publish the complete Directory of the life members. All are

Treasurer if there is any change or correction is to be made.
We would request you to kindly go through the Members

56th All India Conference of IPSA


Dear Friends,
The 56th All India IPSA Annual Conference, which was
proposed to be held at Banaras Hindu University, Varanasi in
December 2014, has not been materialized because of certain
unavoidable reasons. Probably, the Conference will be held
sometimes in 2015. In the meanwhile, the Executive Committee
of IPSA has finalized the sub-themes for different panels for the
conference. You are requested to prepare your papers
according to the panels which are as follows:Main Theme- 'Re-inventing Politics in India'

Professor CP Barthwal Best Research Paper Award


IPSA announces that the Professor CP Barthwal Best Research
Paper Award shall be given during the next IPSA All India Annual
Conference. The award shall be given only to research scholars.
For the purpose of nomination in this category, the application
should contain:1. An application of intention indicating the Life
Membership number.
2. A full research paper in prescribed format.
3. A certificate by the institutions/ supervisor indicating
the name, level and address of the research scholar.
The decision of the jury shall be final. The award shall be
given only to the life members of the association. The applicant
should necessarily register him/herself before applying for the
award. Application to this effect should reach the General
Secretary and Treasurer, IPSA at least 20 days before the
commencement of the conference.

IPSA NATIONAL AWARDS 2015


Dear Friends,
Indian Political Science Association invites nominations from
its members for IPSA National Awards, 2015 in the following
categories:(1) Professor V.S. Ram IPSA National Senior Political Scientist
Award
(2) IPSA National Young Political Scientist Award
(3) Shri Nihal Singh Yadav IPSA Special Contribution to the
Study of Ancient Indian Politics Award
Rules:A. The award shall be given to Indian scholars who, by way of
their academic excellence, intellectual pursuits, scholarly
publications, selfless service and overall activities, have
enriched the discipline, encouraged further research,
promoted studies of different dimensions, published in
specific and specialized field and contributed to the discipline
in a substantially significant manner.
B. For Senior Political Scientist Award, the candidate should
be above the age of 40. For Young Political Scientist Award,
the candidate should be below the age of 40. For Special
Contribution to the Study of Ancient Indian Politics Award,
there is no age limit.
C. Senior Political Scientist Award shall consist of a plaque, a
citation, a shawl and a cheque of Rs.51,000/-. Young Political
Scientist Award carries a plaque, a citation, a shawl and
cheque of Rs.21,000/ and Special Contribution to the Study of
Ancient Indian Politics Award consists of a plaque, a citation, a
shawl and a cheque of Rs-21,000/D. The last date of submission of nominations by any
member of IPSA for himself/herself or someone else is 20th
July, 2015.
E. The nomination should contain a detailed CV and copies
of at least five publications of the candidate along with a
passport size colour photograph.
F. The nominations should be sent to the Dr. Sanjeev K
Sharma, General Secretary and Treasurer, IPSA, Dept of
Political Science, CCS University, Meerut-250005 (U.P.) under
sealed cover only through Speed Post/Registered Parcel
bearing 'Nomination for IPSA National Awards, 2015' on the
cover of the envelope.

OBITUARY

RESEARCH COMMITTIES

DR. S.S. TIWANA

Proposals are invited by interested members for Research


Committees of IPSA. The Research Committee (RC) shall be
formed out of the members of IPSA only. The proposal must
contain: (i) broad theme of the RC; (ii) names of the Chair, CoChair, Convener, and members (not less than ten) of the RC; (iii)
sub-themes of the RC; (iv) statement of the areas of research of
RC; (v) a brief CV of the Chair, Co-Chair and Convener (not more
than 100 words each) with coloured passport size photographs
and membership numbers and full contact details of everyone in
the RC; (vi) explanation of possibilities of academic expansion of
the RC; and (vii) elaboration of the intellectual contribution of the
RC to the discipline of Political Science. The conveners making
proposals should try to make the RC more representative and
national in character and profile. The decision on the inclusion of
RC shall be made by the Executive Committee.

