A. Background
In every country has a policy that makes for their selves or for other countries and many
countries makes the policy for some purpose. Denmark is one of all countries that make the
policy for other country. Denmark is one country in continent of Europe, it is small Nordic
country and in south side. The position of Denmark is occidental of Sweden and south of
Norwegian. It makes policy to support Palestine States in the United Nations. This policy is
same as other countries that had given supporting Palestine purpose. Denmark thought, it
has to support the purpose of Palestine because it will make Palestine safety.
Based on the data that had many countries support Palestine more than a hundred,
another country in Europe had supported this thing such as Spaniel, Swiss, France, etc.
Looked Palestine itself, their condition is in some problem with Israel who want to take
some region which is Israel thinks it is their right. Palestine is some nation which has the
society is Muslim majority. Denmark wanted Israel and Palestine to finish the conflict that
never ends. Denmark hopes both of the countries can be good relationship with Middle East.
Such as had been told from the Minister of Foreign Affair of Denmark Villy Soevndal,
he said "with the happiness I say, Denmark will give vote for Palestine on Thursday later.
Denmark had made the action for Palestine purpose, they thought the decision can make
better condition for Palestine.
We now Palestine has conflict with Israel, many society get hurt from the effect of war, with
the decision Denmark can help he society of Palestine. And, Denmark wants Israel and
Palestine to solving the conflict that hasnt finished. Denmark hopes both of the countries
can be a good neighbor in Middle East. Such as Soevndal said in AFP news official We
need to underline the negotiation of peace and make the solution for both countries can be
Palestine is safe and stand together with Israel.
With the increasing of the status of Palestine it will make easier the opportunity of
Palestine fuse with agency of United Nations and ICC. Moreover, Palestine has a plan to go
to ICC related Israel region on West Periphery.
This conflict gives considerable social impact for the citizens of these two countries in
conflict. Pathways that Gaza war casualties are civilians mostly women and children
provide prolonged war trauma in their lives. In that incident have many casualties, until now
hovering 689 innocent lives in vain. The number of civilians killed increased from time to

time. This attack is like the angel of death who blindly everyone in the crowd quickly pulls
out one by one the lives of innocent people. No matter rich, poor, old, big, small, male and
female, all of them did not escape the threat of death. Ironically, this is not ablative between
the two countries. With the changing Palestine status, automatically the sovereign of
Palestine will forbid the Israel attack. The country that has sovereignty will be safe and has
a part in international politics.
From that side Denmark want both of country to finish the conflict because it will be
god for both countries and other countries. It will be better for all of aspect that related in
this conflict with the first step that gives support Palestine position in UN.

B. Analysis of Case
In analysis Denmark foreign policy it will use the grand theory and level of analysis.
The grand theory is theory of neoliberals and the level of analysis will use internal or
domestic factor, national interest and external or international factor. From the neoliberals it
will give explanations Denmark policy in international relations. The level analysis it will
explain from the Denmark side in making decision and external will explain what Denmark
see from Palestine until they make the decision for Palestine.

Grand Theory
According to Wikipedia, Neoliberals is also known as neoliberal economic

understanding refers to the political economic philosophy-century late-twenties, is actually a

redefinition and extension of classical liberalism influenced by neoclassical economic
theory which reduce or reject inhibition by the government in the domestic economy
because it will lead to the creation of distortions and High Cost Economy which will then
lead to corruptive behavior.
Neoliberalism is the developing theories from Liberalism theory that people is good and
can be cooperating in develop their country in economy sector. There is the different
between liberals and neoliberals, neoliberals believe with the system of anarchy but
neoliberals see the anarchy can make cooperation between each country and it will more
benefit for each country than do the war. Neoliberals look the cooperation in free trade and
it make the country will think to do the war because if they do the war it will make the
conflict for other country.
In decision that had been made by Denmark, there are points related with the neo-liberal
assumptions. Denmark is seen in his decision that the state must stop or finish a war because
it would be detrimental for the country. Denmark look the Palestine case, they give support
to make position of Palestine better because if the Palestine can change the status it can be
good for Palestine society.
The points that look from Denmark decision is human right and cooperate. Denmark
look from the condition of Palestine, many people in that country become the victims of the
conflict between Palestine and Israel. Denmark also can see if they give support it will be
good for Denmark and Palestine in the relationship. With the decision can help Palestine to

