Rules and regulations governing the conduct of the volleyball championship
games
Elementary Boys and Girls
Secondary Boys and Girls
All rules and regulations of the game shall be guided by the latest rule in
Philippine Volleyball Federation (PVF) under the existing FIVB rules.
1. Three Ball System- 3 ball systems shall be used.
2. Height of the net 2.10m Elementary boys
2.05m Elementary Girls
2.43m Secondary Boys
2.24m Secondary Girls
3. Team Composition Only players, coaches, chaperons and medical doctors
are allowed to enter the court or player bench.
4. Point System- Game shall be played on a 2 out of 3 sets following the 1-25
rally point system. A team which scores 25 points with a minimum lead of two (2)
points win a set. In case of a 24-24 tie, the play is continued until a two-point lead
is achieved (26-24, 27-25, etc.) should there be a final or deciding set, the
change court shall be at score 13 and a team which scores 25 points or with a
minimum lead of two points win the set. The championship match for boys and
girls , secondary level, shall be played on a 3 out of 5 sets. Teams change court
at score 8 and the team which scores 15 points or with a minimum of two points
win the set.
5. Players must be in their complete uniform during match.
6. In the elementary the game shall be played in 3 sets for elimination and
championship round. In the secondary, elimination the game shall be played in 3
sets and 5 sets for placement and championship match.
7. Mode of selection: champion (6) and remaining six (6) based on their
performance.
8. Team should be at the playing venue at least 30 minutes before the scheduled
playing time.
9. A grace period of 15 minutes should be given after the scheduled playing time.
No showing after 15 minutes is considered default by the discretion of the
Tournament Manager.
10. All morning and afternoon games shall be played in succession which games
must be played one after the other continuous and without interruption.
11. Games affected by the heavy rain will be re-scheduled and the scores will go
back to zero after 4 hours.
12. Playing Venue: Preliminary Games and Championship Round

13. Competition System: the competition shall adopt the double elimination
system in all levels. The team in the winners side shall bitten twice by the 1st
runner up.
14. Protocol: The Asian Volleyball Confederation (AVC) protocol shall be
adopted during the preliminary games and the World Grand Prix protocol during
the championship Match.
15. Attire: The officials on the bench must wear polo shirt or t-shirt with collar ,
leather or rubber shoes with socks. Team officials who are in short pants and or
in slippers will not be allowed to sit on the players bench.
The playing uniform must be in conformity with the FIVB general
regulations. The players number (1-18) registered on the 0-2 bis form must be
the same number on the uniform.
16. Officiating Officials in Volleyball: required to wear referees uniform ( White
Rubber shoes, white belt, Slacks Pant blue, Whistle Fox 40 and Red polo shirt
with collar)

NEW CHANGES OF RULES
EFFECTIVE JANUARY 2012
Purpose of the changes in the Rules:
1. To make the game faster, quicker, exciting, and the action more
explosive.
2. To make the rally longer, attractive which leads to a spectacularity of
the game.
Rule 9.1.2 Simultaneous Contact
* Meaning when two or three players touch the ball at the same moment.
* When two or three teammates touch the ball simultaneously, two or three
hits are counted with the exception of block. If they reach for the ball, but only
one of them touches it, one hit is counted. A collision of players does not
constitute a fault.
* When two opponent touch the ball simultaneously over the net and the ball
remains in play the receiving team is entitled to another 3 hits. If such the ball
goes out it is the fault of the team on the opposite side.
* If simultaneously hit by two opponent over the net lead to extended contact
with the ball play continuous.
* When two opponents touch the ball simultaneously over the net and the
ball roll on to the net and hit the antenna, it is a replay.
Rule 9.2 Characteristics of a Hit
* The ball may touch any part of the body.
* The ball must not be caught and/or thrown; it can rebound in any direction.
* The ball may touch various part of the body, provided that the contacts
take place simultaneously.
* At the first hit of the team, the ball may contact various part of the body
consecutively provided that the contacts occur during one action.
Rule 11.2 Penetrations under the Net
*
It is permitted to penetrate into the opponents space under the net,
provided that this does not interfere with the opponents play.
* To touch the opponents court with a foot (feet) is permitted provided that
some part of the penetrating foot (feet) remains in contact with or directed above
the center line.
* To touch the opponents court with any part of the body above the feet is
permitted provided that it does not interfere with the opponents play.
Rule 11.3 Contacts with Net
*
Players may touch the post, ropes or any other object outside the
antennae, including the net itself, provided that it does not interfere with the
play.
Rule 11.4 Players fault at the Net
* Players foot (feet) penetrates completely into the opponents court.
* A player interferes with the opponents play by; (amongst others)
a) Touching the top band of the net or the top 80 cm of the antenna
during his/her action of playing the ball.
b) Taking support from the net simultaneously with playing the ball.

c) Creating an advantage over the opponent


d) Making actions which hinder all opponents legitimate attempt to play
the ball.
* Characteristics of the attack hit
- a back row player may also complete an attack hit from the front zone, if at
the moment of the contact part of the ball is lower than the top of the net.
Rule 15.7 Exceptional Substitution
* A player (except the libero) who cannot continue playing due to injury or
illness should be substituted legally. If this is not possible the team, is entitled to
make an Exceptional Substitution, beyond the limit of Rule 15.6 which is the
limitation of substitution.
* An Exceptional Substitution means that any player who is not on the
court at the time of the injury, except the libero or his/her replacement player may
be substituted into the game for the injured player. The substituted injured player
is not allowed to re-enter the match.
* An Exceptional Substitution cannot be counted in any case as a regular
substitution.
Rule 15.10 Substitution Procedures (Quick Substitution)
* Substitution must be carried out in the substitution zone.
* Substitution shall only last the time needed for recording the substitution on
the score sheet, and allowing entry and exit of players.
* The actual request for substitution is the entrance of the substitute player
in the substitution zone, ready to play during regular interruption.
* Substitution Paddle is use to facilitate the substitution.
