Dumangas has a monsoonal climate, which is divided into two
pronounced seasons; dry season from November to April and wet during the
rest of the year, with a maximum rain period from June to October. The dry
season coincides with the northeast monsoon where the air coming from the
northeast is considerably dried up after crossing the high mountains of the
Bicol Region, Samar and Leyte, leaving little rain for the Province of Iloilo.
The southwest monsoon brings with it moist air which gives off much rain.
Mean annual temperature is 270 C, which the same with the entire Philippines
is. The hottest mean temperature is 28.30C. The average yearly rainfall is
about 1.938.7 mm.

The type of soil in the Municipality are clay loam, hydrosol and sandy
loam, however, the land is generally arable, which is suited best for agriculture.
E. Mineral Resources
Minerals such as sand and limestone (white rocks) are in abundant
supply in the Municipality. Sand exists in quite large quantity in Barangay
Balabag at the bed of the Jalaur River and limestone abounds plentifully at the
Municipalitys different hills.

The American took over the reigns of government, and they introduced the
public school system and the democratic form of government. Two political
parties were put up and the Dumanguenos figured actively in politics with Col.
Quintin Salas elected as Municipal President in 1905.
Through the progress of time, Dumangas itself, suffered some ups and
downs, but through the tireless efforts of its dedicated people, the Municipality
gradually improved.
The different Municipal Mayors undertook notable
improvements during their term of office. Each tried to contribute his share,
through progress and development.
Today, the development of the Municipality of Dumangas is clearly visible
through the good infrastructure facilities such as the newly constructed allweathered farm-to-market roads and bridges, the Dumangas Port at Sitio
Naluoyan, Barangay Sapao, the well-paved coastal road linking the Dumangas
Port and the Iloilo International Commercial Port, the constructed two storey
public market building, the concreted municipal streets, the acquisition of
municipal equipment and other facilities and the electrification program of all
barangays in the municipality which are beneficial to the people in the community
As to the Municipal priorities, given utmost importance of this
administration are the food production programs through advance farm technology
transfer of the Department of Agriculture, Economic Enterprises; Health and
Social Services, Infrastructure projects and the Environmental Management
projects/activities. The construction/improvement of Irrigation Facilities of the
NIA and the Installation/Construction of Ice Plant and Storage Facilities are
priorities, which could help farmers and fishpond owners in this municipality.
The most significant future development opportunity and direction
however, lies on the operation and completion of those projects as these are the
most needed development of the people today for progress to usher in, in order
that the over-all quality of life of Dumangas will further improve.
Vision We envision Dumangas as a gateway for trading and a premier center for
Agri-aqua, Eco-tourism, industry, and education with God-loving and empowered
citizens in a peaceful, healthy, and environment friendly community/society
through effective and dynamic governance.

V. ECONOMIC PROFILE:
A. AGRICULTURE:
Dumangas is primarily an agricultural community and a total of
11,355.50 hectares or 90.6% of the total land area is devoted to agriculture.
This comprises 7,001.55 of agricultural farmlands and 4,353.95 hectares of
fishponds.
Dumangas has palay as its major field crop. Rice production reaches up
to 110 cavans per hectare for irrigated areas and 80 cavans per hectare for areas
not covered by irrigation. Crop year 2012 production for rice had reaches 100
cavans per hectare for irrigated areas and 60 cavans per hectare for areas not
covered by irrigation.

Dumangas is a coastal town, the reason why fishing became one of the major
occupation of most people in the coastal barangay. The presence of rivers, creeks and coastal
areas enhances both inland and marine fishing.

The Municipality as a coastal area has also a vast area of fishponds. Its total land area
classified as fishpond is 4,353.9500 hectares. Thus, its inland fishing facilitates milkfish
culture and gives an annual production of 2.4 tons of bangus per hectare or a total of 10,886.28
tons.
In marine fishing several methods are used to capture fish, namely: tangkop, saluran,
pahubas/sera, tangab, pocot and paduyan.

