Dear Colleague,
There are five Ms of Management Resources;
Men, Machine, Material, Method and Money. All
these resources are managed, but it is bit
challenging to manage Human Resources. Men are
called Human Resources in the organization
parlance. To manage, it does not mean only to make
manpower available by recruitment and promotion.
Or by taking care of their salary, claims, transfer,
promotion and posting.
To manage, goes beyond and involves
competence building, performance measurement,
communicating, participation, productivity,
commitment, satisfaction and alignment of all with
organizations vision, mission and objectives.
Human resources is vital for organization as it
is this resources which drives all other management
resources in the organization. Therefore
organization must have committed and motivated
Human Resources. In short, organization success
depends on quality of Human Resources in the
organization.
In our organization we have streamlined
regular aspects of employees i.e. salary, claims,
transfer, promotion & posting, The ERP and
regular system improvements, we are trying to
improve on system, continuously.
We have also taken steps towards larger and
intangible aspect of Human Resources
Development. We have done organization
restructuring as per our business requirements. Our
service rules & regulation are uniformly governed
and are transparent. In the year 2010-2011, we have
introduced KRA/KPI weightage based
Performance Measurement System for employees
in Pay Group I & II. Reward & Recognition

operations. Employee Engagement Survey was
held to assess organization culture and to take steps
for improvements.
Now, it is our prerogative to strengthen these
programmes and take it to the next level. As an
organization, the management is committed for it.
But here, I like to say any best thing is done,
motivation is an internal force. I work for my
organization which gives me livelihood, so I must
work towards my full dedication and ability, this
should be the spirit of all employees. A self
motivation is always better than external
motivation. We are Indians and loyalty, integrity,

Maharashtra State Load Dispatch Centre (MSLDC) - An Oriorientation

Maharashtra State Load Despatch Centre is the apex


body for integrated operation of electricity grid in the State.
It is constituted under section 31 of Electricity Act' 2003 and
MSLDC is operated by MSETCL being State Transmission
Utility.
As per section 32 of Electricity Act 2003, following
functions are assigned to MSLDC:

to be responsible for optimum scheduling and despatch


of electricity within State, in accordance with the
contracts entered into with the licensees or the
generating companies operating in that State;

to monitor grid operations;

to keep accounts of the quantity of electricity


transmitted through the State grid;

to exercise supervision and control over the intra-state


transmission system; and

to be responsible for carrying out real time operations


for grid control and despatch of electricity within the
State through secure and economic operation of the
State grid in accordance with the Grid Standards and
the State Grid Code.
National Load Despatch Centre, Delhi is apex the body
for monitoring and control of all India Electricity Grid.
Further All India Grid is sub divided in five (5) regions and
33 nos. of State Load Despatch Centers of respective states
are operating under technical control of respective Regional
Load Despacth Centres. Accordingly MSLDC is working
under technical control of Western Regional Load Despacth
Centre, Mumbai and under administrative control of
MSETCL.
In order to discharge its functions, MSLDC has three
major areas of working ;
1. System Operations
2. Energy Accounting & Regulatory matters.
3. Supervisory Control & Data Acquisition.
As per section 33 of Electricity Act' 2003, every
licensee (Distribution and Transmission),Generating
Company, Generating Station, Substation and any other
person connected with the operation of the power system
shall comply with the direction issued by the State Load
Dispatch Centre under subsection.
Generating companies like MSPGCL, Tata-G, RInfra-G, Adani Power, JSW, Wardha Power, Indiabulls,
Vidharbh Industries, Ideal Energy, Abhijit, Gupta Energy
and other small generating companies are operating in the
state. Also, all non conventional energy source generators
like Wind, Solar, Biomass & Bio gas are operating under

control of the SLDC.


