MUNICIPAL RESOLUTION NO. 102-2014

REQUESTING THE BICOL UNIVERSITY THRU ITS PRESIDENT, DR. LEA PATRIA LAURAYA,
TO ALLOW THE MUNICIPALITY OF GUINOBATAN TO USE A TOTAL OF 21,000 SQUARE
METER OF LAND WITHIN THE BICOL UNIVERSITY COLLEGE OF AGRICULTURE AND
FORESTRY FOR THE CONSTRUCTION OF HOSPITAL AND SLAUGHTERHOUSE AND
HEREBY GRANTING AUTHORITY TO THE HONORABLE MAYOR TO ENTER INTO A
MEMORANDUM OF AGREEMENT WITH THE BICOL UNIVERSITY FOR THIS PURPOSE.

WHEREAS,
the Municipal Government of Guinobatan has been continually
opting/proposing the establishment of a hospital or wellness center within the municipality aimed to
provide patient treatment and is intended to carry out health care services which shall cater
patients/residents not just from this municipality but also those coming from neighbouring
municipalities;
WHEREAS,
this municipal government also opts to establish a new slaughterhouse
compliant with national standard design, construction and installation of equipment;
WHEREAS,
after due consideration thereof, it has been determined that the area
within the Bicol University College of Agriculture and Forestry, consisting of 21,000 square meters,
is a site/location most suitable for the intended purposes;
WHEREAS,
the Municipal Government of Guinobatan has full-heartedly decided to
realize the above-mentioned projects, and thus shall conduct acts incidental to its realization such
as, but not limited to, the granting of the necessary authority to the local chief executive to fully and
effectively execute the projects;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay

in session assembled, to request as it hereby requests the Bicol University thru its President, Dr.
Lea Patria Lauraya, to allow the municipality of Guinobatan to use a total of 21,000 square meter of
land within the Bicol University College of Agriculture and Forestry for the construction of Hospital
and Slaughterhouse and hereby Granting Authority to the Honorable Mayor to enter into a
Memorandum of Agreement with the Bicol University for this purpose.
RESOLVED FURTHER, that a copy of this resolution be furnished the Hon. Mayor Ann Y.
Ongjoco, the President of Bicol University, Dr. Fay Lea Patria M. Lauraya, and such other
concerned offices or agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Frances John M. Oxales
and duly seconded by the members present this 15 th day of September, 2014 during their 33 rd
Regular Session.
