MUNICIPAL RESOLUTION NO. 098-2014

GRANTING AUTHORITY TO HONORABLE ANN Y. ONGJOCO, MUNICIPAL MAYOR OF
GUINOBATAN, ALBAY TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE
NATIONAL MEAT INSPECTION SERVICE (NMIS) FOR THE IMPLEMENTATION OF THE MEAT
ESTABLISHMENT IMPROVEMENT PROGRAM AND ALLOCATING THE COUNTERPART
FUNDS THEREOF.

WHEREAS,
the Meat Establishment Improvement Program implemented by the
National Meat Inspection Service (NMIS) provides assistance to LGUs to rehabilitate and/or
complete its existing slaughterhouse and poultry dressing plants to comply with Class AA
requirements under the NMIS accreditation system;
WHEREAS,
there is a need to rehabilitate and improve the existing
abattoir/slaughterhouse in the municipality and make its operation and maintenance viable in
compliance with national standard design, construction and installation of equipment;
WHEREAS,
this local government endeavours to improve its existing meat facility to
comply with the above-cited standards and thus hopes to seize this opportunity provided by the
national government which shall allocate funds as incentive equivalent to the funds available from
this local government for the purpose;
WHEREAS,
this august body consents the Honorable Mayor to bind the local
government and for this purpose, enter into a Memorandum of Agreement with the NMIS, with the
hope that eventually, our meat facility will be developed and the quality of our meat products
improved;

WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to grant as it hereby grants authority to Honorable Ann Y. Ongjoco,
Municipal Mayor of Guinobatan, Albay to enter into a Memorandum of Agreement with the National
Meat Inspection Service (NMIS) for the implementation of the Meat Establishment Improvement
Program and allocating the counterpart funds thereof.
RESOLVED FURTHER, that the provisions of the Memorandum of Agreement are made
an integral part of this resolution and a copy of which is hereto attached as Annex A;
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Hon. Mayor
Ann Y. Ongjoco, the National Meat Inspection Service, and such other concerned offices or
agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Frances John M. Oxales
and duly seconded by the members present this 1 st day of September, 2014 during their 31 st
Regular Session.
