INTRODUCTION
The Hendijan Field is located in the North-west section of the Persian Gulf. It is about 10km
North-east of Bahregansar, 34km South-west of Tangu and 42km South-west of Rag-e-Sefid
fields.
Hendijan field is an anticlinal structure with a fault at the west flank and is separated from
close by Bahregansar field by a geophysically identified saddle. The dimension of Hendijan
field is about 11 km in length and 5 km in width. The field was discovered by drilling of well
HD-01 in 1968 by AGIP Oil Company. Following drilling of 4 more wells proved the presence
of oil in Ghar, Asmari, Sarvak and Nahr Umr reservoirs.
Iranian Offshore Oil Company (IOOC) has a program to develop the field which will allow the
increase in oil production. This program will include new installations of two unmanned
wellhead platforms (WHP7 and WHP8) and a Manifold Platform with all necessary equipment
and flow lines as follows:
i)
One platform with ten slots for drilling of one description well and six development
wells at X = 376526E, Y = 3324332 N in UTM (WGS-1984) system (WHP7 Wellhead
Platform).
ii)
One platform with ten slots for drilling of four development wells at X = 376140 E, Y =
3322200 N in UTM (WGS-1984) system (WHP8 Wellhead Platform).
iii)
One Manifold Platform (MP) to receive the two 12 pipelines from wellhead platforms.
Manifold Platform is a one-level receiving facility platform bridge-connected to the Central
Hendijan production platform.
iv)
Two 12" pipelines, one from each wellhead platform to transport the raw offshore
production to the Central Hendijan production platform via the new Manifold Platform (MP).
v)
Electrical power cables from Bahregansar to each wellhead platform and Central
Hendijan platform with fibre optic for communication. There will be a power network between
Central Hendijan platform, Bahregansar Complex, WHP7 and WHP8 platforms (Ring
Topology). This will allow power to be supplied from alternative links in case one of the links
has been disconnected.
Reservoir fluids from the Hendijan Field flows to the Central Hendijan production platform in
multiphase flow lines. On the Central Hendijan production platform, the reservoir fluids are
gathered and exported to the existing Bahregansar old production platform for further
processing through existing 12 and 10 pipelines. In the existing Bahregansar production
platform, a production separator is provided for the separation of oil, water and gas.

IOOC has awarded an EPC Contract to Iran Shipbuilding and Offshore Industries Complex Co
(ISOICO) to execute the project. ISOICO has awarded Jamm Design and Development
Company (JDD) a Subcontract to carry out the Basic & Detailed Design of the project . JDD
entered into a contract with Aker Engineering Malaysia Sdn Bhd (AEM) for the latter to
execute the Basic Engineering and Detail Design Endorsement for project. After conclusion of
Basic Design, this document is part of Detailed Design being carried out by JDD.

SCOPE OF WORK
Bahregansar
Bahregansar is the processing platform for Bahregansar & Hendijan Oil Fields. The production
from all the wellhead platform facilities is sent via sub sea pipeline to this platform.
Bahregansar platform consist of a new production platform(New PP), an old production
platform (old PP), a manifold platform (MP) which is used as bridge support and located
between new and old PPs, two living quarter (LQ) and a multi well head platform (MWP).
A new power Substation/technical room shall be built in MP to handle 3KV power distribution
and transfer it from Bahregansar to central Hendijan, WHP-7 and WHP-8 platforms via sub sea
cables. All safety devices and their accessories in this substation shall be connected to existing
ESD/F&G system (consist of Hima H51 PLC, Sieger Gas detection system & AutroSafe model
of Autronuca for fire detection system) in new PP control room. All required hardware and
software modification in existing system shall be done by contractor of this project. These
modifications shall not have improper effect on performance of existing system.
Remote control and monitoring of Hendijan satellite platforms shall be possible by two new
operating stations which will be installed in new PP control room and communicated to
satellite platform control systems through fiber optic cables.

3.2

Satellite Platform Facilities


All the satellite platforms are design for unmanned basis and no living quarters will be
provided.

3.2.1

Central platform

The current safety and instrumentation devices of existing Hendijan platform are mainly in a
very poor state of repair, inhibited and obsolete so shall be replaced, further more there is a
new electronic local control panel which is used as control and safety system for new installed

test separator and pig launcher. This panel shall be connected to the ICSS for monitoring all
signals on operating work station.

