MUNICIPAL RESOLUTION NO. 065-2014

ADOPTING THE PUBLIC FINANCIAL MANAGEMENT IMPROVEMENT PLAN (PFMIP) AND
LOGICAL FRAMEWORK OF THE LOCAL GOVERNMENT UNIT OF GUINOBATAN, ALBAY
BASED ON THE PUBLIC FINANCIAL MANAGEMENT REPORT FOR FISCAL YEAR 2014-2016
AS FORMULATED BY THE PUBLIC PERFORMANCE MANAGEMENT TEAM.

WHEREAS, it has been the goal of the current administration headed by His Excellency,
President Benigno S. Aquino III to spearhead efforts for improved Public Financial Management
(PFM) through transparent and accountable leadership, especially in local governments where
management and service delivery creates more impact on the lives of the constituency;
WHEREAS, the 1991 Local Government Code of 1991 sets forth the decentralization of
powers in favor of local government units, and the same Code as well as the 1987 Philippine
Constitution ensures that every political subdivision enjoy genuine and meaningful local autonomy;
WHEREAS, the Financial Management Report issued by the Public Performance
Management Team is believed to help governance reforms which will enable the Local
Government of Guinobatan to assess and improve its public financial management and logical
framework;
WHEREAS, it is gleaned by this august body that adoption of the public management
improvement plan and the logical framework will help in the sustenance of the culture of good
governance, fiscal transparency and accountable leadership;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in

session assembled, to adopt as it hereby adopts the Public Financial Management Improvement
Plan (PFMIP) and Logical Framework of the Local Government Unit of Guinobatan, Albay based
on the Public Financial Management Report for Fiscal Year 2014-2016 as formulated by the Public
Performance Management Team.
RESOLVED FURTHER, that a copy of this resolution be furnished such concerned
offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of the Sponsoring Committee Chairman,
Honorable Councilor Ricky S. Matza and duly seconded by the members present this 26 th day of
May, 2014 during their 18th Regular Session.
