For better coordination purposes.
Concentration on progressive thinking.
More impressive control method.
This four step will providing an organization a better planning by force the managers to

think widely and broadly and considering the future resource need and some potential opportunities
even any threats.
Back to the question, if an organization is an environmental that experiences constant
change, what is the point of trying to develop short-term plans? If an organization faced constant
change, it is very difficult to plan in a crisis, and unrealistic condition because long-range planning
usually took long time basically three to five year to achieve it. Therefor an organization must have
some confidence that it will exist next year, and that most of its key staff and its Board leadership
will continue to be connected with the organization.
Therefor long-range planning usually less important than short-range planning especially to
new organization because long-range need some level of organizational stability. Basically for a
new organization their tend to use short-range planning ,usually to gain experience and stability in
their organization before their change to long-range plans.
