ORDER:
In the G.O. 1st read above, the organization structure of Panchayat Raj
Engineering Department was redefined, duly creating exclusive divisions/
subdivisions separately for Projects and PRI Wings restructuring the Divisions, SubDivisions and posts by categorising into 4 types and the existing PRI and PIU
divisions have been converted into PRI, PIU, PR (PRI +PIU) and QC for effective
implementation of PMGSY programme, which is grant in aid from Government of
India. The PIU Divisions and Sub-divisions are being under taking all the project
works including the PMGSY programme and to ensure that the PMGSY works and
RIDF works are executed on top priority through dedicated project implementation
units, and also to ensure that the works of ZP, MPP, Gram Panchayats and the
NREGS are properly supervised, the Department has to provide separate field staff
for the projects and PRI works with the existing and proposed additional field staff
under PMGSY. The Government have also issued orders to reallocate the
subdivisions and sections within the zone from time to time depending upon the
workload as it varies based on the sanctions.

In the letters 2nd to 4th read above, the Engineer-in-Chief, Panchayat Raj,
Hyderabad, has stated that the Government have taken up massive programme of
rural roads i.e., B.T. Renewals, Maintenance of WBM/gravel/earthern roads, B.T. Upgradation of existing roads to BT standards and at present there is a work load of
Rs.7171.60 crore under PRI and Rs.1173.58 crore only under PIU. There is a lot of
visible difference in work load among Section Officers working under PRI and PIU
Wings in the Department. The present work load for each Section Officer in PRI is
Rs.11.14 crore whereas in PIU, it is Rs.4.83 crore only. Subsequently, the funds
flow of the external aided projects and Government of India funds has been
gradually declined, due to which the staff working in Project Implementation Units
are not having sufficient work load except in two districts (Khammam and
Adilabad). As such, there is every need to have uniform work distribution among all
the Engineers and utilizing their services efficiently and achieving the targets of the
Government. In view of the above, there is need to rationalize the present set up
by continuing one PIU Division for each district and in the field, one or two PIU
AEEs/AEs exclusively for one Sub-division to execute the Project works such as
PMGSY, NABARD etc., as per the prevailing work load duly rationalizing the
jurisdiction of Sub-divisions as PR Sub-divisions and rationalizing the PRI and PIU
with the existing sanctioned posts only. Accordingly, the Engineer-in-Chief
(Panchayat Raj) has furnished proposals for rationalization of PRI and PIU Wings for
effective implementation of works programme in Panchayat Raj Engineering
Department, to achieve the targets of the Government and requested to issue
necessary orders accordingly.

Government, after careful examination of the matter and in supersession of
the orders issued in the G.O. 1st read above, to the extent of Zone-V and Zone-VI
including Head of the Department hereby order for rationalization of PRI and PIU

Wings as indicated in the Annexures to this order with immediate effect. Annexure-I
indicates the district wise Divisions and Sub Divisions and cadre strength of Section
Officers under each sector i.e., PR, V&QC and office posts. Annexure-II indicates
the jurisdiction of each division, sub-division and number of Assistant Executive
Engineers/Assistant Engineers allocated to subdivisions and number of Assistant
Executive Engineers/Assistant Engineers allocated to each Circle office and division
office. Annexure-III indicates the shifting of posts of PIU Sub-Division Madhira.
Annexure-IV indicates the Shifting of surplus Assistant Executive Engineer/Assistant
Engineer posts. Annexure-V indicates the distribution of posts of Deputy Executive
Engineers and Assistant Executive Engineers/ Assistant Engineers in the office of
Engineer-in-Chief (PR), Hyderabad.

At present two V&QC sub divisions exist in each district and located one in
district Head Quarters and another one sub division is located in outside District
Head Quarters at appropriate location. In view of the present work load it is
necessary to strengthen the Quality Control Wing. As such now one Quality Control
Division in Mahabubnagar District and Two more Quality Control sub-divisions i.e.,
one in Khammam District and another in Mahabubnagar district are reorganized by
converting regular Division/Sub-division. Further one Sub-division is proposed at
Nakirekal by shifting one post of PA to Superintending Engineer, Panchayat Raj,
Nalgonda (Deputy Executive Engineer). Keeping in view of the above, two or three
Mandals to one PR sub-division and in some cases more than three Mandals and
one Section Officer to each Mandal and one or two Special Section Officers to each
Sub-division as the case may be, with the existing cadre strength and one Deputy
Executive Engineer post and twenty Section Officers posts from certain districts are
hereby shifted to the Engineer-in-Chief office as there is a lot of work load in the
Engineering-in-Chief office.

The salaries of the Mandal Engineering Officers (MEOs) are being drawn by
the concerned Mandal Parishad Development Officers and the salaries of the Deputy
Executive Engineers/Assistant Executive Engineers/Assistant Engineers are being
drawn by the concerned Executive Engineer and the same will continue.
6.
The Director of Treasuries and Accounts, Hyderabad is requested to allow pay
bills for the posts designated in the Annexures-I to V.
7.
The Engineer-in-Chief, Panchayat Raj, Hyderabad shall take further action
accordingly.
8.
This orders issued with the concurrence of Finance Department vide their
U.O.Note.No.8024/295/A1/HRM.I/14, Dt:02.01.2015.
