Dear Judge Spencer:
Thank you for your service. I sincerely appreciate your time and the
weight of your duty. I am reaching out to you on behalf of Bob McDonnell. I
know him well and have a great deal of respect for him. We met through
mutual friends. Over the past several years our families have spent tirne
together on numerous occasions. I appreciate the opportunity io share some of
the first hand experiences I have had to observe his charactei.
A few years ago I was asked to greet Governor McDonnell just prior to a
reception to go over details and show him to an area that he and thoie
accompanyrng him could prepare for the event. A vase of beautifully arranged
flowers were placed on a table for him, a glft from an 85 year old widow who
had recently lost her husband, a retired Navy man. She wanted the governor to
have them to enjoy in his office.
When Governor McDonnell arrived at the reception the room was packed.
There were more than a hundred and fifty people waiting for him. As he walked
in, Governor McDonnell turned to me and asked if the lady who arranged the
flowers was in the crowd and asked if I would please take him to meet her.
While major donors waited, Governor McDonnell approached her with a smile,
introduced himself and said, "I understand you reCently lost your husband. I'm
so sofly, please tell me about him." Governor McDonnell listened intently as
she told him about her husband's life; his Naval service, career, and his love for
their family. After she finished he offered his sincere condolences and thanked
her for their service to our country. She was not a large donor. She had only
offered him a small arrangement from her garden yet it was her that he chose
to his give personal attention.

could help further his career. Everyone expected him to spend most of his time
with major donors but that's not what happened. Governor McDonnell treated
the 85 year old widow and everyone in the room, including service providers,
with the same level of respect and appreciation. Governor McDonnt[ chose to
go directly to that sweet widow. His first priority wasn't what he could gain but
what he could offer her. I genuinely believe his heart is in the right pl"ce. When
he had nothing.to gain and potentially risked putting donors off-by iceeping
lhem waiting, his actions spoke volumes to me about what was important to
him. I didn't witness him gravitating to people with wealth, I saw just the
opposite.
During other times together I have witnessed the extraordinary hardship
of constant demands as governor and the limits
placed
that it
on time for
private life and time with his children. He loves his children deeply and
cherishes time with them. I've heard talks with his children about his faith and
sat next to him in church with his head in his hands as he prayed for tfrem. He
is a very loving and caring father.
I know that the decisions you face are not easy. I rcalize that he has
made mistakes and bad judgment calls. He has sufflred tremendously for
them' After spending the better part of his life in public service he will live the
rest of it knowing those mistakes changed the course of his future. They cost
him lifelong dreams. His life will never be the same.
I'm asking that you please consider the heart of my friend. I believe he is
a good man with honorable intentions. Please weigh his service to our country,
the love of his family and friends, and all the good things he has done. please
consider a lenient sentence, Judge Spencer.

The recent trial has certainly brought to light needed reforms in our campaign finance laws,
and that is good for Virginia. In light of Governor McDonnells extensive career of service and
sacrifice to our Commonwealth and to our nation, and the humility with which he served, I
respectfully request that Bobs sentencing be lenient.

Governor McDonnell has been a true public servant. As I mentioned earlier, he may have
used poor judgment but he is in no possible way a felon. Unfortunately, the public has
this mindset that all politicians are crooked. Yes, there may be some crooked
politicians but the majority of politicians are dedicated public servants. I can make the
statement that politicians are not perfect. In my role on the Board of Supervisors,
sometimes there are so many balls juggling in the air, that it is easy to lose track of some
of the little things. I cannot imagine how difficult it is for a Governor.
Please, Your Honor, reverse this verdict and give this Honorable man the peace he
deserves.

I appreciate your service to our country. I am writing today in favor of a lenient
sentence for former-Governor Robert McDonnell.
I served as Press Secretary in Governor McDonnell's administration from 20102011, and his Traveling Press Secretary during the campaign. While my work in
Virginia politics over the past decade made me very aware of Bob McDonnell's
accomplishments and reputation, I did not know him well personally. That changed
quickly when I started on his campaign. We traveled together on campaign events
nearly every day from August-November 2009, and then multiple times per week
during his first year as Governor.
Over the past year, and especially during the trial, a lot of people have asked me
what he is like. I have the same answer for all of them- friends and strangers alike:
Bob McDonnell is the most admirable, honest, ethical, and genuinely kind, respectful
and selfless man that I know.
It was the day-in/ day-out experiences
that he was a man of these qualities.

Writing statements and speeches for Bob McDonnell was a painful process- he is a
perfectionist and wanted every word to be right. He would go over a 5 sentence
statement a dozen times to make sure it conveyed the right tone, and would express
the actual intent of the action or decision. I came to appreciate his diligence. I
realized he did these things because he cared so much about Virginians and wanting
to effectively communicate with them.
Often in his speeches he would talk about his experiences as a boy scout- most
frequently about leaving his campsite better than he found it. It didn't take long to
see that whether he picked up a piece of trash, or helped create 100 jobs in a highunemployment town, he left our Commonwealth better than he found it - and to me,
that is the true mark of a good public servant.
When I made a mistake on the job, Bob McDonnell would never get angry, scold me,
or speak down to me. Rather, he would reassure me that I was doing a good job and
serving the Commonwealth well, communicating his understanding that we're
human and make mistakes. Every single day that I saw him, especially when we
were traveling, he would thank me for being there and for working so hard for
Virginia. He had lots of people working for him, and it meant the world to me to
know that he recognized my efforts. When we traveled and arrived back in
Richmond late he would always request a member of the EPU to see me to my car to
be sure I got there safely- even though I parked barely 20 yards away from the
Executive Mansion.
I have worked for many politicians over the past decade, but I can confidently say
that Bob McDonnell cared the most about the office he held and the people he
served. Sir, for those reasons, I once again ask that you give Bob McDonnell a
lenient sentence- he is a good man who served our Commonwealth and its residents
well.
