3.3.8 Structural Steel Works


3 .3 .8.1

General

This part of the specification covers the perforrnance of all structural steel works for all
necessary structures including, but not limited to , the supply of structural steel
materials, fabrication, transportation, erection and testing. The Contractor shall also
fumish all equipment, tempora staging, erection pieces and lay down area for the
perforrnance ofthe structural steel work.

(a) Applicable Codes and Standards


The structural steel works shall be designed , fabricated , erected and tested in accordance
with the requirements of AISC and AIJ codes, the AISC Handbook of Steel
Construction and alllocal building codes or regulations.
(b) Design CaIculations and Drawings
The Contractor shall submit the documents related to fabrication , transportation,
erection and testing ofthe structural steel to EVN for approval.
- Design calculation sheet for all buildings and structures
- Design drawings showing the general arrangement, quali and size of all steel
structure members
- Detailed design drawings showing welding method and connection details
(c) Design of Connections
All connections shall be designed as matching to the structural system and the working
stress.
The joint eccentricities shall be taken into account and special consideration shall be
given to the design of connections for members subjected to torsion.
All bolted connections for structural members shall be designed as friction type
connections except for the sub-members such as girts , purlins, studs and so on.

The use of rivets shall not b permitted


All connections subject to significant seismic loading shall be designed so as to develop
the full yield strength of the connected members prior to yield in the cone_ting
materials.

(d) Temporary Loads and Stresses

Full account shall be made in the design for all temporary loads and stresses whicay
occur during fabrication , assembly, transportation or erection.
3 .3 .8.3

Material

(a) Structural Steel


Unless otherwise specified, the structural steel shall conform to SS-400 in ns G 3101
Rolled Steel for General Structure", SM-490 in JIS G 3106 Rolled Steel for Welded
Structure" or equivalent.
In case of the steel plate of 26 mm thickness or more for all shapes of SS-400 members ,
all part ofthe member shall conform to SM-400A in ns G 3106 or equivalent.
(b) High Strength Bolts, Nuts and Washers
The high strength bolts, nuts and washers shall conform to JIS B 1186 Sets of High
Strenh Hexagon Bolt, Hexagon Nut and Plain Washers for Friction Grip Joints", or
equivalent. The high strength bolts oftorque shear type may be used.
Th e combination of classes and grades of bolts, nuts and washers shall be in
accordance with the table below.

1n the above table , the torque coefficient shall be 0.13 and 0.17 for A and B of class of
torque , respectively. The torque coefficient is calculated as below.

1n case that the members to be bolted are of considerable thickness , or in case that there
is a multiple number of layers to be bolted, or in case that there are gaps tending to
lower sliding resistance , filler plates shall be inserted or other means shall be provided
for correction of the condition.
(c) Unfinished Bolts, Nuts and Washers
The unfinished bolts, nuts and plain washers shall conform to JIS B 1180, B 1181 and B
1256, respectively, or equivalent.
(d) An chor Bolts and Nuts
The anchor bolts and nuts shall conform to SS-400 in JIS G 3101 for material and JIS B
1180 and B 1181 for dimensions.
(e) Arc Welding Rods
The arc welding rods shall conform to D4301 , D4303 , D4316 in J1S Z 3211 Covered

Electrodes for Mild Steel", or equivalent.

(f) Zinc Hot Dip Galvanizing


The structural steel to be used outdoor shall be covered with zinc hot dip galvanizing for
the purpose of preventing corrosion. The zinc hot dip galvanizing shall comply with the

following requirements

Application standards
The following standards shall be applied

a) JIS H 0401 Methods oftest for zinc coating (Hot-dipped) on iron or steel
b) JIS H 8641 Zinc hot dip galvanizing
c) JIS H 9124 Recommended practice for zinc coating (Hot-dipped)
(ii) Quality of galvanizing
a) Appearance
The zinc-coated surface shall be smooth in view of practical use and free
from any uncoating and other hazardous defect in view of practice use.
b) Amount and uniformity of deposition
The amount and uniformity of galvanizing shall be as shown in the table
below. In case the thickness of steel materiaI is 3 mm or less, however,
such amount and uniformity shall be determined after discussion with
EVN.

(g) Samples and Testing


The Contractor shall submit all mill shets an mill rpurls uvering lhe chemical and
physicaI properties ofthe steeI to be used to EVN for approval

The fo Ilowing tests shall be performed for the materials not specified by JIS or
equivalent.
- Chemical tests
- Physical tests
- Shape and size tests
Testing method shall be in accordance with JIS 00303 , or equivalent.
The number oftest specimens for steeI shaIl be one for each different cross section with
one specimen to be added for every additionaI 10 tons or fraction thereofwhen the total
weight exceeds 10 tons.
3.3.8 .4

Fabrication

(a) Fabrication Shop


In selecting the steeI structure fabrication shop, the Contractor shaIl check the following
items, submit the results to EVN and obtain the approval of EVN for selection of the
fabrication shop.

Equipment, machinery and monthly production capacity


Number and personal history of engineers
Number of special technicians and qualification oftheir skills (welders, etc.)
System and method for inspection
Achievement records (Examples of manufacturing achivement records in case

(b) Fabrication Scheme


Prior to starting fabrication of steel structures, the Contractor shall submit the
fabrication scheme to EVN for approva l. The Contractor shall dispatch an instructor(s)
to the fabrication shop of steel structures supervising the fabrication during the period
from preparation of fabrication drawings and fu Il size drawings up to fabrication and
transportation of all steel structures.
The fabrication scheme shall indicate the detailed contents of fabrication and the
specifications for the work in accordance with the design documents. The detailed

(c) Shop Drawings and Full Size Drawings

The shop drawings shall be drawn based on the design drawings and the Specifications ,
and shall be submitted to EVN for reference. The drawings shall include all shop and
erection details, including cuts, connections, holes , bolts , and welds in structural stee l.
All welds of both shop and field type shall be indicated by use of the standard welding
symbols with the size, lenh and type.
The full-size drawings and templates shall be prepared for the parts of the difficult
fabrication. The full-size drawings and templates in shop shall be subject to inspection
byEVN.

(d) Cutting, Drilling and Bending


(i) Marking
Prior to fabrication , all required markings for fabrication such as cutting,
bending, welding shall be exactly inscribed on the materials.
The chisel shall not be used for marking of high tensile steel and the outer face
of steel to be bent.

The location of the markings shall be determined in consideration of the


shrinkage and de f1 ection during fabrication and finishing.
(ii) Cutting
Th e cut surfaces of materials shall be normal to the axis.

In principle, cutting ofthe shapes (wide f1 ange , angle , channel and so on) shall
be executed by use of the saw cutting method, and cutting of the plates shall be
executed by use ofthe semi-automatic gas cutting method.

cut surfaces formed by gas cutting shall be made smooth and free from
notches.
The degree of roughness of cut surfaces shall be 50S or !ss in case of metal
touch section and 200S or less in case of other sections.
The surface of joints of columns and contacted surfaces between column and
column bases shall be plane finished to ensure proper tightness.
Distortions, which occur during cutting, shall be corrected.
(i ii) Drilling and Punching

Drilling machine shall be used for making holes. However, punching may be
used in case of plate thickness of 6 mm or less.

(v) Correction
The distortion , warping and bending of contact surfaces (friction surfaces) shall
be corrected.
The distortions that occur during fabrication shall be corrected under normal or
hot temperature conditions.
In case of hot temperature , care shall be taken so as not to damage the quality
ofthe material.
(vi) Tolerance ofFabrication
The tolerance shall be in accordance with JASS 6 specified by AIJ.
(e) Assembly
Prior to assembly, materials to be assembled shall be corrected so that no bracing,
warping or twisting of finished material occurs.
The materials to be assembled shall be set in the proper positions and at precise
angles to each other by use of jigs.
Assembly shall be performed in such a manner that distortion by welding is
minimized in consideration of structural style, welding method and welding order.
The tack welds shall be kept to minimum points so as to assure precise assembly.
The short bead shall not be used for tack weld.

