TELECOMMUNICATION ENGINEERING
CENTER

The Telecommunication Engineering Center is a body under telecom


commission and a nodal agency of the Department of Telecommunications,
Ministry of Communications and Information Technology, Government of India
which is responsible for drawing up of standards, generic requirements, interface
requirements, service requirements and specifications for telecom products,
services and networks.
The Telecommunication Engineering Centre (TEC) is an "S&T" institution of
Department of Telecommunications, Ministry of Communications and Information
Technology, Government of India, with headquarters in New Delhi. It has four
Regional Centres in New Delhi, Kolkata, Mumbai and Bangalore.

Mission

To take initiative in NGN and set up world class NGN testbed.


Outsource routine interface approval testing of network
equipment and CPEs, to cut delays.
Coordinate "National Technology Think-Tank" to address the
development of the entire Telecom eco-system in India.
Give thrust of Wi-Max and PON technologies to ensure fasttrack rollout of broadband in the country, especially in rural
areas.
Evolve Technical standards for National Disaster Relief and
Security Control for Telecom networks.
Fund and encourage R&D in Telecom in public and Private
sectors as well as Educational Institutions to make India
R&D hub in this region.
Provide
Certification
to
drive
indigenization
and
manufacturing take - off in India.
Vigorously participate in professional bodies such as ITU - T,
WiMax Forum, TM Forum, Enum Working Group , IETF , IEEE
etc. and partner with multilateral organization like APT , CTO
etc. to protect country `s interests.
Setting up Asia Telecom Standards Institute in New Delhi
and Telecom consultancy to S.E. Asia and SAARC countries.
Actively co-operate with C-DOT to develop Telecom
Technologies aimed specifically for local manufacture.

QUALITY POLICY
TEC is committed to develop standards for the telecommunication sector in
India, to ensure development of world class telecom network and smooth
interconnection of individual networks. It will discharge its function as a
testing & certification body. TEC will endeavor to do continual improvement
in its processes by means of ICT implementation and will strive to achieve
e TEC system.
TEC is committed to provide timely support and advice to DoT on technical
and licensing issues in addition to the core issues mentioned above.
This shall be achieved through proactive, stakeholder sensitive &
responsive approach, technological and infrastructural up-gradation,
knowledge sharing, competency enhancement and continuance of a
conducive work culture.

QUALITY OBJECTIVES
TEC has set its Quality Objectives:
1. To ensure timely preparation & updating of new & existing GRs/ IRs
/Test Schedules as per the Annual Action Plan.
2. To ensure timely conduct of field trials/testing/validation/ certification.
3. To ensure timely issue of Interface/type Approval and certification.
4. To establish Next Generation Network (NGN) Lab in TEC to herald
the deployment of such networks in the country: also, setting up of
labs for the EMF radiation measurements.
5. To ensure continual competency development through training of
employees.

6. To develop TEC's infrastructure to achieve e-TEC. This will lead to


paperless office working.
7. To continually improve the stakeholders' satisfaction.

Human Resources:
TEC has strength of 27 telecom professionals, 94 telecom engineers and 88
support staff for carrying out its responsibilities

TEC functions:-

A technical body representing the interest of Department of Telecom, Government

of India.
Specification of common standards with regard to Telecom network equipment,
services and interoperability.
Generic Requirements (GRs), Interface Requirements (IRs).
Issuing Interface Approvals, Certificate of Approvals, Service Approvals & Type
Approvals.
Formulation of Standards and Fundamental Technical Plans.
Interact with multilateral agencies like APT, ETSI and ITU etc. for
standardization.
Develop expertise to imbibe the latest technologies and results of R&D.
Provide technical support to DoT and technical advice to TRAI & TDSAT.
Coordinate with C-DOT on the technological developments in the Telecom Sector
for policy planning by DoT .

Groups 15, 13 & 2 on NGN, SDH, DWDM, DSL, Free Space Optics ( FSO)
& Broadband topics.

Of the above, G.640 & G.695/Appendix have been consented in Feb
2006 meeting of ITU-T Study Group 15 at Geneva.
Amendments to three key standards of ITU-T G.691 , G.671 & G.803 were
initiated by TEC and approved under Correspondence Leadership conferred
on TEC, in Nov 2005 meeting of ITU-T Study Group 15 at Geneva.
Spectrum Management : WRC-2007 of ITU
Framing of Guidelines for Disaster Management ( with reference to
Telecommunications).
Framing of Guidelines for Complying with Limits for Human
Exposure to Electromagnatic Fields.
Participation of TEC (DoT) in the sixth meeting of the ITUT Study
Group 19 Mobile Telecommunication Networks held at ITU
Headquarters, Geneva from 19th 26th April 2007.

Scope of Telecom Security Test Lab:

Testing the security features of all types of IP and telecom / ICT


equipments in access, transport, control and application layers of
wireless and wire line domain deployed in the telecom network e.g.
NGN, IMS, and LTE etc.

Testing of various End User Device such as mobile handset, dongles


and CPE devices such as Residential Gateways, LTE- CPE devices
with Wi-Fi interfaces etc.

Radio communication Division:The Radio communication Division is responsible for framing of Generic
Requirements (GR) for Terrestrial Radio Communication & Satellite
Communication products, validation/testing of sub-systems, Interface
Requirements (IR) for interface for telecom network, field support to
BSNL/MTNL network and technical support to DoT.

Electromagnetic Compatibility &propagation Studies.

New Contributions and to participate in the ITU-R activities.
Preparation and review of Generic Requirements/Interface

Specific Absorption Rate (SAR)


About SAR Lab:TEC has commissioned SAR Lab for mobile handsets on 21st January 2013.
This Lab was inaugurated by Honble MOC &IT Shri Kapil Sibal in a
function which was attended by senior officers of DoT (Department of
Telecommunication).
The SAR Lab is the first Lab in INDIA for independent audit of SAR value,
self certified by mobile handset manufacturers and importers in INDIA. The
main equipment of the lab is supplied by M/s Speag of Switzerland, through
its Indian partner.
SAR is closely related to electric field strengths produced inside human body
tissues while making communication. It is the rate at which human body
absorbs electromagnetic power radiated from mobile phones. Lower the value
of SAR, safer the mobile handset for the human use.
The lab is capable of making SAR measurement for CDMA, GSM 2G &3G
mobile handsets in the frequency band of 800MHz, 900MHz, 1800MHz AND
2100MHz. the lab is also capable of making SAR value against the
International Commission on NON-Ionizing radio protection (ICNIRP) limit
of 2Wattper Kg measured over 10 gm of tissue as well as the recently adopted
limit in INDIA i.e. 1.6Watt per Kg measured 1 gm of tissue.
Government of India has prescribed safety limits for exposure to RF energy
produced by mobile devices that mainly exposes the head or a limb for the RF
energy. This article presents basics of electromagnetic radiations from Mobile
phones, the standards adopted for safety limits and measures taken by
Department of Telecommunications for assessment of complains to safety
limits in terms of SAR values of mobile phones.

RADIATIONS including SAR MEASUREMENT in the
close proximity to the human head.
