Let's Make Priority Schools A Real PRIORITY

About this petition
We ask the Delaware Department of Education (DDOE), Secretary of Education Mark Murphy, and
Governor Jack Markell to reconsider their stated plans and time frame for the six priority schools
located in Wilmington. The time frame provided is insufficient for districts and the schools
communities to develop thoughtful, serious plans for improvement. Instead, the short time frame sets
these schools on a path towards closure, conversion to charter and/or privatization (as
threatened)which would result in city children losing their public schools.

The following items must be considered:

1. A comprehensive review of Christinas Stubbs and Bancroft elementary schools, conducted by the
University of Delaware and commissioned by DDOE, released a report in early December indicating
that these schools are making significant progress in a range of categories under their current
leadership. In fifteen areas, including School Leadership Decisions, Curriculum and Instruction, and
Strategies for Students Who Are at Risk, both schools received the highest possible evaluation.

2. Given such positive evaluation by a highly respected and objective organization, the removal of
principals from these schools, merely to comply with federal regulations governing turn-around plans,
seems arbitrary, capricious and harmful. Firing respected principals and/or teachers without careful
evaluation, in order to replace them with leaders unfamiliar with the students and their communities,
is a serious disservice to the professionals and children concerned. Doing this would further
destabilize high-needs schools that have already experienced significant turnover. A strong school
depends on trust among teachers, administrators, parents and students; this must be rebuilt
whenever new staff are brought in.

3. The amount of money allocated to the priority schools is not enough to reach the ambitious
improvement goals set by DDOE. The insufficient additional funding all but guarantees that these
schools will close, convert to charter and/or privatize after failing to achieve dramatic improvement
with modest resources within a short timeframe. The likely result is that city children will lose public
schools obligated to serve every child in their areain contrast to charters, which demonstrably
choose which students and families to accept and retain.

We request that the following changes be implemented in these schools:

1. Provide needs-based fundingadditional dollars to adequately meet the needs of low-income,
special education and non-English speaking students
2. Institute smaller class sizes for disadvantaged student populations
3. Offer wrap around social services in the priority schools, to address the many factors that

adversely impact educational outcomes for their students.

All of us want what is best for the children attending priority schools. The current DDOE plan is not
likely to help them and may, in fact, diminish educational opportunity for many.

Comments: This is excellent! The Delaware DOE is trying to rush this for whatever
reason. Why commission a report and not even sign off on it?

Comments: Without the full and complete support of the students and families these
plans claim to want to help they will do little more than continue current trends, regardless
of how much incentive is provided to the principal. No one goes into the education
profession for the money. Dangling large salaries are not guaranteed to draw candidates
who are in it to make a meaningful difference in the lives of public school children.

Comments: I was reluctant to sign at first, feeling as I do - selfishly - that it is too late
anyway to save the priority school my family enjoyed for many years. I already saw how
demoralized staff there had become in the final years, despite the community's constant
fight to demand parity. I'm deeply disappointed that these pleas, from the actual school
community, were never heeded in favor of this "compliance" process. While I hope
whatever happens leads to a successful future for the school that evolves in the building,
I am very aware that this has already been very destructive to the school community that
we were a part of, and I don't think anything can repair or restore that. Amazing how
years of hard community work can be undone in a few short months of tone-deaf, topdown effort which is somehow supposed to be encouraging hard community work to
support our schools.

Comments: The Priority Schools "Plan" is an inadequate strong-arm attempt to further the
corporatization of public education when and where the public has legitimately said cease
and desist to the last decade of "school reform." Reform that, over the last twenty years,
has proven to be the driver of re-segregation. Yes, "Education reform" as our governor
during his terms and his department have envisioned and enacted have served to only
further destabilize schools and the children served therein. This "plan" or "designation" is
nothing more than the final lever pull to force charterization upon the residents of
Wilmington. Absent a vote of the people, this boondoggle should not go forward. The
community should drive the plan, not the governor.

Comments: From what I have been seeing in the past few months, it seems as tho
Markell is trying to make his legacy in something. He tried to push a barely investigated
plan around teacher salary and now, even tho he told me on the phone for about 10 min
how eager he and his people are to work with both the Christina and Red Clay School
Districts on this potential "take-over" plan. From the looks of it, I feel as tho he straight up
lied to me to just appease me. When the govt spends so much time studying and
considering things before they make a law, choose a decision, etc., why is it he and his
people are in such a hurry to implement this. As someone else mentioned a few posts
ago, there has been issues brought up lately about charter schools and the Red Clay
district, so wouldn't it make sense to make sure that any decisions being made take into
consideration that argument that is out there? Just my two cents......

Comments: At the very least these youngsters deserve careful, deliberate non-rushed
planning to reorganize their schools. There also needs to be adequate resources, and
that is what has always been the missing ingredient. If you are not going to fund the
additional needed staff and technology then just go home!

Comments: As a former teacher in the Christina School District it is time the DOE
consulted TEACHERS on what they need to help students succeed as they face greater
and greater challenges with educating students who come to school with more and more
challenges that stem from outside of the school environment that has a direct impact on
their learning.

Comments: All children deserve the chance to reach their full potential. That means a
good education. Students will not benefit from the great education being offered if the
effects of poverty are not taken into account. Charters and private schools are not the
answer. They do not provide a better education they only start with better equipped
students. Level the playing field. This petition is a step in that direction.

Comments: Let's really get to the bottom of the issue! The families need support. Many of
them live in poverty and don't have an education themselves! If you want to fix the
problem, help the families! The rest will then be easier.

Comments: Our city students need all day preschool as well as all day Kindergarten. Also
some of them need a prefirst grade if they are lagging behind instead of repeating K or
first and feeling like a failure. There a lot of ways we can make changes and enrich our
students. Charter for our city schools without exceptional teachers is NOT what will
improve our schools and student success.

Comments: You can't negotiate in good faith when one side demands agreement to all
their terms before sitting down to talk. The DASL report commissioned by the DoE itself
found all three CSD schools making significant progress in closing the achievement gaps
that DoE claims to be concerned about. If DoE rejects CSDs own assessment and their
own commissioned assessment, what makes their own assessment the right way to go?
none of this makes sense from the perspective of the students, who are being used as
pawns in this back and forth embarrassment coming out of Dover.