(f) Welding
(i) Welders
The welders shall be qualified by the examination specified in JIS Z 3801 or
equivalent, and have more than 6 month continuous experience.
(ii) Welding Surface
The bevels of joints shall be accurately shaped by automatic gas cutting or
chipping. When manual gas cutting is unavoidable, the cut surface shall be
closely inspected and finished smoothly with a grinder.

Steel surface to be welded shall be carefully cleaned. All slag, moisture, dust,
rust, oil, paint and other foreign matters shall be removed.
(iii) Equipment and Accessories for Welding
The welding equipment shall have suitable capacity for the welding method to
be adopted , and shall be remote controlled so that the electric current can be
readily adjusted from the welding location.
(iv) Welding Method
The shop welding shall be performed by use ofrotary jigs, an d/or positionrs m
order to keep downward welding.
Care shall be taken to avoid deformation caused by type of structure, welding
method and welding order. To complete accurate shape of the structure upon
completion of welding , reverse distortion or a suitable restraining method shall
be employed whenever required. To maintain members in accurate position,
suitable temporary bolting or tack welds shall be provided.
The tack welds shall be limited to a minimum and , if they form a pa ofthe
permanent weld , they shall be free of defects.
The welding rod shall be kept its position in such a manner that a suitable arc

performed to secure adequate melting and to prevent making defects such as


blowholes, slag wrapping, undercuts, misalignment of legs and overlaps.

a) Butt welding
The shapes of bevels for butt welding shall be strictly formed in accordance
with the approved drawings, and shall be assembled in a manner so as not
to produce gaps or misalignment of materials.
The height ofthe minimum reinforcement ofweld shall not exceed 3 mm ,
unless otherwise specified.
When welding from both sides, the welding of the backside shall be
performed after back gouging. When welding is not performed from both
sides, a backing strip shall be used and special care shall be taken to obtain
agood vld at the root.
b) Fillet welding
The height of reinforcement of fillet welding shall be not more than 0.1 S +
1 mm (where: S is the specified leg). The surface of fillet welds shall be as
smooth as practicable. The lengths of intermittent welds shall be more than
twice the size of fillets plus the designated lenh.
c) Weather Condition
The welding shall not be performed when surfacs of steel to be welded are
wet or when strong winds are blowing, unless the welder and the portion to
be we!ded are suitably protected.

(g) Shop Painting


(i) Surface Preparation
Before paint is applied to any surface other than galvanized surfaces, the blast
cleaning shall be carried out. The parts where the blast cleaning is not enough
may be treatd by use of mechanical cleaning.
a) Blast Cleaning
The blast cleaning shall be carried out in accordance with the approved
standards and codes.
Non-metallic abrasive shall not be permitted. The abrasive used for blasting
shaIl be free from contamination and any recovered material shall be
cleaned to the satisfaction of EVN before re-use. The maximum amplitude
(peak to through) of the blast cleaned surface shall not exceed 0.1 mm.
Surfaces shall be protected within 4 hours of being blast cleaned. A sample
blast cleaned steel panel measuring not less than 150 mm x 150 mm x 6
mm adequately protected by sealed clean polyethylene wrapping shall be
submitted to EVN for approval before any works are put in hand. Th e
approved sample shall then be retained by EVN for comparison with the
work.
The blasting work shall be performed in enclosed area, subject to the
approvalofEVN.
b) Mechanical Cleaning
Mechanical cleaning shall be carried out by power driven t061s , such as
carborundum grinding discs , chipping hammers and needle guns , followed
by steel wire brushing and dusting to remove all loosened materials.
Excessive bumishing of the metal through prolonged application of rotary
wire brushes shall be avoided. Surfaces shall be protected within 4 hours of
being mechanicaIl y cleaned.
c) Painted Surface
The painted surfaces shal1 be cleaned of all dust , perfectly dry and free of

all grease and loose paint prior to the application further paint.
(ii) Application ofPaint
The surfaces of structural steel shall be given two priming shop coats (60 80u) of a synthetic polymeric resin blended type of protective coating.
Finish painting and its painting method including the priming shop coats shall
be as specified in the clause Painting Works".
All paint ready for application shall be supplied to the fabrication shop, and the
addition of thinners or of any other material shall be prohibited. Any
instruction given by the paint manufacturer shall be strictly followed.
All painting works shall be carried out by skilled painters under competent
superVlslon.
Paint shall not be applied under the following conditions:
- When the ambient temperature falls below 4 0 C
- Under the wet conditions such as rain, fog or mist
- When condensation of the paint is likely to occur on the steel
Each coat of paint shall be applied by the method specified to produce a
continuous film of paint of uniform and even thickness. As soon as the first
priming coat dries, an extra strip coat of paint shall be applied by brush t
edges, corners, crevices, using paint of a sim iI ar composition to the priming
coat but in a contrasting shade. Successive coats shall have different shades for
identification and each coat shall be thoroughly dry before the application of a
further coat.
The Contractor shall provide and use sufficient number of drop cloths, covers,
tarpaulins and other screens to protect adjacent surfaces and shall remove aIl
spatters and stains from such surfaces. Any damage to adjacent work or any
pa of the premises due to painting carelessness or accidental performance of
the Contractor shall be repaired or made good at the Contractors expense.
No painting shall be applied on the surfaces described below.

The Contractor shall submit the check results of a l1 fabricated products to
EVN for approval and inspected at shop by EVN.

(ii) Repair
All defects shall be repaired as follows.
- Cracks shall be removed by arc air gouging and then rewelded.
- Undercuts shall be adequately filled with molten meta l. The beads used shall
be smoothed by use of grinder.
- Pits and blowholes shall be removed by use of arc air gouging and/or
chipping and shalI be rewelded.

- Overlaps shall be removed by use of grinder.


3.3.8.5

T'ransoortation

The transportation of the fabricated products shall be carried out in accordance with the
erection schedule. The products shall not be touched to the ground directly at the storage
area ofboth the shop and the Site. The wooden sleepers shall be provided for supporting
the products when they are transported and stored. The cushions shall be provided at
lifting points ofthe products except for the erection pieces.
In transportation and storage of the products, any damages to the products shall be
avoided , the adherence of dust and other foreign matters shall be prevented, and care
shall be taken for the protection against rusting.
3.3.8.6

Erection

(a) Execution Scheme


Prior to starting erection of steel structures, the Contractor shall submit the execution
scheme to EVN for approva l. The Contractor shall have the fabricator dispatch an
instructor(s) supervising erection ofthe structural steel at the Site.
The work execution scheme including the erection drawings shall indicate the detailed
items for the execution of the work.
Th e safety nets shall be used for bolting, painting and other roof works in order to
ensure the safety ofthe workers.

(b) Field Connections


The field connections shall be executed with friction type high strength bolts. The field
welding connections may be used in case that it is inevitable.
The Contractor shall provide unfinished bolts for connection of removable beams

supporting the removable grating and f100r hatch.


The Contractor shall prepare the erection bolts (unfinished) in order to adjust the
alignment ofthe structure.
The friction surfaces prior to be bolted shall be thoroughly cleaned, and mill scale, loose
rust, dust, oil, paint and other foreign matters likely to reduce friction shall be removed.
The friction surfaces shall be subjected to inspection by EVN prior to be bolted, and the
adequate control ofthe friction surfaces shall be maintained after inspection.
Initial tension of high strenh bolts shall be performed by providing washers under the
bolt heads and nuts. In case the contact surfaces of bolt heads and nut bottoms with
members to be joined are incI ined more than 1120, tapered washers shall be used.
The group of bolts shall be tightened in an adequate order so that all bolts attain
effective tightness.

bolts shall first be tightened to about 60-80% of the standard bolt

tension. The complete tightening shall be carried out by the second tightening operation
until reaching the standard bolt tension.

