2.6

ELECTRICAL CONTROL AND WIRING

Control / Motor starter and Instrument panels will


be equipped with MCCB / MCB and individual
Earth Leakage Circuit Breakers. It will also be
provided with all necessary selector switches,
indicator lights, alarm circuits and control relays.
Each individual motor starter circuit will have its
own circuit breaker, selector switch, indicator lights
and motor thermal overload protection relay.
Control and interlock circuit for the operation of the
whole system will be provided through control
relays, timers, level switches, PLC, auxillary
contacts as when applicable for the smooth
operation of the system. All components used will
be of the highest quality to ensure minimum down
time for the operation of the whole system. Some
examples of some of the main components will be,
circuit breakers by Merlin Gerin or Moeller or equal,
motor contactors by Telemecanique or Moeller or
equal, relays by Omron or Idec or equal, PLC by
Allen Bradley, Modicon, Omron, as when
applicable,
Mini
controllers
by
Moeller,
Telemecanique, Idec, or equal. All instruments and
control circuits will be tested for their proper
functions to ensure quick and trouble-free
commissioning at site.

3.0

PROCESS DESCRIPTION

The Main component of the system consists of:


Step 1 - Raw Water Treatment Package
Cooling tower (2 units):
Well water will be pumped from 40 to 60 meter depth to the cooling tower. Here it will
use the oxygen to oxidize the dissolved iron (Fe2+) into oxidized form (Fe3+). In
addition, this step is CO2 de-gasification to promote oxidation and hydrolysis iron in raw
water. This is the most important step of iron removal process
Coagulation/ Flocculation Process in Mixing Tank 1, 2
The processes of coagulation and flocculation are employed to separate suspended
solids from water whenever their natural subsidence rates are too slow to provide
effective clarification. The pH adjustment system will dose caustic to adjust pH of water,
make the good condition for the iron removal process. Polymer is dosing to quickly
cause coagulation, which then slowly flocculate.
Sedimentation Tank (2 units):
The underground water after going through coagulation/flocculation steps will flow to
Sedimentation tank for removing readily settleable solids by themselves gravitational
settling. Water from sedimentation tank will flow to Raw water tank.

Step 2 - Sludge Dewatering Treatment Package


Sludge from sedimentation tank is pumped out by sludge transfer pump for further
sludge thickening and dewatering process. Sludge dewatering treatment package
composed of sludge thickener, filter press pump and filter press.

Step 3 - Clean Water Treatment Package


Flocculent Dosing System:
Flocculent is dosed to encourage agglomeration of suspended solid and enhance
filtration of downstream multimedia filter bed. It helps the particles to flocculate or adhere
into a larger sized clump, hence easier to fall out from the solution and trapped in the
multimedia filter bed. Static mixer is used as effective mixing method.
Multimedia Filter (MMF) (4 Vessels):
A multi-media filter is a pressure filter with several different layers of filter media.
Performance of the filters is strongly influenced by proper flocculation of very small
particles. The Multimedia filter consists of gravel, garnet, sand and anthracite.
Suspended solid in the feed water is reduced when passing through the bed of media
granules. Larger media granules of lower density are loaded at the top of the bed with at
least one layer of smaller media granules of higher density below it. The larger granules
remove the larger suspended particles, leaving the smaller particles to be filtered by the
finer media. Their best efficiency in the removal of fine particles occurs when they are
operated in the range of 3 to 5 gpm/ft2.
Anthracite, which is lower density than sand and larger granule size serves the effective
filtration on the top of the media bed. It has irregular surface characteristics that create

