MUNICIPAL RESOLUTION NO. 086-2014

GRANTING AUTHORITY TO THE HON. MAYOR ANN Y. ONGJOCO OF GUINOBATAN, ALBAY
TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE LAND BANK OF THE
PHILIPPINES -LIGAO BRANCH THROUGH ITS MANAGER, FOR THE IMPLEMENTATION OF A
LIVELIHOOD LOAN FACILITY FOR ITS EMPLOYEES.

WHEREAS,
the LandBank of the Philippines, Ligao Branch, a government financial
institution established and operating in Ligao City, as per request of this local government, agreed
to extend its Livelihood Loan Facility to qualified employees of the Local Government of
Guinobatan, subject to such terms and conditions as may be agreed upon/embodied in the
Memorandum of Agreement (Annex A) executed for this purpose;
WHEREAS,
after due perusal of the terms and conditions of said Livelihood Loan
Facility, as embodied in the draft of the Memorandum of Agreement and other documents
submitted to the office by the bank, this august body is of the view that approval of the same is
expected to be beneficial to the employees;
WHEREAS,
this august body also deems that the approval of the same would be
necessary and practical as it would provide the much needed assistance in times of great financial
needs and unforeseen emergencies/exigencies being experienced/undergone by LGU employees;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to grant as it hereby grants authority to the Hon. Mayor Ann Y. Ongjoco of
Guinobatan, Albay to Enter into a Memorandum of Agreement with the Land Bank of the
Philippines -Ligao Branch through its Manager, for the Implementation of a Livelihood Loan Facility
for its Employees.
RESOLVED FURTHER, that a copy of this resolution be furnished such concerned offices
or agencies, for their information and appropriate action.

RESOLVED LASTLY, that this authority, however, shall still be subject to specific
guidelines on the minimum take home pay of the employees and compliance thereto shall be the
responsibility of the Office of the Municipal Treasurer.
APPROVED UNANIMOUSLY on motion of Honorable Councilor Frances John M. Oxales,
and duly seconded by the members present this 7 th day of July, 2014 during their 24 th Regular
Session.
