Hindu nationalist movement as a key ally in a
global struggle to bring down democratic regimes
across the world.
2080: A European declaration of independence lays
out a road map for a future organization, the Justiciar
knights to wage a campaign that will graduate from
acts of terrorism to a global war involving weapons of
mass destruction aimed at bringing down what Breivik
calls the "cultural Marxist" order.
India figures in a remarkable 102 pages of the
sprawling 1,518 page manifesto. Breiviks manifesto
says his Justiciar knights' support the Santana
Dharma movements and Indian nationalists in
general. In section 3 of the manifesto, he explains
that Hindu Nationalists are suffering from the same
persecution by the Indian cultural Marxists as their
European cousins.
The United Progressive Alliance government, he
goes on, "relies on appeasing Muslims and, very
sadly, proselytising Christian missionaries who
illegally convert low caste Hindus with lies and fear
alongside communists who want total destruction of
the Hindu faith and culture.
Even though Hindus who are living abroad "get an
eagle's view of what is happening in India, Indian
Hindu residents don't see it being in the scene. India
is one of the several countries-including Russia, the
Philippines, China, and Thailand where Breivik hopes
his successors will fight.

He uses the work of historians K.S.Lal and


Shivanandan Vyas to point to the threat posed by
Islam to Europe saying their work has established
that millions of Hindus were killed in a genocide
during 1,000-1525 AD. N.S.Rajaram, another
historian, is quoted as saying India's political class
have been so debilitating that they continue to live in
a state of constant fear.
55% of children under two years don't get
comprehensive immunization
Over 55 percent of children in the age group 0-2 do
not receive comprehensive immunization in the
country and approximately 2.7 million children under
five do not receive any treatment for diarrhoea, a
major killer of children.
Among 25 developing countries, India has the highest
number of children who do not receive even the most
basic of health care services, according to new
research by Save the Children. It also has the
highest number of children under five dying every
year.
Thomas Chandy, CEO, Save the Children, said: the
latest sample registration data released in India
shows that infant mortality has declined to 50 per
1000 which is good but this obscured the larger
picture. The existence of health care deserts shows
that efforts to reduce child mortality are still sidelining
the poorest children and this denial of basic health
care is leaving them vulnerable to fatal conditions.
Close to 1.2 million children under the age of one die
every year in India of largely treatable and even
preventable diseases and conditions.
Ironically, in cities like Delhi, large pockets can be
classified as health care deserts where no primary
health care is available for the urban poor. A health
care desert refers to an existence where a child has
not received any of the six routine immunizations
including for killer diseases such as diphtheria,
whooping cough and tetanus or treatment for a recent
bout of diarrhoea.

Manmohan saw no need for GOM, says Raja

He asked the CBI to explain its failure to get a report


from the Telecom Regulatory Authority of India
(TRAI) on the actual loss suffered as a result of the
scam. Raja claimed that the cabinet had decided in
2003 not to auction spectrum and the same decision
was followed right up to his tenure as Telecom
Minister.
He also challenged the CBI to point out at least one
document or a prosecution witness statement which
said he was "obliged to auction 2G licenses.
Suu Kyi holds rare talks with Minister
Myanmar opposition leader Aung San Suu Kyi held a
rare meeting with a Minister, raising the prospect of a

Police probing Breivik's U.K.links
Scotland Yard was reported to be investigating
potential British links to Norway's mass murder
suspect Anders Behring Breivik after he said he had
been in touch with right wing extremist groups in the
U.K., especially the English Defence League (EDL),
which is engaged in a virulent anti-Muslim,
anti-immigrant and anti-multiculturalism campaign.
A 1,500 page "manifesto" that Breivik posted on the
internet before embarking on last week's massacre is
datelined "London, 2011" and signed "Andrew
Bervick", an anglicised version of his name.
He described an Englishman, Richard, as his "mentor".
The so-called "Breivik manifesto" names former
Prime Ministers Tony Blair and Gordon Brown and
Prince Charles as "traitors" for promoting
multiculturalism and allowing too many immigrants to
come into Britain.
New Delhi, Seoul sign civil nuclear pact
India and the Republic of Korea [South Korea] signed
an agreement for cooperation in the peaceful uses of
nuclear energy, taking to completion the in-principle
agreement announced in Hanoi last year on the
sidelines of the Asian-India summit.

