With there is, we use a singular noun. With there are we use a plural noun.

( If the thing more than one we have add s after the word)
The short form of There is is Theres. There is no short form of There are.
There is a clock behind you. There are three chalks on the board.
We make a question by putting Is or Are at the beginning, before There.
