4130 precinct caucus will elect 51,700 delegates plus the same number of alternates to 124 local party
conventions. The caucuses may forward as many resolutions as they see fit.
124 local party conventions will elect 1,200 delegates plus the same number of alternates to the state
conventions. The local party may forward 3,238 resolutions to the state platform and resolutions
commission.

Who attends caucuses?
The Candidate-Oriented Attendee
Primary goal - Furthering the interests of their favorite candidate by maximizing the
number of delegates elected to local convention.
Other goals - Hindering the interests of opposing candidate by minimizing the number of
delegates elected to local convention.
Final goal - Minimizing time spent on anything else in order to get home by 9 p.m.

The Issue-Oriented Attendee


Primary goal - Making their issue a part of the party platform.
Other goals - Convincing all others of the merit of their issue with brilliant rhetoric.
Final goal - Minimizing time spent on anything else in order to get home by 9 p.m.

The Party-Oriented Attendee


Primary goal - Becoming a delegate to their local party convention.
Other goals - Socializing with their good good friends who they haven’t seen since last
caucus.

Caucus Roles
Officials
Convenor
Appointed by Local Party. Responsible for everything up to and including the election of
Precinct Chair. The convenor shall:
• Call the caucus to order at 7:00 p.m.
• Introduce the attendees to the business of the caucus.
• Hold the election of a caucus chair to conduct the remainder of the caucus.
Caucus Chair
Elected by Caucus. Responsible for everything after election until adjournment.
Teller(s)
Recruited by Convenor. Collects and tallies preference ballots. Announces result to
caucus. The teller should not be publicly supporting any candidate on preference ballot.
May also be needed if there are any contested elections. Training time: 2 Minutes
Helpers
Greeter
Recruited by Convenor. Welcomes everyone to the caucus, confirms their residency,
directs them to proper registrar station. Training time: 2 Minute
Registrar(s)
Recruited by Convenor. Training time: 5 Minutes
Secretary
Recruited by Convenor, but may be superseded by Caucus Chair or by vote of the Caucus.

Registration Timeline

6:30 Open registration. Open or close registration stations as lines form


and disperse
7:00 Call to order - As lines permit, close all registration stations but one
which must stay open until adjournment.
7:15 Letter Nomination deadline - Indicate letter nominations on
registration forms. This may be done by either the caucus
secretary or registrar
7:30 Delegate selection begins - Pass all preprinted registrations and any
marked blank registration forms to caucus secretary. Continue
registrations with blank forms.
8:00 Ballot counting begins - Stop distributing preference ballots

Preference Balloting Cheat Sheet
Unlike the presidential preference balloting two years ago, the gubernatorial Preference
balloting is non-binding.

Preparing the Ballots


To appear on the preference ballot, a candidate must meet participation eligibility
requirements 3.c. and d. above and file a written request with the State DFL Chair by 4:30
p.m. on January 4, 2010.
The state party creates and distributes a master ballot and possibly ballot envelopes
The local party produces sufficcient ballots. Two ballots for each pre-printed registration
form page should be sufficient.

Casting the Ballots


After registering by completing and signing the precinct roll, each eligible attendee will
be given a ballot on which the attendee can indicate a preference for Governor (including
uncommitted status). Balloting begins at 6:30 and ends at 8:00. The preference ballot at
the precinct caucuses shall be a secret ballot, not requiring the voter's signature. A
person may participate in the preference balloting only, and need not remain for other
caucus activities. Petitions submitted by absent individuals may not be used to
participate in the preference balloting.

Counting the Ballots


1. Two tellers should be used. Only they may be touch the ballots, and then only
in the full sight of the watchers.
2. Teller A empties ballot box/envelope and places all ballots in a pile on table

3. Teller B and Watchers confirm box/envelope is empty.

4. Teller A takes each ballot in turn, announces the vote and hands it to Teller B.

5. Teller B confirms the vote and places the ballot face up in a pile for that candidate.

6. When all the ballots have been sorted, each teller counts each candidate pile.

7. If they disagree, repeat until they do.

8. If they agree, the tally is entered on the envelope and the pile is placed inside.

9. When all piles are accounted for, tellers sign and seal the ballot envelope.

10. The Caucus Chair announces result to caucus and also signs the envelope

electronically.

Resolution Cheat Sheet
Guide
Resolutions will only be accepted if they are completed correctly on the official form (F9).
Before your caucus, please read pages 5 and 6 of the 2010-2011 Official Call (a part of
F10). Experience shows it will be tremendously helpful to you.
When possible, encourage resolution presenters to consult the Platform to ensure their
resolution doesn’t conflict with the Ongoing Platform; Action Agenda items that conflict
with the Ongoing Platform are rejected outright. Resolutions presenters may also find
that their resolution already exists in the Action Agenda; in that case, their resolution
should be checked as “readoption of an action agenda item.”
For “hot” issues, such as single-payer health care, escalation in Afghanistan, education,
job training, gay marriage, etc., suggest that people who have resolutions on those topics
meet together to present a single resolution. This will save a lot of time, both at your
caucus and at the meeting of your Resolutions Committee.
Glossary
Action Agenda: The biennial list adopted by the DFL at its State Convention . This list
contains specific positions on important state and national public policy issues which the
party supports in order to enact the principles in the ongoing platform. The Action
Agenda can have up to 100 items selected from a larger list prepared by the Platform
Commission from resolutions first submitted at caucuses. Items on the Action Agenda
cannot conflict with the Ongoing Platform.
Legislative Priorities: A subset of the Action Agenda that is presented to state and local
DFL elected officials as party priorities. The Legislative Priorities are selected by the state
executive committee with the advice of the Platform Commission
Ongoing Platform: The declaration of the beliefs and principles for which the party
stands, adopted by the State Convention.
Platform and Resolution Commission: A committee of the state DFL charged overseeing
the platform process. The commission develops procedures, prepares the state
convention platform ballot and helps select the legislative priorities. The Commission has
members from every Congressional District in the state.
Resolution Category: The Platform is divided into 16 issues categories, and resolutions
should be submitted under the one category that is the best fit (some issues fit
comfortably into multiple categories). These issues categories are: agriculture; business
and community development; civil, human, and constitutional rights; education; energy;
government accountability to the public; health and human services; labor and
employment; national security and international policy; natural resources and the
environment; public safety and crime prevention; retirement security; tax and budget
policy; transportation; and veterans’ affairs.
Readoption: Proposing a renewal of an action agenda item that was approved during the
previous biennium.

