All praise is due to Allah, The most merciful, the Almighty God, for gathering us all here in the "International Nursing Conference on Health", this is a very important event and monumental for the organizing committee of this activity which is a combination of five medical colleges in makassar. On this wonderful occasion, I would like to use the first opportunity to express my infinite gratitude to those who have organized this International Seminar Nursing Activity. Especially the main support of our friendly neighbor, the Philippines. Ladies and Gentlemen, Entering the 13th year, AIPNI will continue improving the quality of nursing education in Indonesia so that are equivalent to each other according to established standards. It also continues to encourage members to implement quality culture for improvement and continuous development (Quality Improvement) in order to reach the quality of health services (Quality Cascade) as expected by the public. The creation of a culture of quality and the achievement of good quality services will improve the competitiveness of both nurses ASEAN regional level and international level. In an effort that focuses on Quality improvement, AIPNI has conducted various training activities to members either directly or indirectly, involved in the implementation of nurses professional accreditation through the Lembaga Akreditasi Mandiri-Kesehatan (LAM-PT Kes) and nurses competency test preparation through involvement in Lembaga Pengembangan Uji Kompetensi (LPUK) and obtaining a license for nurses study program for members who have not been licensed. Various activities have been mentioned above are a few keys to improve the quality of education that is managed by the members
AIPNI. To achieve optimal quality of institutions in meeting the challenges of this
moment, the necessary restructuring of higher education systems are essential in order to anticipate future needs. It would also require the ability of nurses in the educational institutions run the program in accordance with the standards of education through accreditation. Nursing Laws was approved by the House of Representatives on 25 September 2014, this is our capital base in the face of the MEA, 2015. Some of the important reasons why we need Nurisng Laws. First, the philosophycal reason. Nurses have given a great contribution in improving health. Nurses play a role in providing health services ranging from urban to remote rural corners and borders. But such devotion in fact has not been matched with the provision of legal protection, even tend to be the object of the law. Nurses also have a scientific competence, attitude rational, ethical and professional, high spirit of dedication, disciplined, creative, skillful, virtuous and able to uphold professional ethics. In addition, this Act has a purpose, a clear scope of the profession, the profession absoluteness, common interests of various parties (communities, professions, government and other stakeholders), a balanced representation, optimization of the profession, flexibility, efficiency and harmony, universal, justice , as well as equality and suitability interprofesional. Second, legitimate reasons. UUD 1945, Article 5, states that the President holds the power to make law with the approval of the House of Representatives. Also Thus Act No. 23 of 1992, Article 32, explicitly states that the implementation of treatment and care based on science or medicine or nursing, can only be carried out by health workers who have the expertise and authority to do so. Also on Article 53, states that health workers are entitled to legal protection in carrying out duties in accordance with the profession. Moreover on article 53 states that health workers in performing their duties are obliged to adhere to professional standards and respect the patient's right . Third, sociological reasons. Community needs for health services, especially nursing services is increasing. This is due to the paradigm shift in the delivery of health services, from the medical model of care focused on the diagnosis and treatment of disease, to health paradigm which more holistic view of disease and symptoms as information and not as the focus of service. Besides, people need nursing services that are accessible, quality nursing care as an integral part of health care, and obtain legal certainty to the granting and administration of nursing services. Finally, is the reason of the equality level of nurses in the eyes of the International especially ASEAN, this is why the Labor Law became urgent thing to be noticed and be legalized, the ASEAN Community 2015 requires nurses Indonesia and also 6 other professions (Professional Skills) to be more professional in order to improve the quality of human resources both individual and organizational so as to compete or equal to 10 other ASEAN countries. Making sure the nurse as one of the professional skills to be able
to compete in 2015. It is further arranged in an arrangement known jointly or commonly
known as the Mutual Recognition Arrangement (MRA) in which the objective of this term is to facilitate the mobilization of professional nurses in the 10 ASEAN countries, the exchange of information and expertise standards and professional qualifications of nurses, adopting best practice in providing professional nursing services, and the latter provides the opportunity for nurses to build capability and training of nursing.
