MUNICIPAL RESOLUTION NO. 013-2014

RECALLING/REVOKING RESOLUTION NO. 047-2013, WHICH WAS APPROVED LAST
OCTOBER 13, 2013, APPROVING THE CANCELLATION AND/OR NON-RENEWAL OF
BUSINESS PERMIT OF MERIDIEM VISTA GAMING CORPORATION AND APPREHENSION OF
ALL FORMS OF ILLEGAL GAMBLING IN THIS MUNICIPALITY OF GUINOBATAN, ALBAY.

WHEREAS,

the operation of Small Town Lottery (STL) has been an effective local
governments-based charity mechanism for Philippine Charity Sweepstakes Office
(PCSO) which had been providing livelihood for a number of our constituents. The
STL was operationalized by the national government through the PCSO to stamp
out jueteng and therefore serves as an alternative to the latter;

WHEREAS,

Municipal Resolution No. 047-2013 was enacted by this august body, approving
the cancellation and/or non-renewal of business permit of Meridiem Vista Gaming
Corporation (MVGC), among others;

WHEREAS,

recent events necessitated the recall/revocation of Municipal Resolution No. 0472013, particularly MVGCs compliance of the rules and regulations of the PCSO as
to the payment of the local governments share from the STL proceeds, as
reflected in a Certification issued by the Office of the Municipal Treasurer to that
effect, apart from the payment of the usual business license and permit fees.
Therefore, any previous violation/s made by the corporation is now deemed
rectified;

WHEREAS,

absent any complaints from the PCSO and absent further showing of any
violation/s of the PCSOs rules and regulations in the running of the same, no

more reason therefore exists to cancel/revoke any permit previously granted in

their favor and/or hamper the renewal of the same;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED,

as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in

session assembled, to Recall/Revoke as it hereby Recalls/Revokes Resolution
No. 047-2013, which was approved last October 13, 2013, Approving the
Cancellation and/or Non-Renewal of Business Permit of Meridiem Vista Gaming
Corporation and apprehension of illegal gambling in this municipality.

RESOLVED FURTHER, that a copy of this resolution be furnished the Office of the Municipal
Mayor, and such other concerned offices or agencies, for their information and
appropriate action.
APPROVED UNANIMOUSLY, on motion of the Majority Floor Leader, Honorable Councilor
Frances John M. Oxales, and duly seconded by the members present this 27 th day
of January, 2014 during their 4th Regular Session.
