This directory lists:
Foresters employed by the Department of Natural Resources who assist private landowners.
Private enterprise foresters (consulting foresters and industrial foresters) who have signed a
Cooperating Forester Agreement with the Department. Cooperating Foresters must comply with DNR
silviculture standards and rules for all landowner assistance regarding land management guidance
and harvest of timber. In addition to these requirements, Cooperating Foresters must attend
continuing education courses and file periodic reports with the Department.
Other partners in the private forestry assistance network including the American Tree Farm System,
Community Forest Resource Center, Cooperative Development Services, University of Wisconsin
Extension, Wisconsin Family Forests, Wisconsin Woodland Owners Association and Wisconsin
Woodland Owner Cooperatives.

Association of Consulting Foresters or the Society of American Foresters) or
certification programs that include a code of ethics. You may also check with the
Wisconsin Department of Agriculture, Trade and Consumer Protection (1-800-4227128) for complaints that might have been filed about particular businesses.
No criticism is implied of private foresters not listed. Additional foresters are
available in Wisconsin, but they have not entered into the Cooperating Forester
Agreement and so are not listed in this directory.

Why utilize the services of a forester on your property? 1 A professional forester will help you achieve
your ownership goals and will make sure that the forestry practices used enhance the future condition
and value of your woodland. You are more likely to get the job done right.
Whether or not you choose to work with a DNR forester or a forester in private enterprise will depend
upon the type of service, the complexity of the job and how soon you need help. DNR foresters are
employed by the state and are stationed throughout Wisconsin to get you started with forest
management. They also administer forest tax and cost sharing incentive programs. Consulting foresters
serve or represent private landowners on a contract or fee basis, which the landowner pays. Industrial
foresters are employed by wood-using industries that provide advice and assistance to private
landowners to promote forestry practices approved by the companies. The following tables list the
complementary services offered by public and private foresters.

If you plan to sell timber, a harvest almost always generates more income when a forester assists with
the marketing. By using a forester, you will get what your timber is worth. You will also get an appropriate
sale contract and sale administration. During a timber harvest, a consulting or industrial forester can
periodically inspect the logging, one of the most critical steps in managing your woodland.
A consulting forester can offer a wider range of services than
can most other foresters, and can handle most jobs from start
to finish. Or, they may handle only a part of the job if you so
choose. Consultants can provide services that may be
prohibited from other foresters.
For example, the Wisconsin Department of Natural Resources
(DNR) limits, by statute, the services their foresters provide
private landowners. When workload or work plans permit,
Wisconsin DNR foresters can mark or designate trees to
harvest in sawtimber sales less than 20 acres and pulpwood
sales less than 40 acres, in any 10-year period. The DNR
refers larger timber sales to Cooperating Foresters. In addition,
DNR foresters cannot prepare contracts, administer timber
sale contracts or otherwise act as a landowners agent.
Public foresters may also have restrictions on the time they
can allot to your forest management needs. In Wisconsin,
DNR foresters can give a maximum of 24 hours (three
workdays) of technical service each year to an individual
landowner, although workload may limit the available time to considerably less. DNR foresters may also
have waiting lists of landowners seeking help, causing delays in service.
An independent, private consulting forester works for you, the landowner, and not for a timber buyer,
wood-using firm, or the government. A consultant will serve as your agent in a variety of technical matters
related to managing your woodland.
Although an industrial foresters first allegiance is to the foresters employing company, many offer highquality assistance beneficial to landowners. It is to a forest industrys advantage to develop long-term
relationships of trust where landowners want a firm to come back time and again to harvest their timber.
To develop a lasting relationship, some companies offer comprehensive planning services and
consistently good prices for timber they purchase.
Landowners, foresters and timber buyers must work together to achieve a well-managed forest.
Consulting foresters and the buyers may not, however, always see eye-to-eye. Both look at the project
on your land from a different perspective. Your consulting forester looks out for your best interests and
works hard to obtain top dollar and increase the future productivity of your woodland. However, some
timber buyers may feel this pushes prices too high and profits too low.
As a landowner you undoubtedly want top value, but you should also hope the contract conditions satisfy
the buyer so that the logger performs careful work. When you select a consulting forester the ideal choice
is an individual or company that both landowners and timber buyers rate highly. Reputable buyers work
well with reputable consultants.
When selecting a private forester to hire, consider:
Affiliations with professional associations (such as the Society of American Foresters, Association of
Consulting Foresters 2 or Wisconsin Consulting Foresters 3) whose members must meet education
standards and adhere to a code of ethics
Years and type of experience. Reliability references from clients
Education
Attitude good rapport
Fee structures (hourly, percentage, per acre basis)
Insurance (liability, errors and omissions, workers compensation insurance)
Availability throughout your entire project
Willingness to practice sustainable forestry which integrates environmental, economic and social
concerns
Willingness to listen to your objectives
Special skills your job may require, such as log scaling and grading experience
The private forester you choose should serve you and represent your best interests in all matters
concerning your woodland. Check the foresters references! Inclusion in this Directory does not
imply an endorsement. Make sure you have a written contract or a letter of agreement signed by
both parties that spells out the working relationship in specific terms.
About Insurance
The Cooperating Forester Agreement requires program participants to carry workers compensation
insurance for employees (but not owners or partners) in a forestry firm. Some Cooperators might also
carry general liability insurance and errors and omissions insurance. See the definitions of insurance
types, below. If insurance coverage is an important factor to you in selecting a Cooperating Forester, be
sure to ask the firm for details about their insurance coverage.
Workers Compensation Insurance

