Municipality. These data are obtained through primary survey (Municipal
Socio-Economic Survey, 2007, 2010, 2011, and 2012) and from secondary

pertinent agencies.
The SEP covers the physical, social, economic and political aspects
of the Municipality. Specifically, these include: geographical location,
physical characteristics, natural features and current demography; fiscal data;
development related general land use distribution; socio-economic base
services, utilities and infrastructures.

II. DEVELOPMENT OVERVIEW:


Dumangas is a coastal town situated at the South Eastern part of
Panay Island. It is bounded on the North by the Municipality of Barotac
Nuevo, on the South and East by the Guimaras Strait, and on the West by the
Municipalities of Pototan and Zarraga.
Basically, Dumangas is an agricultural and fishing Municipality.
Although considered a fishing town, its major product is agricultural, as most
of its areas are devoted to farming.

Dumangas has a monsoonal climate, which is divided into two
pronounced seasons; dry season from November to April and wet during the
rest of the year, with a maximum rain period from June to October. The dry
season coincides with the northeast monsoon where the air coming from the
northeast is considerably dried up after crossing the high mountains of the
Bicol Region, Samar and Leyte, leaving little rain for the Province of Iloilo.
The southwest monsoon brings with it moist air which gives off much rain.
Mean annual temperature is 270 C, which the same with the entire Philippines
is. The hottest mean temperature is 28.30C. The average yearly rainfall is
about 1.938.7 mm.

D. Soil Types
The type of soil in the Municipality are clay loam, hydrosol and sandy
loam, however, the land is generally arable, which is suited best for agriculture.
E. Mineral Resources
Minerals such as sand and limestone (white rocks) are in abundant
supply in the Municipality. Sand exists in quite large quantity in Barangay
Balabag at the bed of the Jalaur River and limestone abounds plentifully at the
Municipalitys different hills.

Tracing back hundreds of years ago, Dumangas started as a settlement or


barangay named Araut in 1212 A.D... Its early inhabitants which was believed to be
a group of Shri-Visayan Malays, brought with them their culture, adapted their form
of government, and made use of what nature had provided for them, thus, they made
clearings and tilled the soil, planted seeds such as rice, corn, mangoes, etc.. All
throughout, mangoes grew abundantly, that the name Dumangas had later been
derived which meant Duro Manggas or many mangoes. (See How Dumangas
Got Her Name).
During the Spanish era, it was believed that Dumangas was the place where
the first mass was said and the first stone church was erected in the whole Island of
Panay. From 1572 to 1777 a number of churches were continuously and repeatedly
been built and destroyed due to neglect, scavenging and fire. In 1887 on the other
hand, the last church was constructed and was finally finished in 1895. According to
the records of the Agustinian Monastery in Pastrana, Spain, this church of Gothic
Architecture, (as it still exists today) was the most artistic of its kind in the whole
Philippines at that time.
With regards to its educational system which was controlled by the Spanish
friars, the core of its teaching was on religion, thus, implanting to the very roots of
the Filipino culture, the customs and traditions of our people.
More so, Dumangas was a pueblo or town of the colony, and as such, was
headed by a gobernadorcillo, the equivalent of todays town mayor. It was his duty
to pass ordinances, collect taxes, took charge of public works, and other form of
tasks assigned by the Spanish government.
What is noted of Dumangas today is that, its inhabitants surnames begin
with the letter D. Gov. General Narciso Claveria initiated this sometime in 1849,
when he issued a decree for the Filipinos to adopt Spanish family names. Thus, it
was the order that the family names of the people of the town were to begin with the
same letter as the name of the town. This served to explain the fact why almost all
family names in Dumangas today, begin with the letter D.
As also greatly noted, Dumangas is the hometown of the yearly-celebrated
hero of the town, Col. Quintin Salas. He was distinguished to be the last Ilonggo
revolutionary leader to lay down his arms to the American forces, and his surrender
marked the restoration of peace thus, ushered another era in our history.

