My name is Robert W. Greene. I have been a Virginian all of my life, and am currently
a graduate student at the Harvard Kennedy School. Thank you for your service to
our wonderful Commonwealth, and for devoting your career to the pursuit of justice
in Virginia.

I had the honor of serving in Governor Robert F. McDonnells administration during
the summer of 2011. I say honor not only because I deeply respect the office, but
also because of the immensely positive experience that working for Governor
McDonnell had on my life.

During the summer of 2011, I was a Governors Fellow. But to Governor McDonnell,
a junior in college was not just another cog in the wheel. Bob made a point on many
occasions getting to know his employees. He put his faith in our program, and under
his leadership, Fellows spent the summer not only learning about the merits of
service, but also acting on their desire to serve. As a consequence of my time
working for Governor McDonnell, I like many of my colleagues have been
instilled with a passion to improve the Commonwealth of Virginia through public
service.

While I do not know all of the facts of this case, I do know that under Governor
McDonnells leadership, myself and other young Virginians were empowered to
realize the good that state government can accomplish. Please consider a lenient
sentence for him.

Thank you for your service. I sincerely appreciate your time and the
weight of your duty. I am reaching out to you on behalf of Bob McDonnell. I
know him well and have a great deal of respect for him. We met through
mutual friends. Over the past several years our families have spent tirne
together on numerous occasions. I appreciate the opportunity io share some of
the first hand experiences I have had to observe his charactei.
A few years ago I was asked to greet Governor McDonnell just prior to a
reception to go over details and show him to an area that he and thoie
accompanyrng him could prepare for the event. A vase of beautifully arranged
flowers were placed on a table for him, a glft from an 85 year old widow who
had recently lost her husband, a retired Navy man. She wanted the governor to
have them to enjoy in his office.
When Governor McDonnell arrived at the reception the room was packed.
There were more than a hundred and fifty people waiting for him. As he walked
in, Governor McDonnell turned to me and asked if the lady who arranged the
flowers was in the crowd and asked if I would please take him to meet her.
While major donors waited, Governor McDonnell approached her with a smile,
introduced himself and said, "I understand you reCently lost your husband. I'm
so sofly, please tell me about him." Governor McDonnell listened intently as
she told him about her husband's life; his Naval service, career, and his love for
their family. After she finished he offered his sincere condolences and thanked
her for their service to our country. She was not a large donor. She had only
offered him a small arrangement from her garden yet it was her that he chose
to his give personal attention.

I witnessed Governor McDonnell's interactions with everyone tJrat


evening including people with substantial financial means. The event was
designed to allow him the opportunity to meet people who could offer political

support and contribute to future campaigns. The room was full of people who
could help further his career. Everyone expected him to spend most of his time
with major donors but that's not what happened. Governor McDonnell treated
the 85 year old widow and everyone in the room, including service providers,
with the same level of respect and appreciation. Governor McDonnt[ chose to
go directly to that sweet widow. His first priority wasn't what he could gain but
what he could offer her. I genuinely believe his heart is in the right pl"ce. When
he had nothing.to gain and potentially risked putting donors off-by iceeping
lhem waiting, his actions spoke volumes to me about what was important to
him. I didn't witness him gravitating to people with wealth, I saw just the
opposite.
During other times together I have witnessed the extraordinary hardship
of constant demands as governor and the limits
placed

that it
on time for
private life and time with his children. He loves his children deeply and
cherishes time with them. I've heard talks with his children about his faith and
sat next to him in church with his head in his hands as he prayed for tfrem. He
is a very loving and caring father.
I know that the decisions you face are not easy. I rcalize that he has
made mistakes and bad judgment calls. He has sufflred tremendously for
them' After spending the better part of his life in public service he will live the
rest of it knowing those mistakes changed the course of his future. They cost
him lifelong dreams. His life will never be the same.
I'm asking that you please consider the heart of my friend. I believe he is
a good man with honorable intentions. Please weigh his service to our country,
the love of his family and friends, and all the good things he has done. please
consider a lenient sentence, Judge Spencer.

I sincerely believe Governor McDonnell will continue to use his life and

experiences to serve and help others.