The former Telecom Minister, A.Raja, told the special


CBI court that Prime Minister Manmohan Singh
exercised his "judgment" in deciding that a Group of
Ministers [GOM] was not required to finalize the
disposal of 575 fresh applications for Unified Access
Service [UAS] licenses as he saw no conflict between
the Law and Telecom Ministries.
"He (the Prime Minister) did not see any conflict. He
could have constituted the GOM if he wanted to. Just
because he ignored the GOM, is he also in
conspiracy? It is not dereliction of duty. It was the
Prime Minister's judgment that a GOM was not
required" said Sushil Kumar, Raja's counsel and senior
advocate, referring to the note put up by the then Law
Minister, H.R.Bharadwaj, that the matter be referred to
an empowered GOM, given its seriousness.
This was then opposed by Raja in a letter to the
Prime Minister on November 2, 2007.
Raja, who completed arguments on the charges
against him, also signaled his intention to summon the
former finance Minister, P.Chidambaram, as a witness.

No proof of sex-change surgeries on babies in


Indore: NCPCR

The ministry has initiated the process of


establishment of a National Academic Depository
(NAD) - national database of academic qualifications
in an electronic format to facilitate the online
verification of academic awards issued by various
state education boards and universities. This will also
help in curbing attempts to issue fake or forged
certificates.

After meeting with the doctors, patients and


Hindustan Times journalist in Indore, the National
Commission for Protection of Child Rights [NCPCR]
has come out with its verdict on the newspaper's
report on sex-change surgeries on babies - no such
surgeries have been performed.
In an indictment of HT's front page report dated June
26 which claimed that Indore doctors were changing
baby girls into boys by the hundreds, the NCPCR
team found that such surgeries are not medically
possible, either in Indore, or anywhere else.
It discovered that the reporter who claimed the story,
based on telephonic interviews with two Indore
doctors had no corroborative evidence to back up her
article. The NCPCR team, which included two
members of the commission, a senior pediatric
surgeon from AIIMS, a retired head of the anatomy
and genetics department of AIIMS, and a medical
legal expert, met with state government officials and
HT reporter Amritha Kadam in Indore on July 1.
In an indictment of HTs editorial review process, the
NCPCR has recommended that the print media
should have a set of protocols in publishing such
sensitive stories and should undertake internal
verification before making them public so as to avoid
any kind of sensation.

enemy", Breivik wrote in a 1,518 page Englishlanguage manifesto for "cultural conservatism" posted
online shortly before his rampage. He said Europe's
"dysfunctional" democracy of the masses should be
replaced by a "controlled" one, modeled on the
Russian system, and he applauded the pro-Putin
youth group Nashi as an example of an "untainted"
conservative patriotic youth movement" that Norway
should emulate. Western Europeans should create
'cultural conservative student organizations" to
propagate the new ideology.

on illegal mining submitted to the state government
has indicted Chief Minister B.S.Yeddyurappa and his
cabinet colleagues, including the Reddy brothers,
B.Sriramulu and V.Somanna, Lok Ayukta Santosh
Hegde said the indictment of Yeddyurappa pertained
to violations of the Prevention of Corruption Act
[PCA]. He submitted a copy of the report to governor
H.R.Bharadwaj.
Having convinced myself that offences under the
Prevention of Corruption Act have been made out, I
have recommended to the Governor, who is the
competent authority to take action against the Chief
Minister, to initiate further steps said the Lokayukta.
Hegde said the inquiry, conducted by his team
revealed two instances of violations by the Chief
Minister and his family. The first pertained to the case
of a company that is dealing in iron ore, which made
a donation of `10 crore to a trust managed by family
members of the Chief Minister. "Terming the payment
abnormal", he said: "The company, which made the
donation, was itself not financially strong or stable.
The second case pertained to the purchase of oneacre plot at Rachenahalli, for which the same
company paid the trust an inflated price. The
company paid `20 crore, whereas according to the
guidance value, the land (price) could not have been
more than `1.25 crore or `1.40 crore. The Lokayukta
has also indicted the former Chief Minister,
H.D.Kumaraswamy, for recommending issue of
licenses to two mining companies. Santosh Hegde
said the inquiry found large scale involvement of

