COUNTY BEAT
WITH NICK ROGERS

As Comal County continues to grow, it is


essential the areas infrastructure keeps
pace. For Kevin Webb, Precinct 3 County
Commissioner, roads are the primary issue
facing the County this year.
But, as Webb explained, getting
roadwork completed is a long and difficult
process, sometimes frustratingly so. Besides
the Countys own role, major transportation
projects require the coordination with the
Texas Department of Transportation as well
as the Metropolitan Planning Organization
(MPO), which is a joint venture between
Comal, Guadalupe County, and the cities of
New Braunfels and Seguin.
Q: What are some of the major projects
for the County in 2015?
A: Weve got lots of projects there were
trying to push forward, including expanding
the sections of Loop 337 from River Road
to State Highway 46, and then the second
section from 46 to I-35 on the south/west
portion. Those two projects total $23 million
and were trying to get TxDOT and the MPO
to push them into an accelerated schedule, as
they are now on the books for 2018.
Right now, we have a real concern at
Kroesche Lane and FM1101. The drive-in
movie theater, which is expected to open
pretty soon, could bring in as many as 900
cars on a road that is, basically, the width of
one car. Their primary concern is if in the case
of an emergency, what happens if there are
100 cars on a road that was built for only five?
There is one part over a culvert, for example,
where the road is just too narrow. With the
road closings to accommodate the new airport
runway, the back way out of there is really not
a great route for emergencies.
This is something we will be working
on sooner than later, as Kroesche would
have needed it even without the new traffic.
Currently, were looking at a couple of projects
out there and are now surveying to see what
may be done to help out those residents.
Q: What are some of the challenges
facing the County this year?
A: We have serious facility issues that
will need to be addressed including a jail and
court/office space. I would like to finish the
details on the facility committees report and
put that plan to the public for input. Thats
going to tell us what direction to head in when
addressing the facility needs.
I will also continue to work with the
extension office to keep trying to improve
our service for the kids in 4H. There are also
the normal issues we deal with every day,

from personnel changes to inclement weather


emergencies. There is something new every
day, but I have to say that working for people to
try to get things done has been very gratifying.
Q: What would you like to achieve this year?
A: This is probably the most frustrating part
of this job because everything moves so slowly
in government. Thats fine with me in some
ways because, historically, when governments
move too fast, they usually develop terrible
ideas. Still, it is frustrating because you want to
get sensible things done for people. However,
a lot of the projects Im working on are very
large and will have a long term impact, so I
try to temper my expectations by keeping that
all in mind. For example, on a major roadway
project, there can be three or more years of
environmental, engineering and Right of Way
work before you ever see a dozer pushing dirt.
To get TxDOT on the Loop 337 projects
and doing preliminary work before the end of
the year is a major goal. I think this will be
difficult, but we already have problems and if/
when the ASA/Word (Veramindi community)
project goes forward, 337 will be a real mess.
Weve also been working with the
Chamber and their Hispanic Business Alliance
in an effort to help businesses that may not
have access to all the opportunities that larger
businesses have. We will have our first meeting
on January 21 at the West-Side Community
Center and were trying to get some business
owners in to see what their needs are and ways
we can help. We (Chamber, HBA) have already
set up a deal with People Fund, which is a nontraditional banking source that helps businesses
that may not qualify for typical loans. This will
help those businesses get funding to either start
or expand. So far, weve had a few businesses
get funding, so thats really exciting.
As for the Solms area, I tried to put
together a pedestrian/bike project for the
MPO to get some connectivity from the West
End over to the Solms area, but we really had
a late start on that, and several other projects
(like the Citys West End/Lone Star project)
were higher priorities. I will continue to seek
out ways to get the Solms area connected to
the City, as there are many people out there
who dont have transportation and Loop 337
is a major barrier. If a household only has
one vehicle and it is being used, say to take
someone to work, the rest of the household
is stuck. Were just not ready for a full-scale
transit program and while the ART buses help
some, there is an unaddressed need there. We
will be submitting a project in the next letting
period for some ped/bike projects.

taking a class called Latina Pop Culture.
I thought it would be educational and
informative about the rich Latino/a
culture, and I was eager to learn. But the
moment I entered the class, it was evident
that I, as a white girl, would have to be
on the defensive. All weve discussed is
how my Anglo culture has oppressed
Latina women and stereotyped them as
curvy and tempestuous, and how media
whitewashes them.
There are many Latina girls in
the class and they all say something
different, and the white girls seem
terrified and continue to be apologetic
for no good reason. These Latina
girls hate that theyre stereotyped as
sexy, and they and the professor keep
telling us Anglos everything were
doing wrong in portraying Latinas in
the media. Okay. I see whats wrong.
So whats right? What is the real
Latina? I would assume theyre as
different and unique individually as
anyone else, but as a collective whole,
how do they want to be portrayed? Im
getting mixed signals.
Several of the Latina girls have
denounced Shakira and Jennifer
Lopez as sellouts, claiming they
dyed their hair to look more white.
But the girls who said this all have
their hair dyed with blond streaks.
Another girl said Salma Hayek
was a sellout because shes played
stereotyped roles and is oversexualized. The girl who said this
dresses in tight clothes every day.
I dont understand. I thought those
women were icons. And furthermore,
how can they feel oppressed in a state
whose population is predominately
Hispanic? Mexicans arent going to
be a minority much longer, and I
wasnt taught to discriminate, so whos
oppressing who? And what, oh dis mo,

my life, I called the state of Wisconsin

and German people, and just as cold

area, I found I was one of the few white
people in the neighborhood, as most
of the location was full of Mexicans
and others from the Latin American

The thought is that most Mexican
people prefer the warmer climates,
and yet I can remember my old
neighborhood with Mexican people
flourishing. I pride myself in knowing
that each person has a choice to

this? Is there another deeper meaning

of Corporations
We live in a sound bite culture. Oftentimes,
this is looked upon as a bad thing, used to
imply that humanity is suffering from an everdecreasing attention span or an inability to
grasp complicated concepts. But, it seems to
me just as likely that this attempt to abbreviate
ideas is tied to our desire to be more efficient,
to get more done in less time. I even see it
as being similar to the human drive to define
experience through poetry, just one more way
that we all try to make sense of our world.
That doesnt mean that these attempts are
always successful. Over the last few days, I
have discussed several situations where an
attempt to make an idea simpler through
abbreviation simply didnt work and actually
hindered the message. The most obvious of
these was the quote ascribed to Sarah Palin
that she could see Russia from her window.
Russia is not visible from the Palin home in
Wasilla, nor did Sarah Palin suggest that it
was. What Palin had said was that Russia
was visible from places in Alaska, trying to
imply that, as Governor of Alaska, she was
well aware of the importance of Russia in
Americas foreign policy. The result was a
comedy sketch including the aforementioned
quote and substantial derision ever since. Fair
or not, the consequences are at least in part
due to the language Palin used.
A similar situation occurred when Mitt
Romney said that corporations are people.
In this case, Romney wasnt misquoted, but
he has also been scoffed at ever since. The
rallying cry of corporations arent people!
has been used in just about every left wing
cause since then. The worst part of this is that
Romneys statement isnt actually wrong, but if
he had spent just a bit more time explaining
it, it might have been better received.
Corporations are, in fact, people, and there
are some very good reasons why we give
corporations certain rights, including some
that are listed in the Bill of Rights.
Corporations are people. They are made
up of people just like you and me, and they are,
as far as the law is concerned, legal persons.
Because corporations are legal persons, they
are capable of owning property, bringing suit
and being sued, and entering into contracts.
A corporation is just a way for people to
organize together to accomplish some goal,