Thank you for your tremendous service during the trial of former Governor Bob McDonnell.
Im certain this was a difficult and draining experience and am truly grateful for the integrity
with which you carried out your responsibilities on the bench. I appreciate this opportunity to
speak on Governor McDonnells behalf.
I have known Bob McDonnell for over 20 years and not only count him as a trusted
colleague, but a close friend. When I chaired the House Courts of Justice Committee, Bob
served as my Vice-Chair and we continued to work closely together during his service as
Attorney General and Governor.
Throughout our tenure, Bob and I met weekly for a Bible study along with several other
colleagues. It was during this time that I truly got to know the depth of his character as we
shared openly and honestly about our victories and our struggles. During those discussions, Bob
welcomed advice and direction as he strove to do what he thought was right. Bob is a dedicated
public servant who loves his family, his Commonwealth and his country. Having witnessed
firsthand his sacrificial service professionally and personally over many years, it was evident that
Bobs nature was to put others before himself.
During the 2013 Legislative Session, I was faced with a critical decision ruling on the
Senates redistricting bill. Although many in the Republican Party were angered by my ruling,
Bob supported me strongly in my decision to protect the integrity of the Legislature. Having
served with eight Virginia Governors, I was always impressed by Governor McDonnells
accessibility and lack of presumption while holding that office. When his schedule allowed, Bob
would often walk the halls of the General Assembly Building and reach out to Members on their
turf rather than summoning them to the Patrick Henry Building.

The recent trial has certainly brought to light needed reforms in our campaign finance laws,
and that is good for Virginia. In light of Governor McDonnells extensive career of service and
sacrifice to our Commonwealth and to our nation, and the humility with which he served, I

My name is Andr Hutchinson; I am a senior administrator at the University of Portland, a private
university run by the Congregation of Holy Cross, the same Roman Catholic religious order that
founded the University of Notre Dame. Before moving to Oregon in 2012, I lived in Virginia Beach, VA
for the past twenty years, where I raised my family, operated my own business (employing hundreds of
people during that time), coached my children's sports teams, served on several boards of directors,
donated my time to numerous civic and philanthropic organizations, etc.
During my 20+ years as a Virginia resident and small-business owner, I have observed Bob McDonnell
advocate for Virginia business owners, for both myself (and my business) as well as for many other
small-business owners who were friends and colleagues of mine. I have watched him work tirelessly on
behalf of Virginia businesses, never failing to eventually return a call or attend a meeting (whenever
reasonably possible) even as his political career continued to advance with ever-increasing
responsibilities and demands on his time. Most significantly, I have never known Bob McDonnell to ask
for or expect anything in return for whatever advice or assistance he might have been able to lend.
I also know Bob McDonnell personally; I have been in his home, and he has been in mine, on numerous
occasions. I have witnessed firsthand that he is a faithful husband and devoted father to his children.
His well-documented track record of public service speaks for itself; throughout his entire life Bob
McDonnell has faithfully served his family, his country, his friends, and countless citizens of Virginia.
Bob McDonnell is one of the finest people I have had the privilege of knowing in my lifetime. With
regard to the important deliberation that lies before you, I implore you to please give appropriate
consideration to Bob McDonnell's lifetime record of dedicated and faithful service to his fellow man at
virtually every level (local, state, and national) of civic dutyincluding his honorable service as an
officer in the United States Armyand respectfully ask that you impose a lenient sentence.

I am writing on behalf of Governor Bob McDonnell.