change the status from region become state and can make the cooperation between both of
country.
a. Human Right
Denmark is a country known worldwide for its commitment to human rights and
religious tolerance. In commemoration of the 60th anniversary of the Universal Declaration
of Human Rights Denmark is known as a country that plays a role in protecting human
rights. Many various cases of violence in a country Denmark participate in providing the
rights to profess sollution people in the country can be assured. This shows that Denmark
would highly approve protection and human welfare in all countries.
Denmark has a long political tradition and wide political support for its human rights
activities. Changing governments have concentrated on special focus areas, such as freedom
of expression, freedom of religion, racism, indigenous peoples, childrens rights, and the
rights of persons with disabilities, human rights defenders, torture, and most recently,
corporate social responsibility (CSR).
Denmark has also taken part in the adoption of various European human rights
instruments, such as the European Convention on Human Rights, and the founding of the
European Court of Human Rights in Strasbourg. And within the framework of the European
Union, Denmark has supported the human rights initiatives of the European Parliament.
This means that the rights of the population are safeguarded in practice in everyday life
through various initiatives and especially bodies in Denmark.
In the case in Denmark also see the Palestinian people who became victims in the
war, so that Denmark took the initiative in supporting the Palestinians in order to change its
position in the UN. This effort is given to Palestine could vote in the UN deliberations. by
changing the position of the Palestinian people Palestinians also get a guarantee of
protection of their rights.
With support the Palestine position, approximately Denmark has also helped in
making welfare society in Palestine. As has been said, that Denmark is more concerned with
human rights as it is for them to keep the human welfare will improve human relations.

b. Cooperation
Denmark, which embraced the concept of a mixed market capitalist economy as well
as social welfare, is the country that has the highest income in the world. By Forbes
magazine, Denmark is the country that has the best business climate. From 2006 to 2008,
the survey said that Denmark was "the nicest place in the world", is seen from the standard
of health, welfare, and education.
Denmark is a country that emphasizes cooperation rather than war is the show that
Denmark is the second most peaceful country in the world. Denmark is known as a happy
state in terms of economic cooperation because it was Denmark as a capitalist country.
In addition to providing support for Palestine Denmark, Denmark also wants to
cooperate with the Palestine because the Palestine has known a good relationship with the
country's largest oil supplier is Saudi Arabia. With this Denmark can simultaneously cooperation with Saudi and it will deliver benefits to Denmark.
Same as trade cooperation between Vietnam enterprises and Denmark, Ahead of the
visit, the Ambassador of Denmark in Vietnam, John Nielsen has confirmed that the presence
of Prime Minister Helle Thorning Schmidt on these activities manifest the PM and the
personal support of the Danish government in strengthening economic and trade relations
between the two countries. Notably, during the visit, Prime Minister Helle Thorning
Schmidt also officially introduced and drives growth campaign in Vietnam to advance by
steps into a comprehensive cooperation agreement which will be signed in Copenhagen next
year.

Level of Analysis
Analyze policies made by Denmark to Palestine can be seen by looking at the

circumstances that occurred in each country. With the need to explain the state of Denmark
first because in this case the policy is to give Denmark to Palestine, which Denmark gave its
support in the form of voting in the UN conference.
In a given policy gives the possibility that there are things that make this country despite
supporting many countries are giving vote to the Palestine. Denmark saw that the Palestine
themselves have advantages that can provide benefits to the state of Denmark.