(f) Embedding of Anchor Bolts


The anchor bolts shall be set firmly at the proper locations of the foundations by use of

days and 400 k g/cm2 at 28 days.

The grout shall be thoroughly and uniformly mixed in proper proportions in

The grout shall be placed in accordance with manufacturer s procedures.
Care shall be taken to ensure that space under grouted colurnn base plate is
entirely filled with grout. The grout shall be poured frorn one side and
continuously provided with care until it flushes up to top of the form on all
other sides and through grout holes of the base plate.
(iv) Curing
Grout shall be cured in accordance with manufacturer s procedures.

(v) Test
The trial tests shall be performed prior to the use of grout.

The circulating water pipe shall be sufficiently safe against the intemal and extemal
pressures, water hammer pressure, vehicle impact, earthquakes and other loads. 1t shall
also be fre from any settlement and shall be resistant to any corrosion.

1n principle, the covering depth over any circulating water pipe shall not be smaller than
1.5m.
The material to be used for the work shall be Rolled Steel for General Structure
SS400" of JIS G-31 0 1 or equivalent.
The water f1 0w velocity in the pipe shall be 3.0mlsec. and the average shall be referred
to the design f1 0w rate.
The corrosion allowance for the thickness of circulating water pipe shall be 3mm in
addition extemal to the thickness of the required thickness in order to ensure the design
strength ofthe pipe.

PLANT

The anti-corrosion paint shall be applied to the intemals and extemal surfaces of any
circulating water pipe. The paint shall be tar-epoxy paint, and the coating film thickness
shall not be smaller than O.4 mm respectively on the intemal and extemal surfaces ofthe
plpe.
For inspection purposes of the pipe, < 1000mm diameter manhole shall be provided at
an interval of roughly 250m. An air vent valve shall be installed on the manhole cover.
Steel fence with a height of 1.2m shall be constructed around the position of each
manhole having one entrance hole and lock shall be provided.

A drain pot ( 600mm) shall be provided for the pipe, which shall be located at two
positions in the pump room and manhole adjacent to the discharge waterway. Further
details shall be in accordance with instruction ofEVN and other related Drawings.
An expansion f1 exible pipe shall be provided in the circulating water pipe and used at
two positions, each in the intake pump room and adjacent to the tie-in point of the
turbine house. The expansion f1 exible pipe shall be designed so as not to cause any
excessive stress to the pipe due to settlement, movement and torsion. lt shall also
withstand the ffect of earth and ground water pressures since the pipe wilI be kept
vacant for a long period oftime until completion ofthe whole installation work.
For protecting the pipe, the area around the pipe shall be backfilled with good quality
sand, and the above shall be backfilled with good quality excavated soi l. Further
detailed specifications shall be in accordance with the relevant Particular Specification
of3.3.3 Earth Works.

comprising the bend pipe shall be within 15 0

The two intake pipes from the pump room outlet section shall be of in a Y-connection
type and connected to one intake pipe. The Y -connection pipes shall be of such
structure allowing the smooth flow of intake water with minimum head loss.
With regard to the flange type , materials, bolt diameters and pitches and gasket types
for the pump room outfall valves, the Contractor shall coordinate and discuss with the
pump manufacturer and shall inform EVN of the results therefore for approva I.

3.3.9.7 Fabrication
(a) Marking-Off
Any required item shall be marked precisely with a suitable marking-off pin using a
template or ruler.
The portion of any weld joint shall be marked precisely with chisel marks, and such
shall be used as reference marking for assembly and inspection.

(b) Preparation of Weld Edge


Any angle edge formed by mechanical finishing or automatic gas cutting welding shall
be finished sufficiently f1 at and smoothly as same in using an edge planer, and any slag
therein shall be removed in advance.
Should any lamination and other defect affecting the characteristics of the welding that
observed on or around any weld edge, such shall be removed or the plate shall be
replaced as required depending upon th situations.
(c) Fabrication
Shell plate shalI be bent using roller anor hydraulic machine, and the pipe end shall be
bent carefully so as not to cause any damage thereto. After forming , the circularity of
the pipe shall be checked with a template. Any deformation of the edge due to bending,
offset and other defects shall be remedied carefully without hammering and other
similar method.
(d) Welding
Prior to Welding Work, the Welding Procedure and Specification shall be submitted to
EVN for his approva l.
A qualified welder shall be engaged in the welding work having sufficient experiences
in performing the welding for three consecutive years or over and shall have sufficient
skills and qualification.
The welding rod to be used shall be Covered Electrode for Mild Steel" of JIS Z-321 1

or equivalent. Prior to its use , the welding rod shall be dried using a dryer, and sh
kept in dry condition using a drying cylinder.
Prior to welding , any mark clearance of weld and so forth shall be aligned carefully and
assembled with circularity older, etc. The strong back up and other appropriate jigs shalI
be used to prevent formation of strain.
Prior to welding, the conditions of any weld groove shaIl be a usted and cleaned
carefully so as to remove any water and oil contents, rust, paint, dust and other foreign
matter. In case of welding two or more layers, the weld groove shalI also be cleaned
carefully so as to remove any slag and other foreign matter similar to that of welding a
single layer.

In principle, the welding of accessories and so forth shaIl be carried out in a flat
position. In this case, the welding of any shell to pipe shall be carried out also in a flat
position carefu lIy and no undercut and other harmful defect shalI form in it.
No welding work shall be carried out under windy or rainy weather conditions.
The height ofthe weld reinforcement shalI not be more than the following:
Plate thickness S; 12 mm: 2.0 mm
Plate thickness > 12 mm and S; 25 mm: 2.5 mm
Plate thickness > 25 mm: 3.0 mm
The offsetting of any butt joint level shall not be more than the following:

(e) Painting
The painting described herein shall mainly be classified as shop painting and in a large
scale of painting in an assembly shop and shall be carried out in accordance with the
method specified in JWWA K -115 or equivalent.
Prior to painting work, any surface to be painted shall be cleaned thorou11y by shot
blasting to perfectly remove any mill scale, rust, oil and other foreign matter, and shall
be dried sufficiently according to SIS Sa 2.5 or equivalent.
In principle, any painting shall not be carried out when the air temperature or humidity
is excessively high or during rainy condition.
3.3.9.8 Work Execution
(a) Transportation and Preparation
Protection ofCirculating Water Pipe
In order to protect the painted or coated extemal surface of steel pipe, the
peripheral of the pipe shall be winded with board and other appropriate
materials. To prevent deformation of both ends of the pipe, the cross supports
shall be attached to both ends. These protective materials shall not be removed
before installing any pipe.
Transportation
To prevent any damage to the extemal surface of painted or coated steel pipe as
may cause by vibration, shock and so forth during transportation, stable pipe
retaining measures shall be taken using wire rope, support frames , pads and
other appropriate materials.
Stockpiling of Pipe
The stockyard for the pipes shall be located as close as possible to the
installation site, and the pipe to be stockpiled shall be arranged reasonably
taking into account the sequence of installation and quantity of the pipes.