The American took over the reigns of government, and they introduced the
public school system and the democratic form of government. Two political
parties were put up and the Dumanguenos figured actively in politics with Col.
Quintin Salas elected as Municipal President in 1905.
Through the progress of time, Dumangas itself, suffered some ups and
downs, but through the tireless efforts of its dedicated people, the Municipality
gradually improved.
The different Municipal Mayors undertook notable
improvements during their term of office. Each tried to contribute his share,
through progress and development.
Today, the development of the Municipality of Dumangas is clearly visible
through the good infrastructure facilities such as the newly constructed allweathered farm-to-market roads and bridges, the Dumangas Port at Sitio
Naluoyan, Barangay Sapao, the well-paved coastal road linking the Dumangas
Port and the Iloilo International Commercial Port, the constructed two storey
public market building, the concreted municipal streets, the acquisition of
municipal equipment and other facilities and the electrification program of all
barangays in the municipality which are beneficial to the people in the community
As to the Municipal priorities, given utmost importance of this
administration are the food production programs through advance farm technology
transfer of the Department of Agriculture, Economic Enterprises; Health and
Social Services, Infrastructure projects and the Environmental Management
projects/activities. The construction/improvement of Irrigation Facilities of the
NIA and the Installation/Construction of Ice Plant and Storage Facilities are
priorities, which could help farmers and fishpond owners in this municipality.
The most significant future development opportunity and direction
however, lies on the operation and completion of those projects as these are the
most needed development of the people today for progress to usher in, in order
that the over-all quality of life of Dumangas will further improve.

Mission - To promote, enhance and strengthen trading activities, increase
industries and actively engage in sustainable socio-economic, political,
cultural, moral, spiritual, environmentally sound programs and services for the
upliftment of the quality of life of the Dumangasanon.

Vision We envision Dumangas as a gateway for trading and a premier center for
Agri-aqua, Eco-tourism, industry, and education with God-loving and empowered
citizens in a peaceful, healthy, and environment friendly community/society
through effective and dynamic governance.

III. PHYSICAL PROFILE:

A. Location and Land Area


Dumangas, considered as both an agricultural and fishing Municipality,
is situated at the South Eastern part of Panay Island, and lies at 122 0 4273
longitude, 100 4923 latitude. It is bounded in the North by the Municipality of
Barotac Nuevo, in the South and East by the Guimaras Strait, and in the West by
the Municipalities of Pototan and Zarraga. The Municipality contains a total
land area of 12,870 hectares. As a coastal town, the sea bound a large portion of
the land.
Its total coastline is approximately 21.6 kilometers, while
approximately 1/3 of the total land area (4,353.95 has.) is devoted to fishpond
(milkfish culture).

V. ECONOMIC PROFILE:

The topography is generally plain with a few hills namely: Matagsing


Hill at Barangays Ermita and Sulangan, Ermita Hill at Barangay Ermita,
Binaobao Hill at Barangay Sulangan and Elihan Hill at Barangay Rosario.
There are seven rivers traversing the town. These rivers are: Dumangas River,
which traverses the central portion of the Municipality; Barasan, Agdarupan,
Paloc, Talusan, Sulangan and Linao River. The Linao River contains fresh water
source while the rest are brackish. The Municipality has also several creeks and
springs.

A. AGRICULTURE:
Dumangas is primarily an agricultural community and a total of
11,355.50 hectares or 90.6% of the total land area is devoted to agriculture.
This comprises 7,001.55 of agricultural farmlands and 4,353.95 hectares of
fishponds.
Dumangas has palay as its major field crop. Rice production reaches up
to 110 cavans per hectare for irrigated areas and 80 cavans per hectare for areas
not covered by irrigation. Crop year 2012 production for rice had reaches 100
cavans per hectare for irrigated areas and 60 cavans per hectare for areas not
covered by irrigation.

B. FISHERIES:
Dumangas is a coastal town, the reason why fishing became one of the major
occupation of most people in the coastal barangay. The presence of rivers, creeks and coastal
areas enhances both inland and marine fishing.

