Chapter 1
THE PROBLEM AND ITS BACKGROUND
Introduction
The Philippine Navy is composed of more than 20,000 sailors and
marines who are assigned to 21 Philippine Navy Major Units and 65 GHQ,
Unified Command and AFP-wide Service Support Unit (GUA) offices across
the country. Desired naval operational goals that support the AFP thrusts rely
on the proper placement of trained naval managers and operators both in the
planning offices and in the field. It is the Navys responsibility to monitor each
soldier Physical Fitness aimed to maintain a high state of morale, military
discipline and to enhance operational effectiveness of PN personnel in
garrison or in the battle field notwithstanding.
This job falls to The Naval Special Service Office (TNNSO) thats why
on 22 April 2008 - TNNSO was reorganized Pursuant to HPN Circular 08 dtd
22 April 2008. It is located at TNNSO Horado Hall, Naval Station Jose
Francisco, Fort Bonifacio, Taguig City.
It is a part of the Philippine Navy and its mission is to advise FOIC, PN
on programs for the well-being of the PN personnel, and their dependents
through sports and physical fitness aimed to maintain high state of morale,

military discipline and to enhance operational effectiveness of PN personnel
in garrison or in the battle field. One of its functions is to conduct Physical
Fitness Test (PFT) for PN personnel with regards to their promotion,
schooling, and tenure to the service.

Background of the study


After the declaration of independence, the first Philippine President
Emilio F. Aguinaldo signed a decree on June 23, 1898 forming the Bureau of
Marine or Navy under the Department of Foreign Relations, which was tasked
to consider all matters relating to the creation and organization of a Navy and
the arrangement of war expeditions. This marked the birth of the Philippine
Navy. Filipino ship owners donated their ships for the national cause and
formed a fleet though small, became crucial in the transportation of arms and
goods to different parts of the country. Naval expeditions, then, were launched
liberating most parts of Luzon and Visayas under the Spanish Rule.
Unfortunately, the existence of the revolutionary Navy was short-lived. In
December 1898, the Treaty of Paris was signed which ceded the Philippines
from the hand of Spain in exchange to that of the United States of America. At
the end of the Fil-Am War in 1901, the US Navy controlled the waters of the
country. On the eve of World War II in February 1939, a sea-going unit of the

Philippine Army called the Off-Shore Patrol (OSP) commenced a new era for
the Philippine Navy. Composed of only three (3) motor torpedo boats manned
by personnel hurriedly trained for naval operations, the unit nevertheless
managed to earn the majority of the medals and awards for their heroism
during World War II. Two years after the war on October 1947, the OSP was
renamed to Philippine Navy Patrol to become one of the major commands of
the Armed Forces of the Philippines. It was given the additional task of
assisting other government agencies in the enforcement of fishing laws,
customs and immigration regulations. Finally in January 1951, by virtue of
Executive Order No. 389, the PNP was reorganized to become the Philippine
Navy. From the time of its creation in 1898, the PN since then had fully
evolved from its first role of transporting war goods to its present
responsibilities of securing the Philippine waters from internal and external
threats, maritime law enforcement and partner of the government for national
development.
VISION
The Philippine Navys Vision is: by 2030, we shall be a strong and
credible navy that our maritime nations can be proud of.

MISSION
To organize, train, equip, maintain, develop and deploy forces for prompt and
sustained naval and maritime operations in support of the Unified Commands
in the accomplishment of the AFP mission.
Its powers and functions are as follows:
1. To organize, train, equip, maintain and operate naval forces and naval
aircrafts including naval reserve units, necessary to provide water-borne
support and assistance required by the Armed Forces of the Philippines in the
accomplishment of its mission;
2. To assist the proper governmental agencies in the enforcement of laws and
regulations pertaining to navigation, immigration, customs revenue, opium,
quarantine, fishing and neutrality in the territorial and contiguous waters of the
Philippine Archipelago;
3. To develop, in coordination with the other major services and area
commands the doctrines, procedures, and naval equipment for joint
operations, and the doctrines and procedures for amphibious operations;

Figure 1 showcases the research paradigm of this study.
The figure shows the Input Process Output. For the Input the User
needs to Input the Serial Number of Navy Personnel. The user will also
encode the new personnel profile the serial number doesnt exist in the
database. For the Process all the data that to be inputted to the system will
process the system. Compute for the total score of the three(3) category of

the physical fitness test and for the result or the output the system will
generate a test result.

Statement of the Problem


This study aimed to determine the effectiveness of computerized
Physical Fitness Test of The Naval Special Service Office.
Specifically this study found the answer the following problems:
1. What is the assessment of the respondents on the software in terms
of:

Significance of the Study
The proponent conducts this study as part of the newly organized PFT
system. The said newly organized PFT system will give security, accuracy
and prompt result of Physical Fitness. The said software also includes the
design layout and user access flexibility, prompt response to PN unit
requirements that involves decision making of the higher headquarters and
its the basis for defining system requirements and process which involves in
Physical fitness, lessen the time spent in finding a record, and eliminate the
manual process in computing and record filing of TNSSO.

