MUNICIPAL RESOLUTION NO. 095-2014

REQUESTING THE HON. JOEY SARTE SALCEDA, GOVERNOR OF ALBAY, IN HIS CAPACITY
AS CHAIRMAN OF THE REGIONAL DEVELOPMENT COUNCIL, REGION V, TO ALLOCATE
FUNDS AND INCLUDE IN ITS PRIORITY PROJECTS, THE CONSTRUCTION OF CABAGSAY
BRIDGE CONNECTING BGY. CABALOAON, GUINOBATAN, ALBAY AND BGY. TIBABO,
PIODURAN, ALBAY.

WHEREAS,
every local government, pursuant to the Local Government Code of 1991,
has for its mandate the provision of basic services and facilities for the benefit of their constituents,
such as that of the construction of necessary infrastructure facilities;
WHEREAS,
preliminary talks had been conducted for inclusion in the priority projects
of the Province of Albay, that of the construction of the Cabagsay Bridge connecting Barangay
Cabaloaon of the Municipality of Guinobatan and Barangay Tibabo of Pioduran, Albay;
WHEREAS,
when realized, this Municipality, the City of Legazpi, as well as the
municipalities of Sto. Domingo, Daraga and Camalig, will be provided with convenient access to
the Port of Pioduran and ultimately to the Visayas Islands. Moreover, this Municipality will serve as
gateway, with respect to Pioduran and Ligao City, to the International Airport under the
GUICADALE Development Project. Consequently, more entrepreneurs will see the value of puttingup businesses in the municipality, which will eventually provide more job opportunities, among
others, particularly to our constituents in the upland area. Simply, the socio-economic thrust of this
Municipalitys upland area is projected to increase;
WHEREAS,
the benefits that can be derived from the (on-going) construction of the
farm-to-market roads under the Kalahi CIDSS project (Batbat-Cabaloaon of Guinobatan and Brgy.

Tibabo of Pioduran), will be better escalated and maximized if a linkage between the two would be
provided;
WHEREAS,
this Municipality has more to gain than lose as no equity is expected from
our part, but merely an endorsement for its realization to the Regional Development Council;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to request as it hereby requests the Hon. Joey Sarte Salceda, Governor of
Albay, in his capacity as Chairman of the Regional Development Council, Region V, to allocate
funds and include in its priority projects, the construction of Cabagsay Bridge connecting Bgy.
Cabaloaon, Guinobatan, Albay and Bgy. Tibabo, Pioduran, Albay.
RESOLVED FURTHER, that a copy of this resolution be furnished the, the Hon. Joey
Sarte Salceda, RDC Chairman, Hon. Mayor Ann Y. Ongjoco, Hon. Mayor Henry Callope, the
Municipal Planning and Development Officers of Guinobatan and Pioduran, and the Provincial
Planning and Development Officer of Albay, and such other concerned offices or agencies, for their
information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Frances John M. Oxales
and duly seconded by the members present this 20 th day of August, 2014 during their 11 th Special
Session.
