2012 World Taekwondo Hanmadang.
World Taekwondo Hanmadang is the venue of
harmonization where each participant unites through the Taekwondo
beyond gender, race and nation.
This year, World Taekwondo Hanmadang is greeting its
20th Anniversary among with the loving care and attention of
World Taekwondo family.
It has now became the festival of harmonization where one can
not only perform its talent and skill of Taekwondo but also exchange the
true value of Taekwondo.
Kukkiwon is also greeting its 40th Anniversary in this meaningful year, 2012!
Therefore, in this special year, Kukkiwon wishes to unify each
Taekwondo practitioner through Taekwondo by holding the
2012 World Taekwondo Hanmadang in the mecca of the Taekwondo,
World Taekwondo Headquarters, Kukkiwon.

* The applicant's age will be counted by opening year standards not the individual's birth date.
For instance, Junior I (-12 years) is from 7 to 12 years.
In case the contest is held in the middle of Aug, 2012, contestants born from Jan. 1st, 2000 to Dec. 31st,
2005 will be qualified.

3. Participating method
One can participate in only one event(Individual/Group).
(However, one can over-participate in Team competition)
4. Competition method
Cut-off
* After selecting 10 people or so in the preliminaries, they will advance to the finals.
* Tied contestants(teams), as a result of the preliminaries, will advance to the finals.
* The organization committee will notify the number of the finalists(final teams) by tabulating the
results of the competition according to the size of the participation and event process' situations.
Just when more than 4 people or 4 teams participate in this competition, it

can be acknowledged as official records.
When participants of the individual event are less than 4, events may be
combined.
All of contests are evaluated and awarded in domestic and international
divisions respectively.
* The domestic division consists of native contestants and teams. The international division consists
of foreign contestants and teams.
5. Contest Attire
Contest attire is restricted to the official uniform.
* However, in Taekwondo aerobic event, top can be optional but it is necessary to wear uniform
pants and belt.

* All of the breaking targets will be supplied by the Organization Committee and the same ones will be used in
both preliminaries and finals. However, Other kinds of targets will not supplied by the Organization Committee
and must be examined before the contests.
The breaking holding set produced by the Organization Committee as

designated standard and form in advance must be used in Fist power
breaking, Knife hand power breaking, Foot power breaking, High jump kick
breaking, Long jump kick breaking.
7. Awards
First Place-1 person (or 1 team), Second Place-1 person (or 1 team),
Third Place-2 people (2teams) in each event and division

9. Arbitration
Team leaders (director, coach) who are registered can request arbitration.
* Individual contestants who do not belong to any groups can request arbitration individually.
Procedure of Arbitration
1) In case there is an objection to a referee's judgment, an official delegate of the team
shall submit a protest sheet, along with the arbitration fee, to the Arbitration committee
within 10 minutes after the end of pertinent contest, so as to ensure that a decision
on the result may be announced after 30 minutes.
2) The Arbitration fee is USD $100.
3) Decision will be made by a majority.
4) In order to ascertain the facts, the members of the Arbitration committee may summon
the refereeing officials of the contest concerned and question them.
5) In case the decision of the Arbitration Committee finds fault, The decision is submitted
to committee of award and penalty.
6) The resolution made by the Board of Arbitration is final, and no further means of appeal
will be applied.

. Competition regulations
1. Fist breaking
Fist breaking technique should be followed as in the Kukkiwon textbook.
It is the straight down punch technique to break targets which are set by breaking holder
with certain height.
Contest Regulations : Place system (The more targets you break gets you a
higher place.)
Compulsory regulation
1) The contestants should apply the numbers of breaking pad as their own decisions
in standing by
2) Breaking targets must be those authorized by the Organizing Committee.
3) Contestants can put protective materials served by the contest headquarter on the
breaking targets to protect fist injuries, but never put any material around their fists.
4) The knuckles refer to the front part of forefinger and middle finger.
5) Breaking is conducted only once and must be done within 30 seconds after the
command to breaking starts.
Technique Regulations
1) Contestants are permitted to lift one foot off the ground while applying their technique.
2) Contestants are permitted to break the target with their knuckles.
3) Breaking direction is contestants choice
Penalty (Warning, Deduction, Disqualification)

1) The penalties are warning, deduction, disqualification.
One (1) warning is equal to 0.5 point deduction.
Two (2) warning is equal to 1 point deduction.
One(1)deduction penalty is equal to one (1) deduction and it is equal to one breaking
target.
2) Criteria of Warning and deduction penalties are as follows.

