(c) The operation and maintenance costs shall be as low as possible. Accordingly,
additional cost required for operation and maintenance for specific type of equipment or
system shall be re f1 ected on the bid evaluation.
(d) The main fuels to be supplied are fuel oil and natural gas , of which the latter is
expected to be available in the course of construction. The boiler and control system,
including burner management system, shall be designed and provided so that both fuels
can be fired. The natural gas system, from the natural gas receiving point up to natural gas
burnr shall be designed but not included in th scope of supply.

(e) The turbine generator shall have a rating of 300-330 MW and the plt sh1 be
designed for a plant load factor of seventy (70) percent and thirty (30) year operation.
(f) The plant shall be completed within thirty five (35) months from the effective date of
contract.
(g) The Bid Documents are not intended to specify completely all details of design d
construction of the plant and it is the Contractor s responsibility to provide complete
power plant. The plant shall conform , in all respects , to high standard of engineering,
design and workmanship , and shall be capable of continuous commercial operation in a
mmer acceptable to EVN.
(h) EVN, with the supervision of the Consultant, wiU interpret the meaning of Drawings
and Specifications and shall be entitled to reject any work or material which EVN judges

other hand , from April to September, the southem-west monsoon blows and it brings
warm , damp weather to the whole country.
(b) Temperature
The annual average ambient temperature is 26.7 0 C, with the highest temperature of
36.7 0 C and the lowest 17.70 C
The plant performance shall be guaranteed based on 30 o C.
(c) Humidity
Monthly average relative humidity is not so much different among months. The highest,
average and lowest humidities are 100%, 84.7% and 36%, respectively.
The plant performance shall be guaranteed based on 84.7%.
(d) Wind
The maximum wind velocity is 36m/s at 10m height, which is 50 year probability value.
(e) Rainfall
As for rainfall , there are two seasons i.e. dry season and rainy season. The dry season lasts
from October to March and rainy season lasts From April to September. The annual
maximum , average and minimum rainfalls are 1,832mm, 1,584mm and 1, 160mm,
respectively. The maximum rainfall intensity is 88.3mmlh.
2.1.1.2 .4 River Conditions
(a) The project site faces the Hau River and is located along the right bank. The river
water highest, average and lowest temperatures are 33.1 0 C, 29.2 0 C and 22.7 0 C ,
respectively. The plant performance shall be guaranteed based on 30 o C.

2.1.1.2.5 Geology
(a) As for the geology at the site, reference shal1 be made on the relevant Bid Drawings.
(b) The soil piled up at this site is mainly clay and soil layers include some thin sand
layers. Based on 100m deep bore sampling, it has been ascertained that the soil is
categorized mainly to six (6) layers an d, when analyzed in detail, twelve (12) layers and
that almost alllayers are nearly flat.

(c) Layers 1 and 2, piled up in Qiv period, extended from ground level to EL-20m
maximum. These consist of clay and silty clay, and are very soft. The N values taken from
the standard penetration test are nearly zero. These layers are considered to be inadequate
as the supporting soil layers for heavy structures.
(d) Layers 3 to 5, piled up in Qiii period, extended from around EL-20m to EL-60m.
These consist of clay and clayey sand, and are medium hard. The layer 4 consists of
clayey sand, piled up from around EL-30m to EL-40m. The N value of layers 3 and 5,
which mainly consist of clay, is 16 to 18 and that oflayer 4, which consists of clayey sand,
is average 23.
(e) Layer 6, piled up in Qii-iii period, extended from around EL-70m to EL-I00m. It
consists of silt and sand, and is very hard with an N value of more than 50.

2.1.1.2.6 Seismology
(a) Historically, there was no occurrence of earthquake in this region. According to data
from the Earth Scientific Institute, the Project Site is located in the southem seismic
region ofVietnam and the seismic grade is 7 on the Seismic Intensity Scal.
2.1.1.2.7 Existing Environmental Conditions
(a) The air quality and noise level around the site area were measured at the end of August
1997. The data are surnmarized as follows:

additional payment thereof shall be made by EVN.

those to be supplied by EVN in accordance with SCC Sub-Clause 1.2 .22.
(iv) Cornplete set ofturbine and generator and associated auxiliaries

(c) There are interfaces between Unit No.2 Contract and existing Unit No.l equmen
systems and common facilities that are mentioned below.
1) The existing water pre-treatment system, demineralization system, waste water
system are common facilities to Unit No.1 and Unit No.2.
2) The existing instrument air compressors, yard instrument air compressors and
service air compressors are common facilities to Unit No.l and Unit No.2.
3) The existing service water system including washing water system and drinking
water system are common facilities to Unit No.1 and Unit No.2.
4) Utilities such as instrument air, service air, service water (including washing water),
drinking water and demineralized water for Unit No.2 are supplied from the above
mentioned existing common supply system ..
5) The existing waste water system is common facilies to Unit No.1 and Unit No.2.
The waste water from Unit No.2 equipmenfacilities is treated by the existing
common waste water systm.
6) The existing fuel oil receiving system including unloaders, imported fuel oil storage
tanks , domestic fuel oil storage tanks , diesel oil tanks and fuel oil transfer pumps are
common facilities to Unit No.1 and Unit No.2 , from which the fuel oil to Unit No.2
is fed.
7) The existing wind shield of the stack is common to Unit No.l and Unit No .2. The
inner flue ofUnit No.2 has already been installed inside the existing wind shield by
Unit No.l contractor.

8) The ash from Unit No.2 ESP, economizer and air heaters is collected to the existing
common ash collecting and treatment system.
9) The ammonia to Unit No .2 ESP is supplied from the existing ammonia injection
system.
10) The existing nitrogen gas supply system for N2 sealing systm for boiler, heaters and
deaerator is a common facility to Unit No .l and Unit No .2, and nitrogen gas
required for Unit No .2 is supplied from the existing supply system.

11) The hydrogen gas generation plant for supplying hydrogen gas to the generator is a
common facility to Unit No.1 and Unit No.2 , and the hydrogen gas required for Unit
No.2 is supplied from the existing hydrogen gas generation plant.
12) The existing Steam converter system is a common facility to Unit No.1 and Unit
No.2.
13) FGD system
The existing stand-by equipment shall be employed for Unit No .2.
(i) Limestone handling system
The limestone handling system from the ship to the limestone silo has been
installed. The last conveyor to the silo (Limestone conveyor 01-BC-04) shall be
modified so that the Limestone from the bucket elevator can be transferred to two
(2) limestone silos by the Contractor.
(ii) Limestone Milling system
One (l) of two (2) xisting milling systems , which is currently served as a
stand-by in Unit No.1 , shall be employed for Unit No.2.
(iii) Oxidation air blower
One (1) ofthree (3) existing oxidation air blowers , which is currently served as a
stand-by in Unit No .l, shall be employed for Unit No .2. In addition, one (1)
oxidation air blower shall be supplied for Unit No.2 by the Contractor.
(iv) Vacuum filter system
One (1) oftwo (2) existing vacuum filter system for dewatering gypsum, which
is currently served as a stand-by in Unit No.1 , shall be employed for Unit No.2.
(v) FGD make-up water supply system
One (1) FGD make up water tank has been installed for the common to Unit
Nos.l and 2. One (1) two (2) existing FGD make up water transfer pump which is
currently served as a stand-by in Unit No.1 , shalI be employed for Unit No.2.
One (1) of two (2) existing FGD make up water pump and (1) one of two (2)

16) As for fire fighting system, the existing fire water supply sm consisting of fire
pumps and fire water ring main around the equipment, facilities , buildings and areas
ofUnit NO.1 and common facilities is commonly used to Unit NO.1 and Unit NO.2.
The river water and the filtered water necessy for fire fighting system ofUnit NO.2
are supplied by the existing fire water supply system. The foam supply system
consisting of pressure proportioning equipment, foam tank and foam supply main
piping are common facilities to Unit NO.1 and Unit NO.2. Foam necessy for Unit
NO.2 equipment is supplied by the existing foam supply system.
17) The existing starting transformer and emergency diesel generators are commonly
used to Unit NO.1 and Unit NO.2.
18) Control signals of the existing common equipment shall be takn from the existing
common DCS by way of communication bus connectd to DCS ofUnit NO.2.
19) The existing 110kV and 220kV switchyards are common facilities to Unit No .l and
Unit NO.2. HV side of main transformer shall be connected to the existing
switchyard by the Contractor.
20) Buildings such as central control building, administration building and others listed
in the attached list of common facilities are common to Unit NO.1 and Unit NO.2.
The power house ofUnit NO.1 shall be extended to power house ofUnit No .2. The
existing central control room and computr room in the central control building are
commonly used for Unit NO.l and Unit NO.2.
21) Some equipment of Unit NO.2 such as limestone ball mill , oxidation blower,
chemical dosing system and battery and charger shall be installed in the existing
buildings.

22) Some structures/equipment in circulating water system for Unit No.2 , such as
common intake tower, intake structure, a pt of discharge tunnel , common transfer
structure and common discharge canal have already been constructed by Unit NO.l
contractor and will be handed over to the Contractor.
23) Piling works for some areas ofUnit No.2 , such as for boiler area, power house area,
ESP area and FOD system area, and those for the main transformer and the unit
auxiliary transformer have already been finished and will be handed over to the
Contractor. The details of such piling works are described in Volume 3 and Volume
11. Other piling work for Unit No .2, if necessy shall be conducted by the
Contractor.
24) As for common facilities , see attached list of common facilities.
(d) Other than the above interfaces between the Contractor and existing common ficilities ,
there are interconnections between the Contractor and existing Unit NO.l equipmen
system for the following systems.
Auxiliary cooling water system supply and return header
Chemical dosing for auxiliary cooling water system
Screen wash water supply lin
Turbine lubricating oil storage system
Make up water system (Condensate storage system)
(e) Yard pipings and cables for Unit NO.2 will be arranged and installed on the exiting
pipe racks , sleepers or cable trays. Additional racks/sleepers/cable trays or modifications
of existing racks/sleepers/cable trays shall be provided by the Contractor, if necessary, for
UnitNo .2.
(f) As for details ofinterfaces of each equipmentlsystems between the Contractor and the
existing facilities/equipment , see relevant clauses of th bid documents where

Information on utilities supplied from the existing facilities to Unit No.2 are as follows.
(a) Instrument Air
The instrument air for equipment and facilities ofUnit No.2 is lid from the existing

The service air for the equipment and facilities ofUnit No .2 is supplied from the existing
common service air compressors. The pressure of supplied air is 0.62 - 0.69 MPa (g) (oil
free). The design pressure and temperature of service air system are 0.85 MPa (g) and 65
OC. As for terminal point, see Drawing No. OM2G-1016 TERMINAL POINT LIST in
Volume 11.
(d) Service Water
The service water including the washing water for equipment and facilities ofUnit No.2
is supplied from the existing common service water system. The service water is filtered
water.
The quality of the filtered water is as follows.
(i) pH
: 6.0 - 8.0
(ii) Turbidity
: less than 1 ppm as Si0 2 at filter outlet
(iii) Suspended solid
: less than 1 ppm at filter outlet
The pressure of supplied service water is 0.66 - 0.92 MPa (g). The design pressure and

temperature of service water system are 1.0 MPa (g) and 40 oC. As for terminal points,

(e) Drinking Water
The drinking water of Unit No.2 is supplied from the existing common drinking water
system. Drinking water is water filtered through the activated carbon filter, sterilized by
dosing sodium hypo chloride (N aCIO). Th e pressure of supplied drinking water is 0.3 0.4 MPa (g). The design pressure and temperature ofthe service water system are 0.7
MPa (g) and 40 oc. As for terminal points, see Drawing No. OM2G-10 16 TERMINAL
POINT LIST in Volume 11.
(f) Demineralized Water
The existing raw water transfer system , pre-treatment system and demineralization
system are common facilities to Unit No.1 and Unit No.2. The demineralized water for
Unit No.2 equipment is supplied from the existing demineralized water system through
the existing demineralized water storage tanks and existing demineralized water transfer
pumps, which will send demineralized water to the condensate storage tank ofUnit No.2 .
The quality ofthe demineralized water is as follows.
(i) Conductivity
: Less than 0.5 S/cm at p isher outlet
(ii) Silica
: Less than 0.015 ppm as Si02 at polisher outlet
The pressure of demineralized water is 0.18 MPa (g) at the Unit No.2 condensate storage
tank inlet. The design pressure and temperature of the demineralized water system at
Unit No.2 condensate storage tank inlet are 0.55 MPa (g) and 40 oc respectively.
The discharge line ofUnit No.2 condensate water transfer pump is inter-connected to the
discharge line ofthe existing condensate water transfer pump ofUnit No.l. The operating
pressure at the discharge line ofthe existing condensate water transfer pump ofUnit No.1
is 0.30 MPa (g). The design pressure and temperature ofthe discharge line of condensate
water transfer pumps are 0.8 MPa (g) and 40 oC. As for terminal points, see Drawing No.
OM2G-I016 TERMINAL POINT LIST in Volume 11.
(g) Clarified Water
The clarified water from the sedimentation tank where the river water is supplied is
available at the existing c1 arified water receiving tank.
The quality of clarified water is as follows.

steam for the common equipment, existing steam converter and equipment for Unit No.l ,
in the event of emergency. F or such purposes, the stem for Unit No.2 shall be connected
to that for Unit No. 1. In the event of emergency, auxiliary steam from Unit No.l is
available for Unit No.2 as follows , and vice versa.
(i) The auxiliary steam is available to the Unit No .2 equipment and facilities from the
Unit No.l auxiliary steam header at an operating pressure of 1. 65 MPa (g) and
operating temperature of299.6 - 317.7 oC. The design pressure and temperature of
auxiliary steam line are 2.1 MPa (g) and 330 oC. As for terminal points , see
Drawing No. OM2G-l 0 16 TERMINAL POINT LIST in Volume 11. The Contractor
shall provide a motor operated valve at the terminal point of auxiliary steam header
(TP-M009-1).
(i i) The low temperature auxiliary steam is available to the Unit No.2 equipment and
facilities from the Unit No.l low temperature auxiliary steam header at an operating
pressure of 1. 65 MPa (g) and operating temperature of216 oc. The design pressure
and temperature oflow temperature auxiliary steam line ar 2.1 MPa (g) and 220 Oc.
As for terminal points, see Drawing No. OM2G-I016 TERMINAL POINT LIST in
Volume 11.
(i ii) Steam from the existing steam conveer secondary steam supply line is available
to the Unit No.2 equipment and facilities at an operating pressure of 1.0 MPa (g) and
temperature of 184 oC. The design pressure and temperature of steam conveer
secondary steam supply line are 1.5 MPa (g) and 200 Oc. As for terminal points, see
2-1-24
(b) Connection work at the terminal points between the existing systems and equipment
and facilities ofUnit No. 2 is included in the Contractor s scope of work.
(c) Connection work by the Contractor includes those for pipings, ductslflues, electrical
wirings , terminals , grounding wires, cable trays , gateways and terminals, structures and
other mechanical, electrical, control, civil and architectura l.
(d) As for matching to the existing systems and equipment, necessary modification work

2. 1.5 Lifting Tackles , Special Tools and Spare Parts

(a) Prior to the Provisional Acceptance ofthe plant, the Contractor shall supply EVN one
(1) complete set of 1 special tools , lifting tackles, tools , etc proved by EVN d
required for the complete maintenance and overhaul of the plant.
(b) These tools shall be in new condition and suitably protected against rusting and shall
not be used for construction pposes except the lifting equipment for heavy m or
components and one set of the bolt tightening equipment for turbine (electrical heater or
hydraulic type) , etc. subject to the prior approval ofEVN.
(c) They shall be neatly arranged in special fitted portable steel cabinets which may also
be used as work benches and racks. Each cabinet shall be supplied with a lock and painted
in blue and clearly marked in white letters with the name of the plant and equipment to be
maintained.
(d) For the lifting equipment exceeding 2.5 tons , all equipment and runway trolleys shall
be electrica11y op6rated
(e) Maintenance beams or hooks shall be installed above m or equipment of which parts ,
30kg or more , are required to be lifted for maintenance work.
(f) All runway beams shall be tested in accordance with the approved standard before
they are put into service.
(g) All lifting equipment shall be clearly marked with the safe workng load.
(h) All wire rope slings shall be provided in accordance with the approved standards.
(i) Alllifting chains shall comply with the necessary safety requirements and be of a class ,
exempt from periodic annealing or heat treatment.