Mission Statement;
The Department of Social Welfare and Development is committed to the provision
of comprehensive and responsive social welfare and development policies, plans, and
programs for implementation at the community level by the Local Government Units
(LGUs) other government agencies, non-government organization and peoples
organization for the:
1. Care, protection, rehabilitation and enlistment of disadvantaged individuals, families
and communities;
2. Promotion of the psycho-social functioning of these segment of the population who
are in socially disabling and dehumanizing conditions; and
3. Promotion of preventive and developmental strategies interventions and approaches
for the disadvantaged.
With regards to BHWs, BNS, Day Care Workers and the BSPOs, their
function focus mainly on Environmental Sanitation, Nutrition, Family
Planning, Control of Communicable Diseases, Curative Functions, Vital
Statistics and Community Organizations.

Out of 7,768.955 or 12.29% of the total Pre-Schoolers belong to the
malnourished group. Breaking the figure into below normal (bn), below
normal very low (bnvl), and above normal they count 8,071; 67; 81
respectively. Of these, children classified under below normal got the highest
count with equivalent percentage of 10.39%; below normal very low-86% ;
and above normal- 1.04%

projects in the Municipality of Dumangas.

4. Private Schools:
So far, there are 8 Private Schools in the Municipality of Dumangas
which offers Nursery, Kindergarten, Primary, Elementary and Secondary level
of education. These are the St. Augustine Catholic School, Dumangas Christian
School, Inc. (Burgos-Regidor), Dumangas Baptist Development Academy,
Inc., Dumangas Christian School (Tabucan), St. Louis de Montfort Academy,
St. Isidore the Farmer Church School, Dumangas Doane Fundamental
Academy and Seventh Day Adventist School.
5. Don Bosco Training Center for Boys located at P.D. Monfort South,
Dumangas, Iloilo.

The Municipality of Dumangas has 46 Day Care Centers serving 1,412 needy preschoolers children with 46 Day Care Workers who provides early childhood

X. INFRASTRUCTURE:
A. ROADS:
Good transport system and facilities are factors, which contribute in the
socio-economic development of the Municipality of Dumangas. Towns
products such as rice, fish, sugarcane, vegetables, fruit commodities, etc., are
being facilitated easily. Farmers of the far-flung barangays easily facilitiates to
bring their farm products to the market, which means another source of income
for both the people and the Municipality.
Dumangas can be reached from Iloilo City via the Iloilo-Barotac
Nuevo-Dumangas route, which is 32 kilometers, the Iloilo-Dumangas via
Balabag route that is 29 kilometers, and through the Monfort Boulevard, which
is only 23 kilometers. Via this road, Dumangas is less than 30 minutes away
from Iloilo City.
The Monfort Boulevard directly links the Port of Dumangas to the
Iloilo International Port at Loboc, Lapaz, and Iloilo City. It is also directly
linked to the different districts of Iloilo City thereby making transportation
very easy. It is currently used as a major thoroughfare for public and private
vehicles going to the central and northern parts of the Province. It acts to
decongest to a certain degree the vehicular traffic in the streets and districts of
Iloilo City.
The first stone church constructed in the island of panay structure in 1572 is
also located in barangay ermita this municipality.
VII. PUBLIC ORDER AND SAFETY:
A. Protective Services:
The Municipality has 31 police officers and men maintaining the peace and
order situation in the Municipality. This small force has to cover 45 barangays
composing an area of 12,870 hectares. The ratio of police force to the total
population is said to be one policeman to every 1,761.79 persons. Basing on the
standard ratio of one policeman to every 1,000 inhabitants (1:1000), there should be
56 police officers and men maintaining the peace and order situation in the
Municipality.
Equipments used for operation purposes are the radio transceiver, 2 units
patrol cars and 1 unit motorcycle. Supplementing the police force are the
Barangay Tanods/Police Auxiliary of which there are no less than 20 members per
barangay.