No pipe shall be placed directly on the ground surface. In other words, the pipe
shall be so arranged that the non-painted or coated section has direct contact
with the upper parts and appropriate sleepers shall be placed in a row. To
prevent rolling of any pipe, cambers shall be provided around the pipe.
(b) Excavation and Backfilling
Prior to excavation, batter boards shall be set exactly following the results of survey as
shown on the approved drawing.
The position where any field welding is to be carried out within the excavated trench,
the trench shall be over excavated to ensure easy execution of welding work and the
cost for over excavation shall be bome by the Contractor.
During field joint welding, no backfilling work within 50m from welding work area
shall be carried out to prevent any undesirable effect on the welding work.
In case of backfilling excavated trench, the section around the pipe shall be backfilled
with appropriate materials as specified in Clause 5.5 SANDFLING" and shall be
carefully compacted. Such section shall be hydraulic-filled as may require. The other
section shall be backfilled with good quality soil and sand.
In principle, sand backfilling shall be carried out in the area indicated in Drawing
No.OMCV-2030. Further details shall be in accordance with the drawing approved by
EVN or as instructed by him.
Should any ground surface settlement appears after completion of backfilling, the
Contractor shaIl immediately replenish soil and sand and compact with roller, etc.
according to the instructions ofEVN.
(c) Pipe Setting
Ri gging of any pipe for setting in the excavated trench shall be carried out slowly using

wrecker, mobile crane, triple leg and/or shear leg crane. No pipe shall be allowed to
collide with the retaining materials and ground foundation.
Prior to aligning of any pipe to its installation site, the inner section of the pipe shall be
inspected and cleaned thoroughly to remove any mud , harmful deposits and other
foreign matter.

Unless specified otherwise, the root gap shall be according to Item 6.2 .5 .10 and the gap
shall be confirmed using a spacer.
The pipe with a diameter of ~300mm or less shall be aligned using pipe clamp and that
with a greater diameter may be aligned using tack welding trestle or jack bar. The pipe
may be tack-welded after suitable adjustment ofthe gap with a spacer.

A qualified welder shall caY out all tack welding and no person other than the
qualified welder shall execute any tack welding.
Tack welding shall be. carried out similarly as in the case of final welding, and the
standard for number oftack welding positions and length is shown below:

(d) Field Welding


Any welder to be engaged in the field welding of pipes shall pass the examination

specified in JIS Z-3801 or equivalent, and shall have an experiences in actual welding
work for three consecutive years or more or shall have an equivalent qualification.
Any welding rod to be used shall comply with JIS Z-3211 (Covered Electrodes for Mild
Steel) or equivalent.
The low hydrogen type penetration electrode (D4316) shall be used for the first layr of
~700 mm or for smaIIer diameter. The illuminate type electrode (D4306) sha lI be used
for the second and succeeding layers. For the ~800 or bigger diameter, the illuminate or
low hydrogen electrode shall b used.
Any illuminate type e!ectrode sha lI be stored carefu lIy and no moistened electrode shalI
be used. Prior to using , any !ow hydrogen type electrode shall be dried at 300 oC for one

hour or more and shall be contained in a polyethylene enclosure or oth


sealed enclosure. Any electrode having decomposed or separated coating shall not be
used.
Pipe with a diameter of 700mm or less shall be one-sided weld , and the groove shall be
a single V type outside. In case of 800mm diameter or more, the intemal and extemal
surfaces shall be welded and the groove shall be a single V type inside, provided
however that the pipe with a plate thickness of 16mm or thicker may be welded by
double V on both side welding.
The starting and end points of welding shall be overlapped so that any crater shall not
be left over after welding.
In principle, any welding work shall not be carried out in a wind veloci of 10mlsec. or
more or during rainy condition. Should it be inevitable to caY out the welding work
under such conditions, the area around the work site shall be shielded such as tent.
Any field pipe cutting and edge preparation shall be carried out using an oxygen or
acetylene cutter, and shall be finished using sander, file or other appropriate tools.
In order not to cause any damage to the portion of shop painted or coated pipe during
field welding, any portion exposed to such damage shall be protected by rubber sheet or
other appropriate materials.
Prior to pipe cutting, the portion of cutting shall be marked off accurately to avoid overcutting in particular. Any oxide, chip and so forth formed inside and outside the pipe
during gas cutting shall be removed thoroughly by sander or other finishing tools.
(e) Repair Weld
After completion of weld , welding inspection specified in Clause 3.3.9.9 (c) in this
document shall be performed.
ln case of failure of the above inspection, repair weld shaIl be carried out in accordance
with Repair Welding Procedure, which shalI be submitted by the Contractor and shall
be approved by EVN before commencement ofwelding work at the site.
In case of failure of X-ray examination, additionaI X-ray examination on both sides of
the failed portion shaIl be carried out.

In case the additional X-ray examination passes, repair weld shall be carried out on the
lack weld portion defined by the first X-ray examination.
If the additional X-ray examination fails , all length of circumferential weld seam shall
be examined by X-ray inspection, and then alllack weld shall be repaired.
After completion of repair weld, welding inspection shall be carried out as the same
manner in above.

(f) Field Coating and Painting


The field coating and painting work shall be carried out in accordance with Clause
3.3.9.7(c), and the paint to be used shall be, in principle, ofthe same materials used in
the shop coating or painting.
The surface area of field coating and painting shall be overlapped at least 20mm with
the shop coating and painting.
Surface preparation shall be carried out by smoothening harmful protrusions with a
sander, grinder and other appropriate tools and shall clean the coated and painted
surface to remove dust, mud and other foreign matter. Any oil contamination shall be
removed with cotton web immersed in thinner.
The base surface shall be conditioned as described below:

In the joint section on which primer has been coated or painted, any rusted
portion of bead section and bumed part shall be removed with a sander and so
forth. All unsound film shall be stripped leaving only sound film ofprimer.

In the joint section on which any primer has not been coated or painted, any
bead section and rusted pas shall be removed with a sander and so forth.

In the treatment of shop and field coating/painting lap section, the surface of 20
mm of shop and field coatin g!painting lap section and that of the sound primer
section shall be roughened with a sander, sand paper and other appropriate tools
or materials. The film end section of field coating or painting shall be tapered
with a sander, sandpaper and other appropriate tools or materials.

The painting shall be prepared as described below:

Prior to painting work , the effective usage of paint product shall be confirmed as
specified by the paint manufacturer .incI uding its applicability to existing
painting conditions.

Paint materials shall be prepared by blending paint with the curing agent in a
sufficient agitation according to the specified blending ratio.

The blended paint by agitation shall be used within the specified time, otherwise
thinner shall be added to the paint after the specified time prior to use.

The painting work shall be carried out while confirming the following requirements:

The painted surface shall be free from any water contamination.

The atmospheric temperature shall be at a minimum of 5 oC and the humidity


shall not be higher than 85%.

The painted surface shall be free from deposition of dust and other foreign
matter as brought by strong wind.

No imposing danger on any defect arising out in the paint film.

The painting work shall be carried out meting the following requirements:
In case the solvent type paint shall be used, painting shall be carried out while
crossing the weld bad section in longitudinal and circumferential with a brush
for sufficient blending of paint. Thereafter, the painting surface shall be finished
to a specified film thickness with a brush or by spray coating.

After painting, the paint film thickness shall be confirmed with a wet film gauge.

The painting interval of respective layers shall be within the range specified by
the paint manufacturer.

The painted surface shall be kept free from deposition of dust, di rt, water content
and other foreign matter until drying up.

In case the ambient conditions shall not be suitable for hardening the paint after
application , the painted surface shall be heated uniformly at a temperature
specified by the manufacturer using infrared rays , blower and other appropriate
method.

In order not to cause any damage to the shop painted section during field
painting, any portion susceptible to such danger of damage shall be protected by
laying rubber sheet and so forth prior to painting work.

The painting work shall be caied out giving attention to the following requirements:
Any worker to be engaged in the painting work shall be fully informed of the
toxicity of the solvent.

