MUNICIPAL RESOLUTION NO. 087-2014

GRANTING AUTHORITY TO HONORABLE ANN Y. ONGJOCO, MUNICIPAL MAYOR OF
GUINOBATAN, ALBAY TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH BICOL
UNIVERSITY, WITH OFFICE ADDRESS AT RIZAL ST., LEGAZPI, CITY, REPRESENTED BY ITS
PRESIDENT, DR. FAY LEA PATRIA M. LAURAYA, TO PROVIDE AND FACILITATE THE ENTRY
OF THE LGU GRANTEES FOR ITS EDUCATIONAL INCENTIVE PROGRAM.

WHEREAS,
Municipal Ordinance No. 06-2014, entitled: Establishing an Incentives
Program for Poor Students of Guinobatan to be known as the LGU Guinobatan Educational
Incentives Program (LGU-GEIP), duly passed and approved by this local government, aims to
create an Incentives Program for poor students residing within the municipality who are enrolled or
intend to enroll in schools within the province;
WHEREAS,
for the effective, efficient and competent implementation of said program,
there is a need to coordinate with the schools within the province, particularly in the indispensable
task of providing and facilitating the entry of LGU grantees of said program;
WHEREAS,
Bicol University is the premiere state university in the province, and even
the region for that matter, and is being attended to by a number of students coming from the
province and the Municipality of Guinobatan, as such, is deemed by this august body to be the
most probable school to be enrolled in by student-beneficiaries of said program;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to grant as it hereby grants authority to Hon. Ann Y. Ongjoco, Municipal
Mayor of Guinobatan, Albay, to enter into a Memorandum of Agreement with Bicol University, with
office address at Rizal St., Legazpi City, represented by its President, Dr. Fay Lea Patria M.
Lauraya, to provide and facilitate the entry of the LGU Grantees for its Educational Incentive
Program.

RESOLVED FURTHER, that the provisions of the Memorandum of Agreement referred to

above are made an integral part of this resolution and a copy of which is hereto attached and
marked as Annex A.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished such concerned
offices or agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY on motion of Honorable Councilor Ricky S. Matza, and duly
seconded by the members present this 7 th day of July, 2014 during their 24th Regular Session.