The Municipality has now a firefighting unit of its own and it has two
fire trucks that could be used to respond in case of fire. The fire protection
force has a total of 10 firemen. The present ratio of fireman to the total
population is said to be 1 fireman to every 6,255 persons. There is a need of
19 more firemen based on the standard ratio of 1 fireman to every 2,000
persons (1:2000).
At present, there are twelve (12) personnel of the Bureau of Jail
Management & Penology (BJMP) assigned to this municipality to take charge
in the management of jail.
The development needs/problems for public order and safety are
inadequate police/firefighting force, and inadequate office facilities and
equipments. There is a need for regular and upgraded training of the Disaster
and Tanod Brigades, and up-to-date Municipal Disaster Plan and Peace and
Order Plan.
VIII. ASSOCIATIONS AND COMMUNITY ORGANIZATIONS/NGOs:
There are civic, professional, social and other non-government
organizations/associations in the Municipality, which in one way or another
help the local government in the development of the Municipality as well as
its constituents.

C. PORT:
The Port of Dumangas is one of the major ports operating in the
Province of Iloilo. It is located in Sitio Nalu-oyan at Brgy. Sapao, Dumangas,
Iloilo. Roll-on Roll-Off (RORO) Vessels carrying passengers and cargoes
plying Dumangas, Iloilo Bacolod and vice versa are now operational.
It also serves as an outlet for rice, sugar, fish products, etc. for central
and eastern towns of Iloilo.
D. WHARF:
The Wharf in the Municipality of Dumangas is located at Barangay
Dacutan, 6.2 kms. away from the Poblacion area. So far, this wharf serves as a
landing area for pump boats and motor boats carrying fish, rice, salt, sugar,
woods, etc. from Negros and Guimaras Islands to Dumangas and other part of
Iloilo and vice versa.

J. MUNICIPAL SLAUGHTERHOUSE:
Dumangas is one of the biggest poultry and livestock raising
municipalities in the Province of Iloilo. A modern Slaughterhouse was
established and constructed at Barangay Balabag, this Municipality to
accommodate the bulk of poultry and livestock being slaughtered within the
municipality.
The slaughterhouse is strategically located in Barangay Balabag, which
is accessible to other poultry-and livestock-raising municipalities such as
Barotac Nuevo, Zarraga, Pototan and New Lucena.

E. POWER:
The Municipality is being supplied with electricity by the Iloilo Electric
Cooperative II (ILECO II) sub-station located at Barangay Pagdugue, Dumangas,
and Iloilo. Source of power from this sub-station is directly supplied by the
NAPOCOR with a capacity of 5 M.V.A. (Mega Volt Amperes), which adequately
supplies the area of Dumangas, Zarraga and Barotac Nuevo. 100% of the
barangays in the Municipality of Dumangas were already reached by electricity.
F. WATER:
The Municipality of Dumangas is being supplied with adequate
potable water by the Dumangas-Barotac Nuevo Water District (DBNWD) with its
main office located at P.D. Monfort North, Dumangas, Iloilo. Water sources comes
from 5 Pumping Stations located at Barangays Cali, P.D. Monfort North (Lublub),
Calao, Sulangan and Pagdugue capacity were turn down due to el nio
phenomenon. Before Cali yields 81ps, 11lps, 15lps, 25lps now its well yields only
4lps, 6lps, 8lps, 10lps and additional of Pagdugue which 7lps respectively. Based
on the capacity of these sources, there is insufficient supply of water due to higher
demand, DBNWD put up a water filtration plant to augment the need of residents
and future industries rises within the municipality and DBNWD utilized Jalaur
River for its another source of potable water and will deliver 5,000 cum/day which
is sufficient enough to the Municipality of Dumangas up to year 2021. Presently
there is a total of 2,115 concessionaries in the municipality 2,072 of which are
residential and institutional, 43 are commercial and industrial.
Out of the 45 barangays in the Municipality of Dumangas, 39 Barangays
are now being served by the DBNWD and there are still 6 barangays which are not
served by DBNWD and are now in the priority plan of the Water District for
expansion especially those areas identified for commercial and industrial purposes.
G. IRRIGATION SYSTEM:
The National Irrigation Administration (NIA) for the purpose of increasing
rice production among farmers, is maintaining irrigation system in the Municipality
of Dumangas. 5,948.95 has. of rice land in the municipality are considered as
irrigated areas. Portions of this area which cannot be reach by the irrigation system
from the NIA has tube wells tasok as their source of water for irrigation.