(j) The Contractor may use the 1ifting equipment for heavy major components (such as
turbine casings and rotors) for the construction and commissioning works , subject to the
prior approva1 ofEVN. After such use , the 1ifting equipment shall be in good condition to
the approva1 of EVN prior to being handed over. If the condition of these items is not
enough for the satisfaction of EVN , new items shall be supp1ied in their p1ace.
(k) The Contractor shall submit to EVN for approva1, a schedu1e of items for which
permanent 1ifting equipment is required.
(1) The Contractor shall furnish a comp1ete set of specia1 to01s and instruments necessary
for testing, dismant1ing and assemb1ing the machinery for its norma1 maintenance. The
speci to01s mean that all to01s required for installation, assembling , disassembling and
adjusting and are not readily available in a standard machine shop in Vietnam, such as:
(i) Special devices and tools for maintenance and setting up of equipment and
machines
(ii) Large tools and wrenches with openings of 36 mm and above
(iii) Measuring devices
(iv) Hoists , cranes and cradles for slinging and 1ifting heavy parts
(m) All too1s and devices shall be in good condition and marked with their size and
Ppose. If any too1s or devices are found to be excessively wom out or dmged by the
Contractor when handed over to EVN, the Contractor shall provide a new rp1acement.
(n) Bidders shall detail all lifting tackles , specia1 to01s in V01umes 13 and 14. le
minimum requirements are listed in Vo1umes 12 as essential special tools. When a Bidder
considers somc special tools to be essential and those e not listed in Volumes 12, he
shall include such specia1 too1s also in Vo1umes 13 and 14 as optiona1 special too1s. EVN
may order all or part of the optional special too1s at his discretion.
2. 1. 5.2 Spare Parts
(
The Contractor shall supply all spare pts required until Provisiona1 Acceptance of
the plant separately from spare parts to be delivered to EVN.
(b) Bidders shall detail all spare parts in the schedules in Volumes 13 and 14 for two (2)
year operation after Provisional Accptance of the plt.
(c) The minimum requirements are listed in Volumes 12 as essential spare parts and these
shall be included in Volumes 13 and 14.

(d) When a Bidder considers sorne spares to be essential and those are not listed in
Volurnes 12, he shall include such spares also in Volurnes 13 and 14 as optional spare
parts. EVN may order all or part of the optional spare parts at his discretion.
(e) All spare parts supplied are to

(f) All spare parts shall be tested and packed for long storage under the clirnatic
conditions prevailing at the site. Small items are to be packed in sealed transparent plastic
bags with desiccant packs as necessary. Each spare shall be clearly marked with its
description. When more than one (1) spare is packed in a single case or container a
general description of the contents shall be shown on the outside of each case or container
and a detailed list enclosed. All boxes , containers and other packages m be sbly
rnarked and nurnbered for identification pposes.

The Contractor sh1 supply all consumables required until Provisional Acceptance of
the plant separately from consumables to be delivered to EVN.
(b) Bidders shall provide all consumables , chemicals and lubricants in the schedules in
Volumes 13 and 14 for two (2) year operation after Provisional Acceptance of the plant.
(c) The Contractor shall ensure that the lubrication system proposed for all plant and
equipment supplied under the Contract is suitable for all operating conditions which will
meet on the site.
(
(d) The Contractor shall consider the possibility of hi ambient tempature local to
certain equipment and ensur suitable oil or grease supply to bearings.
(e) All types of lubricants and grease shall be readily obtainable, preferably locally and
the number of types shall be kept to a minimum.
(f) The Contractor shall flush , to the satisfaction of EVN, each lubricating oil system
before the plant is ready for preliminary running and before the first filling approved
lubricants.
(g) Oil baths, where supplied, shall be provided with filling and drn plugs of adequate
size and shall be fitted with an approved means of oil indication.

(h) The Contractor shall submit to EVN a schedule of lubricants, greases, chemicals and
consumables , listing grades and quantities required per month of operation, for his
approval.

(f) Draft operation and maintenance manuals shall be submitted at least nine (9) months
before Provisional Acceptance and fmal manuals no later than two (2) months prior to
Provisional Acceptance ofthe unit. Failure to receive final manuals could result in delays
of the Provisional Acceptance by EVN.
(g) Final docurnents and manuals shall be submitted with CD-ROM as wel l.
2. 1.7.2 Desm Documents
(a) Design documents shall include the following , but not be limited to:
Lists of drawings for approval with the schedule
Layout drawing
System f1 ow/piping and instrumentation diagrams and elementary diagrams
Heat, material and power balance diagrams
Pertinent design considerations
System description including principle and mode of operation, hydraulic gradients ,
etc .
Equipment drawing, description including technical data, performance, requirement
for utilities and characteristic curves

(b) The design documents shall be submitted within twelve (12) months after effective
date ofContract for approval by EVN. The final design documents shall be submitted six
(6) months before Provisional Acceptance of the unit. Further revisions shall be
submitted within two (2) months of any design change accepted by EVN.
2. 1.7.30oeratimr Procedures Format
(a) Operating Procedures shall give the plant operators how the plant systems are to be
operated. The procedures shall be based on applicable codes and regulations and existing
operating pracces. The Oprating Procedures shall describe the stt-up normal and
shutdown operations of each system, and provide a normal operation checklist, response
procedures for alarms and valves and power supply checklists.

(b) The following are contents that shall be covered as a minimum requirement in the
operating procedure format.
(c) Final drawings shall be submitted with CD-ROM (AutoCAD file) as well.
2. 1.7 .3.1 Introduction
(a) Purpose and Scope
This section shall outline the purpose and scope of the particular operating procedure
describing the function of the system that is to be put into operation.

systems, and for transferring to standby equipment shall be included. The format for this

2. 1.7.3 .4 System Shutdown
(a) This section shall detail the procedures for shutting down the system for hot or wm
standby, and for maintenance standby. It should include both manual and automatic
shutdown as appropriate.

specific instructions regarding the safe handling and storage of the components shall also
be included.
(c) Inspection and Repairs
This section shall describe the extent and method of inspection and procedures for repair
of the components.
(d) Assembly
Thi s section shall provide a step-by-stp procedure for reassembling the equipment. It
shall include the proper sequence and the items to be recorded during the work. Any
specific instructions regarding the safe handling and storage of the components shall also
be included.

The construction works at site shall be caied out in a safe and efficient manner in
accordance with the requirernents stipulated in the SCC Clause 1.2, and the following
reqmrernents.
2. 1. 8.2 Construction and Insnection at Site
(a) Construction procedures and proposed construction check lists shall be submitted to
EVN at least three (3) rnonths prior to the construction works.

(b) The construction procedures for each item shall be provided in bound volumes and in
sufficient detail to allow EVN to appreciate fully how the construction works are to be
irnplernented, and at which stages inspections , alignrnent chcks grouting, etc. are to be
carried out.
(c) In addition, the Contractor shall provide all construction check lists for the Works , and
those copies are to be provided to EVN for signing at each stage of inspection.
(d) The Contractor shall subrnit to EVN for approval and discussion his proposals and
plans as to the method, procedure to be adopted and particulars of temporary works
involved.
(e) The Contractor shall propose witness and hold points for the satisfaction ofEVN. Tne
Contractor shall observe these actions as required by EVN.
(1) As each m or part is erected, the work may be exarnined by EVN. This exarnination
will be applied particularly to the accurate plurnbing of all stanchions and colurnns ,
leveling, setting and aligning of the various pts and to the fitting and adjusting of
bearings and other pts. EVN reserves the right to inspect all rnajor parts of equipment
but at the discretion ofEVN exarnination may be waived on certain iterns. This shall in no
way absolve the Contractor frorn his responsibilities.
(g) The implementation of all construction works shall be supervised by sufficient
nurnber of qualified representatives of the Contractor and full facilities and assistance
shall be afforded by the Contractor for EVN to check the Works. The Contractor shall

2.1.8 .3 Nameboards and Advertisements

(b) When the Contractor wishes to publish on the Project, the Contractor must obtain the
approval by EVN.
2. 1. 8 .4
(a) General
Al l signs mentioned below shall be located at suitable locations within the siltofpeople
concemed. The sign should be displayed during the construction work. For temporarily
dangerous area (e.g. construction site), the signs shall be of the portable type. To avoid
misunderstanding, all signs shall be complete , easy to understand and be located at
correct posltlOn.

Prohibition sign shall be displayed by the Contractor in areas where rules are required to
be strictly obeyed to prevent accidents such as the outbreak of fire , damage of equipment
caused by water, etc.
Examples of prohibition signs are no smoking, no fire , no naked lights or smoking, no
entry to pedestrians , use no water, no entry.
2.1.8.5 Obstruction of Access
(a) The Contractor shall prepare unhindered access to all pts of the Site and when
normal access is obstructed he shall provide tempory alternative access at his cost to the

carried out at the site safely.

2. 1.9.2 Appointment of Safety Officer

(a) Before start ofthe site work, the Contractor shall appoint a safety officer who shall be
primarily responsible for implementing the Contractor sgneral safety progrn at site, in
cooperation with the Contractors construction management personnel , including its
supervisors and foremen.
(b) le officer shall coordinate the activities of all prsons involved in the general safety
program and shall take leadership for the progrn and give appropriate advice to the line
managers at site.

2. 1.9 .5 Safetv Procedures
(a) The Contractors procedures for the general safety program shall include the
following:
(i) Communicating with governmental authorities concemed via EVN to veriT that
the Contractors safety program is in compliance with the relevant govemment
reqU1rements
(ii) Blinding, lockout and other safeguards during testing and commissioning of the
facility
(iii) Blinding, lockout, and other safeguards for construction near a acent systems
already in operation
(iv) All critical and heavy lifts
(v) All chemicals loading
2. 1.9.6 Safetv Eauipment
(a) The Contractor shall procure personal safety equipment to be lent to each person
working at site and such equipment shall be suitable for the relevant works.
(b) The safety equipment shall include those for the whole body and respiratory system.
They shall also include safety belts, ljfe ropes , electrical insulation and machinery guards.
(c) After sign of contract The Contractor shall deliver to site as soon as possible a site
ambulance which is listed up as one of vehicles to be supplied and also supply other
emergency equipment for accident victims such as stretchers and first aids until issuance
of the Provisional Acceptance Certificate. These facilities shall be transferred to EVN

2. 1. 9.7 Standards and Safetv Rules
(a) The Contractor shall develop , publish and enforce the detailed work standards and
safety rules at site. These standards and rules shall cover the following points:
(i) General site regulations including:
Prohibitions against drugs , alcoholic beverages and fighting
Regulations governing use of compressed air, water, steam and frre filting water
Regulations in smoking and in use of matches, open flames , welding equipment,
explosives, radiographic equipment, lasers and other heat sources
Requirements for injury repoing by each person
Regulation for vehicular and pedestrian traffic , and vehicular parking
Reporting procedures when employees find unsafe actions , hazardous conditions,
or environmentally unsound conditions
Disciplinary action on violation ofrules
(i i) The requirements and procedures for acquiring and wearing personal protective
safetyequipment

(a) The Contractors hazard awareness and safety training program shall include the
fo l1owing:
(i) le Contractor shall prepare a safety manual for site. This manual shall cover the
ContractorsandEVNs safety concept and objectives , the safety responsibilities of
all persons at site, and the specific work standards and safety rules which the
Contractor adopts at site. The Contractor shall prepare this manual in English and
Vietnamese languages in cooperation with EVN. The Contractor shall submit the
manual to EVN for review before disibution of the manual and shal1 make all
reasonable revisions in the manual as EVN requests.
The manu shall be il1ustrated and in a format to permit revisions and additions.
The Contractor shall distribute the manual in pocket size to each person spending
significant time at site.
(ii) The Contractor shall keep other appropriate general safety information and
government safety booklets at site.
(iii) As part of its hazard awareness and safety training efforts, the Contractor shall
conduct regular training courses at site to instruct and encourage all persons at site
for safe conditions, safe practices and safety awareness.
These courses shall include the following features:
The Contractor shall give every person who works at site a safety introduction
before work.
This introduction shall include a review of:
- The site itself