Painting work shall be carried out with sufficient ventilation. Particular1y when
the specific gravity of solvent gas is heavier than the air and held up around the
pipe bottom. As such suitable ventilation equipment shall be installed to allow
the exchange of air around the pipe bottom.

Any worker involved in the painting work shall wear an appropriate mask to
prevent the danger ofbreathing the solvent gas.

Any worker sha l1 also wear gloves, goggles and protective shoes, and put on
protective cloth as required to prevent solvent gas sticking to the skin.

The content of solvent gas shall be kept within an explosion limit value at all
times by providing sufficient ventilation.

The painting work shall be carried out while exercising utmost care to fire. Any
electrical equipment to be used shall be of an explosion proof type , and any
mechanical equipment to be used shall be free from sparking caused by shock.

Painting ofExposed Extemal Surface ofPipe


The exposed external surface of any pipe shall be coated or painted according to
the Specifications for Painting Work" specified separately. The paint color
shall be determined in accordance with the instructions ofEVN.
(g) Flexible Pipe Setting
The f1 exible pipe shall be set adjacent to the circulating water pump pits and turbine
house. The position thereof shall be as indicated in the Detailed Design Drawing. Prior
to setting the pipe, support frame shall be provided to prevent settlement, displacement,
distortion to affect of pipe during installation and back filling , and the pipe be set after
attaching a U-band to this frame and hanging the pipe thereon.

The thrust collar pipe shall be attached to the intake pipe between the circulating water
purnp house and turbine building, and shall be ernbedded in structural concrete.
Further details of the construction and setting position shall be in accordance with the
detailed design drawings of the Contractor approved by EVN.
(i) Flange Pipe Setting
The f1 ange pipe shall be set to the valve at the discharge outlet section of the circulating
water purnp. Further details shall be in accordance with the detailed design drawing of
the Contractor approved by EVN.

0) Void
(k) Manhole and Air Valve Setting
The rnanhole with a size of 900 rnm shall be set on the crown of the circulating water
pipe. The rnanhole cover shall be cornprised of a blind plate for air valve. The cover
shall be bolt clarnped and provided with two handles for its removal. For setting the air
valve , a short pipe shall be set at the rnanhole center and an isolating valve and rnassexhaust air valve rnounted thereon. Further details shall be in accordance wth the
detailed design drawing ofthe Contractor approved by EVN.
3.3.9.9 Testing. Inspection and Tolerances
(a) General
For each testing and inspection, the Contractor shall inforrn EVN in writing and shall
caY out the same at the witness of EVN. However, the Contractor rnay execute part of
the testing and inspection on behalf ofEVN upon approval by EVN.
The Contractor shall cornpile th report of the testing and inspection results by
individual iterns, and shall subrnit the sarne to EVN for approval.

(b) Shop Testing and Inspection


(i) Inspection of Welding
Prior to welding , inspection shall be carried out with regard to the groove type ,
root gap, alignment, rust, stain and so forth.
Visual Inspection after Welding
Upon completion of welding, the following items shall be inspected by
visual inspection:

Dimensional Defect:
Strain (distortion), over or under the reinforcement of weld, leg length of
fi l1et weld, throat depth (thickness).
Defect in ShapelProfile:
Undercut, overlap, weld crack, surface defect (i rregularity of pit, ripple
face , etc.) and other harmful defects
(ii) Radiographic Testing (Examination)
After welding, any butl-welded joint of pipe shall undergo the X-ray test
according to the procedures specified in JIS Z-3104 or equivalent. Should any
defect appear as a result of X-ray testing and after removing such a defect by
chipping and rewelding, another X-ray test shall be carried out again. Rewelding
for repair shall be carried out sufficiently and carelly. The inspection range of
axial joint shall be not less than 5% of the total welding seam, and the
qualification standard shall be Class 2 of JIS Z3104-1968 (Method of
radiographic examination for welded joints in steel) or equivalent.
(iii) Inspection of Pipe
VisualInspection
Each pipe shall be inspected whether there is any crack, depression or other
harmful defect on the surface ofthe pipe shell plate.
Dimensional Inspection
The plate thickness and diameter shall be measured at both ends of each
pipe. In case of bend pipe, the plate thickness, diamter and bending angle

shall be measured at both ends of the pipe.


Coating Inspection
The inspection of coating shall be carried out with regard to the fo l1owing
items according to JIS K-5400 (Testing Methods for Paint) or equivalent.
(iv) Visual Inspection
The inspection of the intemal and extemal surfaces of all pipes shall be carried
out regarding whether there is any irregular or insufficient coating, sag (run) or
discoloring on the coated surface.
(v) Thickness ofPaint Film
The paint film thickness on both intemal and extemal surfaces shall meet the
specified thickness. The measurement of thickness shall be made in twelve
points on the intemal surface and same number in the extemal surface, which
in total twenty-four points, including the respective four points at both of the
pipe ends, center and on the circumference ofthe center ofunit pipe.
(vi) Adherence Inspection
Adherence of the paint on both intemal and extemal surfaces of the pipe shal1
be inspected by hammer testing method. During pipe painting on the intemal
surface, the pipe end sections of two pipes per ten lots shal1 be coated for
inspection, and the paint adhrence shal be confirmed by chipping with a
double-edged knife (spatula).
(vii) Pinhole Inspection
The pinhole inspection shall be carried out on the entire intemal and extemal
surfaces of coated pipes using a pinhole detector, and it shal1 be confirmed that
the surface is free from any sparking. The test voltage in this case shall be 2,000
V for both of the intemal and extemal surfaces.

(viii) Repair
The total reworking area of the intemal and extemal surfaces per pipe sha l1 not
exceed 1,000 cm2 , except otherwise approved by EVN for the deformed pipe
and manually painted pipe.

(ix) Marking
After passing the coating inspection, the date of painting, nominal diameter and
number of the respective pipes shall be marked clearly on the position specified
by EVN by means of white wash coating and other methods as appropriate.
(c) Field Testing And Inspection
(i) Inspection ofPipe
When any pipe has been transported or delivered at site, the Contractor shall
request the inspection ofEVN regarding the following:

3.3.12 Metal Works


3.3.12 .1 General
This pt of the specification covers the performance of all metal works for all necessary
structures including, but not limited to , the material supply, fabrication , transportation and
erection of the metal siding, metal roofing , grating, dck plate , access f1 oor, stair, handrail ,
ladder, roof drain, downspout , machine hatch, bed of ceiling and wall , f1 ushing plate and other
metal products with the peinent fixtures. The Contractor shall submit fabrication and
installation drawings , and samples of the material to EVN for approval.
3.3.12.2 Metal Siding and Roofing

the fabrication shop. The cut or punched surfaces of coated metal edges shall be coated by
using the same or equivalent color materials so as to prevent corrosion of the base metal.

Twisted closed-end type galvanized grating shall be used , and shall be approved by EVN. The
thicknss of grating shall be designed in consideration of all loads working on the grating.
The thickness of the grating to be set at each position shall be as follows.

Thickness ofload bar shall be 5 mm with spacing 30 mm center to center.

The maximum span of grating with each thickness shall be calculated so that the maximum
deflection is less than 1/300. In case ofthe grating with 32 mm thickness , the maximum span
shall be 1,800 mrn for the design load, 150 (L.L.) + 50 (D. L.) = 200 kg/m2 . The maximum
span of grating with 38 mm thickness used for power house shall be 1,600 mrn for the design
load, 500 (L.L.) + 50 (D. L.) = 550 kg/m 2
(b) InstalIation
The frames attached around grating shall be fixed with welded-on anchors or shall be fixed to
structural members with bolts , toggle bolts , or expansion shields and bolts. In case of
removable grating, expansion shields and bolts shall be used.
The fixing bolts for removable gratings shall be of stainless stee1.
(c) Fabrication
The fabrication of the grating shall be performed at fabrication shop. The field fabrication
such as cutting and punching shall not be allowed.
The field fabrication of grating after delivry to the site , necessitated by change of location or
increase in the number of holes of pipe ducts, shall be performed under direction of EVN.
Wherever bearing bars are cut, the additional closed-end bars shall be provided.
(d) Repairing
The grating damaged during fild fabrication or installation shall be repaired or changed at the
responsibility ofthe Contractor, and sha l1 be approved by EVN.