H. COMMUNICATION FACILITIES:
The municipality has 5 main types of communication system, namely, the
Telephone, Postal Service, VHF/UHF Radio, Print Media and Electronic Communication
(Cell phone and Internet). At present there is no telex service in the town. Dumangas is
one lucky place chosen by the PLDT for their expansion program since the operation base
is located in Barangay P.D. Monfort North in this municipality.
So far, the Municipality of Dumangas has now an access to the Internet. With the
introduction of modern technology, cellular phone is one of the modes of communication
here in Dumangas.
In the advent of 20th century, unprecedented electronic discoveries and
inventions paved the way for the installation of optic fiber replacing and electronic
devices and gadgets. Installation of three (3) major communication system (Globe, Smart,
Sun Cellular) transmitters/satellites in the center of the town made communication much
faster and easier. Such development paved the way for the rampant use of computers,
laptop, internet and skype in volumes and created an economic opportunity for small scale
business like internet cafes.
The Municipality of Dumangas has also radio communication facilities to
maintain linkages with the other municipalities in the Province of Iloilo. In addition to
this, the PNP Station of the Municipality maintains linkages with the PNP Stations in the
Province by means of a radio transceiver. The 45 Punong Barangays of this Municipality
has their own Radio handsets to facilitate speedy communications among barangay
officials.
There are two Postal Offices in Dumangas. One is situated in the Poblacion and
the other in Barangay P.D. Monfort North, considered a sub-growth center. One
postmaster manages the post office in the poblacion and two mail carriers, while the post
office in Barangay P.D. Monfort North is manage by an acting postmaster and one mail
carrier. Postal personnel population ratio is one personnel to every 12, 874 inhabitants.
Based on the national standard of one post office to every 6,000 population and one postal
personnel for every 5,000 individuals, there should be 10 post offices and 13 postal
personnel in the Municipality.

I. TRANSPORTATION:
Land transportation in the Municipality comes in the form of jeepneys,
motorized tricycles, non-motorized tricycles (trisikad), bicycles, motorcycles and
private motor vehicles. Mode of transportation used as a public vehicle are the
public utility jeepneys, L300 Vans, the motorized tricycles and the non-motorized
tricycles (trisikad) which travels according to their route of travel.
Three main route of travel in going to Dumangas:
1. Dumangas-Iloilo City via Balabag route
2. Dumangas-Iloilo City via Barotac Nuevo route
3. Dumangas-Iloilo City via Coastal Road (Monfort Boulevard)
4. Dumangas Port
The two routes, Dumangas-Iloilo City via Balabag route and DumangasIloilo City via Barotac Nuevo route are being serve by the two jeepneys owners
and drivers association namely, the Dumangas Jeepney Owners and Drivers
Association (DJODA) and the Lublub-Dumangas Jeepney Owners and Drivers
Association (LDJODA) while the Dumangas-Iloilo City via Coastal Road is
being serviced Filcab transport system which composed of FX and L300 Vans.
So far, there are three filcab associations, which are of service to the commuters
from Dumangas to Iloilo City and vice versa.
Tricycle as a means of public transport is also famous among the town
folks in the Municipality. So far, there are approximately 610 motorized tricycles
plying around the different routes in the municipality especially to the barangays
where jeepney transport is not available. Furthermore, there are motorized
tricycles plying along the route of Dumangas-Barotac Nuevo purposely to serve
the passenger in going to Barotac Nuevo.
The other famous mode of transportation in the municipality is the nonmotorized tricycles (trisikad) plying around the Poblacion area. This mode of
transportation is also common in the different barangays in the Municipality
where motorized tricycles and jeepneys are not available.