Provides benefits, as specified by state law, to employees for work-related injuries or illnesses,
regardless of who is at fault. Covered expenses typically include medical benefits such as doctor,
hospital and surgical costs; related healthcare costs such as physical therapy; disability income
benefits, including services such as vocational rehabilitation that help an injured worker return to
work; and death benefits.
General Liability Insurance

Protects business owners and operators from lawsuits alleging bodily injury or property damage.
Errors and Omissions Insurance

Protects businesses against liability for committing an error or omission in the performance of
professional duties. Errors and Omissions policies are designed to cover financial losses rather
than liability for bodily injury or property damage.
Requirements of Association of Consulting Forester (ACF) full membership include: a college degree in forestry, five years of
experience with at least one of those as a consulting forester, professional training with at least twenty credits of continuing
education per year, provision of forestry services to the general public (rather than to one primary employer) for a fee, independence
from any business which may create a conflict of interest. Candidate Membership (CM) applies to applicants who are building
experience or working toward other requirements.

Requirements for Wisconsin Consulting Foresters (WCF) are similar to those of ACF, except that the WCF Code of Ethics requires
members to decline service to potential clients if the land management being requested is not consistent with generally accepted
sound forestry standards.
Master Logger Certification

If you have a forest management plan for your property, in
some situations prescribed harvests can be reliably
implemented by well-qualified, professional loggers. One of the
best measures for timber producer performance is whether they
are Master Logger Certified. Master Logger Certification
(MLC) formally recognizes those loggers who have attained
the utmost level of training and experience, and who
demonstrate an unending commitment to sound forest
stewardship. It is the highest form of professional recognition for
the logging sector in the state.

MLC in Wisconsin
Not anyone can be a Master Logger. Every Master Logger applicant must meet or exceed strict
performance standards that fall under seven distinct Areas of Responsibility. Their harvesting practices
must pass a rigorous field audit and their operations must receive the unanimous approval of the
Wisconsin MLC Certification Board. The Certification Board is a diverse group of resource experts and
stakeholders, all knowledgeable about the practice of sustainable forestry.
Once an individual becomes a Master Logger, they must be prepared to meet the same verification
standards on all of their work. This is done through biannual recertification and a complaint system that
can trigger a revisit from field verifiers. The purpose of this program is not just to hold loggers to a higher
standard, but to provide a gold standard that is recognizable by forest landowners and mills. To date, 24
Master Loggers have been certified, with more groups to follow.
Why is Logger Certification Needed?
Why is certification needed for any profession? To give clients, customers, or the general public
assurances that the person performing the job has the education, training, skill, and experience to do the
job correctly. Many loggers already meet all the standards and criteria of the MLC program. The
problem is they don't have a formal way to prove it. Other loggers can easily meet the requirements with
slight modifications to their operations. Some loggers will either not be able to meet the standards or
won't care to.
The Seven Areas of Responsibility
The American Logging Council developed seven Areas of Responsibility for the nation-wide Master
Logger program. Any logger wishing to become a certified Master Logger must meet or exceed strict
performance standards in each of the following seven areas:

To be qualified as an inspecting forester for the

American Tree Farm System, inspectors must
meet the following minimum education and/or
experience requirements.
A Bachelor of Science, Forestry
degree, or higher from a Society of
American Foresters (SAF) recognized
college/university.
Two year forestry technician degree
from a SAF recognized college and
working under the supervision of a
qualified forester.
Anyone professionally practicing
forestry and meeting the minimum
educational requirements set by SAF to
achieve the SAF Certified Forester title.
Upon meeting these conditions,
inspectors must attend an ATFS
Inspector Training Workshop. At
these day-long workshops
inspectors become certified to

Inspectors and can help with either the traditional American Tree Farm program or the MFL-Tree Farm Certified
Group. Statutory priorities, fire control, duties on public land or other workload might limit the time available for
some services. If significant delays are anticipated, the DNR Forester may encourage you to contact a Cooperating
Forester.