Purposely disturbing other contestants performance
Interfering with the judges or the staff proceedings during the competition
Exceeding the contest time(Minus 1 point per ten seconds and Minus 1 point is equal to
one breaking target)

3) Disqualification penalties will be given to the following acts.

Touching the ground with any part of body over knee height after breaking(knee on the
ground is accepted), in case of conducting again after initial breaking
Breaking with the dishonest way
Decision and Declaration of Winner

1) The winner shall be the contestant who breaks the most breaking targets in total
2) In case of tie, winner is the one who requests more number of targets.
3) After applying 2), winner is the one who weigh less.
2. Knife hand breaking

Knife hand breaking technique should follow the Kukkiwon textbook. That means
contestants conduct it with the knife hand vertically set by breaking holder. Breaking
holder height can be adjusted within appointed standards.
Contest Regulations : Scoring system(The more objects you break, the higher
you score.)
Compulsory provisions
1) The contestants should apply the numbers of breaking pad as their own decisions
in standing by
3) Contestants are allowed to put the protective materials on the breaking target to protect
from the injury. However, they are not allowed to put any protective material around
their blade of hands and wrist.
4) Knife hand breaking must be executed with the part between the side of first knuckle
of the little finger and side of the wrist.
5) Breaking is conducted only once. It is conducted within 30 seconds after "Si-Jak"
command.
Penalty(Warning, Deduction, Disqualification)

One (1) warning penalty is equal to 0.5 point.
Two (2) warning penalty is equal to 1 point.
One (1) Deduction penalty is equal to one breaking target.

3) After applying 2), winner is the one who weigh less.
3. Foot Kick Breaking (Side Kick Breaking / Back Kick Breaking)

Foot Kick breaking technique should follow the Kukkiwon textbook. It means contestants
conduct it with knife or hill of foot set by breaking holder. Breaking holder height can
be adjusted within appointed standard.
Contest Regulations : Scoring system(Breaking more targets gets more points)

1) The contestants should apply the number of breaking objects as their own decisions
in standing by
3) Breaking is conducted only once and must be done within 30 seconds after the
command of breaking starts.
4) In principle, the foot cannot be covered by bandages or any other materials.
5) Side kick breaking must be done with the sole of the foot or outer part of the foot.
6) The height of breaking materials must be higher than contestant's waist.

2) In breaking, right before the kicking foot conduction, the contestant may use a shuffle
step or less than two steps forward.

1) The penalties are warning, deduction, or disqualification.
One(1)deduction penalty is equal to one (1) deduction and that is equal to one breaking
target.
2) Warning penalties are given to the following acts.

4. All-round breaking
All- round breaking can be freely composed breaking techniques by contestants.
Method of contest : Cut off System

Contest time : 60 seconds or less
2) Breaking targets are pine boards(7 boards to 10 boards)
3) Assistants are limited to 15 members
4) No limits of breaking techniques.
5) Composition may be formed freely however, participant can not re-break the
un-broken target.

Standard of the judgement

Un-recorded scores will reflect by the basic score.
1) Accurancy
Number of the broken target: the target broken by breaking techniques
Landing: Well balanced landing after performing the breaking techniques
2) Direction
Skill : Level of difficulty during performing skills (Height and turning angle)
Performance : Well performance of the techniques while remaining in the air
Creativeness : Composition of the set well combined with new techniques

1) The declaration of a penalty is determined by the referee.
2) The penalties are warnings, deductions, and/or disqualification.
One penalty refers to -1.0

Disturbing judges and the process of staffs during the competition
Exceeding the contest time , Minus 3 points per 10 seconds from the total score.
4) Disqualification penalty will be given to the following act


1) The winner shall be the contestant who is awarded more points in total.
2) In case of tie, winner will be selected by the direction score. If tied again, the highest
and lowest point(which was excluded) will be added to select the winner.
3) If tied after applying 2) two teams will re-compete once.
4) If tied after the re-competition, and tied again after applying 2), co-champions will
be awarded.
5. Authorized Poomsae
Authorized Poomsae refers to Poomsae formulated by Kukkiwon
Method of competition : Cut-off system

Contest time : 90 seconds or less
Attire : Approved Dobok (Taekwondo uniform)

1) Group contest comprises man, women, and mixed gender. Proportion of males and
females is not specified.
* In case there is a shortage of members among the international teams, if they have more

Two (2) warning penalties are equal to one (1) Deduction penalty.
One (1) deduction penalty is equal to 1 point.