- Possible hazards
- Steps to be taken to minimize those hazards
- The contents of the safety manual, with emphasis on sections highly related
to the person andjob in question
- Sanctions for failure to follow safety rules
- Off-site safety
The Contractor shall implement a training course to ensure that all supervisors at
site are trained so that they can properly perform their safety duties. All
supervisors shall be fully aware ofthe hazards involved in the areas they supervise
and of the safety rules and practices devised to minimize those hazards.
Supervisor shall explain with illustration, if necessy the relevant safety rules
and practices to employees who undertake new or unfamiliar job before start.
Supervisor shall conduct weekly meetings with all persons under his supervision
to discuss and reinforce safety rules to emphasize the current hazards ofthe jobs.
These meetings normally shall last ten to twenty minutes and should emphasize
falls , material handling, electric shock, eye and back injies and hazards by
vehicles and equipment.
2. 1. 9.9 Safetv Insoection
(a) Contractors safety inspection at the Site shall include the following:
(i) The Contractors safety personnel, in coordination with the EVN's safety personnel
and the sub-contractors safety personnel at site, shall perform a daily inspection.
(ii) The Contractor shall make a formal safety inspection of the site at least once a
week. The Contractor s construction managr or his representative, accompanied
by safety committee members at site and such representative as EVN may designate,
shall conduct these safety inspections. Supervisors of specific pts ofthe job shall
participate in the inspections of their areas. The Contractor shall develop and use
checklists for the inspections and point out all violations of the safety rules. The
Contractor shall remedy all unsafe conditions detected.
2. 1. 9 .1 0 Safetv An alvsis
The Contractors analysis and investigation of hazards and accidents at site shall
include the following points:

The Contractors routine record keeping and reporting activities shall include the

The Contractor shall keep these records as long as it is at site and shall make them
available to EVN on request.
(ii) The Contractor shall prepare and submit to EVN by the seventh day of each month
a safety report covering the previous month at the Site. This safety report shall
include:
Tabulation of all accidents that occurred during the reporting period, together with
their apparent causes
Tabulation of all significant hazards observed at site during the reporting period
and a description of corrective actions taken
Graphs showing the number of recorded injuries , number of suspension days of
work, and accumulated suspension days since the beginning of the activities at

(c) The passing of such inspection and tes at the shops shall not prejudice the right of
EVNtor ect the whole or pt of the plant if it does not comply with the Contract when
installed on the site.
(d) All reasonable tests which EVN considers necessity to determine the quality of the
materials or suitabili of the equipment shall b carried out in accordance with the
appropriate Standard either at the manufacturers shops or elsewhere at the discretion of
EVN.
(e) In the event of any failing of test on test piece, EVN may
material represented by that test piece.

(f) Steel manufacturer s certificates of chemical analysis and physical tes shall be
provided for all major castings, alloy materials and important pts of the plant.
(g) The tests to be carried out during manufacture shall include mechanical, electrical,
hydraulic and other tests which may be requested by EVN to ensure that the plant fulfils
the requirements of the Contract.
(h) So far as practicable, all rotating machines shall be assembled with its associated
motor in the manufacturers works and run at normal speed to chck the balance,
alignment of parts and the performance of bearings and other pts.
(i) The Contractor shall supply test certificates and records of all tests and inspections
carried out in accordance with SCC Clause 1.2.

G) Unless otherwise approved, no equipment shall be sent from the Contractor s shops to
the Site, or from a Subcontractors shops to the Contractor s shops or to Site, until an
appropriate release certificate has been issued.
(k) The costs of all tests shall be bome by the Contractor.
2.1.10.2 Mechanical Tests
(a) All Pts which are subject to intemal pressure in working conditions shall be
hydrostatically-tested, un1ess otherwise approved, at the manufacturer s shops to the
pressure required by the appropriate Standard where applicable, or as approved by EVN.
(b) Welds on pressure parts shall be subjected to radiographic and/or other approved tests
in accordance with the appropriate Standard and as reasonably reqred byEVN.
(c) Examination for welded joints of pressure piping shall be tested by radiography in
accordance with ANSI, ASME standards or equivalent.
(d) In all cases where the results ofhydrostatic or non-destructive testing indicate are not
approved by EVN, the Contractor shall cut out and re-weld the joints concemed until they
satisfactorily comply with the test requirements. Re-welded joints shall be subjected to
further non-destructive examination.
(e) Al l nstruments to be used in tests shall be calibrated before and a:fter the tests.

(f) In addition to the characteristic curves , bearing temperature charts shall be provided at
the test.

(b) The transformer shall be completely assembled at the Contractors shops to permit a
fmal inspection of the mechanical and electrical assembly and for overall testing.
(c) For all tests which a transformer is excited either at normal or higher frequency, all
thermal and gas sensing devices shall be equipped so that any abnormality may be
detected.
(d) Dissolved gas analysis from oil shall be carried out prior to and after the power
frequency test, induced, partial discharge and the temperature rise test

the operation of each system, such as cooling water system, draft system and
sequential start-up and shut-down of systems shall be made.
(ii) Integrated System Operation
When the loop test of each system is completed satisfactorily, each system shall be
integrated into the complete plant system.

synchronization are included in this stage.
(iv) Final Commissioning
During this period up to the commencement ofthe Reliability Run, all systems shall
be checked and adjusted under various modes of operlOn d loading
configurations.
The Contractor shall schedule and submit a programme for EVN s approval , at least,

During the commissioning stage , the Contractor shall provide daily notice of all
testing using an inspection request form to EVN. This is essential to ensure that all

may be required. The Contractor and all sub-contractors shall give their fullest
cooperation on these matters.

In accordance with the provisions of the Contract, the Contractor shall be responsible
for offering the plant to EVN for Commencement of the Reliability Run and also making
available any commissioning data or drawings required by EVN.
The Contractor shall give EVN fourteen (14) day notice in writing ofhis intention to
commence a Reliability Run. At this stage , the plant must be capable of operating over
a wide range up to Rated Output with all safety features , instructions and control
operations incorporated.

EVN will , after consultation with all pties issue a certificate for Commencement of
Reliability Run. It is the essential requirement for approval of the commencement of a
Reliabili Run that all conditions for "handover" have been satisfied, testing and
commissioning is completed and that no known defect or outstanding work exists. The
Certificate shall be signed by EVN and the Contractor.
Before the commencement of the Reliability Run , the Contractor will be given with
the opportunity of making any final adjustmnts or settings , but only agreed minor
a ustments may be made during the actual period of the Reliability Run.

2. 1. 12 Reliability Run
2. 1. 12 .1 General
(a) After all commissioning works have been completed, the Reliability&

adjustments do not in any way interfere with or prevent the commercial operation of the
plant or result in reduction of plant output.
(d) Should any m or failure or interruption occur in any portion ofthe plant due to faulty
design, materials , workmanship or omissions or incorrect construction, the reliability run
shall be considered void and the reliability run period of thirty (30) days shall
recommence after the Contractor has remedied the cause of defect.
(e) Al l adjustments made by the Contractor shall be recorded by him in a manner to be
specified by EVN.
(a) Major failure means interruption of the plant system due to or arising from faulty
design, material , workmanship or omission or incorrect construction to prevent safe and
full use ofthe plant equipment during the reliability run period ofthirty (30) days.
(b) Failure is any one ofthe following:
(i) Plant tripping , reduction of plant output due to y of the above causes
(ii) Unauthorized adjustment during the reliability run
Unauthorized adjustment mes that adjustment made without a Permit To Work.
However, in emergency situations , immediate adjustment may be necessary. In this
case , the adjustment made should be recorded and the effect of such adjustment on

reliability run between EVN and the Contractor.

his attendance to witness the test.

(g) During all tes a complete and detailed log of observations and radings shall be
made and the copies shall be submitted to EVN. Log sheets and any other documents
necessary for these tests shall be provided by the Contractor.
(h) Performance test procedures, to cover particular equipment or system shall be
submitted for EVNs approval at least three (3) months prior to the date of test. le test
procedure shall include the following:
(i) Introduction
(ii) Object ofthe test
(iii) Procedure for the test
(iv) Simplified diagrams indicating the extension ofthe test and measuring points
(v) Measuring equipment
(vi) Test data and parameters to be measured
(vii) Step by step calculations indicating, in logical order, how the test data is used to
arrive at the final results

(e) The Contractor shall notify EVN, in writing, fifteen (15) days before the test date. The
test day shall be approved by EVN. Before the test, the Contractor shall send to EVN all
the correction curves for each instrument to be used in the test including the calibration
curves of the orifice plates or nozzles to be used in flow measurement. From thse curves
it must be possible to determine the eor introduced by each instrument.
(f) Steam tables for use in the projcct shall bc bascd on thc IAPWS-IF97 (International
Association for the Properties ofWater and Steam - Industrial Formulation 1997).
(g) le test at 100% and 75% Rated Output shall be conducted for the duration required
under the ASME Performance Test Codes (Latest Edition).

(h) To attain ternperature stability in the systern, the plant shall be operated for at least one
(1) hour prior to the conduct of each test.

(k) All instrurnents to be used, frequency of reading and sarnpling analysis of fuel , etc. ,
shall be in accordance with the relevant ASME Performance Test Codes (Latest Edition).
The rnethod and the nurnber of the location of rneasurernents and the provision of and
duties of observers shall be rnutually agreed by EVN and the Contractor before the trial.
(1) The arithrnetic average of the instrurnent reading shall be corrected to take into
account the correction curves of each instrurnent. The values so derived shall be used in
the equations or formulas related to the guarantee iterns without further corrections.
(rn) Exceptional readings which depart widely frorn the normal range shall be ornitted in
the calculation of arithrnetic averages.
(n) In cases of deviations of test data frorn the design valus the cornputed values shall be
adjusted in accordance with the approved correction curves before cornparing with the
guaranteed values.

2. 1. 13 .4 Insu:fficiencv
(a) If the guaranteed performance and efficiency of any item of plant is not satisfied
andJor if any item fails to comply with the requirements of this Specification in any
respect whatever at manufacture, construction or tests , EVN may reject the item, or
defective component thereof. After adjustment or modifications of such item as directed
by EVN, the Contractor shall propose further inspection andJor test. All repair procedures
shall be submitted for EVNs approval. In the event that the requirements of this
Specification cannot be fulfilled by adjustment or modification, such item shall be
replaced by the Contractor, at his own expense to the entire satisfaction ofEVN. Any item
repaired shall not be accepted unless the Contractor guarantees in writing that the repaired
plant or component has the same service life and efficiency as the component originally
manufactured.

list shall be submitted to EVN for approval not later than six (6) months prior to the
scheduled date of Final Acceptance.

(b) All equipment shall be suitably designed and constructed for safe and continuous
operation under all conditions described or implied in this Specification without undue
strain, vibration, corrosion, noise or other operating difficulties.
2 .2 .1.1 Codes and Standards
(a) le Works shall be designed, manufactured, constructed and tested according to the
latest relevant codes, standards, safety regulations and legal regulations inc1 uding
supplements and addenda, which are in effect as of the date of Bid Document issue.
(b) All materials, equipment and works including calculation sheets, drawings , quality
and class of goods, methods of inspection, consuctional peculiarities of equipment and
parts and acceptances of partial plants shall comply with the relevant technical codes in
every respect, as r as these are beyond the special requirements of the Specifications.
(c) In general, the Contractor shal1 apply Vietnamese an d/or 1SO standards where
available. The Contractor shall nominate the standards applying to their design. For
testing, ANS1 and ASME standards shall be applied.

2.2. 1. 3 Des lm Standardization and Interchangeabilitv
(a) All major equipment and assembly shall be in accordance with the specification and
shall have been proven in service in a similar application and under the conditions similar
to those specified herein.
(b) Prototype designs are not acceptable and shall be rejected outright. To prove
compliance with this requirement, the Bidder shall include in his Bid the successful

operating records for at least two (2) years for major power station equipment similar to
this project. The records shall be included in the Technical Schedules in Volume 13.
(c) Regardless whether a Bidder is pre-qualified, his Bid could be r ected if it is
subsequently revealed that the Bidder has failed to fulfil the above criteria of two (2)
years operating records.
(d) The plant shall be designed to cilitate inspection, cleaning, maintenance and
repairing. Continuity of electricity supply is the prime concem. The design shall
incorporate every reasonable precaution and provision for the safety of all those
concemed in the operation and maintenance ofthe Works.
(-
(e) The plant shall be designed to operate satisfactorily under any operating conditions, as
may be met in normal usage under the variation in site conditions and shall run without
undue vibration and the least practicable noise.
(f) Corresponding parts throughout the plant shall be interchangeable wherever possible.
(g) All heavy components shall be provided with convenient means such as hoists, li:fting
lugs, eye bolts, etc., for slinging or hauling for installation or maintenance.
(h)A1gement and layout of equipment both inside and outside the plant shall be
generally in accordance with the Bid Drawings. However, equipment may be ranged to
suit the Contractors usual or standard design provided that it can be accommodated
within the dimensions shown on the Bid Drawings.
(i) Clearance between the main access road and overhead equipment such as ducts, piping,
cable racks, etc. shall be a minimum of 6 m.
G) All equipment shall be proved against dust, high humidity, tropical environment, and
designed to obviate the entry of vermin, insects or animals which could result in short
circuits or damage. Outdoor equipment shall be of weatherproo f, especially for heavy
rain, and designed so that water cannot collect at any point. The undersides of all tanks
shall be suitably treated in an approved manner to prevent corrosion.
(k) le design of auxiliary systems, as described in the Specification and shown in the
Bid Drawings, is intended to indicate the basic type of system envisaged. The Contractor
shall design in detail and caY out all the engineering necessa to produce a complete,
safe, economical and workable aangement for all systems.

