Dear Reproductive Health Supporter,
Texas women are facing a health crisis. Throughout the state, there is a shortage
of family planning clinics, a high percentage of uninsured people and high rates
of teen pregnancy. An analysis of Texas counties reveals that:
Grading Scale
Below are the eight categories included in this health report. Each county was evaluated based upon the
most recent data available:
Background information (gender proportion, total population, racial makeup, percentage of people below
poverty line, etc.) is also included for each county. The report aims to provide a general analysis on the
state of womens health in Texas. However, it is important to note that this is NOT a comprehensive investigation of womens health. With this report, we hope to offer a quantitative foundation for further
research.
For each of the categories, an academic researcher collected data from a variety of government and nonprofit organizations. The data was evaluated and assigned final grades based on a percentile system.
Roughly, the top 20 percent in each category received an A, while the lowest 20 percent in each
category received an F. The median scores were given a C.

Executive Summary
Women are an important part of our society; we play crucial roles as mothers, wives,
office executives, bus drivers, soldiers, doctors and attorneys. Yet according to the
American Pet Product Manufacturers Association, in 2008, Americans are projected to
spend $10.9 billion in medical care for their pets.1 Why is this taking place while 17.8
percent of adult women still do not have health insurance in the United States?2
The above comparison clearly shows that there is a lack of initiative when it comes to
womens healthcare. Women have historically fallen through the cracks when it comes
to health policies. As the country which spends the most money on healthcare per person, its time that U.S. spending reflected actual health needs. This analysis of womens
health in Texas counties revealed several key conclusions:
The quality of womens healthcare varies by Health Region. There are 11 Health
Regions in the state of Texas. The Health Region covering densely-populated and
affluent Central Texas received the highest scores, while less-populated, lowerincome Regions covering the Western, Southern, and Eastern parts of the state received significantly lower scores.
The percentage of people living in poverty and the quality of womens health-
care are inversely related. Texas counties with higher percentages of people living
below the poverty level tend to have lower healthcare scores. Figure 1 graphs the
relationship between poverty level and quality of womens healthcare. For example,
a typical Texas county with 10% poverty received a B (or GPA of 3) while a
county with 30% poverty received a C (or GPA of 2). The women living in poorer
counties are the ones who need the most medical attention.

Womens health is connected to larger issues of social justice and social responsibility.
It is no mere coincidence that the Texas counties with the highest percentages of people
of color and low-income residents also have the lowest healthcare quality. Deep in the
heart of Texas, there seem to be continued biases when it comes to allocating these important services. It is imperative that our society promote reproductive healthcare for all.
As a word of inspiration, Article 25 of the United Nations Declaration of Human Rights
states that everyone has the right to a standard of living adequate for the health and
well-being of himself and of his family, including food, clothing, housing and medical
care.3

much higher than the average uninsured rate of 20.80%. It is notable that Latinos
make up 95.7% of Webb Countys population.
Reagan County had the highest percentage of teenage mothers (17%). Reagan is
a small county in west Texas with a population of 2,997. As of 2008, the public
school district emphasizes abstinence-only sex education.
Collin County had a ratio of 145,570 women needing contraceptive services per
available clinic. This number is 12 times greater than the state average. Because
of this scarcity of clinics, many local women obtain reproductive care by traveling to
neighboring Dallas County. More clinics must be opened within counties such as
Collin County so that women from these counties are not forced to travel to major
metropolitan areas to obtain health services.
17 women were killed by their intimate partners in Harris County. Harris County
covers the densely-populated Houston area, and it follows that in areas with a high
population concentration, there is a greater chance for murder to occur. However,
while this explanation is statistically true, it does not answer the more important
question: Why are women being killed by their intimate partners? There is a statewide lack of funded programs addressing domestic violence and its consequences on
womens health.
It is important to note that the current state of womens healthcare in Texas cannot be
blamed solely on our public officials and government leaders. A tradition of passing
blame has resulted in deteriorating public initiatives. As a society, we must allocate
higher consideration for these health issues. Women play crucial roles in our society and
we deserve affordable, assessable and high-quality healthcare!

Reform Suggestions
In order to improve womens health, Texas needs to promote:
Responsible Sex Education. Texas spent $17 million dollars on abstinence-only programs in 2007.1 However, a national study recently revealed that abstinence-only sex
education does not deter teenagers from having sex.2 As responsible parents and community members, we must provide our youths with the knowledge to make safe, informed decisions. Currently 22 states have declined abstinence-only funding from the
national government, opting instead to fund abstinence-plus education, which emphasizes abstinence but educates individuals about all aspects of sexual health.
Access. There must be an increase in family planning clinics in urban and rural counties.
Family planning clinics provide contraception services, cancer screenings, fertility
awareness and counseling, and testing and treatment for sexually transmitted infections
(STIs). These services are essential to every community. Without access to family planning clinics, women risk leaving STIs and cancer undetected or untreated, and have less
access to protection against unplanned pregnancies.
Insurance Coverage. Women cannot have healthy babies if they cannot afford medical
care, just as people cannot live healthy lives if they are unable to afford preventive services and medical attention. Thus, before any progress can be made, we must address
the high rates of uninsured Texans. Texas currently has the highest rate of uninsured
adults in the nation.
Community Involvement. We must foster strong community initiatives that prioritize
womens health and highlight the needs and voices of those women most affected by
healthcare inequities. Communities can no longer ignore the dangerous problems of domestic violence and gender marginalization. Womens health is closely linked to many
larger social justice issues.