American Tree Farm System
The American Tree Farm System is a nation-wide program encouraging private
forest owners to do an effective job of growing trees as a crop. You may have seen a
green and white Tree Farm sign on your travels around Wisconsin. Tree Farm is
sponsored by professional foresters working for government agencies, industry, and as
consulting foresters. Tree Farm inspectors must meet minimum education and
experience requirements.
If you are interested in becoming a Tree Farmer, contact the Wisconsin Tree Farm Committee or your
local DNR forester. They will arrange to have a state, private or industrial forester look at your property to
prepare a Tree Farm management plan. Once certified as a Tree Farm, you can display the sign and
subscribe to the American Tree Farmer magazine. You receive notices of conferences, conventions, field
days, and study tours on forestry. Certified Tree Farm landowners are also eligible to compete in annual
Outstanding Tree Farmer competitions.

The Community Forestry Resource Center (CFRC) promotes responsible forest
management by encouraging the long-term health and prosperity of small, privately
owned woodlots, their owners, and their communities.
The CFRC works with private landowners in Wisconsin and other parts of the
country to meet their goals for forest management. Specifically, the CFRC assists
landowners who are interested in forming an association or cooperative or in becoming certified through
the Forest Stewardship Council (FSC). The CFRC assists with all aspects of establishing forest owner
groups, including business and market planning, management planning, and membership development.
The CFRC also hosts workshops and training sessions for landowners, resource managers and loggers.

Cooperative Development Services

Cooperative Development Services (CDS), a non-profit organization based
in Madison, has assisted in the development of over 15 sustainable forest
owner cooperatives and associations in the Upper Midwest since January of
1998. The goal of these local initiatives is to provide their members with
good returns on the sale of forest products, while at the same time
maintaining or improving the ecological and esthetic condition of their woods.

Wisconsin Family Forests

Wisconsin Family Forests is a grassroots, communitybased organization for private woodland owners that
focuses on strengthening local communities through
their shared interest in sustainable land management.
Community connections are strengthened as neighbors
work with neighbors to gain knowledge about sustainable forestry. Local resources are made available as
neighbors share their forest management experiences and work together to complete joint management
projects on private lands.
The local WFF alliances, usually formed at the township level, are the substance of Wisconsin Family
Forests. Each alliance operates independently at the local level as it focuses on issues of common
interest to its own members. The sole function of WFF, Inc., the statewide organization, is to support
established alliances as well as to offer assistance to landowner groups interested in forming alliances in
their own communities. Thus, the focus of Wisconsin Family Forest remains at the local community level.

Wisconsin Woodland Owners Association (WWOA)

WWOA is a nonprofit [501(c)3], educational association for private woodland
owners in Wisconsin. WWOA offers year-round educational opportunities for
novice and experienced private woodland owners who want to become better
stewards of their woodlands. WWOA publishes the quarterly, award-winning
magazine Woodland Management and sponsors workshops, conferences,
field days and an annual meeting each year in September. Local WWOA

2006 Stumapage Value Estimates

Wonder what standing timber is selling for? The stumpage rates developed by the DNR to calculate harvest taxes for land enrolled
in the forest tax programs can give a useful estimate. Timber values for an individual's tract may vary considerably from the
average prices in the table. Timber is unlike typical commodities in that quality (including color, grain pattern and defects) can vary
from site to site. Each parcel also has unique logging conditions such as slope, wet soils and hauling distance that will have a
bearing on value. For a more accurate appraisal of timber value on your land, work with a Cooperating Forester. Even then,
competitive bidding for designated timber is the only way to get a precise value since other factors (like customers seeking specific
products) will play a role in what loggers will pay.

Beware of Timber Theft and Fraud
Do your research. Make sure your timber is ready for harvest and that it will
be cut in a sustainable manner that protects the future of the forest. Know
the value and volume of your timber before you sell it.
You wouldn't sell your car or home without knowing its value... your timber is no
different! Talk with a DNR Forester or hire a Cooperating Forester to set up and
administer the sale for you.
Take your time. Don't make snap decisions on the doorstep, selling to the first
person offering you cash.
Get references from other landowners that have worked with the forester or

Dont rely on a logger-prepared contract. Get a contract that's designed to protect

your interests! The WWOA sample timber sale contract is a good place to start.
Review the contract BEFORE signing it.
During the harvest, stay out of harms way but make yourself visible. Ask
questions of the logger. Who are the equipment operators and truckers? How
many loads are hauled from your property and which mills are your logs being
hauled to? Be careful not to interfere with the logging operation, but your
presence and interest (or oversight from a Cooperating Forester) can help assure
the job is done right.
Work with loggers who are properly trained in logging safety and Wisconsin Best
Management Practices. If available in your area, consider contracting with a
Wisconsin Certified Master Logger or an SFI (Sustainable Forest Initiative)
qualified logger
