DEED OF AGREEMENT
FOR UNDERTAKING A COURSE OF STUDIES
SCHOLARSHIP UNDER THE FULBRIGHT/HEC/USAID PROGRAM
This agreement is made, on the ..day of .2013, between
(1) Mr. / Ms. son / daughter
of ....hereby called the student, and
(2) Higher Education Commission through the authorized officer in the HEC,
hereinafter called the HEC.
WHEREAS Mr. / Ms. has been selected by
The Fulbright Commission for the award of Scholarship for (Please
fill name of subject and school for which scholarship is being given) .

Under the scheme: Fulbright Scholarship Support Program and the scholar has agreed
to accept the same on the terms and conditions governing this scholarship award.
Now this deed witnesses as under:

This scholarship awarded for up to five years of study towards a PhD degree
subject to satisfactory academic performance reviewed semi annually by
USEFP.
The scholar shall not extend the specified period of studies without joint prior
approval of the HEC and USEFP. This will only be done under unusual
circumstances.
The scholar shall not undertake employment whether paid or otherwise without
approval of the USEFP during his/her course of studies abroad.
The scholar shall refrain from engaging himself/herself in any political,
commercial or any other activity incompatible with his/her program of studies
abroad.
The scholar shall return to Pakistan immediately after the completion of the
approved course for which he/she was sent abroad, and shall serve in
Pakistan/his parent department or at a public or private university, at a research
organization, by the Pakistan federal government or a local or provincial
government or by a duly registered NGO for a period equal to their stay in the
U.S. If there is no parent department, HEC shall help to facilitate placement in
an academic setting, but in no case will anyone be forced to take a position
he/she does not want.
The scholar shall not incur any debts during his/her stay abroad and will clear
all outstanding bills before leaving the country of study/training/research.
The scholar will be liable to forfeiture of the bond if he/she fails to return to
Pakistan and become employed at a public or private university, at a research

organization, by the Pakistan federal government or a local or provincial

government or by a duly registered NGO.
The scholar is liable to disqualification from foreign training if:

he / she violates any of the foregoing conditions, or

he / she is found to have made any misstatement therein before.

AND THE SCHOLAR FURTHER COVENANTS, that in case of breach of any of the
above terms and conditions as set forth by USEFP as well as the rules / terms and
conditions those governing scholarship award and / or his / her failure to return to and
serve in Pakistan as directed by the HEC for the specified period, the scholar shall be
bound to pay the HEC the amount specified below, plus 10 % interest per year until the
debt is paid. Interest shall begin from the start date of the students program.
IN WITNESS WHEROF, the parties aforementioned have signed this deed in token of
acceptance thereof.