C. COMMERCE AND INDUSTRY:
As to the Municipalitys industries, majority is considered small scale,
and most are located in the poblacion area. Of the 1,925 industrial sectors
1,500 or 77.92% are engage in transportation, 345 or 17.92% are in
manufacturing/ processing, 50 or 2.5% are in mining/quarrying and 30 or
1.5% are in cottage and home industries.
For the warehouse and storage facilities available in the municipality,
considered as one of the biggest single municipal warehouse in the Visayas
and Mindanao is the National Food Authority (NFA) Grains Complex situated
at Barangay P.D. Monfort South with a capacity of 500,000 cavans. Other
storage, smaller in capacity than NFA is the bonded warehouses with rice mill
types such as the cone type, baby cone and the kiskisan type.

With regards to the commercial situation of Dumangas, its commercial


establishments include wholesale and retail businesses. This includes sari-sari
stores, dry goods stores, drug stores, bakeries, lumber yards, fertilizer and farm
chemical dealers, rice retailers vegetable vendors, hollow blocks factories, rice
mills, gasoline dealers, etc.

The Municipality as a coastal area has also a vast area of fishponds. Its total land area
classified as fishpond is 4,353.9500 hectares. Thus, its inland fishing facilitates milkfish
culture and gives an annual production of 2.4 tons of bangus per hectare or a total of 10,886.28
tons.
In marine fishing several methods are used to capture fish, namely: tangkop, saluran,
pahubas/sera, tangab, pocot and paduyan.

The municipality has no business enterprise engaged in insurance and


real estate or organization and establishments engage in recreational or cultural
activities. More so, it possessed some beautiful scenic spots such as the old
Roman Catholic Church of Gothic Architecture, the beaches of Nalu-oyan,
Bacay, Dacutan and Lacaran, and the Hills and Caves, the most popular of
which is known as the Tinagong Dagat, however, there is no tourism agency
assigned to the place.
D. CREDIT/BANKING INSTITUTIONS:
The Municipality of Dumangas has four (4) credit institutions, to wit:
the Life Bank, CCT Microfinance, Project Dungganon and the Rural Bank of
Dumangas, Inc. which offers commercial, agricultural and industrial kinds of
loan, with long, medium and short term agreement.

E. TOURISM:
The scenic, tourist or historical spots in the Municipality are as follows:
1. Site of the First Stone Church in Panay built by the
converted Christian natives under Fr. Juan de Alva in 1572.
This historical spot is located in Barangay Ermita, this
Municipality, was declared a national shrine by the National
Historical Institute on August 28, 1989.
2. The Roman Catholic Church. This church was built during
the last years of the Spanish Rule. An imposing edifice, it
was considered the most artistic church (of Gothic
Architecture) in the country after its completion in 1895.
Unfortunately, this church was burned during the FilipinoAmerican War.
Presently, this Roman Catholic Church having been
declared a national shrine by the National Historical
Institute is being repaired/restored to its original shape with
funding from the National Government.

3. The Iglesia Filipina Independencia Church. This church was


constructed in 1918 when Tomas Buenaflor was the Mayor
of Dumangas.
4. The Jose Rizal and Col. Quintin Salas Monuments at the
Dumangas Municipal Plaza, Poblacion, Dumangas.
5. The beaches of Nalu-oyan, Lacaran and Bacay.
VI. HEALTH, NUTRITION, FAMILY PLANNING AND SOCIAL
SERVICES:
A. HEALTH
There are various medical or health institutions established in the
Municipality of Dumangas to serve the people of their health needs. These are
the Dumangas District Hospital, the Municipal Health Office, the Barangay
Health Centers and the Privately Owned clinics.
The Dumangas District Hospital, which is a 75-bed capacity, attends to
a total of 111 barangays of the Municipalities of Anilao (22), Banate (18),
Barotac Nuevo (26) and Dumangas (45). Below is the existing List with the

The Municipal Health Office on the other hand is of service to 45


Barangays in the Municipality, with 13 midwives assigned to their respective
catchments areas. The Personnel/Staff of the Municipal Health Office in the
Municipality of Dumangas numbered to a total of 18. The services includes: TT
Immunization, Maternal and Child Care which include AP Care, Deliveries, PP
Care, CDD, Leprosy Control, Control of STD, Family Planning; Care of ARI and
Nutrition; IDD, IDA, VAD, MRP, Operation-Timbang; Environmental Sanitation,
Health Education, EPI, and Eye Care. The services rendered by the MHO are
seventy percent (70%) preventive and thirty percent (30%) curative.

