I am directed to enclose herewith minutes of the DDWP meeting held on
22-10-2013 at 1200 hours under the chairmanship of the Administrative Secretary of
this Department wherein, the ADP 2013-14 PC-Is namely Holding of Traditional &
Tourism festivals, Broghal, Shandur, Kalash, Food Festivals and Khanpur Festival and
Promotion of Sports Activities Phase-III were considered and approved.

After welcoming the participants the Chair asked / directed the CPO Sports &
Tourism Department to present the working paper. The CPO informed the meeting that under
the sports colander for the year 2013-14 and 2014-15 under ADP scheme titled Promotion of
Sports Activities in Khyber Pakhtunkhwa (Phase-III) reflected at S.No.657-130051(20132014) having an allocation of Rs. 15.000M whereas, the remaining amount of Rs. 25.000M
may be provided from the re-appropriation with in the total allocation of the department or
from other sectors as the case may be on need bases. The details of items with cost and
tentative dates were presented as under:

The representative of P&D Department inquired about the physical phasing of the
scheme. The meeting was informed that in order for holding the sports activities at village
development council level, union council and tehsil through divisional level the whole amount
of Rs. 40.000M on the revenue side should be provided to the scheme and if required
additional funds would be requested from the competent authority. The representative of
Finance Department shared the view point of P&D Department.
Decision: The DDWP approved the scheme at a cost of Rs. 40.000M

The Chair directed / asked the CPO to present working paper for scheme namely 633130031 - Holding of Traditional & Tourism festivals, Broghal, Shandur, Kalash, Food Festivals
and Khanpur Festival. The CPO informed the meeting that the estimated Cost of Rs. 30.00
million on the revenue side has been provided in the ADP 2013-14 with allocation of
Rs.15.000 million for 2013-14 and remaining amount of Rs.15.000 million to be provided
through re-appropriation during CFY, from with in the allocation of the Department or through
re-appropriation from other sectors as the case may be. It was further explained by the CPO
that the proposed scheme is in line with the policy of the provincial government and it aims to
create a conducive environment that in turn is expected to enhance the soft image of Khyber
Pakhtunkhwa on the one hand while making tourism as a venture for income generation by the
local communities on another. The thrust of the activities is to generate opportunities for healthy
recreation that is in consonance with the local heritage and culture. It also incorporates
promotional activities and provision for logistics for the holding of regular tourism propagating
events throughout the province thereby defeating militancy by means of this cultural offensive.

The representative of P&D Department observed that by combining the publicity
components of all the festivals, it would have reduced the cost. He was informed that the
same cannot be carried out simultaneously as all the festivals are planned at different
intervals of time. The physical phasing of the scheme was also explained by the CPO to be
CFY. The meeting was further informed that through the ADP the Tourism Corporation
Khyber Pakhtunkhwa has been receiving funds under the scheme namely Tourism