UPCOMING EVENTS
All the members of the Indian Political Science Association
are hereby requested to send information about the academic
events (seminars, conferences, symposia, workshops,
dialogues, etc.) being organized or hosted by them in near future
for inclusion the next issue of the News Letter. This will give wider
publicity and increased participation to your events and involve

CONFERENCE PROCEEDINGS
The Proceedings of 55th IPSA Conference held at Hyderabad on
28-30 December 2013 are being published by IPSA. All those
members who participated in the conference and presented their
papers are requested to update their papers and send it at
ccspolsci@gmail.com latest by 30th December, 2014.

Dr. S.S. Tiwana was born


on December 12, 1952 at
Patiala in a simple modest
f a m i l y. Un f o r t u n a t el y h e
breathed his last on August 14,
2014. Dr. S.S. Tiwana started
his carrier as Assistant
Registrar in the Punjabi
University, Patiala as was known for his brilliant
performance and excellent work. Subsequently, he
switched over as Reader in the Department of Public
Administration in the year 1987. He was promoted as
Professor on December, 2000. He headed the
department of Public Administration for three times.
It was because of his hard work, competency that he
was appointed as Dean Academic Affairs, Punjabi
University, Patiala. Subsequently, he also served as
Dean Research of Punjabi University, Patiala.
It goes to his credit and competency that he
started P.G. Diploma in Human Rights in the
Department of Public Administration. He was also
responsible for opening the Department of Social
Sciences in the Punjabi University Campus.
It was because of him that many national and
international seminars were successfully organized
in the Campus. He had the capability of taking
different departments together for organizing
seminars. It goes to his credit to supervise many
candidates for Ph.D. and M.Phil. programmes. He
used to travel far and wide to deliver lectures and
used to attend international seminars, symposiums
and conferences. IPSA offers sincere condolences
on his demise.

OBITUARY

Prof. V. T. PATIL

C. ARUNACHALA PERUMAL

Prof.V.T.Patil was born on 1st June 1940 in


Dharwad District, Karnataka. He did his Master's
degree in Political science from the Karnatak
University , Dharwad in flying colours in 1968
and also another M.A degree in Political science
from Mcmaster university, Canada in 1973.
Obtained Doctorate degree in 1975 for his
outstanding research work on Jawaharlal
Nehru's contribution to the National Movement,
while he was awarded a D.Litt. from the Magadh University in 1987 for his
creative and original work on Mahatma Gandhi and his Leadership Role in
the Civil Disobedience Movement[1930-34]. Dr.Patil has had a very long
and distinguished career of three decades and more in the course of which
he has occupied a number of important position in academia. He has been
professor of Political science, Karnatak University, Dharwad since 1985,
Chairperson in the department of Political science between 1986 and 1988,
Jawaharlal Nehru professor of Political science since 1989, Director,
Students Welfare 1990-93, Director, Academic Staff College 1993-98,
Member of the Nehru Memorial Society, New Delhi 1997, Member Standing
Committee on Nehru Studies, Gandhian Studies and Buddhist Studies of
the University Grants Commission, New Delhi 1997-99. Prof. Patil is an
outstanding teacher with vast experience and is a researcher of high repute
with most cited scholarly works in India and abroad. He has to his credit
published innumerable articles and more than 30 books. He has travelled
abroad widely. He has been the recepient of many awards at the national
and international level. In the year 1998, Prof.V.T.Patil was appointed as the
Vice Chancellor of the Pondicherry University, Pondicherry. In 1999 he
retired from the service as a professor of Political science, Karnatak
University, Dharwad. But, continued to serve as the Vice Chancellor up till
2003. Later he went to The United States of America and served there as an
Adjunct Professor in Massachussets Institute of Technology. In 2012 he
was appointed as a visiting professor in the department of Political science,
Karnatak University, Dharwad. He served here until his last breath that is till
7th April 2014. IN recognition to his services, Rani Channamma University,
Belgaum conferred on him honorary Doctorate Degree on 8th March, 2014
Prof. V.T. Patil has left behind a nanogenerian mother, wife, son and
daughter. Wife and son have settled in USA whereas, daughter in Australia
doing her Ph.D in Political science.IPSA offers sincere condolences on his
demise.
Prof. M.G. Khan