I am an elected official myself and I have understandably paid close attention to the
political world.
First, I will say upfront that I believe Governor McDonnell used poor judgment in his
relationship with Johnny Williams. However, I do not believe that Governor McDonnell
gave Johnny Williams special treatment or used taxpayer funds to give Mr. Williams any
type of special advantage that he would not have given to any citizen regardless of any
financial contributions given personally or for a campaign.
I am in my second term as the Bermuda District Representative on the Chesterfield
County Board of Supervisors. In my position, I am reliant on campaign contributions. I
have many friends that help my campaign through volunteer hours or through monetary
contributions. During my second campaign, there were many what you would call
acquaintances added to that list. These were mostly people I had met through my
position on the Board of Supervisors. I believe they thought I was doing a good job and
wanted to help keep me in office. They may have had motives of receiving special
treatment but that has never been conveyed to me. Once you are outside of your circle of
friends, it is impossible to know the character and integrity of all those you engage with.
This is a challenge at the level of local government. I cannot imagine how complex of a
situation this is at the Governor level.
I make decisions for Chesterfield County based on the information that I have been
given and using my judgment to make the best decision for the citizens of Chesterfield.
Many times through the vetting process, I will have staff meet with citizens to hear an
idea or in some cases a product they are promoting that may provide a solution to an
issue. Whether that citizen has given me a campaign contribution or is a personal friend
of mine garners no influence on my decision to have staff meet with them or on the final
decision. A perfect stranger that is a citizen could call and make the same request and I
would honor the request.
In my position on the Board of Supervisors, I had many opportunities to observe
Governor McDonnell. He treated everyone the same. He went out of his way to make
any business or entrepreneur feel welcome. When I was Chair of our Board, I was
invited to the Governors annual reception for local officials. Governor McDonnell and I
are both Republican. As I looked around the room, I saw Governor McDonnell just as
warm and hospitable and engaged in conversation with all elected officials regardless of
whether they were a Democrat or a Republican.

Governor McDonnell has been a true public servant. As I mentioned earlier, he may have
used poor judgment but he is in no possible way a felon. Unfortunately, the public has
this mindset that all politicians are crooked. Yes, there may be some crooked
politicians but the majority of politicians are dedicated public servants. I can make the
statement that politicians are not perfect. In my role on the Board of Supervisors,
sometimes there are so many balls juggling in the air, that it is easy to lose track of some
of the little things. I cannot imagine how difficult it is for a Governor.
Please, Your Honor, reverse this verdict and give this Honorable man the peace he
deserves.

I appreciate your service to our country. I am writing today in favor of a lenient
sentence for former-Governor Robert McDonnell.
I served as Press Secretary in Governor McDonnell's administration from 20102011, and his Traveling Press Secretary during the campaign. While my work in
Virginia politics over the past decade made me very aware of Bob McDonnell's
accomplishments and reputation, I did not know him well personally. That changed
quickly when I started on his campaign. We traveled together on campaign events
nearly every day from August-November 2009, and then multiple times per week
during his first year as Governor.
Over the past year, and especially during the trial, a lot of people have asked me
what he is like. I have the same answer for all of them- friends and strangers alike:
Bob McDonnell is the most admirable, honest, ethical, and genuinely kind, respectful
and selfless man that I know.
It was the day-in/ day-out experiences
that he was a man of these qualities.

that I had with him that consistently

Writing statements and speeches for Bob McDonnell was a painful process- he is a
perfectionist and wanted every word to be right. He would go over a 5 sentence
statement a dozen times to make sure it conveyed the right tone, and would express
the actual intent of the action or decision. I came to appreciate his diligence. I
realized he did these things because he cared so much about Virginians and wanting
to effectively communicate with them.
Often in his speeches he would talk about his experiences as a boy scout- most
frequently about leaving his campsite better than he found it. It didn't take long to
see that whether he picked up a piece of trash, or helped create 100 jobs in a highunemployment town, he left our Commonwealth better than he found it - and to me,
that is the true mark of a good public servant.
When I made a mistake on the job, Bob McDonnell would never get angry, scold me,
or speak down to me. Rather, he would reassure me that I was doing a good job and
serving the Commonwealth well, communicating his understanding that we're

human and make mistakes. Every single day that I saw him, especially when we
were traveling, he would thank me for being there and for working so hard for
Virginia. He had lots of people working for him, and it meant the world to me to
know that he recognized my efforts. When we traveled and arrived back in
Richmond late he would always request a member of the EPU to see me to my car to
be sure I got there safely- even though I parked barely 20 yards away from the
Executive Mansion.
I have worked for many politicians over the past decade, but I can confidently say
that Bob McDonnell cared the most about the office he held and the people he
served. Sir, for those reasons, I once again ask that you give Bob McDonnell a
lenient sentence- he is a good man who served our Commonwealth and its residents
well.
