Nepal India Regional Trade and Transport Project


(NIRTTP) intends to initiate the establishment of web
based road accident database system. Properly managed
accidents database is the first and essential step for planning, implementing and monitoring of accident preventive
measures. Major concern of the workshop is to confirm
the necessity and sustainability of the IT based accident
database management system. The workshop will disseminate the project concepts and collect feedback on it.
Furthermore, it is intended to identify the possible mechanism for regular funding for the continuity of the system.
The broad objective of the workshop is to disseminate the
project concept on Road Accident Information Management System (RA-IMS). Specific objectives of the workshop are:
To share the project concept among stakeholders and
to collect feedback. The project concept includes: project rationale, project model, technical requirement and
possible funding approaches and so on,
To highlight issue on Information and Communication
Technology (ICT) application in road safety,
To identify the possible regular budgetary flow for the
project sustainability.

(RA-IMS) is operated on the basis of following

Traffic Police write down the description of the incident at the site without the specific form or checklist.
Moreover, the writing format vary person to person.
Hand written forms are stored and summarized at
the traffic stations. These summarized records are
reported to the higher authorities of the Police.

A standard and user-friendly web application


(software) is developed incorporating all the
required accident information will be collected;
Portable Smart phones (tablet PC) for field
data recording with the software;
Internet connection for transferring the approved data at the traffic police station;
Central server with data backup system

Multi-layered user access for the relevant
form of analysis.

5. ADVANTAGE OF RA-IMS
Limitations of the existing system:

Insufficient details such as location, road conditions etc. which leaves many questions unanswered,
Absence of technical information on the accident data.

4. HOW RA-IMS WORKS?

Road Accident in Nepal. Advantages of this system are as:
Single time entry of data makes easy for
collection;
Location of the accident site can be exactly
recorded with the help of open-map;
Image recording of accident site and objects
can be exactly recorded;
Instant transfer of data to the central server;
Multi-layered user access and process management of the application;

6. PROJECT IMPLEMENTATION
RA-IMS as pilot project has been planned to launch from
the Kathmandu Valley. There are about 34 traffic posts
in Valley. The pilot stage of the project will have various
improvement and training of Traffic police. NIRTTP will
extend the project for Kathmandu Birgunj corridor in
the next stage. The lesson learned and feedback from
the pilot stage, RA-IMS will have more user friendly options. During the pilot project, traffic police will be
trained for its smooth operation of the system.

7. PROJECT REQUIREMENT
RA-IMS components has been identified as below:

Hardware: Server computer, data storage device,


internet connection devices, Laptop-computer,
Tablet PC, etc.

Software requirement: Data collection format software ( web based), server software etc,

Internet connectivity,
Users training and support service.