DR. BIJOYINI MOHANTY


Dr. Bijoyini Mohanty (1957 2013) died
prematurely at the age of 56 years on 16th
September, 2013. She has her Ph.D and D. Lit.
in Public Administration and was Professor of
the Department of Public Administration, Utkal
University since 2004. She was a brilliant
student and researcher and had presented
papers in World Congresses of Political Science
in 1991 (Buenos Aires), 1994 (Berlin), 1997
(Seoul) and 2000 (Quebec) and also at PSA, UK
at Aberdeen in 2002.She was a life member of Indian Political Science
Association and many other international and national associations. She
has 16 books to her credit along with more than 70 papers in national and
international journals. Her sad demise is a great loss to the academia
specifically political science and public administration. She is survived by
her husband, son and daughter all of medical profession. IPSA offers
sincere condolences on her demise.
Prof. Padmalaya Mahapatra

C. Arunachala Perumal was born on 8th


December 1927 in Mangavilai village near
Kanyakumari in an agricultural family. After
his primary education in the London
Missionary Society School nearby his
native village, secondaryeducation at
CarmelHigh School, Kottarand the
Intermediatecourse at ScottChristian
College,Nagercoil, he obtained his B.A.
(Hons.), (Tripos) in History, Politics and
Economics from the University of
Travancore. He joined the Lucknow University, where he pursued the
M.A. (Pol. Science), LL.B. and Ph. D.degrees. His outstanding
performance in M.A. won for him the 'Acharya Narendra Deva-Madhava
Rao' Gold Medal. He thus graduated summa cum laude from the
University of Lucknow. He taught for a brief period at St. Thomas
College, Palai near Kottayam in Kerala. In 1957 he was appointed
Lecturer in Politics, University of Madras and was elevated as Reader in
Politics and Public Administration in 1960. During 1963-1964 he was
selected as a Fulbright Smith-Mundt Scholar to prosecute his graduate
studies in Public Administration at the University of Southern California,
Los Angeles. In 1965, while still in his thirties, he was appointed as the
Professor & Head of the Dept. of Politics and Public Administration
which position he held till he retired in 1987. He was appointed Tagore
Professor in Humanities in1987 which he adorned until 1992 when he
was appointed Professor Emeritus for Life in the Department of Politics
& Public Administration. As a Research Supervisor, he has guided
nearly 100 candidates including overseas students, who received their
Ph. D. Degrees from the University of Madras and other Indian as well
as overseas Universities. His contributions to the University of Madras
are numerous. To mention only a few, he was responsible for instituting
the Departments of Sociology and the Anna Centre for Public Affairs.
He also served with distinction as the Warden of the P.G. Hostel for men
between 1971 and 1980, a period described as the Golden Period in the
annals of the hostel. As a keen student of the discipline, he had
constantly engaged himself in writing and has published more than 60
articles on a variety of themes in leading national and International
journals. Besides, he has himself edited the Madras University Journal,
Section A: Humanities, from 1977 to 1984. His lasting contribution to
the growth of the disciplines of Political Science and Public
Administration has been, in his capacity as the President of the Indian
Political Science Association and the Indian Public Administration
Association, in transforming them as premier organisations of
academic excellence of international recognition and reputation. For
this singular contribution, Professor Perumal was awarded the 'Swami
Pranavananda Saraswati National Award' in Political Science for the
year 2004 by the University Grants Commission of India, the citation
proclaims him as The Bhisma-Pithama of Political Science. With his
undying passion for teaching and his thirst for knowledge still
unquenched, as the Professor Emeritus for Life, he continues to teach
graduate students in Political Science and Public Administration at the
University of Madras. IPSA offers sincere condolences on his demise.

IPSA MEMBERS I - CARD SCHEME


A scheme to issue laminated Identity Cards to all the
members of Indian Political Science Association (IPSA) has
been launched to facilitate the IPSA members for discount in
IJPS subscription, registration in conferences, preparing an
updated database and collecting additional information of the
members. This exercise increase the global interaction and
visibility of the profiles of IPSA members. The members are
requested to fill in the form, send it along with a Bank Draft of Rs.
120/- drawn in favour of Editor, IJPS, payable at Meerut as
processing fee and postage charges or deposit through NEFT in
IPSA account.