flow eddies which allowing particle to settle out. Fine particles will be attracted to the
media through hydrodynamic forces.
During service, water enters the vessel under pressure and distributed over the top layer
of the media bed by an inlet distributor.
When sufficient quantity of particulate matter collects in the media bed, the filter is
cleaned with a backwash cycle. The purpose of backwash is to remove contaminants
that had been collected in the filter bed during service. It is performed by reversing the
service flow and thus expanding and reclassifying the media. Backwashing will be
performed also when the media pressure drop increases 10psi. The filter is rinsed to
drain prior to returning to service.
Activated Carbon Filter (4 Vessels)
Activated carbon filter is used for removing free chlorine and organic compounds,
unwanted tastes, odors and some man-made volatile organic contaminants from
drinking water. The efficiency of Activated carbon filter depends on the type of activated
carbon installed, the filter bed depth, the type and concentration of contaminants in the
water and the contact time between the water and the carbon filter.
RO Pre-filter (2 units)
Cartridge filters are used to capture all the debris which might be originated in water.
The type of cartridge filter used is depth type filter and consists of layers of fibers wound
into strings. Depth filter offer a thick media to trap a relatively large volume of
contaminants. This cartridge filer are rated nominally 5 micron. This is the pre-treatment
system to prevent the scaling/fouling of RO membrane.
RO Skid
The purpose of a Reverse Osmosis System is to remove dissolved salts and inorganic
molecules, as well as organic molecules with a molecular weight larger than
approximately 100. Its ability to remove colloidal substances and particles will improve
the quality of water in the final product.
This RO system adopts 1 pass process. The water will be supplied by High pressure
pump to provide optimum pressure and flow rate to operate the RO system. The product
water will go to Clean Water Storage Tank.
Antiscalent dosing skid and sodium bisulfate dosing skid are applied to enhance the
performance of RO system.
Automatic NaOCl Dosing Skid:
NaOCl is dosed automatically for water disinfection. After dosing NaOCl, bacteria in
water will be detected and water is safe for using.
Clean Water Storage Tank:
Raw water after going through the whole process will be clean and suitable for using.
This tank will storage treated water, let the reaction of sterilization be completed. Water
from Clean Water Storage Tank is ready for delivery to the point of use.

1.0 PROJECT SCHEDULE


The project schedule will be included upon further confirmation. The milestones indicated on
the schedule will be met provided the submittals are "approved" or "approved as noted" within 2
weeks of their submission, the civil work and utilities.

2.0

PROJECT MANAGEMENT
DARCO/AWC provides comprehensive project management capabilities:

A dedicated Master Scheduler and Project Management Team to ensure on-time


delivery and no surprises. The Master Scheduler coordinates engineering and
purchasing status with shop scheduling through centralized computer systems.

A design team comprised of multiple engineering disciplines facilitates integration of


functions, parallel development and project continuity.

An on-line computer system enables timely purchasing, inventory tracking and shop
scheduling. Real time status is available and reports provided to Project Management
as required.

The dedicated Project Manager furnishes monthly schedule and status reports and is
your convenient single source for project information.

Upon signing of the contract, DARCO/AWC will appoint a Project Manager to take sole
responsibility for this project. Under the supervision of the Project Manger, our team will
proceed with preliminary design. Drawings will be submitted for approval before
procurement or manufacturing begins.
The Engineering Team is a multi-functional team, consisting of Mechanical and
Process/Design Engineer, and Service Engineer. The team will meet as often as
necessary to review progress and issues. In addition to this parallel execution of
engineering requirements, you will also benefit from the support of specialists thoroughly
familiar with your project for operating and maintenance manual write-up and start-up
engineering.
In addition to the above listed functions, the Project Manager coordinates monitors and
analyzes engineering, procurement, manufacturing, construction and startup/commissioning.
In order to ensure that our mutual objectives are attained, the Project Manager must
implement a series of proven project control techniques. The project controls consist of
three primary elements.
1. Monthly Project Team Meetings
The monthly project team meetings are scheduled and chaired by the Project Manager
with all members of the Project Team. The agenda is to review the project's progress
over the past 4 weeks and the work assignments for the upcoming weeks to ensure
that the schedule, budget and technical objectives are being met.
2. Monthly Project Status Reports
The monthly project status report is prepared by the Project Manager. This report is
issued to customer and DARCO/AWCs management. This report summarizes the
monthly progress according to phase (process design, detail engineering,
procurement, manufacturing, etc.) in quantitative and qualitative formats. In addition,
the report will contain the current action items, due dates and responsible team
members.

3. Monthly Project Schedule Updates


The project schedule is prepared initially by the Project Manager with input from all
team members. The project schedule details all planned work activities for each unit
operation on the project. This schedule is updated monthly and is issued as an
attachment to the monthly project status report to the customer.
In addition to the above listed functions, the Project Manager coordinates monitors and
analyzes engineering, procurement, manufacturing, construction and startup/commissioning.