(i) Safety of personnel engaged on operational and maintenance work on the plant
(ii) Correct sequence of operation of the plant during starting up and shutting down
periods
(iii) Safcr ofthe plt when operating under normal or emergency conditions

(n) In choosing materials and their fmishes , due regard shall be given to the humid
tropical conditions under which equipment is to work and tropical grade materials shall
be used.
(0) All equipment performing same duties shall be identical, and be fully interchangeable.
This shall be applied particularly to such items as motors, switchgear, instruments,
controls, valves, relays, etc. , and is to be demonstrated to EVNs satisfaction.
(p) EVN shall have the right to request the Contractor to justify his selection of equipment.
Where it is shown that material and plant are of a standard lower than what is required to
comply with the Specification, the Contractor shall replace and modify the equipment
concemed.
(q) Natural gas is to be supplied to the power plant at later stage. The boiler shall be
capable of firing fuel oil or natural gas individually or in combination. The system for
natural gas, from receiving system to bumer, shall be designed and the space for the
system shall be kept. The provision and construction work of the system is to be carried
out when the natural gas is supplied.
(r) When there is any altemative execution plan which is equal or superior to the original
and requires lower cost in the period of project implementation, such as after obtaining
detailed results of geological exploration, the Contractor shall propose such alternatives.
2.2.1 .4 Plant and Eauioment Identification
(a) The Contractor shall prepare comprehensive plant identification schedules showing
the name and number of each item of plant and its respective rangement drawing
number according to the schedule attached hereto and add any additional items necessary
to fully identify the plant. For the identification of equipment, KKS system or other clear

(b) The Contractor shall supply all labels, nameplates, tags , instruction d waming
plates necessary for the identification and safe operation of the plant and all inscriptions
shall be in the English language. A second plate, generally located above the label in
English, shall identify the plant in Vietnamese.
(c) Alllabels, nneplates instruction and waming ples shall be securely fixed to items
of the plant and equipment with stainless steel rivets, plated self tapping screws or other
approved means. The use of adhesives will not be permitted.
(d) Nameplates shall be manufactured from stainless steel with a matt or satin finish and
engraved with black lettering of a sZe which is legible from the working leve l.
(e) Waming plates shall be manufactured from stainless steel with a matt or satin finish,
engraved with red lettering and sited in a position which affords maximum personnel
safety.
(f) All equipment within panels and desks shall be individually identified by satin or matt
finish stainless steel labels, laminated plastic labels or manufacturers standard labels
subject to the approval of EVN.
(g) Each circuit breaker panel, electrical control panel, relay panel, etc. shall have a
circuit designation label engraved with black lettering in accordance with the circuit
designation system. Corridor type panels shall additionally have circuit designation labels
within the panels.
(h) Each valve shall be fitted with a stainless steel nameplate indicating the valve service
and reference number in accordance with the valve schedules as approved by EVN.
(i) Valve nameplate shall be fixed where necessary to a 3mm thick steel backing plate
with steel bracketing and painting approved by EVN. The mounting shall be such that the
label is absolutely clearly associated with the respective valve , and fixed in such a way
that the valve may be maintained or removed and replaced without disturbing the labe l.
Groups of small instrument valves may be labeled by a single label plate which shows the
valvc arrangcmcnt and othcrwisc meets the requirements as listcd abovc.
(j) All unfired pressure vessels and lifting tackle shall have a rating plate permanently
attached to them or stamped on them , in a conspicuous position, giving such details as the
design code, design Parameter, test Parameter, date oftest, etc. , to the approval ofEVN.

(a) The materials used under this Project shall be such as to ensure an efficient service life
for each part of the machinery. In particula material shall not be of inferior quality to that
specified below, or stated in the various sections ofthese Specifications or specified in the
Standards.
(b) Materials that are injurious to personnel such as asbestos, polyvinyl chlorinated
biphenyl (PCB) etc. SHALL NOT BE USED.

(b) The materials not specified shall conform to the most recently published ASTM

2.2.1.5.3 Test on Materials
(a) Materials must be tested in accordance with the Standards.
(b) Mill certificates or billet tests shall be made for materials of major equipment and
forged , structural steel components.
(c) All tests shall be carried out in accordance with relevant ASTM standards, Parts 30-3
1-32 or equivalent.

(iv) The Contractor shall provide all necessary plant, labour, equipment, appliances,
materials and consumables required to perform all operations in connection with the
welding outlined in this Contract. All equipment, plant and appliances shall be of
good quality, well maintained and entirely suitable for the intended purpose.
(v) The Contractor shall be responsible for the compliance of his personnel and
equipment with all applicable regulations and requirements issued by the Socialist
Republic ofVietnam and other Intemational Organizations for cutting and welding
operations and for the use, handling and storage of radioactive sources and isotopes.
(vi) All costs for inspection and testing including any additional tests required by EVN
shall be deemed to be included in the Bid price. When additional inspection and
testing is required by EVN it shall be performed promptly and no claims for
consequent delay or disruption of the work will be considered.
(vii) The Contractor shall co-ordinate his activities so that all inspection work can be
carried out to the approval ofEVN before removal of scaffolding or before the weld
areas are painted. The welding shall be carried out under the supervision of
competent welding supervisors. The welding supervisor appointed to the Site shall
be well experienced in the supervision of welding on construction sites and shall
have had prior experience of work to th standard indicated in this Specification.
The welding supervisor(s) shall have qualifications and demonstrated ability
satisfactory to EVN.

(i) Weld procedure qualification test shall be carried out in accordance with the
requirements of the appropriate approved standard for the item of plant under
consideration. Subject to agreement, EVN will accept the rests of weld procedure
qualification test previously caied out under the supervision of any internationally
recognized inspecting authority, providing that the Contractor confirms that the
basic parameters of the procedure have not been changed since approval.
(ii) The Contractor shall inform EVN of any proposed changes to the welding
procedures before such changes are implemented. If in the opinion ofEVN a further
qualification test is required as a result of such changes, then the Contractor shall
perform the required test without additional charge.
(iii) The results of all tests shall be made available for examination and copies shall be
retained on Site.
(d) Welders Qualification Tests
(i) All welders and welding operators for boiler pressure pts and unfired pressure
vessels shall be qualified for the work and shall hold current welders qualification
ceificates in accordance with the latest edition of the ASME Boiler and Pressure
Vessel Code Section IX , Qualificon Standard for Welding Procedures, Welders
and Welding Operations" or equivalent.
(ii) All welders tests shall be witnessed and/or approved by EVN before the welder or
operator is permitted to work. The decision of EVN regarding the acceptability of
any test or existing qualification shall be fina l. Evidence of previous qualification
tests shall be accepted solely at the discretion ofEVN.
(iii) Records showing the date and results ofthe qualification tests performed by each
welder and weld operator together with the identification number assigned to him
shall at all times, be available for scrutiny by EVN.

(iv) Each qualified welder and weld operator shall be assigned a unique identifying
number. Th is nurnber shall be marked in indelible crayon on all work performed by
the welder to whom it is assigned. Any welder or weld operator whose work is
subject to multiple rejections will be required to undergo a re-qualification test on
the appropriate weld procedure. At the discretion of EVN any welder or weld
operator failing a re-qualification test may be disqualified from any further welding
on the Works.
(e) Storage ofWelding Consumables
and
(ii) All welding consurnables shall be properly identified and shall retain their
identification up to the time of use. Each batch of electrodes and wire shall be
identifiable with the respective manufacturers test certificate and advice note and
shall be used in strict delivery rotation.
(iii) Electrdes which have damaged f1ux coatings, are bent, misshapen or have lost
their identification, shall not be issued or used on any work.
(f) Fabrication
(i) EVN shall be notified at least two (2) days prior to the commencement of any
assembly or fabrication work.
(ii) Welders and welding shall be protected by suitable equipment from wind, air borne
sand, and moisture. Work shall not be performed when weather conditions do not
permit satisfactory workmanship or adequate inspection.
(iii) All f1ame cutting and oxy-acetylene welding at Site shall be controlled to ensure
freedom from fire hazard, and shall only be undertaken with the general knowledge
of EVN. All welding and cutting operators shall be accompanied by a fire fighting
attendant who shall be equipped with suitable approved fire extinguishing and alarm
equipment. The necessary disciplinary action will be taken against Contractors
contravening these requirements.
(iv) Weld preparation profiles may be prepared by machining, shearing, f1ame cutting
and grinding and shall be performed carefully and accurately both at the shop and

Site. Whenever possible, a mechanically guided tool shall be used for f1 ame cutting.
All edges shall be left free of slag, burrs, fins , oxides and foreign matter and the
finished profile shall conform to the designed tolerances for the weld preparation.
(vi) Tack welding ofweld preparations may be permitted but all tacks must be ground
to a feather edge prior to completing the root pass. Electrodes and pre-heating for
tack welds shall be the same as that required for the completion of the weld. Any
defective tack weld shall be removed prior to welding the root pass.
(viii) All slag, excess filler metal, and surface irregularities shall be removed between
weld interpass runs. Cleaning may be carried out by hand or power tools. Flame
gouging is prohibited.
(ix) Back chipping may be carried out by arc gouging providing that the weld groove is
ground to a smooth profile and all surface irregularities arising rom the arc air
process are removed.
(x) Welded on attachments such as lugs, cleats, supports, etc. shall be positioned well
clear of all pressure retaining welds and welds carrying principal stresses. If it is
found essential to bridge or span a principal weld then the attachment shall be so
designed to ensure that no further weld is positioned within 40 mm of the principal
weld. Attachments bridging principal welds shall be designed to give a minimum
clearance of 25 mm over principal welds.
(xi) Attahment welds shall have a contour, which is free f.lomnoth e1Tets at the wl
junction. Such welds shall be made only by welders qualified for welding under the
requirements of an approved standard.
(xii) AlI transition welds between dissimilar materials shall be made under controlled

(vii) Where preheating is required it shall, whenever practical, be carried out by electric
resistance or induction equipment or by specially shaped gas bumers. Pre-heat and
interpass temperatures shall be checked by temperature indicating crayons at a
distance ofnot less than 75 mm from the weld groove. The use ofhand weld torches
for pre-heating will not be permitted.
(v) Approved line up clamps shall be used and shall not be removed until the root weld
has been completed. Where spacer strips or bridging pieces are utilized due care
shall be taken when the tack welds are removed. All scars and blemishes shall be
ground off prior to submitting the weld for inspection.

(xiv) Post weld heat treatment shall be carried out using equipment specifically
designed for the process. Gas bumers or hand held torches will not be permitted. For
work which is heat treated in a fumace , the Contractor shall supply copies of the
heat treatment charts. Work which is subject to heat treatment by means of
electrically heated elements shall be monitored by suitable thermocouples
connected to a chart recorder. A minimum of two (2) thermocouples shall be used
and copies ofheat treatment charts shall be made available to EVN.
(xv) At the detailed design stage, full consideration must be given to the complex
residual stress systems existing around discontinuities such as nozzle openings. The
toes of all fillet welds, securing attachments and any other intemal fittings should
not be allowed to approach nearer than 38 mm to the toes of large fillet welds of
nozzles , or undressed main sen welds.
(xvi) In no case shall the cleaning of all welds prior to painting be effected by the use of
acidic applications. No weld shall be painted until seventy two (72) hours has
elapsed after completion ofwelding and stress relief.
(xvii) On completion of fabrication at the Contractors shops, the intemal and extemal
surface of pipes, etc. , shall be clean, dry and shall be adequately protected from
al..rnuspht:ri urrusion. Branhs and olher op t: nings shall b ad t: qualt:1y prulected
from damage and sealed against ingress of di and moisture. Details of the method
of protection shall be submitted to EVN for approval.

(i) EVN shall be informed of the necessity for repair or rectification work before any
attempt is made to caY out such repair; approval shall be obtained prior to
commencement of the work.
(ii) Weld repairs shall be made to the same procedure as for the original weld. All tests
shall be repeated after the repair has been completed and reports on radiographic
an d/or ultrasonic tests shall be marked to indicate that the report refers to a repaired
weld.
(m) Quality Requirements for Welds
All welds subjected to non-destructive tests shall be entirely free from cracks or
crack-likc dcfccts, lack of root fusion , lack of sidewall fusion, root bum throu
tailed pores. The standard for porosity and slag inclusions w il1 be as indicated in the
agreed standards for design and welding.

(d) After the commissioning, noise level measurements shall be taken by Contractor in
the presence ofEVN in various Working areas in the plant and along the boundary ofthe
site in a manner to be agreed between the Contractor and EVN in order to verify that the
noise levels conform to the above requirement mentioned in (a) above.
(e) Should the measured noise levels exceed these limitations, the Contractor shall
proceed to take appropriate steps to reduce the levels to within acceptable limits.
2.2.1.7 Vibration
(a) The plant shall be designed and constructed to operate without vibration in 50 far as
the nature of the works wi I1 permit. Appropriate action sha l1 be undertaken by the
Contractor wherever vibration is excessive and action is required to reduce it to an
acceptable leve l.

(b) Care shall be taken to avoid resonant vibration of covers, cladding, ducting, platforms,
pipes or any structures as a result of excitation forces arising from any operational plant.
Should it be found after commissioning of the plant that any such vibration exists the
Contractor shall immediately take appropriate steps to eliminate it.
2.2.1.8 Protection Guards and Sunshades
(a) All hot parts with surface temperature exceeding 60 0 C are to be adequately insulated.
(b) All exposed moving and rotating parts shal1 be protected by guards to prevent danger
to personne 1.
(f) The number, position and design of all sunshades shall be as agreed with EVN. The
sunshades sha l1 be aanged with adequate roof drainage , if required.

(f) All platforms and walkways shal1 be designed with a minimum headroom clearance of
2 .2 m. All platforms and walkways floors shall be provided with toe plates having a
minimum height of 100 mm above floor leve l. Toe plates shall have a minimum thickness
of 6 mm and shall not be fixed to the flooring paneIs.
(g) Flooring of chequered plate type shall be provided where necessary to the approval of
EVN. Chequered plates should be of mild steel on the location where they are required
and to the approval of EVN.
(h) Opcn grid flooring shall be of mild steel and galvanized.

concrete or brickwork or where drilling of steelwork is permitted, otherwise connections
to steelwork shall be welded.
2.2. 1. 9.3 Stairs
(a) Stairs shall be used

(b) Steps of stairs shall be constructed using open grid f100r panels. The depth of the f100r
panel shall not be less than 32 mm.
(c) Steps of chequered plate type shall be provided where necessary to the approval of
EVN.
(d) Wherever possible, the angle of slope for stairs shall be standardized at 380 or 420 to
the horizontal.
(e) Stairs in frequent use in both directions shall preferably have an angle ofslope of380

(f) All coats of a paint system shall be from the same manufacturer. However, where the
Contractor is unable to comply with this requirement, he must ensure that the paint to be
used is compatible and equal to the paint already supplied.

