Absent:
WHEREAS,
Grass Roots Participatory Budgeting (GPB), formerly called Bottom-up
Budgeting, is an approach to preparing the budget proposal of agencies, taking into consideration
the development needs of cities/municipalities as identified in their respective local poverty
reduction action plans that shall be formulated with strong participation of basic sector
organizations and other civil society organizations;
WHEREAS,
for the competent and efficient implementation of the Grass Roots
Participatory Budgeting Process (GPBP) and the projects included therein for execution within the
municipality, opening of a current bank account is necessary and indispensable;
WHEREAS,
upon due consideration, it was agreed upon to open up the necessary
current bank account with the Development Bank of the Philippines with account name GPBPLGU Guinobatan Project Fund;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to authorize as it hereby authorizes the Local Chief Executive and the
Treasurer of the Local Government of Guinobatan to open a DBP Current Account for the
Grassroots Participatory Budgeting Process (GPBP), formerly the Bottom-Up Budgeting (BUB)
Program, with account name of GPBP-LGU Guinobatan Project Fund.

RESOLVED FURTHER, that a copy of this resolution be furnished the Office of the Local
Chief Executive, and such other concerned offices or agencies, for their information and
appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Ricky S. Matza and duly
seconded by the members present this 13 th day of October, 2014 during their 37 th Regular Session.