officials, powerful people in the administration as well


as people at the ground level in these illegalities. He
said his team of officials examined more than four
lakh records and collated 50 lakh entries. The report,
along with annexure, runs to 25,228 pages. The main
report consists of 945 pages. The illegalities of
different types have been enumerated in 31 chapters.
We have come to the conclusion that the loss caused
to the exchequer between 2006 to 2010 is about
`16,085 crore, the Lokayukta said. He suggested
cancellation of the leases and recovering four times
the value of stolen iron ore, as already suggested by
the central empowered committee [CEP].
HBV, HCV leading causes of liver cancer, says WHO
The World Health Organization (WHO) attributed one
million deaths per year to viral hepatitis infections.
The hepatitis B virus (HBV) and hepatitis C virus
(HVC) are leading causes of liver cancer in the world
accounting to 78 percent of cases the WHO claims.
Hepatitis is inflammation of liver due to viral infection.
There are five types of hepatitis that include A, B, C,
D and E. Of the five, types B and C cause chronic
liver diseases and lead to liver cirrhosis and cancer.
Hepatitis A and E are due to consumption of polluted
water and food. The symptoms are mild and vaccine
for A is available. Hepatitis B and C are viral
infections. There is a vaccine for B but none for C.
The mode of transmission of hepatitis B and C is
through blood transfusions, contaminated injections
during medical procedures, transmission by infected
mother to the child is also possible.
Unsafe sex, sharing needles while using parlours
leads to hepatitis, contaminated injections during
medical procedures can also transmit hepatitis.
Centre approves the release of 2,000 bullet proof
jackets for Maharashtra
The Union government had issued orders for
releasing 2000 bullet proof jackets for Maharashtra
and asked the state to make security infrastructure its
primary agenda.
Maharashtra against Carbide waste being burnt in
state
The Maharashtra government has filed an
intervention appeal before the Jabalpur Bench of the
Madhya Pradesh High court against its order of July
12 to burn toxic waste from the union carbide plant in
the
Defence
Research
and
Development
Organisation [DRDO] facility at Butibori-near Nagpur.
The government has appointed a special team of
lawyers to assist in the case.
To move the hazardous waste in this case, the
permission of the Maharashtra Pollution Control
Board (MPCB), Maharashtra and Madhya Pradesh
governments, was needed. This was not done before
the order by the court. It was the DRDO at Gwalior
which said that the waste could be burnt at Butibori.

There were no storage facilities at the Butibori


incinerator and the total waste amounted to about
350 tonnes. Transporting the material over 354 km to
Nagpur would pose its own problems.
The Madhya Pradesh government, after a Supreme
Court order, had burnt some 40 tonnes of waste at
Pithampur, before local protests put a stop to that.
The waste from the Bhopal plant which had been
lying around since the world's worst industrial
accident on December 2-3, 1984, contains
halogenated compounds and heavy metals, among
other things which could release toxic dioxins when
incinerated. The Maharashtra government submitted
that there was no facility to incinerate such toxic
compounds anywhere in the country.
We will approach UN says Abbas
The Palestinians will approach the U.N. Security
Council to seek full membership in the global body,
said Palestinian President Mahmud Abbas. He made
the remarks in an address to the PLO central council,
which is meeting in Ramallah to endorse the United
Nations membership bid. He told the council that 122
nations had already recognised a Palestinian state on
the lines that existed before the 1967 six Day war,
which would include the West Bank, Gaza strip and
east Jerusalem.
UK recognizes Libyan rebels, expels diplomats
The British government announced the expulsion of
all Libyan diplomats after deciding to recognise the
rebels-led National Transitional Council (NTC) as the
"sole governmental authority"
Foreign Secretary Williams Hague said Britain would
deal with NTC" on the same basis as other
governments around the world". The NTC he said,
had shown its commitment to a "more open and
democratic Libya.....in stark contrast to Gaddafi
whose brutality against the Libyan people has
stripped him of all legitimacy.
Cabinet nod for Lokpal Bill
Forty-three years after the first draft was conceived, the
Union Cabinet approved a Lokpal Bill, keeping outside
its purview a serving Prime Minister, the higher
judiciary and the conduct of MPs inside Parliament.
The Bill, which includes some provisions of the Jan
Lokpal Bill, provides for setting up the institution of
Lokpal to probe allegations of corruption against a
Union Minister or officials of Group A and above
without having to obtain any sanction. It will have its
own investigation and prosecution wings but no powers
to prosecute. It would recommend prosecution to the
supreme court. Social Activist Anna Hazare, who had
initiated a movement in April 2011 demanding the
anticorruption legislation, announced his decision to go
on an indefinite fast to press for a revised Bill that
would be strong and effective.