Undesirable acts
Acts interfering with judges and the staff proceedings during the competition
If contestant time overruns 0.3 points will be deducted.
Breaking through the boundary line will deduct 0.3 point.
Member less or more than authorized number will deduct 1.0 point in 1 person.

The competitors name is different from what is on the contestants' list
When the group does not perform the compulsory Poomsae, the group's gender ratio is
incorrect and the approved Dobok is not worn.

1) The winner shall be the contestant with the highest score.
2) If tied, team with the high score of direction will be selected as the winner. If direction
score is tied all score of judge will be added. If tied again two teams will re-compete.
3) When re-competing, only perform one Poomsae designated by the chief referee. The
score before the the re-competition does not effect in re-competition.

6. Creative Poomsae
Creative Poomsae is newly created Poomsae using various techniques following the
Taekwondo requirements found in th Kukkiwon textbook.
Method of competition : Cut-off system

Contest time : more than 60 seconds less than 70 seconds
Attire : Approved Dobok (Taekwondo uniform)
Number of members : Group contest - three people
Events by Gender and Age distinction
1) Group contest comprises men, women and mixed gender (men/women) and
Proportion of males and females is not specified.
* In case the numbers of contestants are not enough to participate in the pair and team events
among overseas participating teams, younger contestants will be accepted
1) Yeon Mu line : Fixed progress lines can be freely composed by contestants
2) Combination of technique : 20~24 poom(one poom is consist of 5 movements )
3) Technique regulations : Block and attack techniques among the Taekwondo techniques
can be freely used in the composition.
Designated technique movements : All contestants should include these designated
technique movements as they present Poomsae.
a. Double Side Kick : 2 times
b. Jumping Side Kick : 2 times
c. Back Kick : 2 times
d. Tornado Kick : 2 times
Original Taekwondo movement or its practical applications are only accepted.
Kicking must be chosen or practically applied from the original movements
Hand techniques must be practically applied from Poomsae.
* Techniques which are not based on the 'Taekwondo Textbook', will deduct the scores. The
'Taekwondo Techniques' refers to the techniques which organization committee recognized
when submitting the creative poomsae application.
4) Music : It can be freely composed by contestants

5) For each creative Poomsae recorded items include the name of the Poomsae, the
purpose of the Poomsae, your philosophy, the name of each movement and number
of movements. It has to be filled in on the Planning Sheet, and then must be presented
with the application form.
6) In the case that more than two groups from one team participate, the creative Poomsae
routine must be different each other.

Scoring Criteria
Un-recorded scores will be reflected by the basic points.
1) Accuracy(20) : Accuracy of basic movements, Poomsae and authorized movements.
Accuracy of movements: Accuracy of movements of Taekwondo skill
Movements of the authorized technique: Authorized movements listed on the competition
rules.
2) Direction(30): Speed, power, rhythm, performance and creativeness.

Skill(10): Control of the speed, power, balance and rhythm.
Performance(10): Accord of the team movement
Creativeness(10): Composition of Poomsae, Value of Poomsae and type of Poomsae.

1) The declaration of penalty is conducted by referee.
2) The penalties are warning, deduction, and/or disqualification.
Two (2) One (1) deduction penalty is equal to 1 point.
warning penalties are equal to one (1) Deduction penalty.

Undesirable acts
Acts interfering with the judges and the staff proceedings during the competition
If contestant time overruns 3 points will be deducted.
Breaking through the boundary line will deduct 3 point.
Member less or more than authorized number will deduct 10 point in 1 person.
Not performing the authorized movement will deduct 1point in 1 movement.

The competitors' name is different from what is on the contestant's list
In case any team imitate other team's creative poomsae itself, or wearing the incorrect
uniform.
Decision and Declararion of Winner

1) The team with highest score is the winner.
2) If tied, team with the highest score in presentation will be selected. If presentation score
is tied, all score of judge will be added.
3) If tied again after applying 2), two teams will re-compete.
4) If tied after the re-competition. 2) will be applied. If tied again, co-champions will be
awarded.

7. Taekwondo aerobics
Taekwondo aerobics refers to gymnastic performances creatively formed in harmony
with music and musical instruments by applying original Taekwondo movements.
Method of contest : Cut-off system

Contest time : More than 1 and 40 an minute less than 2 minutes
Attire : Uniform trousers and belt must be worn
Members : 7 to 9 members
1) Hand techniques must be extracted from the original Taekwondo movements.
2) Kicking techniques must be that of Taekwondo.
3) Contest program and music tapes (CD) must be submitted before the competition.
Compulsory technique performance

The contest specifications of compulsory techniques can change, but all members need
to perform compulsory techniques together.
1) Double side kick : 2 times
2) Held high roundhouse kick : 2 times
3) Spinning kick: 2 times
4) Jump Side kick : 2 times
5) Tonado Kick : 2 times
* Use of creative compositions more than 3 times
Technical regulation
1) Make-up is allowed.
2) Any items can be used in the performance, but they will not effect the scoring.