Transmission licensees like MSETCL, Tata-T,
Reliance-T, Adani Power Transmission, Indiabulls
Transmission, Jaigad Transmission and Maharashtra
Eastern Grid Transmission are operating in Maharashtra
with its grid integrated with central transmission companies
like Power Grid Corporation, Bhopal Dhule Transmission
and Reliance Energy Transmission companies.
Distribution companies like MSEDCL, Tata-D, RInfra-D and BEST are operating in the state and SEZs have
been given status of deemed distribution licensee.
All above entities and grid connected consumers are to
be monitored and controlled by SLDC.
System OperationThere are two major tasks under grid operation;
1. Scheduling of power to each Discom and Generating
company prior to actual despatch of electricity in real
time.
2. Monitoring and control intra-state transmission grid
and its interconnections with neighbouring states and
central utility network.
All Distribution Companies and open access
consumers purchase electricity from different generating
companies in the State and from outside the State to supply
to their consumers. MSLDC issues schedules for Discoms
and Generating companies according to the contract for
power purchase. MSLDC is nodal agency for Short Term
Open Access (STOA).
Short Term Open Access is the facility provided under
EA 2003 for use of transmission network according to
available margin in network for short period of contract
ranging from 15 min to one month made by purchaser with
supplier of electricity directly or through Electricity trader.
Also, SLDC issues standing clearances for purchase/sale of
electricity by Transmission system users through Power
Exchanges. Power Exchanges are identical with stock
exchange where purchasers and buyers submit their
electronic bid and purchase/sell energy on the basis of rate
discovery by Power Exchanges.
All the scheduling is done on 15 min time blocks basis
for day ahead and are subjected to revision on request by
entities on the day of despatch. Scheduling is a major
activity being carried out by SLDC. Schedules are prepared
on Merit Order Despatch (MOD) principle. Merit Order
despatch assures that all the time least cost power is flowing

in the network to achieve overall economy. When there is


surplus power available in the network, costlier power is
backed down in descending order of cost and whenever
power is required it is picked up in ascending order of cost.
These schedules form basis for commercial settlement
between utilities.
Monitoring and control of the grid is a real time activity
carried out by SLDC. All system parameters like line
frequency, voltages and active/ reactive power flows are to
be maintained within specified limit as per the Grid Code.
Load-Generation balance during real time is another major
activity which ensures stable frequency and power
exchange with central grid within specified band as per India
Electricity Grid Code. Power flow on each element of grid is
to be maintained within limit so as to ensure safe loading of
the system elements.
Facilitating outages of grid element in real time without
over loading of other elements and without any interruption
to loads for maintenance work of planned/emergency
nature, construction works, diagnostic testing works forms
major role of SLDC. All these outages are to be coordinated
with outages of elements of national grid outside the state.
Real time permission for integration of any new element in
the state grid/new generator is issued by SLDC.
Certification of transmission system availability to
every transmission company and certification of availability
and backing down quantum to generating companies are
also major tasks carried by SLDC.
SLDC publishes Daily System Report every morning
regarding performance of grid operation on previous day.
Monthly reports are also prepared. These reports are
forwarded to all concern authorities and to WRLDC/NLDC
& CEA at national level.
Energy Accounting & Regulatory matters.
Electricity Act 2003 has entrusted responsibility of
state energy accounting to SLDC. Under state energy
accounting SLDC has to maintain record of each unit of
electricity injected in the state grid and each unit drawn by
distribution company. The losses of transmission grid are
calculated.
The state has to draw power from the central grid as per
schedules issued by Regional Load Despatch Centre. All
intra-state generators are supposed to inject power in grid
according to the schedule and each distribution licensee are
suppose to draw power as per schedule. However, during
real time operation due to ever changing demand and
dynamic parameters of generator, actual injection /drawl
may not match with schedules. These deviations are to be
settled among the utilities as per the Settlement Mechanism.
SLDC pays/receives the bills for deviation in schedule