Mission Statement;
The Department of Social Welfare and Development is committed to the provision
of comprehensive and responsive social welfare and development policies, plans, and
programs for implementation at the community level by the Local Government Units
(LGUs) other government agencies, non-government organization and peoples
organization for the:
1. Care, protection, rehabilitation and enlistment of disadvantaged individuals, families
and communities;
2. Promotion of the psycho-social functioning of these segment of the population who
are in socially disabling and dehumanizing conditions; and
3. Promotion of preventive and developmental strategies interventions and approaches

B. Recreation:
Recreational areas/facilities in the Municipality of Dumangas are the public
plaza and the beaches of Sitio Nalu-oyan, Sapao; Bacay; and Lacaran (Ermita)
Potential areas which can be developed into a healthful and recreational
center are Ermita Hill where a panoramic view of guimaras island can be seen,
shorelines od dumangas and the present and the catholic church of gothic
architecture of the oldest church in panay island.

X. INFRASTRUCTURE:
A. ROADS:
Good transport system and facilities are factors, which contribute in the
socio-economic development of the Municipality of Dumangas. Towns
products such as rice, fish, sugarcane, vegetables, fruit commodities, etc., are
being facilitated easily. Farmers of the far-flung barangays easily facilitiates to
bring their farm products to the market, which means another source of income
for both the people and the Municipality.
Dumangas can be reached from Iloilo City via the Iloilo-Barotac
Nuevo-Dumangas route, which is 32 kilometers, the Iloilo-Dumangas via
Balabag route that is 29 kilometers, and through the Monfort Boulevard, which
is only 23 kilometers. Via this road, Dumangas is less than 30 minutes away
from Iloilo City.
The Monfort Boulevard directly links the Port of Dumangas to the
Iloilo International Port at Loboc, Lapaz, and Iloilo City. It is also directly
linked to the different districts of Iloilo City thereby making transportation
very easy. It is currently used as a major thoroughfare for public and private
vehicles going to the central and northern parts of the Province. It acts to
decongest to a certain degree the vehicular traffic in the streets and districts of
Iloilo City.

The first stone church constructed in the island of panay structure in 1572 is
also located in barangay ermita this municipality.
VII. PUBLIC ORDER AND SAFETY:
A. Protective Services:
The Municipality has 31 police officers and men maintaining the peace and
order situation in the Municipality. This small force has to cover 45 barangays
composing an area of 12,870 hectares. The ratio of police force to the total
population is said to be one policeman to every 1,761.79 persons. Basing on the
standard ratio of one policeman to every 1,000 inhabitants (1:1000), there should be
56 police officers and men maintaining the peace and order situation in the
Municipality.
Equipments used for operation purposes are the radio transceiver, 2 units
patrol cars and 1 unit motorcycle. Supplementing the police force are the
Barangay Tanods/Police Auxiliary of which there are no less than 20 members per
barangay.

The Municipality has now a firefighting unit of its own and it has two
fire trucks that could be used to respond in case of fire. The fire protection
force has a total of 10 firemen. The present ratio of fireman to the total
population is said to be 1 fireman to every 6,255 persons. There is a need of
19 more firemen based on the standard ratio of 1 fireman to every 2,000
persons (1:2000).
At present, there are twelve (12) personnel of the Bureau of Jail
Management & Penology (BJMP) assigned to this municipality to take charge
in the management of jail.
The development needs/problems for public order and safety are
inadequate police/firefighting force, and inadequate office facilities and
equipments. There is a need for regular and upgraded training of the Disaster
and Tanod Brigades, and up-to-date Municipal Disaster Plan and Peace and
Order Plan.