The respondents, especially the TNSSO,PN, may implement this system by
improving the features to give more accurate results in maintaining a quality
system. It will help the respondent to develop a PFT system.
To the naval special service office, PN, this would help them to audit
all the transactions made by the PFT system.
To the PN Personnel, this would make a speedy transaction and
timely issuance of PFT result.
To the office personnel using the system, it will provide a more
efficient PFT system for the PN personnel thus improving the services of the
TNSSO and overall speedy and timely issuance of result. Thus would improve
decision making of the higher headquarters defining system requirements and
process which involves in Physical fitness.
To the future researcher, this would help them a basis in improving
PFT system not just in a Philippine Navy but other AFP branch of service
NGSs as well.

Scope and Limitations of the Study


This study focused on the PFT system of THE NAVY SPECIAL
SERVICE OFFICE. The PFT system is composed of software interface. That
contains the databases. It will benefit PN personnel in a fast, efficient and

reliable physical fitness result with pertain to their schooling, promotion and
other NAVY requirements that involves PFT. The database includes the
personnel information, unit assignment, date of examination and other
necessary data that requires in the PFT system.
The study is limited to the service of The Navy Special Service Office
with regards to physical fitness test. It does not cover any irrelevant
requirements in connection to the physical fitness test. The automated pft
software is intended for the use of The Navy Special Service Office.
The minimum software requirements are, Windows XP or higher 2GB
Ram and 10 MB Hard Disk Space Visual Basic .Net. Minimum hardware
requirements are 150mb free memory, with printer port or USB 2.0 capable.

Definition of Terms
Operational Terms
The following terms are defined operationally:
PFT System. A combination of computer and machine by which the
machines or the components where controlled or programmed by computer.
The input is received from its interactive components and processed through
the computer. The application is for TNSSO for its automated PFT system.

PN Personnel. Active PN personnel who needs PFT result for the
Navy requirements such as promotion, enlistment/re-enlistment, schooling
and other PN request that involves Physical Fitness Test.
Physical Fitness Test. It is a test design to measure the capability of a
soldier in terms of their physical fitness and it is intended to measure physical
strength, agility, and endurance.
Personnel Information Data. Form which the user can enter PN
personnel informational data which is needed for processing their PFT
requirements. It includes encoding their full name, address, ranks, age and
other necessary fields with regards to the PN personnel information data.
PFT data. In this form it has collection of PFT schedule, a database
generated personnel data, and pft scores, it includes push-ups, sit-ups and
distance run, when the user input distance and repetition, the system
automatically generates equivalent scores and remarks, for the average score
a button will compute for the total score, the system also automatically
monitor if the personnel has a failing remarks for each test, if the system
monitor that an individual, have one failing remarks it automatically displays
failed remarks, all entries and computed grades is saved in the database
PN Ranks, Rates, Ratings, Uniforms and Insignias All officers in the
AFP are commissioned into the service and are given ranks by the President

of the Republic of the Philippines. They hold such rank for a certain time in
grade until they are promoted to the next higher grade. Enlisted personnel
(EP) are likewise given ranks by their respective services as well as rates and
ratings depending on the level of their occupational field on a certain job
classification. For the PN, an EP is given a promotional examination
(PROMEX) before he/she can be promoted to the next higher grade.
PN Rank Classification The ranks, rates and ratings of officers and
enlisted personnel in the Philippine Navy differ in name from that of the other
branches of service of the AFP including the Philippine Marines. They are
almost a universal tradition for all navies of the world and the difference lies
only on the various uniform insignias, badges, markings and devices.
TNSSO. The Navy Special Service Office is to advise FOIC, PN on
programs for the well-being of the PN personnel, and their dependents
through sports and physical fitness aimed to maintain high state of morale,
military discipline and to enhance operational effectiveness of PN personnel in
garrison or in the battle field.
EP. Enlisted Personnel is, in most militaries, any rank below that of a
commissioned officer or warrant officer. The term can also be inclusive of noncommissioned officers. In most cases, enlisted service personnel perform jobs

specific to their own occupational specialty, as opposed to the more
generalized command responsibilities of commissioned officers.
Officer is a member of an armed force or uniformed service who holds
a position of authority
Professional. I.T. Personnel or the technical people.
User. The user of the system.

Technical Terms
The following terms are defined technically
4th Generation techniques this technique essentially covers a broad
range of software tools that allows a developer to provide a high-level
software outcome, for which the tool will automatically generate source codes,
uses 4th generation programming language that comes to be a user friendly
programming language. Most of them used are high- level computer
languages.
Archives Is a collection of historical documents or records.
Compiler - is a program that translates a source program written in
some high-level programming language into machine code for some
computer architecture.

Interfacing - The modern way of simulating or representing the actual
object to digital form displayed by the computer.
Operating System - allows the application programs or software to
run and function to the computer. Other operating system like DOS (Disk
operating System) doesnt run window based application program or software,
but a more advance operating system like windows, can run both.
System Composed of a group of program interrelated to each other and
accomplish a common task.
Visual Basic Visual basic is Programming language which is widely used
by the programmers. It is a high-level, object oriented; window based
programming language that allows creating window based programs. It also
works with a compiler.
Microsoft SQL Server - is a relational database management system
developed by Microsoft. As a database, it is a software product whose primary
function is to store and retrieve data as requested by other software
applications, be it those on the same computer or those running on another
computer across a network (including the Internet). There are at least a dozen
different editions of Microsoft SQL Server aimed at different audiences and for
different workloads (ranging from small applications that store and retrieve
