MUNICIPAL RESOLUTION NO. 038-2014

RESPECTFULLY REQUESTING THE HONORABLE CONGRESSMAN FERNANDO V.
GONZALEZ OF THE 3RD DISTRICT OF ALBAY TO HELP THE MUNICIPAL GOVERNMENT OF
GUINOBATAN IN SOURCING OUT FUNDS TO FINANCE THE PROPOSED EXPANSION OF ITS
WATER SYSTEM BY PROVIDING WATER SERVICES IN THE BARANGAYS OF
MULADBUCAD PEQUEO, TANDARORA, INASCAN, BANAO, UPPER & LOWER
BINOGSACAN AND MORERA, ALL OF THIS MUNICIPALITY, IN THE AMOUNT OF TWENTY
FIVE MILLION PESOS (PHP 25,000,000.00).

WHEREAS,
every local government unit shall exercise the powers expressly granted,
those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its
efficient and effective governance, and more importantly, those which are essential to the
promotion of the general welfare. They are also mandated to ensure and support, among other
things, the promotion of health and safety within their territorial jurisdiction;
WHEREAS,
water is one of the basic commodities of every individual as the same is
being used primarily for sanitary and health purposes, aside from the fact that without which, life on
earth would not be possible. There arises, therefore, the need for the provision of a clean, potable,
safe and continuous supply of water in every household to ensure that every member of the family
is living as healthy individuals;
WHEREAS,
to date, the Barangays of Muladbucad Pequeo, Tandarora, Inascan,
Banao, Upper & Lower Binogsacan and Morera, being resided in by a considerably large
number of constituents, are not covered/ not being reached by the water system being managed by
the Guinobatan Water System Office (GWSO). Due to this, the residents therein are compelled to
provide for their own water sources believed not to be potable and filtered, hence, there arises the
probability of the growth of waterborne diseases among the residents;

WHEREAS,
with the great importance of the provision of sustainable water supply in
every community, this august body, as much as it is willing to expand/provide for the same, does
not possess the necessary source and is thereby now obligated to seek the most indispensable
assistance, in the sourcing out of funds, of the Honorable Congressman whom we believe to
possess both the authority to realize the same and the concern for our constituents;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to request as it hereby requests the Honorable Congressman Fernando V.
Gonzalez of the 3rd District of Albay to Help the Municipal Government of Guinobatan in Sourcing
Out Funds to Finance the Proposed Expansion of Its Water System By Providing Water Services in
the Barangays of Muladbucad Pequeo, Tandarora, Inascan, Banao, Upper & Lower
Binogsacan and Morera, all of this municipality, in the Amount of Twenty Five Million Pesos (Php
25,000,000.00).
RESOLVED FURTHER, that a copy of this resolution be furnished the Office of the
Honorable Congressman of the 3 rd District of Albay, and such other concerned offices/agencies, for
their information and appropriate action.
APPROVED UNANIMOUSLY on motion of the Honorable Councilor Frances John M.
Oxales, and duly seconded by the members present this 12 th day of March, 2014 during their 5 th
Special Session.