Details of the Event

1) Basic Movement
Basic Movement should be composed by applying basic movements in the Kukkiwon
Taekwondo Textbook.
2) Creative Poomsae
The Poomsae newly formed with various techniques by putting into practice the original
Taekwondo movements
The technical detail regulation about creative poomsae are followed this competition
regulation article 31. Creative regulation.
3) Self-defense technique
Defending skills (Dodging, throwing down, breaking, twisting, kicking, punching, etc) without
using weapons to protect from and dominate an opponent's or multiple opponents' sudden
attack
The details of technique regulations are applied by Article 32 Self-defense technique
regulation in this competition rules.
Either short or long sick can be chosen as a weapon.
4) Single Jump Breaking

Breaking many fixed targets with one or more various techniques using hands and feet.
ex) Scissors Kick 3 to 5 times, Front Kick 3 steps with stamping back, Jump roundhouse kick
3 steps, Jump front kick 3 steps, Jump side kick 3 steps etc.
The contestant can control the direction and place of breaking targets equipment in each
technique but the place equipped all of breaking targets cannot be strayed from the
stadium.
The contestant can decide optionally the height, distance and equipment of the breaking
targets and it is scored under these bases.
A approach run distance cannot exceed 12m.
The hand technique used in breaking cannot exceed 2 times.
The judge scored with putting the success or failure of breaking, breaking target
equipment, level of difficulty and degree of completion together.
5) Multi targets breaking

Breaking many targets moving in various directions and fixed at one time or one by one in
relays.
ex) Multi direction breaking, Single line breaking
stadium.
In multiple direction breaking, the contestant and assistant must break in various directions
with continuous movements.

The contestant must break with hand and foot but forehead breaking is not allowed.
The breaking targets are less than 15 pieces and the height is more than 1m.
6) Spinning Breaking(horizontal spinning breaking / vertical spinning breaking)

Vertical spinning breaking
Breaking the targets by foot with whole body spinning vertically by waist or chest axis
standards while staying in the air. It can be attempted while running forward or with eyes
covered.
ex) Flip kick in the air with stamping chest, flip joint feet kick , Flip kick, Flip joint feet kick
with eyes closed, Flip kick with eyes closed, Toss and flip forward kick
* The assistant towers(including facilities) cannot be set up more than three towers
Horizontal turning Kick
Breaking the targets with whole body spinning horizontally more than one by head axis
standard. It can be attempted with eyes covered or on the spot without a approach run.
ex) 540 Tonado kick with eyes covered, 540 Spinning kick with eyes covered,
540 - 720 Tonado kick, 540 Spinning kick 1-3steps

7) Originality Breaking
The contestant can break the targets with newly composed techniques any other hasn't
attempted so far or the high level technique are based on Taekwondo techniques.

8) Power breaking
The four contestants break the targets on the breaking board by using various hand
techniques(fist, hand-blade, fist-back fist, hand-blade back etc.) with down hitting and
down punch.
The served breaking targets are total 20 pieces and the four contestants break with
different hand techniques respectively.
Each contestant can compose freely breaking technique and amount and are awarded
1point per one broken target.

Common compulsory regulation

1) The technique regulations of all events in Team competition are applied by Chapter
7 Technical Regulation in this competition rules
2) All Head of Team must submit the "Team competition plan sheet" with Application. It
can not be changed as it done.
3) It must be concluded 2 female among the appointed 9 members. Domestic Only.
4) Performance CD must be submitted during the executive meeting or before the
contest.
5) Breaking targets must be those authorized by the Organization Committee.
6) Different breaking techniquesfrom defferent contestant must be displayed when are
the breaking techniqes carried out such as single jump kick, multi target, spinning,
originality.
7) Breaking is conducted only once in all breaking events

Substitute
1) In case of the team competition, only one substitute registered in advance can be
replaced
2) Substitutes are limited with only two people(One male, one female) except compulsory
number of nine people and definitely they must register as substitutes in the
application receipt.
3) Replacing with substitutes can be possible under following situations, Replacement
must be done between same sexes.
In case there are injured contestants during the competition.
After participation receipt, the contestants who are injured during the practice should submit
th diagnosis in Organization Committee.