(j) For equipment being painted within the Contractor s works the Contractor must ensure
that favorable conditions exist in which a good level of cleanliness is being exercised with
a relatively dust free atmosphere , good ventilation and lighting and maintenance of
suitable temperature and humidity conditions.
(k) Surfaces prepared for field welding shal1 be lead unpainted more than 50 mm from the
weld. These surfaces shal1 be coated with protective film of oil or other easily removed
material to prevent rusting before erection.
(1) le Contractor shall take special care that al1 intemal pas are carefully and
thoroughly cleaned and wire brushed where necessary before they are erected, to prevent
any grit, di or other foreign matter getting into the equipment during started up.
(m) Where the painting specification refers to "lndoor" d Outdoor" locations, in this
context all "lndoor" rooms and buildings without air conditioning or venti1ation shall be
treated as "Outdoor".
(n) Where paint coatings are proposed for the protection of surfaces of equipment
exposed to corrosive conditions, such as plant items exposed to brines or water
immersion in liquid, or wet gases, the Coatings shall be formulated to be suitably
corrosion resistant and shall be high voltage spark tested at works an d/or at Site prior to
commissioning. The test procedure shall be based on the use of a high voltage direct
current. The voltage used shalJ be 75% of the breakdown voltage of the coatings. Th is
breakdown voltage shall first be separately determined using test plates coated with the
specified coating formulation and thickness. The coating on the test plate shall also be

micro-sectioned by the applicator to show that it is free from vacuous and other defects
likely to invalidate the test procedure.
(0) If the defects revealed by the above test procedure do not exceed one (1) per m 2 of
coating surface, the coating need not be re-tested after the defects have been repaired. If
the defects exceed one (1) per m2 of coating surface, the repairs shall be re-tested after
any curing is complete, and this procedure shall be repeated until the defects are less than
one (1) per m2 of coating surface. After repair of these defects, the equipment can be
placed in service without further testing.
(P) All coatings proposed for the intemal protection of storage tanks shall be approved by
EVN.
(
Grit blasting shall only be carried out in totally enclosed or encapsulated areas to the
approval ofEVN. Spray painting shall not be pennitted in the open air where paint drift
may occur. Unless carried out in a specially constructed spray booth, spray painting on
site shall only be carried out with the express consent ofEVN.
2.2.l .13.2 Treatment for Shipping
(a) The various items which do not fall under the paintings or lining specifications shall
be surface treated for shipping.
(b) The various items which constitute the supply shall be thorouly cleaned before
shipment so as to eliminate dirt, rust and grease and all welding slugs and spatters and
loose metals.

(c) All metallic machined surfaces shall be covered with a protective coating. This
coating shall be effective against salty air and shall be easily removable at site.
(d) All iron or steel external surfaces shall be covered with two coats of protective
anti-rust paint.
(e) All internal surfaces of reservoirs and tanks shall be coated with an easily washable
corrosion preventive compound.
(f) Piping, valves and other parts that have undergone hydraulic tests and which cannot be
completely dried should be treated with water-absorbing corrosion inhibitor before the
application of protective coating.

(b) The piping systems shall conform to the standards and codes specified in the
respective sections ofthis specification.

(c) The standards and codes sha11 be of the latest edition including a11 revisions,
supplements and addenda, which are in effect as ofthe date ofBid Document issue and
shall be considered to be pa of this specification. The use of other internationally
recognized standards and codes are subject to EVNs approval.
(d) le design and construction ofthe pipework is to be executed in such a manner that it
shall be possible to test and commission the unit before completion of the whole plant
covered by this specification. In this respect, a11 necessy interconnections, i.e. terminal
points, valves , etc., required to be interconnected with the other units and any future
extension without interruption to the running unit is deemed to be included in this
Contract.
(e) The pipes and tubes less than 400 mm nominal diameter sha11 be of solid drawn steel
except where otherwise approved by EVN and shall be specily selected to withstand le
temperature, stresses and strains involved in the operation ofthe plant.

(f) The design ofpiping systems shall be submitted to EVN for review and approval.
(g) Such approval shall not relieve the Contractor of his responsibilities. Items found to
be contrary to the requirements in the specification, including inconvenient operation d
difficult maintenance sha11 be rectified without charge to EVN.
(h) Deviations from Specification or approved drawings will be permitted only with prior
written consent of EVN.
(i) Drawings covering aangement of piping 100mm diameter or sma11er shall be
submitted only in schematic form showing conformity with Contract drawings ,
Specification, and principles of operation.

G) Actual layout. and route shall be the Contractors responsibility. Any required.:
modifications to suit the actual site conditions shall be subject to approval ofEVN.
(k) The piping system shall include all pipework and accessories, complete in every /
respect, and suitable for satisfactory continuous operation.

(1) All pipework shall be fabricated with appropriate connections for pressure gauge
thermometers and any other initiating device required by the plant design or requested by
the appropriate sections of this Specification. Appropriate connections for
instrumentation for Performance and Efficiency Tests shall also be provided.
(m) A l1 instrument piping and valve for fumace and f1ue shall be of stainless steel. The
necessy purge set shal1 be provided.
(n) Lubricating oil piping is to be of solid drawn steel throughout. All bends are to be of
large radius and right angle , branches are to be made with 4-way cross pieces or other
approved provision for cleaning in both directions. The retum oil pipes are to be of
sufficient size and the retum line from a l1 bearings are to be provided with visual f1 0w
indicators.
(0) General service piping for fresh water shall be galvanized mild stee l. As an altemative,
the Contractor shal1 submit prices for fresh water piping of solid drawn copper.

(p) Adequate provision for filling, venting and draining the system for hydrostatic tests,
flushing , etc. without causing any interruption to the running unit, must be provided
under this Contract.
(q) The Contractor shall design all piping systems which satisfies the performance of
applicable system and shall be responsible for all dimensions, wall thickness, pressure
losses, stress calculations and reliability of the systems.
(r) The piping systems shall be designed to meet the requirements oftrouble-free and safe
operion under maximum load, paialload and transient conditions.
(s) The piping design shall be neat in appearance and convenient to operate. Items
requiring periodic attention shall be readily accessible from doors or platforms. Pipes
shall neither obstruct passageways of any kind nor interfere with access to valves or
eqmpment.

(t) Piping to be installed in outdoor shall be designed for wind design criteria as given in
this Specification.
(u) Pipe sleeves shall be provided for pipe and tubing which penetrates platforms, floors,
roofs and partitions. Proper f1 ashing shall be provided to ensure tightness and water
proofing, where required.
(v) Fabricated pipe component shall be properly identified with its piece mark number
painted on each end.
(w) A1 1 drain, vent and instrument root valves above 4.0MPa(g) rating shall be made up
of two valves in series.
2.2.2.1.2 Layout
(a) The piping layout and aangement shall be c1early shown on pipe routing and erection
drawings. Pipe dimensions, materials, operating conditions, insulation thickness and
piping and equipment identification numbers shall be shown on the relevant drawings.
(b) The Contractor shall design all piping systems giving due consideration to pipe
expansion, valve locations, practical pipe supporting and access to all piping accessories
for operation and maintenance purposes.
(c) All saturated steam and compressed air pipeworks shall be arranged with a slope of
not less than 1:200 unless otherwise specified. Where this requirement cannot be attained
the Contractor shall obtain EVNs approval of any altemative aangements.
(d) Piping shall be aanged to ensure the removal and/or maintenance of equipment
without removing the piping. A minimum of 2.2 m headroom shall be maintained to the
bottom of all piping components or insulation in walking areas.
(e) A minimum passageway of 1.0 m shall be provided for access between and around all
equipment and a 50 mm minimum clearance shall be provided between piping, including
insulation, and any point of a acent equipment or piping.

(e) The minimum valve size for vents and drains shall be 20 mm. In general, the piping
for drain and vents from vessels shall be manufactured from the similar material of the
vesse l.
(f) All piping shall be arranged to permit complete drainage when a particular unit is
shutdown.

or waste line, etc.
2.2.2.1.5 Stress and Flexibility Analysis
(a) Piping systems shall be designed in such a way that no excessve stresses, forces ,
moments or deflections can take place.
(b) The forces and moments transmitted by the pipelines to the connected equipment shall

(g) From the calculated results, the positions of supports or hangers and springs used in
the piping systems shall be established.
(h) Loads and deflections at the proposed hanger positions shall be given, together with
the type ofhanger support, or restraint, i.e. constant spring hanger, variable spring hange
etc.
(i) Hanger locations shall be chosen to suit the building steelwork, but where this is not
practical, additional steelwork shall be provided by the Contractor.
G) The Contractor shall design the piping system taking into account possible maximum
values, e.g. head of the pumps in the system as well as exceptional operating conditions,
such as over-pressures, actuation of safety valves and vibrations.
(k) There shall be sufficient allowance for thermal expansion and displacement without
excessive stresses.
(1) The thermal expansion of the pipework shall be carefully analyzed and appropriate
pipe routing and location of the supporting equipment shall prevent the piping from
causing excessive forces and moments to the anchoring points (pressure vessels, turbine,
pumps, boiler, header, etc.)
(m) The shape of branch sections shall be such that the stresses caused by transient

(b) Intemal and extemal surfaces of piping system components shall be free of particulate
contaminants such as sand, metal chips, weld slag, etc.
(c) ln uniform rust films are acceptable on intemal carbon steel surfaces. The

(d) Intemal and external surfaces of stainless steel materials shall be netal clean" when
visually examined without magnification, and shall be free of organic films and
contaminants such as oils, paints and preservatives.
(e) Packing shall provide protection against corrosion, contamination, physical damage
or any effct which would lower the quality or cause the item to deteriorate during the
time it is shipped, handled and stored.
(f) All bevels, threads, flange faces and other sealing surfaces shall be suitably protected
with wood, plastic or soft metal to prevent damage to these surfaces during shipping and
handling.

(g) Al l pipes shall be capped using plastic or soft metal caps or plugs. All caps shall be
taped.
(h) All packaging or crating shall be suitable for long term outdoor storage on or off the
ground.
(i) Each fabricated pipe section as well as fittings , flanges, etc. , shall be properly
identified by a piece mark number printed on each end and on opposite sides.
U) Code symbols and inspection stamps shall be applied to each fabricated pipe section
where required. Marking shall indicate type of material, size and thickness and shall
conform to the relevant drawings. If cleaning is performed on the material and the
markings are removed, the material shall be remarked.

closure. Procedures for this operation shall be submitted to EVN for approval 3 months
prior to carrying out this cleaning.
2.2 .2.1. 7 Hangers and Supports
(a) The terms "hangers and suppos" shall mean all types of piping support assemblies
such as hangers, anchors, guides, brackets, vibration dampers and include the
miscellaneous steel works required to support the piping.
(b) All piping supports and hangers shall be designed in accordance with ANSI Code B
31.1. "Power Piping" or where applicable, the ASME Boiler and Pressure Vessel Code or
International Equivalent.
(c) Hangers for main pipes shall be supplied as finished construction elements, whereas
small hangers may be fabricated on site.
(d) le Contractor shall submit drawings of complete supporting systems with typical
examples in detail of each support to be installed to EVN for approval or comment. All
supports shall be fumished and installed in conformity with relevant approved standards.
(e) Wherever it is practical, all hot pipe lines shall be supported with flexible connections,
such as constant spring hanger or variable spring hanger, to permit axial and lateral
movements without restraint or bending of any piping or piping support. However. inno
case shall the angular deflection ofthe hanger rod exceed 40 as measured from vertical.
(f) Hangers and supporting elements shall be fabricated and assembled to permit the free
movement of piping caused by thermal expansion.
(g) The elements for supporting or restraining piping systems, or components thereo f,
shall be designed on the basis of all the concurrently acting loads transmitted into the
supporting elements.
(h) There resonance with imposed vibration and shocks occur during operation, suitable
dampers , restraints, anchors , etc. , shall be added to remove these effcts.
(i) All piping shaIl be installed with supporting devices selected and located to insure that
the finished system will provide uniform continuous slope for draining, that expansion
will be so directed as to minimize stresses in the piping material, and that all elements will
be suitably and substantially supported, guided and anchored. Supports direct on floor or

G) Numbers and positions of supports may be in f1uenced by the location and adequacy of
available building work. Additional or independent structural steel work shall be
fumished , if necessary, to secure a proper installation.
(n) All outdoor installation supports and spring hangers shall be suitably coated to
withstand the local environmental conditions. Springs of the hangers in outdoor shall be
neoprene-coated, if required, and all other pts shall be hot dipped galvanized.
(0) The Contractor shall submit guidelines for the proper re-adjustment of the hangers
after the system has reached its service temperature. le re-adjustment shall be
undertaken by the Contractor during commissioning.

(P) All spring hangers shall be equipped with a device to ensure locking during
hydrostatic testing and f1ushing of the system. Temporary supports, if required, shall be
supplied by the Contractor.
(q) Hanger rods shall be designed with a minirnum safety factor of 5 based on the ultirnate
strenh ofthe material and shall not be less than 12mm in diameter.
2.2.2.1.8 Drawings to be Submitted
The following drawings shall be submitted, but not limited to, by the Contractor during
the course ofthe Contract.
(a) General Piping aangement drawing of each are aJb uilding (such as power house,

(e) Valves, valve drives and accessories which are of a similar make , size and pe shall
be interchangeable with one another.
(f) The Contractor shall standardize the types and the sizes ofthe valves as far as possible,
in order to facilitate maintenance and limit the stock of spare parts.

internals is possible without removing the valve body from the pipe.

(k) Valve travel shall have sufficient allowance for reconditioning of disc and seat.
(1) Each valve shall be fitted with nameplate in a conspicuous location indicating the
valve name and number.
(m) Extension stems are to be provided for normalIy used valves to permit convenient
operation from adjacent levels.
(n) Handwheels shalI be of spoked construction with smooth finished rim.

(0) All valves shall be arranged to open by counter-clock-wise rotation ofthe handwheel
and wheels shalI be clearly marked with words and aows to indicate the opening
direction.
(p) Valves shall not be installed with their stems in a downward position unless approval
is granted by EVN.
(q) Stop valves on critical services including, but not limited to, lubricating oil pump
isolators shall be provided with locks to prevent incorrect operation.
(r) Ifthe design ofthe large size valves entails welding valve components together during
manufacture, the welding is to be fumace annealed at a contro lIed temperature and then
radiographed. The films are to be submitted to EVN for his examination and approval.
(s) All valves are to be capable ofwithstanding a hydraulic pressure test for mechanical
Sgth and tightness (1. 5 times their design pressure).
(t) le minimum design pressure of any valve shall be 1. 0 MPa(g) unless otherwise
specified.
(u) All drain and vent valves above 4.0 MPa(g) rating shall be made up oftwo valves in
series. One isolating and one operating valve shalI be installed;. the isolating valve shalI
be on the upstream side and the operating valve on the downstream.
(v) Bronze valves of 50 mm and less nominal bore for steam , water or oil service may be
used up to a temperature of218 0 C. Where the working temperature exceeds 218 0 C, the
bodies shall be forged or cast stee l.
(w) Diaphragm type valves when used in water system shall be of suitable manufacture
with plastic material or zinc free bronze bodies for valves up to 50 mm nominal bore and

handwheel operated and plug valves or ball valves shall be wrench-operated.

or gas servlce.
(ii) All valves shall be bubble tit rubber or synthetic seated, (except as otherwise
noted) with hanged ends.
(iii) The valve seating materials shall be entirely satisfactory for the service conditions
under which the valve is in service.