3.3 .1 2.5 Deck Plat
(a) Material

The steel deck plate conforming to JIS G 3352 , or equivalent, shall be used for the form work

material offloor and roof concrete and shall be galvanized.


The dimensions of steel deck plate shall be ALB-12 in JIS 3352 (614 mm x 50 mm x 1.2 mm)
for all buildings and BLC-23 (600 mm x 75 mm x 2.3 mm) for the stack roo f. The galvanizing
shall be not less than 275 g/m2, and shall conform to the method in JIS H 0401.

(b) Installation
The steel deck plate shall be welded to supporting beams an d/or girders. The spot welding
machines shall be used.
The units of deck plate shall be applied only on the support structures which are accurately
aligned and secured in position. The joints and laps shall be tight and free from stretching.
The end laps shall be 50 mm or mor and shall be made on the support structures.
(c) Storage
All materials shall be delivered to the site in a dry and undamaged condition, and shall be
stored free from contact with th ground and under the roof cover with permitting good air
circulation.
3.3.12.6 Stairs

(a) General
The stairs shall be fumished and installed with all stringers , treads , dowls hang~ handrai1 ,
toe p1ates and all appurtenant members. The construction shall be rigid and substantial
throughout, and all joints shall be close1y fitted. The rivets , bolts and screws shall be
concea1ed where practicab1e or dressed flush. All members shall be punched, drilled and
tapped as required for installation of furring , app1ied or abutted materia1s. The erection of the
stairs connectd to structura1 stee1 members shall follow the erection of stee1 work as close1y
as practicab1e, and shall be securely bolted to the structura1 steel. The temporary treads shal1
be provided just after the stairs are setting in position for safety.

(b) Stringers

The face and wall stringers shall be fabricated of stee1 channe1 sections or flat plate with
16mm in thickness , framed in complete units with all joints welding. The face stringers shall
be provided around the intermediate landings with the top not less than 100 mm above the
1anding surface. The wall stringers for grating tread shall be punched to receive tread bolting.
All stringrs shall be suitably cross-braced under the members so as not to vibrate when use.
(c) Treads and Intermediate Landings
The type of the treads and intermediate landings shall be selected in accordance with the
requirement of the stair and the selections shall be submitted to EVN for approval.
(i) Grating type
The steel gratings with ang1e connection to stringers shall be usd for treads and
intermediate 1andings. N 0 risers shall be used. Treads shall have punched and slotted
side plates for bolting to stringers.
(ii) Tile finishing type
The steel plate with welding connection to stringers shall be used for treads ,
intermediate landings and risers. The mortar with wire mesh shall be provided on the
steel plate treads and intermediate landings for the base material of tile finishing.
(d) Stair Safety Nosing
The stair safety nosing shall be of extruded bronze with cross-hatched nosing.

for the removable handrail shall be designed so that the handrail is not shaky, and easy to be
removed and set.
3.3 .1 2.8 Steel Ladder
The material to be used for steelladders shall conform to JIS G 310 1-SS400, or equivalent.
The steel ladders shall be fabricated of 16 rnm x 50 rnm steel plate stringers and 19 rnm
diameter steel bar rungs. Rungs shall be spaced 350 mm apt and shall be inserted into the
stringers and welded thereto.
The ladders installed outdoors, including welded-on brackts shall be galvanized.
Ifthe steelladder is higher than 4.0 m , a safety cage shall be provided.
The safety cage shall start at a point 2.0 m above the ground or f1 oor, and shall extend the full
height of the stringers with inside diameter of 65 cm without obstruction.
The cage shall be constructed th 50 mm x 6 mm steel bar hoops bent to the specified radius
and spaced uniformly and horizontally at a maximum of 1.8 m per space, with seven equally
spaced 40 rnm x 6 rnm vertical steel bars placed on the insid face of hoops , riveted therto
with rivets countersunk on the inside or welds ground smooth and snag-free on the interior of
the cage.

3.3.12.9 Roof Drain and Downspout


The roof drains shall be of cast iron baked with refined tar, and shall conform to JIS A 5522 ,
r quivalent. The size shall be in accordance with the requirement.
The downspouts to be used for drains shall be steel pipe conforming to JIS G 3442 , or
equivalent. The metal brackets shall be of 50 mm width and 4.5 mm thickness steel plate
conforming to JIS G 310 1-SS400 , or equivalent, and shall be galvanized. The downspouts
shall be fixed with metal brackets at a maximum 2.0 m space.

diameter, and shall have hangers with level adjustable nuts at 90 cm intervals.

Cross furring for ceiling shall be of cold-rolled zinc bonded stel (M-23 mm x 23

The M-furring shall be installed 30 cm on centers and at right angles to the main
runner by wire clips.

of gypsum board on the suspension system.

The divider strips shall be half-hard brass and shall be placed between different types of
floorings. The divider strips shall be secured to floors by strip anchors or by flat-head
countersunk brass screws set in lead plugs.
(c) Comer Bead
The comer bead shall be half-hard brass , and shall be placed at edges of colurnns and walls
where mortar or plaster is applied.
(d) Toe Plate (Kick Plate)
The material to be used for steel toe plates shall conform to JIS G 310 1-SS400, or equivalent.
The toe plate shall be fabricated of 6.0 mrn thick steel plate and securely connectd to beams
by bolting, welding or anchoring into concrete.
The height of toe plates from the finished floor shall be 100 mm. The toe plate shall be
provided at all edges of f1 oors, openings for stairs, pipes and cables, and other necessary
places.
(e) Doorsll
Prior to commencement of floor finish work , the doorsills shall be provided at places between
different types of flooring , shall be of stainless steel conforming to JIS G 4305-SUS 304 , or

The small screws fixing the joiners shall be of stainless steel or of high strength aluminum

The Insect screen shall be provided behind louvers. The insect screen shall be made of AWG
30 (American Wire Gauge) and its pitch shall be 2.0mm. The screen and frame shall be

and so on in all buildings to be performed by the Contractor.

(b) Installation
Wh ere wall hanging fittings are fixed on a concrete wall or brick wall , expansion bolts

shall be used. Where a metal panel or lightweight steel framed board wall is to have a
fitting attached thereto a steel plate and worked angle materials or hard wood patch shall
be fixed to the sanitary ware prior to fixing the wal l.
The portion of the sanitary ware that comes into contact with concrete or mortar shall be
covered with asphalt having a thickness of 3 mm or more. However, the bottom contact
surface of sanitary ware shall be filled with sand.

The brackets or back hangers shall be firmly set in place, and the wash basins
shall be fixed carefully so that the upper surface of the basins can be kept

the basins and around openings between the drain pipe fittings.
The setting height of the basins shall be approximately 800 mm from the f100r

The trap for the service sink shall be set in place without any misalignment,
and the connection of the sink to the drain pipe shall be carried out in
accordance with the procedures specified for the connection of the stool of the

Setting of back hangers and the connection between the drain holes of the sink
and the drain pipe fittings shall be carried out in accordance with the
procedures for the above wash basins specified above.
(iv) Water Cock
The water cock shall be fixed firmly after precise centering by fully taking into
account the convenience of use and harmony with the surrounding facilities.
A suficient space for the spout shalI be provided between the end of the spout
ofthe water cock and the flood level rim ofthe drain receptacle.