a. Internal or Domestic Factor

Analysis from Denmarks decision looks from the internal of Denmark. Such as had
explained about internal factor, Internal factor the agency that collectively make up the
government bureaucracy influence foreign policy making. Agencies can be idea or interestbased, and they can be insulated or embedded.
Domestic audiences influence foreign policy making in both democracies and non
democracies, but the extent of, and the mechanisms through which, that influence is
exercised differ in different political systems.
Societal Sources
In internal factor will use Societal Sources which will explain about the historical of
Denmark. It will be have related with Palestine condition and make Denmark give their
support.
Historical of Denmark
During occurred the Middle Ages arrived in Scandinavian Protestant Reformation in the
1530s, and following the Civil War rivalry Prince, Denmark entered Lutheranism in 1536.
Then in that year, Denmark entered the union with Norway and its colonies.
When after the Second Schleswig War (Danish: Slesvig) in 1864, Denmark was forced
to cede Schleswig-Holstein to Prussia, in a defeat that left deep on the Danish national
identity. After these events Denmark adopted a policy of neutrality, as a result, Denmark
remained neutral in World War I. After the defeat of Germany, the Versailles offered the
return of the power-Holstein region Schelswig-who was part of the Germany-Denmark.
Irredentism fear, Denmark refused to consider the return of the area and insisted on a
plebiscite with regard to the return of Schleswig.
From the history actually Denmark ever got same event that Denmark got war with own
neighbor and after Second Schleswig War Denmark had to force to cede Schleswig-Holstein
to Prussia. It make Denmark know what Palestine feel in it conditions.
Denmark practice of universal vote in all cases, women are considered equal to men
under the law of Denmark. And it means in Denmark different in side of right every people
have same status and freedom expression. And in Palestine conflict many people die and

many people who lost their welfare by the state of war and lack of clarity in the status of the
country.
b. National interest
Stated, that national interests can be utilized as a basis to explain a states foreign
policy behavior. States determine their foreign policies to achieve their national interests.
There is several kind of national interests that make the country making decision. In
Denmark policy the researcher look that Denmark is using primary interest.
Primary interest is an interest to protect security, politics, identity, and defense from
other states intervention. In this decision Denmark look from their identity that is human
right. Denmark has many included in resolving the problem in terms of human rights and it
gives the reason why Denmark took part in supporting the Palestine position on the UN.
Denmark has taken part in the adoption of several international conventions on
human rights issues and has been active, too, in United Nations activities against torture and
for the rights of persons with disabilities. And it make Denmark can include in voting to
Palestine.
c. External or International Factor
In external, it will explain more about Palestine side because external factor looking
from the capabilities of states are their measurable assets, such as their size, population,
economy, and military. These are at best a rough guide to the role of a state in international
politics. A states capabilities shape its role on the world stage.
In external factor it will take point from the alliance of Palestine. We know that
Palestine have relation with other country that has power such as Saudi Arabia. Denmark
looks it can give good benefit for relation between Denmark and Saudi Arabia. And
Denmark also has Muslim population and it can give good condition for each countries.
Palestine is a region in the Middle East between the Mediterranean Sea and the
Jordan River. Political status is still under debate. Most countries in the world including the
member states of the OIC, and the Non-Aligned Movement countries recognize the
existence of both Israel and a Palestinian state.

Saudi Arabia donated $ 100 million to help finance the Palestinians. Palestinian
President Mahmoud Abbas has assured the Arab countries to channel funds after the United
Nations recognized the status of the country. Abbas said the funds will be transferred
immediately Saudi Arabia. The grants will help the Palestinian economy is facing a deficit
due to the Israeli military assault.
This shows that the relationship between Saudi Arabia with both first Palestine,
Palestine Saudi Arabia and equally in the Middle East region and has the largest Muslim
majority.

Conclusion
Denmark in doing the international politic and making-decision policy, look from

the background of the State. They have same history with Palestine conflict. Denmark who
agree with the concept of human rights try to support because with supporting from many
country, Palestine status can be changed in United Nations and Palestine can report to ICC
to solving the conflict between Palestine with Israel.
After Palestine gets the status automatically the society in Palestine can be welfare.
That is the Denmark purpose in making foreign policy for Palestine. Denmark also wants to
make relation such as cooperation with Palestine and their alliances to get benefit for both of
countries. Beside Palestine give the support and get more vote Denmark also get good
relation with Palestine and their alliances.