(iv) The Contractor shall submit evidence to show that similar valves have been
successfully employed for a period of not less than five years.
(v) The valve shall be designed so as to reduce leakage to insignificant rates.
(vi) Valves shall be designed for minimum pressure loss when opened and be capable
ofwithstanding the full pressure ofthe line when closed and cause minimum vibration
when used for throttling of flow.
(vii) All manually operated valves shall be of the gear type with totally enclosed
geanng.
(viii) Valves shall be subject to approval by EVN.

(iv) le valves shall have top and bottom guided inner valves for heavy duty service.
(v) Direct acting and self-contained pilot-type valves may have low lift inner valves.
(vi) Valves which are too small for top and bottom guiding shall be provided with top
cylinder guides designed for heavy-duty service. Bonnet joints, preferably of the
flanged and bolted type shall be designed for easy disassembly and for assurance of
correct valve stem alignment.
(vii) Plugs shall be of one-piece construction, either cast, forged or machined from
Sid bar stock. Plugs shall be screwed and pinned to valve stems or shall be integral
with the valve stems. All valves shall be arranged such that the inner valves may be
removed from the valve bodies from the bonnet side.

(viii) Unless otherwise specified, all control valves shall have stainless steel stems,
guide bushings, inner valves, seat rings , stem lock pins and stuffing box pas and
stellited seating surfaces.
(ix) Flow control valves shall be especially designed for high pressure drop

(xi) The valves shall be of the outside screw type. All valve seats and faces shall be
readily renewable and be made from materials that are corrosion and erosion resistant.
Valves shall be supplied with handwheels.

(vi) Tungsten alloy steel springs shall be used in all safety and relief valves for
application with steam temperature hiler than 232 0 C on enclosed spring valves.
Tungsten alloy, stainless steel, or carbon steel springs shall be used in all other valves.
(vii) All bronze body relief valves shall have enclosed carbon steel springs, integral
bronze seat and carbon steel or brass spindle.

(iii) Safety valve(s) shall be provided at the downstream of each pressure reducing
valve, capable of discharging the maximum flow ofthe reducing valve without undue
pressure nse.
(iv) The discharge from the safety valve shall be led to a safe location approved by
EVN.
2.2.2.2.6 Valve Drives
(a) General
(i) Valve actuators and stems shall be adequate to handle the unbalanced forces
occurring under the respective flow conditions and maximum differential pressure and
shall be adequate to assure tight seating of the valve.

(iv) All traps shall be protected by suitable inlet strainers, either integral or separate
having removable baskets and valve blow-off connections.
(v) Traps are to be installed in the locations permitting convenient access for operation
and maintenance.
(vi) Each trap shall be provided with isolation and bypass valves, as well as test and
free-blow valves and, where necessary, discharge check valves.
(b) Drain Valves
(i) High pressure drain valves and drain valves for wet sten service shall be provided
with erosion and corrosion resistant seats and discs.

(e) Lifting lugs and eye bolts and other special tackles shall be provided as necessary to
permit easy handling of the pump and its components.
(f) Standard production pumps with suitable characteristics shall be used wherever
practical. Only proven makes and models are to be supplied. All accessories and the
overall design sets shall be suitable for automation as planned for the relevant systems.
2.2 .2.3 .2 General Design and Construction
(a) Centrifugal pumps shall be used wherever possible. All pumps shall be designed to
withstand 1.5 times of the pump discharge pressure at zero flow under the highest suction
pressure.
(b) All pumps shall be of ample size to transmit the maximum possible output from the
driving machine.
(c) The pump shaft and coupling are to be so dimensioned that the maximum permissible
torque of the shaft is hiler than the maximum transmissible torque ofthe coupling.
(d) Renewable wearing rings shall be fitted to the casing and impeller where
economically justified.
(e) All pumps shall be constructed of materials specifically designed for the conditions
and nature of the pumped fluid, and be resistant to cavitation, eroson and corrosion.
(f) The pump glands or mechanical seals shall be so arranged that repacking or fitting of
replacement seals can be carried out wth the minimum of disturbance to plant operation.
(g) Spare gland packing shall be provided for each pump to facilitate conversion. For this
purpose the shaft shall be fitted with renewable bronze gland sleeves.
(h) Where material specifications are given in the respective pump specification, these are
to be considered as minimum requirements. They do not relieve the Contractor of the
responsibility for selecting the correct materials.
(i) In all cases where pumps are fitted with stuffing boxes, the shafts are to be provided
with protective sleeves in a suitable material.

(k) Centrifugal pumps shall preferably be of the horizontal shell type unless specified
otherwise.
(1) The pump casing shall be preferably horizontal split type for ease of maintenance so
that the impeller and shaft can be withdrawn without disturbing any ofthe main pipework
and valves.
(-
(m) Each horizontal pump shall be mounted with its driving motor on a common bed
plate of rigid construction. The bed plate shall be complete with drip tray fitted with a
conveniently located drain plug.
(n) Vertical pumps are to be provided with foundation ames and if necessary positioned
by suitable means in a pump sump. It shall be possible to remove these pumps without
entering the sump.
(0) Pumps must be carefully sited to ensure suction head under all operating conditions.
(p) Pumps shall be operated smoothly throughout the speed range up to their operating
speeds. The first critical speed must be at least 10% higher than the maximum operating
speed. e detennination ofthe shaft diameter and the distance between two consecutive
bearings must include a sufficient large safety margin to tisfy this condition.
(q) The entire rotor assembly shall be statically balanced and dynamic balancing ofthe
impeller is required if either of the following applies:

(i) Pump speed exceeds 1,500 rpm. , capacity exceeds 56m3fh and impeller diameter
exceeds 150mm.
(ii) Pump speed exceeds 1,500 rpm. for pumps of2 or more stages.
2.2 .2.3.3 Pump Characteristics
(a) Where duplicate pumps are installed for the same service, they shall be suitable for
parallel operation.
(b) The pump head characteristic shal1 be such that the head will continuously increase
with decreasing flow quantity with a maximum head reached at zero flow. Generally a

suction and discharge pressure gauges unless otherwise stated.
(b) Al1 couplings and any intermediate shafting shall be supplied with removable type
guards.
(c) Coupling halves shall be machine matched to ensure accurate alignment.
(d) Horizontal shaft pumps shall be driven by electric motor through an approved type of

(e) Pin-type f1exible couplings shall not be used.
(f) Vertical shaft and in-line pumps may be driven directly by electric motor throu a
solid coupling.
(g) All pumps other than submerged pumps and vertical wet pit pumps shall have
tempory strainers fitted in the suction pipework during initial sta-up and
commlsslomng.
(h) Permanent strainers shall be provided where specified, together with differential
pressure gauges and alarm facilities.
(i) Air release valves shall be fitted to all pumps at suitable points on the pump casing
unless the pump is self-venting due to the aangement of the suction and discharge
nozzles.

(k) All positive displacement pumps shall be fitted with a discharge relief valve.
(1) Water discharged from air cocks, drains and glands shall be piped to the neaJej
convenient drain trench.
(b) Bearings on vertical shaft pumps shall be spaced to prevent shaft whipping or
vibration under any mode of operation.
(c) Bearing housings on horizontal shaft pumps shall be designed to permit the bearings
to be replaced without removing the pump or motor from its mounting.
(d) Bearing housings on horizontal shaft pumps shall be effectively protected against the
ingress ofwater, pumped f1 uid and dust.
(e) All bearing oil wells shall be fitted with visual oil level indicators.
(1) Non-pressure oillubricated bearings shall be equipped with constant level oilers.
(g) Means of draining housing oil shall be provided.

(b) On completion of erection, tanks shall be shot blasted intemally and painted with
approved quality paint to withstand the service and temperature condition anticipated.
(c) On all tanks, the necessary nozzles are to be provided for connections to all pipework,
whether as indicated on the Specification drawings or not, connections and tapping points
for instrumentation, manholes, vents, drains, access stairways and handrails, etc. shal1 be
provided.
(d) Intemal access stairways or ladders should include for inspection and maintenance of
storage tanks. The storage tank shall have a covered top and the whole suitably braced
and stiffened extemally only.
(e) Each tank shall be provided with two hinged and jointed manhole doors secured by
bolts and nuts.
(f) All tank overf1 ows shall be ofthe syphonic vermin prooftype.
(g) Instrumentation and alarms shall be provided to EVN s approval for each tank.
2.2.2.5 Heat Exchangers (except generator hvdrogen gas cooler and seal oil cooler which
are on Clause 4.2.17.8.)
(a) Where tubular heat exchangers are used the design shall be in accordance with
Standards of Tubular Exchanger Manufacturers Association or equivalent and shall
incorporate facilities for easy removal of the tube nest or individual tube.
(b) Where a corrosive f1uid to which residual weld stress is sensitive is handled, heat
treatment shall be carried out for stress relieving.
(c) The heat exchanger shall be designed so that the performance requirements can be
satisfied with five (5) percent oftubes plugged.
2.2.2.6 Plates and Steel Sections
(a) Plates and steel sections must be perfectly straight with smooth surfaces.

that the edges of the cut are ground clean or machined.

(a) le Contractor shall advise EVN of the schedule for the casting ofheavy pieces. These
items must be inspected immediately after casting before the commencement of any
machining.
(b) EVN will advise the Contractor of the items which will be inspected, after receipt of
the casting schedule.
(c) The repair by welds and the inspection shall be performed in accordance wth the
applicable ASTM standard.
(d) If EVN deems it necessary to radiograph the castings, the tes and interpretation of
results will be in accordance withASTM Standards E446-98, E94-00 and E186-98.
2.2 .2 .7.1 Steel Casting
(a) The Contractor shall prepare material purchasing specifications for all important
castings.
(b) Each document shall indicate fully the quality and inspection requirements for the
component casting covered.
(c) Copies of the Specifications shall be issued to EVN for his use.
(d) Material for casting shall be selected from the range covered in the approved standard
and the inspection and quali requirements, together with the other provisions of this
Specification, shall be regarded as the minimum acceptable standard.
(e) Castings shall be properly fettled and dressed. All surfaces shall be satisfactorily
prepared for inspection purposes.
(f) Gates, risers , headers and feeders , shall be removed after annealing and before

shot blasting.
(i) All defect cut outs shall be inspected by magnetic particle inspection after grinding and
before repairs are commenced.
(j) Castings may be repaired by welding provided that the approval ofEVN is obtained.
(k) The Contractor shall submit drawings , sketches or photographs showing the location
and principal dimensions of the defect together with the proposed weld repair procedure.
(l)EVN s approval in writing must be obtained prior to the repair of defects which
penetrate more than 50% ofthe wall thickness or extend more than 12,000 mm2
(m) Only welders who have passed an appropriate qualification test for first class welders
shall be employed on the repair of castings.
(n) All repairs shall be carried out by the metal arc process.
(0) Selected areas for future butt welds shall be subjected to radiographic examination.

(p) The defects revealed by this examination shall be compared with the acceptance
criteria given within the agreed standard. Wherever possible the acceptance criteria shall
be related to an agreed set of reference radiographs.
(q) The reference radiographs to be used forthis purpose together with the selection ofthe
standard films for shrinkage, subsurface linear discontinuities, porosity, voids , sand and
slag shall be to EVNs approva l.
(r) Ultrasonic inspection shall be applied to all important casting to locate the extent of
sub surface defects and to check the wall thickness of castings.
(s) Records of the results of such tests together with full details of the procedure used
shall be forwarded to EVN.

2.2.2.7.2 Cast Iron Casting
(a) Cast iron is not to be used for any part of equipment which is in tension or which is
subjected to impact, or to a working temperature exceeding 2000 C unless specifically
approved by EVN.
(b) Materials for iron castings shall comply with the approved standards and in all cases
shall be c10se grained quality.

2.2.2.8 .Eg
(a) The Contractor shall draw up material purchase specifications for all important
forgings , and supply copies ofthese specifications to EVN for his use.
(b) Specifications shalI be producd for, but not be limited to, turbine shafts, diaphragm
discs, generator rotors, rotor end covers or end bells, exciter shafts, large motor shafts and
precision forged turbine blades, etc. In each case the quality and inspection requirements

(g) Test blocks from which the mechanical test pieces will be machined shall be cut from
the forgings at positions to be agreed by EVN.
(h) On large and important forgings several test pieces shall be taken from radial and
longitudinal directions.
(i) Solid shaft forgings will be acceptable provided that ultrasonic examination confirms
the absence of centre line defects.
(j) EVN will reserve the right to insist that shaft or rotor forgings with centre line defects
be bored to remove such defects.
(k::) Shaft and rotor bores where provided, shall be smooth machined to a standard suitable
for intrascope examination.
(1) Trepanned sections of the cores shall be subjected to mechanical test for information
purposes only.
(m) Local chambering or remachining ofbores to a larger diameter shall only be carried
out with the approval ofEVN.
Bores, where provided, shall be inspected visually and with magnetic particle
inspecton.
(n)
(p) The inspection shall be made with a suitable intrascope having an acceptable level of
illumination and magnification.

(u) Bearing journals of large shafts and rotors shall be subjected to dye penetrant
examination on completion of fmal machining.
(v) Repairs by welding or other means shall not be undertaken on forgings at any state of
the production cycle.
(w) Test certificates shall be provided to EVN including the following records, chemical
analyses, mechanical properties, electrical properties (when supplied), heat treatment
records, ultrasonic reports, top and bottom percentage ingot discards, dimensional and
concentricity records.
(x) Each forging shall be suitably branded with an identification number which shall be
transferred throughout all final machining stages.
(y) The identification number shall be marked on all documents and test certificates
relative to the forging.

materials together with all necessary associated materials such as fastenings , vapour
barriers, jacketing cements, adhesives, etc., which are used as insulating materials for
piping, vessels, ductwork and equipment for the purpose of reducing heat loss, prevention

(g) Insulation for condensation prevention shaIl be applied to equipment, plant, piping
temperatures below the maximum dew-point where condensation could form to
detriment of plant structures or equipment or cause discomfort to operating perso
(h) Insulation immediately adjacent to hot surfaces shaIl be capable of withstanding the
fu Il temperature conditions without deterioration or breakdown of the material and due
a lIowance shall be made for expansion.
(i) The type and thickness of insulation materials used shaIl be entirely suitable for the
particular application and shaIl be subjected to approval by EVN.
(j) Calcium silicate or mineral fiber shalI be used for insulation of hot surfaces of indoor
pipes and perlite (water repe lI ent pe) for insulation of surfaces of outdoor pipes unless
otherwise approved by EVN.
(k) Sprayed on "asbestos :free" insulation shall be provided on irregularly shaped items of
eqmpment.

