Once the IOS servers have been installed and connectivity established the
following service steps are followed:
Hardware Analysis.
Use RF IM stats to identify neighbors to be deleted for every cell in the network
Use processed IOS data from serving cells and configured neighbors to identify RF problems and HW
issues. (Performed 2/3 to 2/4)
Use the test neighbor rotation algorithm to collect measurement data for identification of missing
neighbors.
Use the test neighbor rotation algorithm to collect measurement data for generation of a cell to cell C/I
matrix
The C/I matrix is used as an input to CellOpt AFP to create an optimal frequency plan for the market.

Duplexer / Antenna
A significant path imbalance exists causing a downlink shortfall where both UL and DL
SQE and RSSI are impacted.
A fault will tend to be a common path element for both links.
Duplexer fault, Jumper cables, transmission line or bad antenna are possible
issues. Antenna & Line Sweeps are suggested.
Check Orientation of Antennas, make sure all Antennas have same Downtilt.
Mismatch Downtilt can cause significant path imbalance.
PA / Cables / Combiner
A significant path imbalance exists causing a downlink shortfall where DL SQE and
RSSI are impacted.
A fault will tend to be between the BR Tx output and the duplexer input.
Cabling is a common issues (loose connectors or faulty components).
If multiple carriers on a cell exhibit similar issues, a combiner is typically the
root cause.

Tx Hardware / Parameter
A less severe path imbalance exists causing a downlink shortfall where DL SQE and
RSSI are impacted.
A fault will again tend to be between the BR Tx output and the duplexer input.
Cabling is a common issues (loose connectors or faulty components).
A power budget issue may exist caused by a database mismatch with the
installed combiner, Desired_Pri settings; or TTA configuration (RxTxGain).
These types of issues also occur in the Power Budget Report but with lower
differential RSSI
NOTE:
A downlink short fall, as represented by a negative differential RSSI, may be the result of
excessive uplink (receive path) gain within the RFDS.

RMC / Rx Cable
A significant path imbalance exists causing an uplink shortfall where UL SQE and RSSI
are impacted and the Carrier Call Drop statistic count is much larger than the LOT
count for the cell.
This statistical trend means call setup assignment failures are occurring as a result of an
issue in the RFDS.
This scenario will tend to point towards a multicoupler with insufficient gain caused by
configuration or a faulty component.
Rx Path RFDS
A significant path imbalance exists causing an uplink shortfall where UL SQE and RSSI
are impacted where assignment failures are not excessive
Such an issue will tend to be related to cabling.