for power drawn from Central Grid to Western Regional


Power Committee as per Deviation Settlement Mechanism
issued by Central Electricity Regulatory Commission. The
deviations of Merchant Generators in the state and
deviations between distribution companies are settled by
SLDC on 15 min time block basis as per Final Balancing
and Settlement Mechanism issued by Maharashtra
Electricity Regulatory Commission.
SLDC has to operate as an extended arm of MERC and
requires to appear for hearing in various matters before
MERC and hence regulatory compliance is major task.
SLDC has to issue energy injection reports to
Renewable Energy generators of Renewable Energy
Certificates issued by NLDC.
Supervisory Control & Data Acquisition.Monitoring and control of state grid is possible only
when all parameters of the system are available through
telemetry to system operator. Accordingly, SCADA is the
backbone of proper functioning of SLDC.
SCADA system supplied by M/s Siemens at SLDC
and all Remote Terminal Units (RTU) located at various
sub-stations/generating stations report to SCADA system.
These RTUs give real picture of the system parameters to
system operators.
SCADA systems of WRLDC, TATA, R-Infra and
ALDC Ambazari are connected to SLDC SCADA system
through Inter Control Centre Protocol links. Healthy,
reliable and redundant communication network is a primary
requirement for data acquisition system.
SCADA system at Kalwa and Ambazari
simultaneously receive data from RTUs, this feature
facilitates identical data availability at both the centers. This
feature is provided in view of disaster management scheme,
so that in case of any disaster, Ambazari can act as SLDC.
SLDC BudgetAs per Electricity Act 2003 section 32, State Load
Despatch Centre may levy and collect such fee and charges
from the generating companies and licensees engaged in
intra-State transmission of electricity as may be specified by
the State Commission.
Accordingly, SLDC is filing its budget petition to
MERC for Annual Revenue Requirement (ARR) and
capital expenditure plan. MERC carries out due regulatory
processes and passes order for SLDC Budget. SLDC
budget is recovered from Distribution licensees in
proportion to their demand.

Introduction
Every year the State Transmission Utility (STU) Plan for the next five years is prepared. The STU Plan is based on Planning Philosophy and methodology with Reliability Criteria
such as System Studies, evacuation of power from generating stations of different generating utilities, to meet upcoming load of MSEDCL, system improvement of existing Transmission

MSETCL bagged SAP Award

MSETCL considered the evacuation of power from all generating plants to the respective load centers.

A) No of substations

MSETCL once again bagged SAP ACE 2014 Award (Award for Customer
Excellence) under the Best Run Award in Utilities - Transmission Category.
This award is given by SAP India to recognise outstanding contribution in SAP
implementation by Public Sector Organisations at all India Level.
It is third recognition to MSETCL for ERP SAP. In the past, company bagged
SAP ACE in the year 2012, Maharashtra States DIT, E- governance Award in the
year 2013.

Human Element in Administration

Administration, Management and Leadership are


synonymous. An administrator involves leadership
qualities and good managerial skill. Similarly
management pre-requisite is good administration and
leading ability. A leader is not emerged without
administrative and management competence. In
Government parlance as it is more inclined towards
public policy, a term administration is used commonly.
In all, it is common sense which needs to apply
while examining and deciding any case. Our education
and experience helps to develop this sense in our
approach and sensibility.
I have around 19 years of administrative
experiences of field. I have found that many
complexes and vital issues are solved with common
sense approach. I have also seen that many trivial and
simple issues get complicated due to lack of it.
Now, having understood importance of common
sense, it is pertinent to know what it means. It means to
bring all relevant facts on logical manner, putting up
case with simple language with clarity, substantiating
with relevant documents, analyzing it with prevalent
rules and regulation, giving considered opinion on the
case, stating clearly; who is the Competent Authority to
take decision as per the delegation of power.
Any aspect not done properly, show lack of
common sense approach. It is not to mention that the
case file has to put up in organized away with proper
numbering of note sheet and correspondences sheet,
flagging wherever necessary.
At an advance stage the dealing officer and
deciding officer including the competent authority
needs to be impartial, transparent, reasonable, fair, just,
uniform and peruse the case in the interest of the
organization. In this case, only a true and fair decision
will arrive and this is Human Resources Development
for me.