The Bill provides for inquiry into allegations of


corruption against the Prime Minister after he or she
demits office. It provides for a time limitation period of
seven years from the date of taking cognizance of an
offence. In the case of the Prime Minister the limitation
period will apply after he or she demits office.
The Lokpal will comprise a chairperson and eight
members, half of them judicial. A panel headed by the
Prime Minister will select the Lokpal. The Lokpal will
have a five year tenure and would be removed by the
President on a reference of the Supreme Court.
Kasab moves Supreme Court, challenging death
penalty
Gunman Ajmal Kasab has moved the Supreme court
challenging the Bombay High court judgement
confirming the death sentence slapped on him by a
trial court for his role in the 26/11 Mumbai attacks.
Kasab is the only Pakistani terrorist who was caught
alive, while nine accomplices were killed. The terror
attack claimed 166 lives and left 238 injured.
Meanwhile, the Maharashtra government has filed
appeals against the acquittal of co-accused Faheen
Ansari and Sabauddin Ahmed, both Indian nationals,
by the trial court. The High court said,
"The prosecution has not been able to establish
beyond reasonable doubt evidence of the two being
part of the conspiracy.
Shiv Sena calls for free housing to workers
Shiv Sena executive President Uddhav Thackeray
called for a Mumbai bandh on August 1 on the issue
of free housing for mill workers.
Asserting their right to mill lands, workers affiliated to
nine different organizations marched a six-kilometer
stretch from the Jijamata Udyan in Byculla to the
Azad Maidan. Workers now in their advanced years
and their children arrived from villages in Kolhapur,
Sangli, Satara and Sindhudurg districts. The sena's
allies the Bharatiya Janata Party and the Republican
Party of India registered their presence.
T.K.A.Nair appointed Adviser to Prime Minister
Seven years after he became Principal Secretary to
Prime Minister Manmohan Singh, retired Punjab
Cadre, IAS officer T.K.A.Nair will be moving to a new
job in the Prime Minister's office in October 3. He will
become adviser to the Prime Minister with the rank
and status of Minister of State in the PMO.
Nair's place will be taken by Pulok Chatterjee, a 1974
batch Uttar Pradesh Cadre IAS officer who was in the
PMO in the United Progressive Alliance's first tenure
and is currently Executive Director in the World Bank.
The return of Chatterji is expected to strengthen the
PMO. In his first stint, he had successfully acted as a
bridge between the Prime Minister and congress
President Sonia Gandhi. He was also officer on
special duty to Ms Gandhi, when she was leader of
the opposition in the Lok Sabha.

That marked the beginning of a long relationship for


Chatterji with the Gandhis family. Sanjay Gandhis
successor in Amethi, his brother Rajiv, took to Chatterji's
low key style, his personal integrity and, above all, his
talent for discretion. After stints in Rajiv Gandhi's PMO,
in the Rajiv Gandhi foundation and as officer on special
duty to Ms.Gandhi, he came to Dr.Singh's PMO.
Justice Dinakaran resigns
Chief Justice of the Sikkim High court P.D.Dinakaran
resigned from his post, ahead of the commencement
of the removal proceedings against him by the three
member panel. The panel revived the probe after the
supreme court dismissed his writ petitions.
Justice Dinakaran, who will attain the age of
superannuation in May 2012, sent his resignation
letter to President Pratibha Patil, with a copy to Chief
Justice of India S.H.Kapadia (under Article 217 (a) of
the constitution. The resignation letter of a judge of
the High court may be written under his hand
addressed to the President. As a result of his
resignation, the removal proceedings initiated under
the Judges Inquiry Act pursuant to a motion admitted
in the Rajya Sabha, will become infructuous. He was
facing several charges including land-grab in Tamil
Nadu's Tiruvallur district.
Justice Dinakaran said he was upset that he was

Nikki Haley faces flak over white listing
Democrats have accused North Carolina's Indian
American Governor Nikki Haley of listing her race as
"white" in her voter registration form in 2001 and playing