hours before the caucus. A "letter nominee" doesn’t vote in any way, and isn’t
counted for purposes of delegate allocation nor in determining the use of
proportional voting.
The meeting chair will place those names in nomination. If the caucus decides to
use a subcaucus system, "letter nominees" will only be nominated for a
subcaucus appropriate to any preferences requested. A letter nominee is
responsible for determining whether they were elected, and where and when the
subsequent convention or other meeting will be held.

Registration Process
Begin registering attendees at (or before) 6:30 PM. The Caucus Secretary should
fill in a registration card for anyone who is absent but has sent a letter expressing
an interest in becoming a delegate.

Each Caucus participant should:

1) Verify they are at the correct DFL Caucus (by checking the map showing the
Precinct boundaries)

2) Read the list of and agree to the Eligibility Requirements for participation.

3) Then register either by a) {if they have attended a previous Caucus in this
Precinct} finding their information in the preprinted forms or b) {if they have not
attended a previous Caucus in this Precinct} filling in a Registration Card.

Preference Balloting Process


After Registering (as described above) each Caucus participant:

Nominations
1. Any caucus participant may nominate them self for any position being elected by the caucus. No
nominating or seconding speeches may be given.
2. If a contest exists, each candidate for an elective position may take up to one minute to explain why they
should be elected by the caucus to that position.
Motions/Resolutions
3. All motions or Resolutions proposed for consideration by the caucus (and any amendments of 5 or more
words) must be submitted to the Caucus Chair in writing immediately after being proposed.
4. No more than three speakers in favor and three speakers opposed to a motion will be allowed. Debate
ends and the caucus will come to a vote immediately after there have been three speakers on each side of
the issue.
5. Speeches will be limited to no more than one minute per speech.
6. No speaker may speak twice to a motion or resolution until all others wishing to speak to the issue have
had a turn.
Special Caucus rules
7. At the discretion of the Caucus Chair, the caucus agenda may be suspended to allow any candidate or
elected official to address the caucus for no longer than two minutes.
8. The Caucus Chair shall appoint a three-member Resolutions Panel, who shall sort all resolutions
submitted into two groups: 1) Non-controversial resolutions that would pass unanimously and 2)
Resolutions that may be controversial and need to be presented and discussed.

and serves on the senate district/county unit central committee. The Precinct Chair assists

14. Consider Resolutions


Resolutions approved by the Caucus will be forwarded to the County Unit/Senate
District Convention. Special Rule 8 (if approved) allows the Caucus Chair to appoint a
three-member Resolutions Panel, who shall sort all resolutions submitted into two
groups: 1) Non-controversial resolutions that would pass unanimously and 2)
Resolutions that may be controversial and need to be presented and discussed.

How to manage a Walking Sub-Caucus


1. Caucus Chair opens nominations for Sub-Caucuses
Each nominator gives title and a very brief description of the Sub-Caucus

2. Time for 1st count (suggested by Caucus Chair) set by majority vote: ______
3. Time for 2nd count (suggested by Caucus Chair) set by majority vote: ______
4. The Caucus Chair identifies areas where each Sub-Caucus will meet and provides
a suggested sub-caucus agenda to each Sub-Caucus.
5. At the time set for 1st count, Sub-Caucus Chairs report how many members are in
their Sub-Caucus.
6. The Caucus Chair calculates the Initial Viability Number (to three digits) and
then rounds up to the next whole number (to get the viability number).
7. If all Sub-Caucuses are viable (have more members than the viability number) go
directly to step 9. If any Sub-Caucuses are not viable (have too few members),
the Caucus Chair notifies those Sub-Caucuses that they are NOT viable.
8. At the time set for Final Count, Sub-Caucus Chairs report how many members
are in their Sub-Caucus.
9. The Caucus Chair calculates the Final Viability Number (to three digits),
determines how many Delegates & Alternates each Sub-Caucus will have,
notifies each Sub-Caucus of how many Delegates and Alternates they have,
edits the Sub-C aucus Delegate Forms to show only the authorized number of
Delegates & Alternates and then distributes these edited Sub-C aucus Delegate
Forms.
10. Each Sub-Caucus elects its allotted delegates and alternates and achieves a
gender balance.
11. Each Sub-Caucus ranks its allotted alternates in sequence.
12. The Sub-Caucus Chair will sign the Sub-C aucus Delegate Form after the
delegates and alternates are gender balanced.
13. Caucus Tellers pick up the completed Sub-C aucus Delegate Forms and take
them to the Caucus Secretary. (The Caucus Secretary will complete

Caucus Secretary should print all Delegate and Alternate names and
contact information on the Delegate/Alternate Form.
Caucus Secretary should fill in the Caucus Recording Form.
The above two forms and all other caucus materials (Registration
materials, delegate/alternate roster, preference ballots, money
!,%%.!*.2?\) should be placed in the Caucus Envelope.

Reporting Process:

each candidate on the Preference Ballot and any additional
