When we use certain particles after question words, we get combinations that

This add-on ending carries the emotional content for the sentence a person
says. In this context it may show exasperation, confusion or worry on part of
Kaitou as he wonders why his parents are behaving in a strange way.

meaning here, in our case that Kaitou is emphasizing his speaking to both Kuma
and Kanchi at the same time.