Mandatory Requirements
The Telecommunications facilities shall comply with all the applicable Iranian Statutory and
Mandatory requirements applicable to offshore installations is carried out. In addition to any
such statutory provisions, the Telecommunication design should comply with all other Iranian

Indoor conditions
Local Technical Room (LTR) will be air-conditioned. However, the platforms are required to
continue to operate without failure, without error and without incurring in long or short-term
damage to the equipment when the HVAC is out of commission.
All electric/electronic equipment within LTR must operate satisfactorily in an air-conditioned
environment, which will be maintained at the following conditions: 23C +/-2 C and 50% +/10% Relative Humidity
The systems shall continue to operate in HVAC upset conditions, when the temperature can fall
to 7 C or rise to 49 C and the humidity is up to 100%.

6.1

PHILOSOPHY OVERVIEW
Basic Objectives
The primary objective in the design of the telecommunication systems to serve the additional
and expanded offshore facilities is to provide highly reliable systems, which will meet all
functional and safety requirements. The design principles, which follow, are intended to
consolidate and standardize telecommunication system supply, including contractor and vendor
services, to achieve minimum capital and operating costs. The implementation of
telecommunication systems with high availability shall ensure safety objectives are met and
will contribute to the continuous uninterrupted production of oil and gas from offshore to
onshore facilities.
From a control and field management perspective, the new wellhead platforms will be
independent from Bahregansar platform. There will however, be important operational and

control interaction between the platforms and therefore special emphasis will be placed on the
integrity of the interconnecting links between the platforms.
6.2

Operational Considerations
The new facilities on the wellhead platforms shall be equipped with the same level of service
provision as currently provided for the Bahregansar central platform. For the new facilities, all
telecommunication shall be of a modern, proven and reliable design.
The new facilities will be controlled and managed from Bahregansar control room and at this
location telecommunication access and control positions will be provided to serve the new
facility.
The means of communication between Bahregansar and new wellhead platforms shall be, by
sub-sea combined fiber optics and power cable, which will act as the medium to interconnect
the existing PABX from Bahregansar to each wellhead platform and also support the control
systems LAN network.
The communication between Bahregansar Central Control Room and its wellhead platforms
(including WHP-7, WHP-8 and existing Central Hendijan) will employ an integrated power
and communication submarine cable.
Optical fibers will be provided for both general communication and control and safety system
specific communication.
The sub-sea cable will be terminated at the Fiber Optic Patch Panel located in the Local
Technical Room (LTR) on each platform via a splitter box located at cellar deck. The supply,
installation and termination of the sub-sea cable shall be by the Contractor.

6.3

Communication Links
All platforms of the Hendijan Field shall be integrated to one ring network through several
communication links, with Bahregansar Central platform as the main platform. All
communication to shore will be linked to the existing VSAT satellite communication system
located on Bahregansar central platform. Communication between the unmanned wellhead
platforms and the Bahregansar Control Room shall be via telemetry systems (fiber optic
communication). These links shall be used to carry instrument signals, control signals and
alarms.

The link equipment racks will be installed in the Local Technical Rooms (LTR) of the different
locations. A Fiber Optic Cable (FOC) as part of a sub-sea power/optic cable will be installed
between all above platforms. The links will be used for data, voice and video communication
and for process control / Safety data of the ICSS systems between the platforms.
6.4

Fiber Optic Network


The fiber optic network shall have the ring topology with the ability to heal itself in case of any
failure in each part of the network. As it has been shown in the overall control & safety
diagram, HN-EIN-BD-GOXX-2830, this network will carry all control and safety information
to the Bahregansar Control room, and also shall facilitate voice and video communication
between new remote wellhead platforms and Bahrgansar Central control room.
As part of the telecommunication system and control system in the Hendijan field a fiber optic
link, comprising a sub-sea power and optic cable, fiber junction boxes, fiber patch panels, and
media converters, shall be installed.
The fiber optic link will facilitate voice, video and data communication between platforms. The
fiber optic system will be connected to Drop/Insert Multiplexer and all platforms will be
equipped with:

COMMUNICATION EQUIPMENT SPECIFICATIONS


Vendor shall supply all telecommunication equipment required to enable a fully operational
telecommunication system. The telecommunication equipment should as far as practical be
supplied complete, having the telecommunication cabinets pre-wired, wit the equipment preinstalled and tested. The Communication equipment specification is further enhanced in the
separate document HN-ETE-SP-GOXX-2901, Telecommunication Equipment Specification.

