Description
The RRC Establishment Success Rate of some certain cells was a bit low.
Most of the cause is RRC no response, see from the table below:

Analysis
First, mark the problem cells on GoogleEarth. We can find the problem cells is like a circle.
Maybe the problem area is within the circle.

Then, check for the asslog to get the delay of each problem UE.
Cell TRI137W-1/-2 the delay is mostly 3, for cell TRI416W-2 is 4, for cellTRI231W-3 is 6, for
TRI029W-1 is 7.

We know the distance from UE to Cell = Delay*1.5*78.125m

So use this distance to draw a circle which means the UE that near the circle have the same
delay to the cell.
After that, we find find there is a joint of the circles, which means the UE near the joint meet
the delay to all the cells that have the problem and Souk thalat, the largest marketplace of
Libya, is just located there.

So we go to that area to do some test and analysis:

We did drive test outside the Souk thalat and find the coverage is good.

2 Then we went inside the Souk thalat and found this building have five floors.

Souk thalat the largest marketplace of Libya

There are so many people inside the building and all of the cells RSCP inside the building are
very poor(less than -98dbm),which will cause the RRC no response problem easily.
The nearest site is TRI137W, so wed better to adjust the Antenna Tilt and Antenna Azimuth to
cover the whole building.

3 We also found there have cell TRI807W-1s RSCP inside the building but this cell is very
far from the Souk thalat. It is an overshooting so this cell should be adjust too.

On 26th JAN 2011 , we adjust cell TRI137W-1,TRI137W-2,TRI807W-1;

Adjustment record

After adjustment, the RRC Establishment Success Rate of nearby cells is return to normal and
the total traffic of nearby cells had increased a little.
