IOCL operates the largest and the widest network of fuel stations in the
country. In effect, it is completely dependent on its transportation system,
to make the product available at various locations. IOCL was facing a huge
challenge in tracking unauthorised halts and route diversion of oil tankers.
The tankers were not following the assigned route. Therefore, they decided
to implement a Vehicle Tracking System in all its White oil tankers for delivered products. It wanted a reliable and established IT company to implement
this project countrywide. It chose CMC as the service partner because of its
nationwide support facility and prior experience in similar projects.
Business Challenge
IOCL was facing a challenge in tracking unauthorised halts and route diversion
of oil tankers. It was not able to identify possibilities of pilferage and adulteration of fuel in transit and find the exact location of the venality. Adulteration
and pilferage of fuel was a major concern with the company as it was affecting
their reputation as well as profit margins. It wanted to monitor Tank Truck (TT)
movement from the loading depot or terminal to the retail outlet/consumer
outlet. Besides online tracking of movement of Tank Trucks (TT), it wanted
replay of location, exception generation due to unauthorised stoppages and
route deviation, as well as speed violation reports to prevent pilferage of oil
during transportation. Therefore, it decided to implement a Vehicle Tracking System in all its oil tankers. It wanted a reliable and well-established IT
company to implement this project countrywide and hence, chose CMC as the
solution provider.
How we helped
CMC conceptualised, designed, developed and successfully implemented the
Vehicle Tracking System (VTS) on the tank trucks (TT). It provides facilities
for online tracking of movement of Tank Trucks, replay of movement of TTs
based on historical data to detect exact location of unauthorised halt and route
deviation, and exception generation for unauthorised stoppages and route
deviation in case TTs are not adhering to assigned routes. CMC mounted VMUs
on 20000+ tankers reporting to 120 IOCL depots across India. It is first of
its kind IT solution implemented in India. VMUs also monitor speed and raise
alerts for speed violation which is important for safety as the tankers carry
inflammable material. CMC arranged third party inspection of vehicle mounted units, servers and peripheral hardware for unbiased quality checks. CMC
customised software and reports of the VMUs as per the location requirements.
It provided training to IOC personnel and tank truck drivers for effectively
using the VTS.
Also, CMC helped in procurement, supply, installation of licensed software
and GIS maps. It conducted physical route survey to chalk out an effective

route plan for tank trucks. Route map was generated for more than 2.8 Lac
kms across the country for all the authorised routes connecting retail outlets/
consumers outlets with depots.
IOCL is now able to monitor unauthorised halts after the implementation of
VTS and since then route deviations have reduced considerably, reducing the
risk of oil pilferage and adulteration. Moreover, they are able to monitor if
the product has been delivered on time. They get a real-time report of the
movement of the tank trucks and are able to predict their arrival at various
locations. Value added features like SMS integration for sending exceptions
to IOCL designated officials was introduced which helped in taking timely
action in case of delays or exceptions. IOCL is also benefitting from another
value added service of automatic letter generation to transporters which help
in mass announcements and notifications.