C. PORT:
The Port of Dumangas is one of the major ports operating in the

plying Dumangas, Iloilo Bacolod and vice versa are now operational.
It also serves as an outlet for rice, sugar, fish products, etc. for central
and eastern towns of Iloilo.
D. WHARF:
The Wharf in the Municipality of Dumangas is located at Barangay
Dacutan, 6.2 kms. away from the Poblacion area. So far, this wharf serves as a
landing area for pump boats and motor boats carrying fish, rice, salt, sugar,
woods, etc. from Negros and Guimaras Islands to Dumangas and other part of
Iloilo and vice versa.

J. MUNICIPAL SLAUGHTERHOUSE:
Dumangas is one of the biggest poultry and livestock raising
municipalities in the Province of Iloilo. A modern Slaughterhouse was
established and constructed at Barangay Balabag, this Municipality to
accommodate the bulk of poultry and livestock being slaughtered within the
municipality.
The slaughterhouse is strategically located in Barangay Balabag, which
is accessible to other poultry-and livestock-raising municipalities such as
Barotac Nuevo, Zarraga, Pototan and New Lucena.

E. POWER:
The Municipality is being supplied with electricity by the Iloilo Electric
Cooperative II (ILECO II) sub-station located at Barangay Pagdugue, Dumangas,
and Iloilo. Source of power from this sub-station is directly supplied by the
NAPOCOR with a capacity of 5 M.V.A. (Mega Volt Amperes), which adequately
supplies the area of Dumangas, Zarraga and Barotac Nuevo. 100% of the
barangays in the Municipality of Dumangas were already reached by electricity.
F. WATER:
The Municipality of Dumangas is being supplied with adequate
potable water by the Dumangas-Barotac Nuevo Water District (DBNWD) with its
main office located at P.D. Monfort North, Dumangas, Iloilo. Water sources comes
from 5 Pumping Stations located at Barangays Cali, P.D. Monfort North (Lublub),
Calao, Sulangan and Pagdugue capacity were turn down due to el nio
phenomenon. Before Cali yields 81ps, 11lps, 15lps, 25lps now its well yields only
4lps, 6lps, 8lps, 10lps and additional of Pagdugue which 7lps respectively. Based
on the capacity of these sources, there is insufficient supply of water due to higher
demand, DBNWD put up a water filtration plant to augment the need of residents
and future industries rises within the municipality and DBNWD utilized Jalaur
River for its another source of potable water and will deliver 5,000 cum/day which
is sufficient enough to the Municipality of Dumangas up to year 2021. Presently
there is a total of 2,115 concessionaries in the municipality 2,072 of which are
residential and institutional, 43 are commercial and industrial.
Out of the 45 barangays in the Municipality of Dumangas, 39 Barangays
are now being served by the DBNWD and there are still 6 barangays which are not
served by DBNWD and are now in the priority plan of the Water District for
expansion especially those areas identified for commercial and industrial purposes.
G. IRRIGATION SYSTEM:
The National Irrigation Administration (NIA) for the purpose of increasing
rice production among farmers, is maintaining irrigation system in the Municipality
of Dumangas. 5,948.95 has. of rice land in the municipality are considered as
irrigated areas. Portions of this area which cannot be reach by the irrigation system
from the NIA has tube wells tasok as their source of water for irrigation.