(1) The type ofjacketing shall be capable ofwithstanding the site atmospheric conditions
without surface deterioration.
(m) AIl insulation shall be covered with more than O.3 mm aluminum sheets jacket for
piping and vessels.
(n) Where aluminum sheeting is used , provisions must be made to avoid anyelectrytic
action. Jacketing fixing devices shalI be of an approved non-corrodible material.
(0) AIl outdoor insulation shall be completely weather tight sealed, in particular against
heavy rain. AII joints in aluminium sheeting shall have a rolled edge to prevent water
ingress by capillary action.
(p) Piping to be placed in trenches should be covered with insulating materials held with

galvanized woven wire mesh. Over the mesh, a coat of refractory cement shall be applied
and the whole shall be covered with water proof paint.
(q) The Contractor shall submit a list of the materials he proposes to us their thermal
emission calculation for the operating temperatures of each application, the thickness and
density of each material.
(r) Insulation shall be applied in a manner which wil1 allow withdrawal ofthe removable
pa without damage to such sections or to adjacent insulation.
(s) Equipment nameplates mounted on brackets extended from the body shall be exposed
ready for identification.
(t) The insulation and cladding of the items requiring maintenance shall be designed to
permit quick and easy removal.
(u) During the application of insulation the Contractor shall protect the adjacent plant,
buildings and floors from damage.
(v) In the event of damage the Contractor must make good at his own expense. In mixing
insulation or covering compounds, salt or brackish water shall not be used.
(w) The Bidder shall include in his recommended spare pas schedule suitable quantities
of thermal insulation material as used for the thermal insulation of all live steam
pipework.
2.2 .2 .10.2 Methods of Appliation
'---
(a) The insulation shall generally be installed in accordance with the recommendations of
an approved international standard.
(b) Piping and equipment must be clean, dry and free from grease, dirt, loose rust or scale
before application of insulation matrials.
(c) On vertical or near-vertical piping all insulation shall be supported in position by
means of metal rings, part rings, studs or cleats at intervals not more than 3.
(d) On flat, or large curved surfaces, the insulation material shall be supported by cleats or
similar attachments welded or screwed to the surface being insulated.

(g) The wire material shall be corrosion resistant and if the overall finish is to be
aluminum sheet the wires must be either of aluminum or plastic coated metal.
(h) Where flanges and flanged valves are to be insulated, the pipework insulation must be
terminated short of the flanges to enable easy withdrawal of the flange bolts without
damage to the insulation.
(i) Flanges and valves shall be insulated with aluminum boxes lined with preformed rigid
or flexible insulating material which is aanged for easy removable for inspection or
maintenance without disturbing the insulation of adjacent pipework.
(j) There shall be no direct contact between the aluminum of the box and the insulated
metal surface. Glands ofall valves shall be left out ofthe insulation box.
(k) Thermowell bosses, pressure tapings and equipment nameplates shall be left out of
insulation.
(1) The piping and equipment shall be completely insulated before the commencement of
the experimental eraon but the final lagging of all valves, fittings , and pipe flanges
shall not be carried out until the system has been continuously under operating pressure
and temperature for at least two (2) days, so to enable the joints to be inspected.
2 .2 .2.11 Liftin Q: Eauioment and Cranes
2.2.2.11.1 General
The Contractor shall supply and install overhead traveling cranes or hoists including
electrical hoists, electrical or manual trolleys , chain blocks and monorails for overhauling
and maintenance of machines, facilities and components in locations and buildings where
they are necessary to assemble, disassemble and maintain the equipment provided by
him.
2.2.2.11.2 Overhead Traveling Cranes

(a) Each crane shall be supplied complete with all equipment and accessories necessa
for safe, efficient and reliable operation including the following but not limited to, as
applicable:

ii. During the overload test, each motion in tum shall be manoeuvred in both
directions and the cranes shall sustain the load under full contro l. The
specified speeds need not be retained but the crane shall show the
capability of dealing with the overload without difficul.

The result of the geological investigation carried out by Unit NO.l Contractor is
included in Volume 11 Bid Drawings. If the Contractor requires further geotechnical
information for the proper design of CivilfArchitectural structures, then he shal1 carry
out further geotechnical investigation which he considers is necessy and shall include
the cost of such investigations and the scheduled time for their execution in the Bid.
Since the power plant site is predicted to undergo consolidation settlement over a long

period after site preparation, the site has been prepared to EL + 2.70m. Therefore, the
Contractor shall continuously measure the ground settlement until taking over the power
plant to EVN after commencement ofthe construction work.
The ground settlement shall be measured once a month at one (1) point, and the results
of measurement be reported to EVN in writing.
Meanwhile, the precision of such measurement shall be according to the Class 2 Level,
and any cost to be incurred for such measurement be included in the Bid.
2.2 .4 .2.2 Investigation ofWater Quality
The Contractor shall investigate the water quality, water level, and etc. of Hau Ri ver,
compile the results and report the same in writing to EVN.
The investigation positions shall be upstream of the intce point, and the items, intervals
and other details of investigation e as indicated in the table below:

2.2 .4 .2 .3 Measurement of the Settlement of Structures
Just before completion of the construction work, the Contractors shall set the survey
points on the foundations of major structures and measure the settlement of the
foundation levels.
Since the measurement values wiIl be handled as the initial values required for
maintenance in the future , the Contractor shall compile the measurement data and hand
the data over to EVN at the witness ofEVN.
Meanwhile, the reference points shall be set on the foundation of the control building
and the precision of such measurement shall be according to the Class 2 leve l.
2.2 .4.3 Void

The Contractor shall provide his temporary consuction facilities in the "Working
Area". The Bidder shall include in the Bid a preliminary layout of the temporary
facilities which he will provide. Prior to the mobilization of any plant, equipment or
materials to the site, the Contractor shall submit detai1ed plans showing the locations
and layouts of all tempor.y facilities for approval of EVN. The layout of such facilities
shal1 be ranged as per Drawing Nos. OM2TE-000l to 0005 and 0101 to 0107 in
Volume 11.
2.2 .4.4.3 Contractors Office, Lay-downlStorage Areas and Temporary Road
(a) The triangular area surrounded by the east border of power plant premises, open
discharge channel and the Hau Ri ver right bank shall be used for construction of
temporary road and disposal of surplus soil resulting from civi1 works.
(b) le temporary road shall be constructed along the east border of power plant
premises and connected to the existing temporary jetty and Fuel Oi llHeavy Equipment
Unloading Berth so that the materials, equipment, construction machines, etc. can be
transfeed to Unit No.2 site. Th e Contractor can use the existing site road along the
border until the completion of this temporary road. However, during such a period,
complete security shall be made not to cause any detriment to the existing facilities. The
existing outer fence along the border shal1 not be removed and kept intact.
(c) The above area belongs to EVNs

(d) The Contractor shal1 submit EVN detail of planning showing the location and
layouts of all facilities for approva l.
The layout of such facilities shall be arranged as per Drawing No. OM2TE-OOOl in
Volume 11.

After completion of the work covered by the Contract and prior to acceptance of the
completed work, the water supply system, electricity supply and distribution systems ,
roads , warehouses, all facilities therein and at work areas , and all other installations
shall be removed by the Contractor, except those directed by EVN to remain. The site
shall be cleared and cleaned in accordance with Clause SCC 1.2 .29.
2.2.4.4 .6 Temporary Water Supply
All of the service water required for the power plant construction work shall be prepared
by the Contractor by making use of groundwater as a watr source for the construction
work.
The location of the water source for the construction work shall be selected
taking into account the site layout, work schedule and other requirements.
Any drinking and service water to be used at the Contractor s

by the Contractor. The quality of any such water shall comply with the water supply
quality standards ofVietnam.
As for deminaralized water supply, the Contractor has a choice among:
(1) The mobilization of tempory facilities required for the supply of such items , by

(2) The purchase of such tems at the current tariff specified in SCC Sub-Clause
1.2 .2 2.3 , or from other sources.

Fuel OillHeavy Equipment Unloading Berth is available in 0 Mon Power Plant area.
EVN allows the Contractor to use the above Unloading Facility under following
conditions.
(i) The Contractor shall issue a request to EVN in writing two (2) weeks before his
use.
(ii) The Contractor shall not be permitted to use the berth during oil unloading
operation by EVN.
(iii) The Contractor shall evacuate his unloaded materials/facilities as soon as
possible.
(iv) The Contractor shall prepare the curing measure by steel plates in case of
unloading by crawler crane.
(v) When the berth facilities excluding the portion of fender are damaged during the
Contractor s use , the Contractor shall inform EVN of its situation and
repair/restore them by his own responsibility/cost.
(vi) The Contractor shall clean up the plat form and access road after unloading
(vii) The maximum load shall be less than 10 tonlm2 in the bank area along the Hau
Ri ver side and 4 tonl m2 within the power plant area, respectively.

when the site construction works finish. When the existing site facilities are damaged

situation and repair/restore them by his own responsibility/cost.
2.2 .4.4.10 Main Temporary Gate
The Contractor shall prepare the main tempora gate between the main plant gate and
the discharge transfer structure.
The Contractor shall remove the existing concrete block fence for this tempora gate
and restore it when the site construction works fmish , as per Drawing No. 0 M2TE-0002
in Volume 11.
2.2 .4.4 .11 Temporary Drainage Facilities
The Contractor shal1 prepare the tempory drainage facilities in Unit No .2 construction
area. The storm water shall be discharged into the existing Unit NO.l storm water
drainage line after su::fficient sedimentation of sandlmad being confirmed.
The Conactor shall clean up the existing drainage line when the construction works
finish to EVN s satisfaction.
2.2 .4.4 .12 Construction Road
The Contractor shall use only the existing plant road for the construction works and
transportation of construction materials/facilities such as heavy equipmentsong
products, based upon Drawing No. OM2TE-0003 in Volume 11.
The Contractor shall c1ean up and maintain the construction road enough during
construction period.
Wh en the existing plant road and storm water drainage facilities are damaged during a
construction period, the Contractor shall inform EVN of its situation and repair/restore
them by his own responsibility/cost.
At the final stage of construction works , the Contractor shall apply asphalt overlay on

2.2 .4.4 .13 Sanitary Facilities
The Contractor shall prepare appropriate number of sanitary facilities such as lavatories,
hand wash stations and drink water stations.
The Contractor shall clean up these facilities on a daily basis and keep them sanitary.

The Contractor shall execute not only the work within the site but also the work above
and under the Hau Ri ver while paying sufficient attention to safety. Moreover, the
Contractor shall aange traffic control sta:ff respectively at the entrances of the National
Road and EVN access road to prevent occurrence of any car-to-car accident.
Should any accident, trouble, etc. with any boat, ship and car have occurre d, the
Contractor shall immediately report the same to EVN regardless of the seriousness of
such an accident or trouble and take an appropriate remedial measure according to the
instructions ofEVN.
2 .2.4.8

The Contractor shall aange watchmen at the entrance of the site direct his utmost
efforts for ensuring the security at and around the site.
The watchmen shall be stationed based on three shifts on a twenty-four hours basis and
patrol every day.
Meanwhile, should any dubious character be found , the watchman shall immediately
report the said effect to EVN and take prompt actions as insucted by EVN.
2 .2.4.9 Environment Monitorin l!
The Contractor shall take any appropriate measure to avoid damaging the surrounding
environment during the construction works and after commercial operation. Moreover,
the Contractor shall monitor the impacts on environment due to the construction works
and inform EVN the results of monitoring.
The Contractor shall plan the necessa environment monitoring system and cay it out
in accordance with the FINAL REPORT ON ENVIRONMENTAL INPACT
ASSESMENT (detail) 0 MON THERMAL POWER PLANT PROJECT Ho Chi Minh
City August 1998.
The Contractor s environment monitoring plan, measurement result and its evaluation
shall be subject to EVN.

The houses of surrounding people are scattered around the power plant sit the
Hau River. Moreover, there are houses and farmland in the area surrounded by the
discharge open channel and power plant site. Therefore, the Conactor shall pay
sufficient attention for prevention of noise , vibration, and danger to access and so forth
to protect the people living a acent to the site. Should any trouble have occurred, the
Contractor shall immediately report the said effect to EVN and take prompt remedial
actions according to instructions of EVN without taking any prior action based on his
own judgment.
2.2 .4.11 Lendable Materialsauioment
The Contractor shall be lent the following materials/equipments by EVN during Unit
No.2 construction works.
- CraneslHoist
- Stop LogslLifting Beams
- Mobile Crane
(a) CraneslHoist
The Contractor shall be lent the following cranes by EVN.
- Over Head Crane in Power House
- Gantry Crane for CW Pum p Pit
- Chlorination Container Hoist
(i) The Contractor shall make a request to EVN for such cranes/h oist in writing two
(2) weeks before his use.
(ii) The Contractor shall be lent the crane/hoist after finishing the inspection at the
witness ofEVN.
(iii) The Contractor shall use the crane/h oist free of charge and mobilize the qualified
operator by himself.
(iv) After finishing the crane/hoist works , the Contractor shall inspect the crane/hoist
at the witness of EVN before handing over. In case of something to be recovered ,
the Contractor shall repair at his own responsibility. The Contractor shall submit
EVN necessary documents for handing over.
(v) Should there be reuse of a crane/hoist for the construction purpose, the
Contractor shall follow the above proper procedure.
(vi) The Contractor shall clean up the plat form and the access road enough after
unloading.