(iii) Water hydrant pipes


The water hydrant pipe shall be a galvanized carbon steel pipe for pressure
service in accordance with JIS G 3454.

(b) Pipe Joint


(i) Water supply pipe joints
The water supply pipe joints shaH be of screwed type and f1 ange type.

Screwed type pipe joints shall be galvanized malleable cast iron pipe joints in
accordance with JIS B 2301.
Flange type pipe joints shall be made by welding the f1 ange to the end surface
of the steel joints as stipulated in JIS B 2238 and/or JIS B 2239, and further by
lining the intemal surface with rigid PVC ofthe same specification as that used
for lining of the steel pipe.
(ii) Drainage and air vent joints.
The drainage and air ventjoint shall comply with IS03363-2002 and
IS04435- 2003
(iii) Water hydrant pipe joints
The water hydrant pipe joints shall comprise welded type and f1 ange type.
Welded type pipe joints shall be steel butt-welded ppe fittings for special use
in accordance with JIS B 2312. The f1 ange type pipe joints shall be 20 kglcm 2
slip-on welded steel pipe f1 ange as stipulated in JIS B 2220.

(iv) Flexible joints


Flexible joints shall be of a bellows type , and shall have sufficient flexibility
and resistance against pressure. The bellows and protective steel bank shal1 be
made of cold rolled stainless steel plate/sheet (SUS-304) as stipulated in JIS G
4305.
The length of one flexible section shall be 400 mm.
(c) Valve
(i) Gate valve
The gate valve with a nominal diameter of 50 mm or less shall be 10 kg/cm
bronze screwed type gate valve as stipulated in JIS B 2011.
The gate valve with a nominal diameter of 65 mm or over shall be the 10
kg/cm2 cast iron flanged gate valve (outside screw type) as stipulated in JIS B
2031.
The gate valve of the piping-line using the carbon steel pipes for pressure
service, shall be 20 kg/cm2 cast steel flanged gate valves, of the outside screw
type as stipulated in JIS B 207 1.
(ii) Check valves

Check valves with a nominal diameter of 50 mm or less shall be 10 k g/cm2


bronze screwed swing check valve as stipulated in JIS B 2011.
Check valves with a nominal diameter of 65 mm or over shall be the 10 k g/cm2
cast iron flanged switch check valves as stipulated in JIS B 2031.
The check valve of the carbon steel pipes for pressure service, shall be 20
kg/cm2 cast steel flanged swing check valves as stipulated in JIS B 207 1.
(i ii) Pressure reducing valve

Pressure reducing valve shall be self-adjustment type , made of bronze or


stainless steel , and shall be able to control static pressure certainly.

(d) Strainers
The strainers shall be ofY-type. In case that the nominal diameter is 50 mm or less, the
strainer shall be of a screwed type made of bronze. For diameters 65 mm or ove the
strainer shall be of a f1 anged type made of cast iron, for normal pressure.
The clean out plug shall be made of brass. The strainer element shall be made of

stainless stee l. A spare strainer element shall be supplied and shall be made of stainless
stee l.
(e) Drainage pipe fitting
The water sealing depth ofthe trap shall be 50 mm or more , and the effective area ofthe
drainage hole for the strainer shall not be less than the sectional area of the drainage
plpe.
Th e nickel chromium plated section of the drainage pipe fittings shall be equivalent to
or higher than Class 1 of Grade 2 in JIS H 8617 (Electroplated Coatings of Nickel and
Chromium).

COA or T5A shall be located in the not waterproof area.


COB or T5B shall be located in the waterproof area and shall have a plate for
waterproof materials.
(i) Floor drain trap
The f1 00r drain trap T5A and T5B shall be made of cast iron, and the strainer
shall be nickel chromium plated brass. The f1 00r drain trap for asphaltwaterproofed f1 00r shall be of a waterproof type , but that for other f1 00rs shall
be of an ordinary type.
(ii) Floor clean out
The f1 00r clean out COA and COB shall be of a scrwed type made of brass
having a nickel chromium plating tnish. The 1 00r clean out for asphalt
waterproofed f1 00r shall be of a waterproofing type , but that for other types of
f1 00rs shall be of an ordinary type.

(iii) Under- f1 oor clean out


The under- f1 oor clean out shall be of a screwed type made ofbrass.

(iv) Drainage pipe fitting


The drainage pipe fitting shall be made of brass having a nickel chromium
plating finish. The chain and stopper shall be made of stainless steel.
(v) Pipe Washer
The pipe washer shall be made of brass coated with nickel chromium or
stainless stee l.
(vi) Pipe sleeves
The pipe sleeves shall be made of steel pipe or steel plate with a thickness of
0.4 mm or over (0.7 mm or over for nominal diameters exceding 200 mm).
However, the non-water-proofed f1 00r pipe sleeve for indoor use shall be made
of laminated cardboard.
(vii)Pipe support fittings
The pipe support fittings shall be resistant to contraction and expansion,
rolling, etc. of pipe, and shall be of a construction having suicient bearing
strength against the load of the pipe when it is full of liquid. The materials to
be used shall be in accordance with JIS G 3101 (R led Steel for General
Structure).
All steel fittings shall be galvanized.
The inserts shall have sufficient strenh for supporting the pipe and shall have
a construction suitable for connecting hangers, etc. All inserts shall be made of
cast iron, press-formed malleable cast iron or steel plate.
(viii) Cementin g/ bonding materials
Thread sealing tapes shall be in accordance with JIS K 6885 (unsintered
Polytetraf1 uoroethylene Tapes for Thread Sealing (Raw Tapes)), and shall

neither be hazardous to human health nor cause adverse effects upon drinking
water.
The paste sealing agent shall not be affected by the liquid in pipe and shall
consist of contents applicable to the purpose of use. In case the agent is used
for sealing of piping for drinking wate it shall not be hazardous to health nor
cause any adverse effect upon drinking water.
The packing shall be in accordance with JIS K 6353 (Rubber Goods for Water
Works Service), JIS R 3453 (Compressed Asbestos Sheets), etc. and have
sufficient durab i1ity applicable to the respective quality of wate water
pressure, ternperature , etc.
The caulking lead shall be the 5th class of those stipulated in JIS H 2105 (Pig
Lead).

caulking hemp shall be jute of #130 single thread which, when a bound
together, shall have diameter of about 25 mm.

(ix) Basin and basin cover


The material for iron casting shall be equivalent to or higher than Grade 3 s
stipulated in JIS G 5501 (Grey Iron Castings).
The iron casting shall be baked with refined tars in accordance with JIS K 2473
(Processed Tars) with which more than 2% oflinseed oil or drying oil is mixed ,
or shall be cold-painted with refined bituminous materials to which synthetic
resin finish is added.

i) Invert basin
The invert basin shall be of concrete construction and all visible portions
shaIl be finished by mortar coating. The basin shall be fumished with a
cover and an invert applicable to the pipe diameter shall be provided at the
botlom of the basin.
The cover shall be made of cast iron and shall have a chain and shall be able
to sustain a weigh of2 ,500 kg at the center. The cover shall be odor-proo f.

ii) Drainage basin


Th e drainage basin shall be of concrete construction and all visible portions

shall be finished by mortar coating. The basin shall be fumished with a


cover.
The cover shall be made of cast iron and shall have a chain, and shall be
able to sustain the weight of 2,500 kg at the center. The cover shall be odorproof.
3.3.20.7 1nstallation of Pioe
(a) Pipe for Water Supply and Water Hydrant
(i) General
Prior to execution of piping work a detailed study shall be made on the
relationship between other piping and equipment, and all positions for pipe
laying shall be decided upon by taking into account the precise slope of the
respective piping.
In the case where piping is laid inside a building, setting of the pipe support
fittings and embedding of pipe sleeves shall be carried out without any delay in
accordance with progress ofthe work.
The f1 ange joints shall be inserted for all main piping at appropriate intervals in
order to ensure easy removal of such piping.
In the cas where any piping is branched from the main piping, T-joints shall
be used.
An air release valve shall be provided at the dead air space portion in piping,

and a mud discharge valve shall be provided at the portion where mud is
collected. The size of the mud discharge valve shall be the same diameter as
the related pipe , however that the sze of the valve shall be 25 mm where the
nominal diameter ofthe pipe exceeds 25 mm.

