En el momento en el que se realice una mocin o un punto, el delegado debe ponerse de pie
al ser llamado por presidencia y debe explicar su solicitud de forma breve y concisa.
Este punto se estableci para proteger los derechos de los delegados. Se lo considera vlido
cuando el delegado se siente ofendido por alguna situacin presente en la sala. Cuando
existe una acusacin fuera de orden por parte del orador, cuando no se puede escuchar al
orador, cuando el delegado no puede ver un texto proyectado como la placa del pas
perteneciente a un delegado que est en el podio, o cuando no est presente el texto de una
resolucin; son circunstancias aceptadas para utilizar este punto. Es el nico punto que
puede interrumpir al orador.
Este punto puede ser introducido por los delegados cuando existen dudas referentes a
cualquier tema o circunstancia relacionada o no relacionada con el desarrollo del debate.
Punto de orden
Este punto puede ser utilizado para solicitar que se corrija algn error de la aplicacin de
las reglas de procedimiento parlamentario.
Al tratar un proyecto de resolucin, cualquier delegado puede utilizar este punto, cuando el
orador se habr a puntos de informacin. Para ser reconocido, el delegado debe levantar su
placa tras la disposicin de presidencia. Al ser escogido el delegado deber ponerse de pie
y realizar su pregunta, la cual debe referirse exclusivamente al proyecto de resolucin o
enmienda debatida en ese instante. El delegado debe mantenerse de pie hasta que el orador
responda su pregunta sin derecho a rplica.
Esta mocin puede ser efectuada por cualquier delegado en el momento en cual se pasa a
un proceso de votacin o cuando sea haya realizado una votacin muy cerrada para que el
resultado sea determinado por placas. Esta mocin no se somete a debate y est a discrecin
de presidencia el ser aceptada o no.
Esta mocin se debe realizar nicamente al comenzar cada sesin de debate en los comits,
despus de haber sido leda la agenda. Se efecta si algn delegado desea modificar el orden
de las resoluciones a tratarse. El delegado que propuso la mocin debe especificar la forma
en la cual desea cambiar la agenda. Esta mocin se somete a debate y la presidencia deber
escoger a un orador a favor y en contra para que cada uno explique sus argumentos con
respecto a la mocin durante treinta segundos. Requiere de una mayora de dos tercios para
ser aprobada.
La mocin est en orden nicamente entre tiempos de debate y debe ser secundada. Su
aprobacin a discrecin de presidencia.
Derecho a replica
Este punto puede ser efectuado despus de haber terminado un bloque de polticas de
estado. Este punto se solicita nicamente al levantar la placa tras la disposicin de la
presidencia. En caso de ser escogido, el delegado podr exponer su argumento durante
treinta segundos y este debe estar relacionado al bloque de polticas de estado realizado
con anterioridad.
Derecho a contrarrplica

Point of order
This point can be used to request that an error in the application of the rules of
parliamentary procedure is corrected.
This request can be made when the time for discussion of a draft resolution or amendment
has ended. This motion was put to vote and requires the approval of a simple majority to
pass.
This is a request that is made to move to vote on a draft resolution or amendment. It is not
in order as the time for debate has not ended and delegates continue to request the use of
the word. This requires a two-thirds vote of the room to be approved.
This motion is performed immediately after the reading of a draft resolution or amendment.
To this can be approved without being debated and without going through a voting process.
If there is an objection, the motion is canceled immediately without being debated.
This motion may be made by any delegate at the time which is passed to a voting process or
when have made a very close vote for the result determined by plates. This motion is not
subject to debate and is at the discretion of the Chair if it may or may not be accepted.
This motion should be performed only at the beginning of each session of debate in
committees, having been read the agenda. Made if any delegate wish to change the order of

Right to counter-reply
This motion takes place exclusively in the Security Council and HR Council. This request can
be made after he has answered proposal by the delegate as a draft resolution or amendment

reply. This requires the approval of the presidency.