H. COMMUNICATION FACILITIES:
The municipality has 5 main types of communication system, namely, the
Telephone, Postal Service, VHF/UHF Radio, Print Media and Electronic Communication
(Cell phone and Internet). At present there is no telex service in the town. Dumangas is
one lucky place chosen by the PLDT for their expansion program since the operation base
is located in Barangay P.D. Monfort North in this municipality.
So far, the Municipality of Dumangas has now an access to the Internet. With the
introduction of modern technology, cellular phone is one of the modes of communication
here in Dumangas.
In the advent of 20th century, unprecedented electronic discoveries and
inventions paved the way for the installation of optic fiber replacing and electronic
devices and gadgets. Installation of three (3) major communication system (Globe, Smart,
Sun Cellular) transmitters/satellites in the center of the town made communication much
faster and easier. Such development paved the way for the rampant use of computers,
laptop, internet and skype in volumes and created an economic opportunity for small scale
business like internet cafes.
The Municipality of Dumangas has also radio communication facilities to
maintain linkages with the other municipalities in the Province of Iloilo. In addition to
this, the PNP Station of the Municipality maintains linkages with the PNP Stations in the
Province by means of a radio transceiver. The 45 Punong Barangays of this Municipality
has their own Radio handsets to facilitate speedy communications among barangay
officials.
There are two Postal Offices in Dumangas. One is situated in the Poblacion and
the other in Barangay P.D. Monfort North, considered a sub-growth center. One
postmaster manages the post office in the poblacion and two mail carriers, while the post
office in Barangay P.D. Monfort North is manage by an acting postmaster and one mail
carrier. Postal personnel population ratio is one personnel to every 12, 874 inhabitants.
Based on the national standard of one post office to every 6,000 population and one postal
personnel for every 5,000 individuals, there should be 10 post offices and 13 postal
personnel in the Municipality.

I. TRANSPORTATION:
Land transportation in the Municipality comes in the form of jeepneys,
motorized tricycles, non-motorized tricycles (trisikad), bicycles, motorcycles and
private motor vehicles. Mode of transportation used as a public vehicle are the
public utility jeepneys, L300 Vans, the motorized tricycles and the non-motorized
tricycles (trisikad) which travels according to their route of travel.
Three main route of travel in going to Dumangas:
1. Dumangas-Iloilo City via Balabag route
2. Dumangas-Iloilo City via Barotac Nuevo route
3. Dumangas-Iloilo City via Coastal Road (Monfort Boulevard)
4. Dumangas Port
The two routes, Dumangas-Iloilo City via Balabag route and DumangasIloilo City via Barotac Nuevo route are being serve by the two jeepneys owners
and drivers association namely, the Dumangas Jeepney Owners and Drivers
Association (DJODA) and the Lublub-Dumangas Jeepney Owners and Drivers
Association (LDJODA) while the Dumangas-Iloilo City via Coastal Road is
being serviced Filcab transport system which composed of FX and L300 Vans.
So far, there are three filcab associations, which are of service to the commuters
from Dumangas to Iloilo City and vice versa.
Tricycle as a means of public transport is also famous among the town
folks in the Municipality. So far, there are approximately 610 motorized tricycles
plying around the different routes in the municipality especially to the barangays
where jeepney transport is not available. Furthermore, there are motorized
tricycles plying along the route of Dumangas-Barotac Nuevo purposely to serve
the passenger in going to Barotac Nuevo.
The other famous mode of transportation in the municipality is the nonmotorized tricycles (trisikad) plying around the Poblacion area. This mode of
transportation is also common in the different barangays in the Municipality
where motorized tricycles and jeepneys are not available.

The Municipal Ice Plant was constructed beside the Municipal


Slaughterhouse at Barangay Balabag. It is funded through the Department of
Agriculture Regional Field Unit VI (DA-RFU VI) and the National Meat
Inspection Commission (NMIC). Specifically, the DA-RFU VI had intended
P1.5M for the Ice Plant building and the P5M from the NMIC for the Ice Plant
equipment.
Meat needs to reach its target market in good quality. The role of the
Municipal Ice Plant is to ensure that the slaughterhouse operation will provide
quality meat to the costumers.
At present, the Ice Plant was rented by local entrepreneur and is fully
operational or at service to those who need its product.

XI. ENVIRONMENT SECTOR:


Conservation and protection of the environment is the primary goal of the
Municipality.
Programs and projects of the municipality regarding the conservation and
protection of the environment are the following:
1. Strict implementation of the Zoning Ordinance
2. Continuous implementation of Clean and Green Program which
includes cleanliness and beautification program in all barangays in this
Municipality.
3. Construction of Flood Control dikes and River protection along Jalaur
River.

and Sapao, this Municipality.

10. Clearing of Dumangas River (Buhayin ang Ilog Dumangas)
The Municipality of Dumangas was awarded as No. 2 in the Cleanest
and Greenest Municipality for Category A last 1998 and No. 3 last 1999, 2000,
and 2011.