In case any anti-sweat covering is not provided for piping, pipe washers shall
be fixed to all portions of piping that penetrates through ceilings, f1 oors, walls,
etc. and is visible from the outside.
Any openings between the piping that penetrates through fire service areas ,

etc. , shall be filled with rock-wool heat insulation or other non-combustible


material.
Wh ere a pipe sleeve is used at a place requiring water tightness, lead caulking

shall be provided in the opening between the sleeve and pipe.


Where any stee1 pipe and similar materials are laid under the ground, such pipe

shall be protected against corrosion by either a double coating of coal tar or a


double winding of corrosion-proof vinyl tape (JIS Z 1901 "Protective
Polyvinyl Chloride Tapes")
After completion of piping work, the inside of the piping shall be c1eaned by
water pressure when hydrostatic testing of the piping is carried out. Piping for
drinking water shall be sterilized until free residual chlorine of 1.2 ppm or over
has been detected at the end of the piping.
(ii) Gradient
For horizontally running pipe, the up feed pipe shall have an upward slope and
the down feed pipe shaIl have a downward slope for pulling out water as far as
possible. The gradient shall be 11250.
(iii) Support Pitch
The pitch of supports of the horizontally running pipes shall be in accordance
with HASS. All bent sections and branching sections shall be supported. In the
case that steel pipes or similar pipes are supported with hangers , a steady rest
shall be provided for each horizontally running pipe in order to avoid looseness
ofthe pipe due to movement at the time of eahquake.
A steady rest shall be provided r indoor vertical pipe at least one position
between floors.

(b) Drainage and Air Vent Pipes


(i) General
All horizontally branched drainage pipes shall be set horizontally at an acute
angle of less than 45 degrees.
The bent lead pipe shall be perfectly round and no branch drainage pipe shall
be connected to the bent section ofthe pipe.

Drainage pipe shall not be connected directly to the following equipment.

lndirect drainage pipe shall have the drain receptacle and flood level rim with
twice the diameter of the pipe.
The lowest portion of the vertical drainage pipe shall be fixed with a support
stand.
All air vent pipes shall be run out vertically or at an angle of not less than 45
degrees from the horizontal drainag plp and shall not hae any horizontal
parts.
ln the case that air vent pipes on floors are connected to vertical air vent pipes,
they shall be connected at the place of 150 mm above the flood level of the
related equipment. Vertical air vent valves shaIl be connected to the pipe in
accordance with the same manners.
Where a hume pipe is buried, the level of pit to be excavated shall from 100
mm lower than the bottom level of the pipe of which nominal diameter is 300
mm or less and 150 mm lower in case that the nominal diameter of the pipe
exceeds 300 mm.
le pipe shall be laid after unscreened crushed stone , unscreened gravel or
sand is laid and compacted.

Deeper excavation shall be carried out where pipe joints are provided.
lnitial back filling for the buried pipe shall be carried out up to the center line
of the pipe to ensure immovability, and after sufficient compaction the pipe
shall be completely buried.
(ii) Gradient
The gradient of horizontally running drainage pipes to be laid inside a building
shall be more than 11100. All air vent pipes shall have an upward slope
connecting to the vertical pipes and shall be straight and no reverse slope.

(iii) Support Pitch


Th e support pitch of steel pipes shall be the same as that of water supply and

water hydrant piping.


Horizontally running cast iron pipes shall be supported at a pitch of less than
1.6 m and the deformed fittings to be connected shall be supported at a pit of
less than 0.6 m.
(c) Connection of Pipes
(i) General
All pipes shall be carefully cut at a right angle against the center axis of the
pipes so as to avoid any deformation of the sections and the cut end shall be
completely flat and smooth.
Pipes shall only be connected after removing all chips, dust and other foreign
matters from the joint area and from inside the pipes.
Wh en piping work is temporarily suspended, all pipes shall be sufficiently

protected to avoid entry of any foreign matters.


(ii) Water Supply Piping
No insertion system shall be applied to the connection ofwater supply piping.

joints. All rust inhibitors to be used for drinking water piping shall be harmless
to human health and shall cause no harmful effect to the quality of drinking

(iii) Drainage and Air Vent Piping
Prior to connecting the galvanized steel pipes, the pipes shall be correctly
threaded so that the tapered threaded pipe can be inserted into the joint easily.
Then, the pipes shall be screwed tightly into the joints.
(

All cast iron pipes shall be connected by use of rubber rings.


le pipe shall firstly be inserted into the rubber ring until the end of spigot
comes into contact with the bottom of socket.
len the rubber rings that have been inserted into a position near the end of
spigot in advance shall be inserted into the pipes carefully so that no twisting
shall occur in the opening between the socket and spigot. Finally, the rubber
rings shall be set in close contact with the pipes while uniformly fastening the
tap bolts and nuts using a junk ring.
All rigid PVC pip shall be carefully connected by a cold working method so
that there is no difference between the connected pipes. The f1 0w of water in
the piping shall be smooth and uninterrupted.

All centrifugal reinforced concrete pipes shall be connected by use of collars.


After both ends of the pipes achieve tight contact with each other at the central
part of the collar and carefully set in place to ensure proper alignment, sti
consistency mortar shall be placed into the space. All cement and water inside
the pipes shall be thoroughly removed.
3 .3 .20.8 Foundation Works
The items other than those specified in this clause shall be carried out in accordance
with the Specifications of Earth works" and Concrete Works".
The pit for piping under the ground shall be excavated so that the required gradient can

be precisely maintained and the piping can be connected easily.

For the foundation and pit for tanks , etc. , the excavation shaIl be executed to have
sufficient space for setting and removal of forms.
The foundation works for the plumbing equipment shall be of reinforced concrete
construction that can withstand the weight of equipment and extemal forces and that the
equipment can be installed firmly on its surface. The foundations shaIl be built on the
floor or on the ground having sufficient bearing capacity.
The class of concrete for the foundation works shall be class C-l specified in Clause
3.3 .7 "Concrete Works".

3.3 .20.9 TIestin !Z and Commissionin !Z


(a) General
test, not mentioned in this clause, shall comply with TCVN 4613-88.
All necessary balancing, testing, calibrating and setting of the equipment and controls
associated with this installation shall be carried out by the Contractor who shall be
represented by a capable engineer during the whole ofthe period required.

All necessa instruments, apparatus, connections, skilled and unskilled labor required
for the tests to the satisfaction of EVN and the cost shall be included in the Contract
Price.
The results of the tests shall be submitted to EVN for approval.

The hydrostatic test of water supply pipes shall be carried out prior to coating work or
prior to shielding and backfi Il ing. The minimum pressure retention time shall be 60
mmutes.
Th e test pressure of piping below elevated water tank shaIl be twice the pressure
equivalent to the static head.

(d) Drainage Pipes


The water filling test of the drainage pipes shall be carried out prior to coating work or
prior to shielding and backfilling. The water passage test of sanitary drain pipes shall be
carried out after sanitary wares are fixed. The minimum water retention time for the
water filling test shall be 30 minutes and that for the water passage test shall be 15
minutes or more.