7.1

Telephones
Three (3) telephone sets shall be provided for each Wellhead platforms WHP-7 and WHP-8 ie,
one in Local Technical Room (LTR) and others in the field (Strategic process area).
Four (4) telephone sets shall be provided for Central Hendijan platform ie, one in Local
Technical Room (LTR) and others in the field (strategic process area).
Various types of telephones shall be provided in different areas on platforms:

Outdoor intrinsically safe telephones shall be provided in strategic locations on


platforms. The outdoor telephones shall be zone 1 certified according the area
classification, complete with acoustic hood.

In plant areas, exposed locations and in high noise areas, where the levels exceed 88
dBA, telephones shall be mounted inside acoustic hoods and provided with external
visual and audible alarms. All visual and audible alarms shall be Zone 1 certified.

Standard digital office type Telephones with all facilities of a modern digital telephone
shall be provided in Technical rooms.

These telephones shall be connected to the existing PABX of Bahregansar platform via fiber
optic and LAN network, providing required interface.

Telephone To Ethernet Extender


As it has been decided to send the voice traffic on fibre optic network, each telephone set shall
interface the control system LAN via a telephone to Ethernet extender and also PABX. All of
these interfaces shall have the following specifications:

Extends telephone link via 10 Base-T Ethernet connection

PABX & key system (POTS) compatible

Voice bandwidth from 300Hz to 3.4 KHz for Toll Quality Sound

Two wire FXS on the telephone side and FXO on the PABX side

The LAN system uses the conventional CAT5 cables, and a self healing multi-drop fiber optic
multiplexer will send the traffic over fiber optic network.
7.3

CCTV Cameras and DVR/CODEC


Three (3) CCTV Cameras shall be provided for each platform ie., one in Top deck, one in Boat
landing level and the third one in Process area.
The outdoor CCTV cameras shall have the following features and the components as a
minimum:
i)

Outdoor mounted equipment such as CCTV cameras and junction boxes shall have
ingress protection of IP 65 as a minimum.

Self Healing Multi-Drop Multiplexer


As the topology of the optical network is ring, and it is crucial to have always been connected
through this network, a sound modern multiplexer shall be used to send and receive the traffic
intelligently by means of detecting any failure in the network and route the traffic through
another safe link. These MUXs shall be used in each remote wellhead platforms and also

COMMUNICATION POWER SUPPLY


All telecom equipment shall be powered by a 230V AC, +/- 10%, 50Hz, Telecom/Control
system UPS. The autonomy of the UPS will be 240 minutes.
All voltage conversion required will be done within each system rack.
The AC UPS system shall be floating and shall be provided with a central earth fault
monitoring system.

9.1

SYSTEM INTERFACE REQUIREMENTS


PABX Interface
All users of PABX in Bahregansar Platform shall be enabled to dial an extension number of
each satellite platform, directly with the specified extension.

9.2

Ethernet Interface
In each satellite platform and also in Bahregansar platform there shall be an interface between
fibre optic cable and Ethernet network to facilitate transmission of control and safety
information between these platforms.

EQUIPMENT PROTECTION
All equipment located in the Local Technical Room (LTR) shall be suitable for operation in an
air conditioned environment. The ingress protection of communication equipment shall be
selected as described in Instrument Design Basis, equipment located in the Local Technical
Room shall have protection of IP 42.
Equipment installed in process and utilities areas will be zone 1 certified irrespective of area
classification. Wellheads have a zone 2 haven available for locating some equipment.
Equipment will, as a minimum, be certified for gas group IIA & IIB with a temperature class
T3, as minimum.

JUNCTION BOX & CABLING


Intrinsically safe circuits shall be segregated from non-I.S. circuits, i.e. non-IS circuits shall not
be introduced into a junction box, multicore cable or termination rails being used for IS
circuits.

Digital and analog signals shall also be segregated into separate junction boxes.
Separate junction boxes will be supplied for Telecommunication circuits Telecommunication
signal shall be adequately separated from power cables and electrical power equipment to
minimise noise interference. A minimum separation distance shall be maintained between
Telecom and power cables in accordance to installation procedures.

EARTHING
Field devices will be earthed and the cable armour will be earthed at each cable gland. The
cable screen will be isolated from earth at the field device. The screen shall only be earthed at
one point, which will normally be at the control/ termination panel end of the cable. All unused
cores in intrinsically safe cables shall be connected to IS earth at the termination cabinet. For
typical earthing details, refer HN-EIN-DI-GOXX-2865.