(vii) In principal, EVN shall have the priority to use such cranes even within a period
for which the Contract is allowed to use them. However, should there be a
possibility for the construction to be delayed due to such use of cranes by EVN,
appropriate and reasonable solution to both EVN and the Contractor shal1 be
seeked throuout discussion between EVN and the Contractor.
(b) Stop LogsIL ifting Beams
The Contractor shall be lent stop logsl1 ifting beams for the following facilities by
EVN.
- CW PumpPit
- Discharge Tunnel
(i) The Contractor shall make a request to EVN for such stop log s/lifting beams in
writing two (2) weeks before his usage.
(ii) The Contractor shal1 be lent the stop logs/lifting beams after fmishing the
inspection at the witness ofEVN.
(iii) 1e Contractor shall use the stop logsllifting beams free of charge.
(iv) Should there be found some defects in the lent stop logs such as heavy water
leakage, the Contractor can ask EVN to use other proper stop logs. However, in
case the stop logs have some minor defects such as sli1t water leakage, the
Contractor shall execute the works at his own responsibility without any claiming
EVN.
(v) After finishing the works ofusing the stop logs/lifting beams, the Contractor shall
inspect at the witness of EVN before handing over. In case of something to be
recovered except such slight damage and aging as are considered as natural wear
and tea the Contractor shall repair at his own responsibility.

Contractor shall inform EVN of its situation immediately and follow the
instruction by EVN.
(e) In case the Contractor lay down materials/equipment temporarily in Unit No .l
area, the Contractor shall prepare the tempory fence for the storage area as

Contractor shall prepare the electricity power required for site work at his
own responsibility. However, in case of use of Unit NO.l electricity due to
unavoidable reason, the Contractor shall obtain agreement to use the electricity
fromEVN.
(i) The Contractor shall prepare the ncessy number of temporary toilet units of
potable type. The use of lavatories in Unit NO.l area shall be prohibited. The
toilet units shall be always kept clean and sanitary.
G) The Contractor shall clean up the work area, construction road and stonn water
drainage line regularly and keep them clean.
(k) The trespassing on the facilities/areas excluding the permitted working area shall
be prohibited. The person who ininges it shall be immediately rejected to work
at site by EVN. The Contractor shall not claim for this safety regulation.
(1) In case the Contractor c out some works within Unit NO.l area in the existing
electrical and control building, the Contractor shall set partition at the boundary
of Unit N 0.1 area to avoid any disturbance on Unit N 0.1 operation.
Ifptition cannot be equipped due to some reasons such as nrow space, etc. ,
the Contractor shall take another protection or measures to avoid any disturbance
on Unit NO.l operation.

(d) After finishing the construction works, the protectd existing facilities shall be
inspected at the witness ofEVN. In case the existing facilitie~ are damaged during
such works, the Contractor shall repair them at his own responsibili.
2.2 .4 .14 Protection for the existing Unit NO.1 buildings
(a) The Contractor shall properly cover the whole walls ofthe existing buildings such
as CCB/L imestone Ball Mill House with fireproof sheet to prevent sparks from
welding works to be executed nearby by the Contractor.
(b) The Contractor shall submit EVN a method of works including materials and
detailed protection methods in writing one (1) week before commencement of the
works in Unit NO.1area. The protection works shall be commenced after receiving
approval by EVN.
2.2 .4 .15 Usage ofthe existing Unit No .l facilities
The Contractor can use the following existing Unit NO.1 facilities for the Unit NO.2
construction works.
le Contractor shall make a request to EVN for use of such facilities in writing one (1)
month before commencement of use and discuss it with EVN in det1.
- Water treatment facilities
- Waste water treatment facilities
- Other fac i1ities
The Contractor shall pay EVN the cost of using such existing facilities. Refer to SCC

(b) Cleaning of fabricated cornponent items shall be carried out after fabrication and
:final heat treatrnent or welding at rnanufacturer s works or at Site, as appropriate.
(c) Machined surfaces shall be protected during the cleaning operations.
(d) In the event of the surfaces not being cleaned to EVN s satisfaction, the applied
procedures shall be irnproved to overcorne the de :ficiencies at the Contractor s sole
expense.
(e) For cleaning small areas , hand cleaning by wire brushing rnay be permitted. Wire
brushes used on austenitic rnaterials shall have austenitic steel bristles.
(f) Austenitic stainless steels, copper and alurninurn alloys , cast iron, bimetallic and

rnetallic/plastic items, and cornponents fabricated by spot welding or riveting shall not
be chemically cleaned. All weld areas shall be suitably stress-relieved before chemical
cleaning.

1.2 Mechanical Cleaning at Manufacture s Works
Surface condition:
The rnetal surfaces shall be clean and free of rnill scale , rust , dirt , grease and any other
deleterious rnatter.

Wh ere metal surfaces are to be painted, the surface profiles shall conform with the
painting specification requirements. Other surfaces shall have a surface texture not
coarser than Grade 80 abrasive paper.
Abrasives:
Abrasives containing silicia, silicates or slag residues shall not be used for water/ steam
side surfaces of plant expect for cleaning sand castings, where hydro blasting with sand
maybeused.
For austenitic materials only, abrasives containing 98% or more of aluminia, A }z 03,
shall be used.

(a) When items have been cleaned, within four (4) hours of drying, ley shall be give

approved water soluble corrosion inhibitors, or vapour phase inhibitors that can be
subsequently removed by site water washing or steam blowing.
(c) le gas side of steam generating plant items shall be protected by the application of
temporary protectives that do not require to be removed before commissioning, which
will be removed during initial firing.
(d) le rate of application of volatile corrosion inhibitors shall be at least 10 grns per
square meter or 35 grns per cubic mete whichever is the greate expect for pipes up

to 300 mm diameter for which the minimum application rates shalI be 5 grams per
square meter.
(e) Immediately after the protective treatment has been app Iied, a I1 vessels and pipes
shaIl be suitably sealed off by discs or caps or approved altematives to prevent ingress
from the surrounds. Cylindrical plugs shaIl not be applied to the ends of pipes. These
protective covers shalI not be removed until immedi before final connection is
made to the associated equipment.
1.5 Surface Preparation
(a) In preparing any surface to be coated, aIl loose paint, dirt, grease, ru st, scale, weld
slag or paper or any other extraneous material shall be removed so as to obtain cIean,
d and even surface to receive the priming or fmishing coat(s) as caIled for in the
painting schedules. Sharp edges shaIl be rounded, especially when tank linings is to be
applied.
(b) A I1 machined surfaces, including f1 ange faces , shall be suitably covered to prevent
damage during surface preparation. All surfaces shaIl be blast cIeaned whenever
possible.

(viii) No painting shall be carried out outdoor during the presence of rain, fog, dew or
where the surfaces may be otherwise damp; in particular, no application of paint
should be made on plaster surfaces that are not be completed dry.
(ix) Wood surface shall be sanded clean. A l1 nail holes shall be puttied and sanded
before priming.
1.6 Treatment for Shipping
(a) All metallic machined surfaces shal1 be covered with a protective coating. This
coating shall be effective against salty air and shall be easily removable at site.
(b) All internal surfaces of reservoirs and tanks shall be coated with an easily washable
corrosion preventive compound

(c) Piping, valves and other parts that have undergone hydraulic tests and which can not
be completely dried shall be treated with water- absorbing corrosion inhibitor before the
application of protective coating.
2 Painting
2.1 General
(a) All items of Plant supplied except for items being galvanized and/or made of
stainless steel shall be painted and finished in accordance with the requirements,
procedures and standards identified in this section.
(b) le scope shall include the supply, surface preparation, protection and application of
paint in accordance with the painting schedule and the colour code standard of EVN,
but where particular items are not referred to specifically, they shall be treated in a
manner similar to other comparable items as agreed with EVN.
(c) le colours of items which are not described in the colour code standard of ENV
shall be to the approval ofEVN.
(d) le Contractor shall submit the names of the proposed paint supplier and applicator
together with a quality assurance progrnme for approval.

the Contractor is unable to comply with this requirement, he must ensure that the paint
to be used is compatible and equal in quality to the already supplied.
(g) No paint shall be thinned unless specifically recommended by the manufacture of
that paint.
(h) Undercoats shall be of appropriate colours and each coat is to be of a different tint,
except where this may be considered impractica l. All coats of paint are to be of superior
quality.

with the ldards of the country of origin, he must submit them in the English language
within one (1) month after signing ofthe Contract.
(1) For equipment being painted withih the Contractors works the Contractor must
ensure that favourable conditions exits in which a good level of cleanliness is being
exercised with relatively dust free atmosphere, good ventilation and lighting and
maintenance of suitable temperature and humidity conditions.
(m) Where the painting specification refers to indoor" and outdoor" locations, in this
context all indoor rooms and building without air conditioning, heating or forced
ventilation shall be treated as outdoor".
(n) le Contractor is required to submit a detailed painting procedure for electrical
cabinets and panels to EVN for his approval within four (4) months of signing of the
Contractor. The procedure must include surface preparation, paint process and physical
characteristics, application and type of paint to be used.

(d) Precautions shall also be taken against solar radiation to ensure that the specified dry
film thickness of priming or finish coasts is obtained.
2.3 Preparation
(a) Before any painting is made, all surfaces must be prepared properly, removing rust,
scale, welding slugs and spatters, grease etc. Steel surfaces shall be white blasted in
accordance with Steel Structures Painting Council Specification SP 5-63. The various
paints to be used shall be of approved qualify and type.
(b) No painting shall be conducted outdoor during the presence of rain, fog, dew or
where the surfaces may be damp; in pticula no application of paint should be made
on plaster surfaces that are not completed dry.
(c) Surfaces prepared for field welding shall be left unpainted 50 mm from the weld.
These surfaces shall be coated with protective film of oil or other easily removable
material to prevent rusting.
( le Contractor shall take special care that all intemal pas are carefully and
thoroughly cleaned and wire brushed where necessa before they are erecte d, to
prevent any grit, dirt or other foreign matter getting into the equipment.
(e) Priming coasts of paint should not be applied until the surfaces have been inspected
and preparatory work has been approved by EV1(f) Should surfaces have suffered indentation in the form of sharp edges, the Contractor
wi1l be required to make good these defects throu use of a power impact tool, sander
an d/or power wire brushing.
(g) When required to be painted, copper surfaces shall be thoroughly cleaned to remove
all traces of tamish, corrosion or grease and then lightly etched with a mild abrasive or
white spirit.
(h) Tempora corrosion protections are to be completely removed prior to applying the
definite one.
(i) Steelwork protected by shop primer must be cleaned of salt, sand, oil, etc. after
arrival on site, before the first coat of paint is applied. Shop primer damaged during
transpoation must be rectified by blast cleaning and coating before application of site
coats.

(b) Primers and paints which have gelled or otherwise deteriorated shall not be:

(d) A11 ingredients in any container shall be thoroughly mixed before use, and shall be
agitated frequently during application to keep the primer in suspension.
(e) Primer or paint mixed in the original container shall not be transferred until a11
settled pigments are incorporated into the body liquid.
G) When use of thinners is permitted, it must be added to the primer or paint during

(b) If the defects revealed by the above test procedure do not exceed one per 5m2 of
coating surface, the repairs shall be re-tsted after any curing is completed, and this
procedure shall be repeated until the defects are less than one per 5m2 of coating
surface. After repair of these defects, the equipment can be placed in service without
further testing.
(c) All coating proposed for the intemal protection of domestic water storage tank shall
be certified by an approved independent Authority as suitable for use in potable water
installations and shall meet the non-tainting requirements of the approved Standard.
(d) All shop painted surfaces damaged in transit or installation, all bolted or welded
connection carried out at site shall be touched-up to achieve the original quali and
appearance.
(e) Exposed fabrication, erection, or shipping marks shall be cleaned off and the areas
touched-up shall be painted to match the adjacent surfaces.
(f) Dry film thickness may be determined by removing small samples of dry film or by
the correct use of approved commercial paint film thickness measuring meters.
(g) Continui of paint film on metal surfaces may be checked by low voltage holiday
detector. Inadequately coated areas shall be circled with chalk.
(h) Paint shall have sufficient adhesion to prevent the hardened coat being lifted as a
layer when a blade of a dull putty knife is inserted under it. Intercoat adhesion shall be
such that two or more hardened coats shall not delaminate when tested with a sharp
knife.
(i) After completion of work, EVN reserves the right of requiring and witnessing a test
on the painting of any part of the supply. Twelve (12) months after the work
termination, the final tests and inspection will be carried out. Such tests will be carried
out by EVN to ascertain the correspondence of the paintwork to color and treatment
prescribed. These tests will indicate whether or not the paintwork is correctly applied

and is free from wrinkles or roughness which might affect the adhesion of the protective
coatng.
G) The Contractor shall provided all apparatus to be used the test, such as dry film
thickness gauge.
(k) Should the measured dry film thickness be less than specified, the Contractor shall
apply additional paint to the coat inspected or shall increase the thickness of succeeding
coasts, as applicable, to ensure the specified total dry film thickness.
(1) le guarantee period ofthe paintwork shall be one (1) year. During this period it will
remain the responsibility of the Contractor to repair or replace without charge all paint
work showing defects (such as discoloration peeling, wrinkles, bubbles, flakes of rust,
etc.) where it may be shown that the deterioration arises from:
insufficient cleaning ofthe surfaces before painting
ncorrect preparation
incorrect application ofpaint itselfto the surface
3 Galvanized Work
(a) All galvanizing shall be carried out by the hot dip process to conform in all respects
with the approved standards.
(b) All surface defects, such as cracks, surface laminations, laps and folds shall be
removed. All dri1ling, cutting, welding, forming and final fabrications of unit members
and assemblies shall be completed before the structures are galvanized. The surface of
the steel work to be galvanized shall be free from welding slag, paint, oil, gr'ase and
similar contaminants.
(c) The minimum average coating weight shall be as specified in the approved standard.
Structural steel items shall be initially grit blasted to achieve a round profile of 25-50
microns average depth (SA 2Yz) and the minimum average coating weight of steel
sections (5 mm thick and over) shall be 550 g/m3 .
(d) On removal from the galvanizing bath the resultant coating shall be smooth,
continuous, free from gloss, surface imperfections such as bare spots, lumps, blisters
and inclusions of flux, ash or dross.
(e) Galvanized contact surface to be jointed by high strength friction grip bolts shall be
roughened before assembly so that the required slip factor to approval standards, is

(g) During 0 loading, erection nylon slings shall be used. Galvanized work, which is
to be stored in the works or on site, shall be stacked so as to provide adequate
ventilation to all surface to avoid wet storage staining (white rust).

(h) Small areas ofthe galvanizd coating damaged in any way shall restored by:
Cleaning the areas of any weld slag and thoroughly wire brushing to give a clean
surface
The application of the two (2) coats of zinc rich paint, or the application of a low
melting point zinc alloy repair rod or powder to the damaged area, which is heated
to 300oC.
(i) After fixing, bolt heads, washers and nut shall receive two (2) coats of zinc rich
pamt.