DOCUMENTATION AND DRAWINGS


DARCO/AWC will submit for approval and furnish the following drawings as part of this
contract upon confirmation of project:

3.1.1 Mechanical Documentation


System Control Parameter Sheets
The system control parameters will convey the name of each mode or step, valves
activated, flow rate, duration, instruments with set point if used for control, fluid source,
fluid destination and active alarms. An asterisk is used to indicate automatic mode or step
termination and is placed by the device.
Process and Instrument Drawing
Process functions are graphically represented on the piping and instrument drawing. All
components (valves, equipment, instruments and piping) shall be displayed in a format
similar to ISA symbology with its associated tag identification number. Typical symbology
representations shall be limited to air tubing and limit switches only.
Equipment Layout
This document is used to define the physical location of equipment. The equipment will be
drawn to represent its actual shape and dimensions as seen from overhead. The
approximate weights (dry and operating) and heights (actual plus headroom).
Tag Identification List
This document will convey the tag number, part number, quantity and description for all
tagged items shown on the P&ID. The tag identification shall include valves, instruments
and pumps.
Process Parameter Sheet
This document will convey the specific parameters for customer interface process streams
and utilities.

3.1.2 Electrical Documentation


Enclosure Layout
This drawing set shows the interior and exterior layout detail of all enclosures and lists
external equipment wired to each enclosure, such as solenoid valves, level switches and
instrument sensors. A detailed terminal strip is included to aid the customer/installation
contractor in wiring these devices to the control panel.
The Electrical Parts List
A list of electrical control components including the manufacturer, models number and
item description.
Electrical Write-Up
A written description of the control system's operation providing a step-by-step functional
sequence of the operation.

The following provisions will apply:


a. When shipment is urgent and technical details are established by the Proposal and
Specifications, Purchaser may choose to waive approval of drawings. Such waiver
must be in writing. Engineering work on all phases of the order will then be scheduled
and delivery determined based on date of acceptance of order and receipt of written
waiver.
b. When drawings are submitted to Purchaser for approval, only the above listed
drawings will be subject to approval. Fabrication of the equipment will not be
scheduled until the applicable drawings are returned marked "Approved" or "Approved
as Noted". Engineering and shipping schedules will be determined from the time these
drawings are returned. Delays in returning drawings or in clarifying details will result in
extended shipping dates.
c. Drawings marked "Approved" or "Approved as Noted" will not be resubmitted for
approval. The "Approved as Noted" drawings will be revised and returned as final
drawings. DARCO/AWC will make one transmittal of approval drawings and one
transmittal of final drawings.
d. Should additional changes be made by Purchaser to drawings previously marked
"Approved" or "Approved as Noted", DARCO/AWC will submit an estimate of costs for
such changes for Purchaser's acceptance before making the additional revisions or
additions.

INSTRUCTION MANUALS
Two (2) copies of the DARCO/AWC instruction manuals will be included with vendor
literature.
All water treatment systems sold by DARCO/AWC include custom-written instruction
manuals. These manuals provide your operators with basic training, specific operating
information and maintenance/troubleshooting reference materials and offer you and your
operators these advantages:

Logical Presentation of Material


Instruction manuals are organized to present basic, training-oriented materials first,
followed by progressively more detailed materials. This "basic-to-complex" format
simplifies operator training and allows faster access to information in the future.

System Approach to Equipment


When several liquid treatment units operate as a system, these units are discussed as
a system as well as on an individual basis. Special system start-up instructions are
provided, and system interlocks, operating parameters and operating
recommendations are described.

Safety Consciousness
Operator safety and protection are stressed in every instruction manual. Notes,
Cautions and Warnings are inserted in the operating instructions whenever operator
safety could be compromised.

Component Application Documentation


If individual vendor components have multiple application capabilities, details of
application are thoroughly documented. Switch settings, operating modes and
calibration parameters are provided for operator reference.

Vendor Component Literature Compilation


Operating and maintenance information for vendor-supplied components is compiled
in the manual. All available service information on vendor components is immediately
available to your maintenance personnel.
