cluster. The cabinet cluster focuses on improving the overall quality of life of the
Filipino by translating the gains of good governance into direct, immediate, and
substantial benefits that will empower the poor and marginalized segments of
society as stated in the Executive Order 43. The goals of the cluster include (1)
investing in eduction to build national competitiveness and reduce poverty; (2)
advance and protect public health policies; (3) build capacities and create
opportunities for the poor; and (4) increase social protection and engage
communities in development.
As technical officer, my role is to give technical assistance for the effective
convergence and smooth collaboration among government agencies which
implement policies and programs that promote human development and reduction
of poverty.
National Anti-Poverty Commission (NAPC) acts as the coordinating and
advisory body that exercises oversight functions in the implementation of the Social
Reform Agenda (SRA) and ensures that is incorporated into the formulation of the
national, regional, sub-regional and local development plans. Under the Project,
NAPC will deliver a Training of Trainers on financial literacy, which is aimed at
increasing the women poor's knowledge on basic microfinancial services and assetbuilding programs, financial skills for household and entrepreneurial management,
and client responsibilities and rights when accessing microfinance services.
Participants of the Training of Trainers will later cascade the gender-responsive
financial literacy training to major players in the delivery of microfinance services
for women, such as microfinance institutions, local government units, people's
organizations and women microentrepreneurs.

AN OFFICIAL of the National Anti-Poverty Commission (NAPC) has said that


stakeholders should be involved in the anti-poverty program planning of the
Philippine government.

NAPC Undersecretary and Deputy Director General Florencia Dorotan conducted Monday a
training on Gender Responsive and Results Based Budgeting, which was attended by various
womens organizations in Negros Occidental, particularly the group Pilipina Ang Kilusan ng
Kababaihang Pilipino.
The training, which was held in Silay City, aims to ensure that gender is included in the local
poverty reduction action plan which will be implemented by the local government units (LGUs)
in 2015.

The Grassroots Participatory Budgeting, which was called as Bottom-up Budgeting, is a

Corruption

As mentioned above, the vice of corruption includes many possible acts. According to the
Merriam-Webster dictionary, the word means "impairment of integrity, virtue, or moral
principle." The word is a noun that dates to the 14th century and is related to the notions
of decay and depravity. The denotation also includes secondary definitions that account
for the inducement of wrong in another via bribery, and notes that corruption is a
departure from the original or pure form of a thing or idea.

Graft

Graft is defined as a use of public stature to gain illegal benefit. For instance, a senator
who sits on the armed services committee in the U.S. senate cannot use his knowledge of
military contracts to buy stock in a defense contractor's company. His position gives him
unfair advantage over other investors. It is similar to the notion of insider trading in
business.
