INFORMATION
This is a phenomenon Harding has noticed coming on in service businesses. He says to 80 percent of his customers, appearance is paramount.
They equate clean, well-cared-for equipment with contractors who know
what theyre doing. For that reason, Harding is converting his fleet of 11
septic portable sanitation vacuum trucks, dump trucks and service vans to
match the red and chrome color scheme. Along with new paint, Harding is
working toward an equipment replacement program that will keep all of his
work trucks maintained under a manufacturers warranty.
UPGRADE PLAN
The moves are designed to promote a quality image for his business,
but also to keep his technicians in the cab and running down the road rather
than stalled at the repair shop.
In the next five years I want everything to be up to date and under warranty. Im trying to get out of wrenching on them in my shop, he says. I
used to wrench all night long. But it means a lot to me to be in the house with
my family at a reasonable hour.
Harding once considered hiring a full-time mechanic for his shop, a
newer 50- by 80-foot garage where the crew still performs routine maintenance including oil changes, rotating tires and maintaining vacuum pumps.
But he decided it would be wiser to hire out major mechanical work. If trucks
are under warranty, they go to the 24-hour manufacturer shops. If not, he
works with competent local mechanics.
If Im going to pay [a full-time mechanic] that kind of money, Id rather
have them in a septic truck making money, he says. I realized I cant afford
to do it myself anymore. Even ordering a part sometimes takes 20 minutes,
and I often dont have 20 minutes.

KEEPIN IT CLEAN
Winter maintenance is a constant with the International and the rest of
the fleet. For the newest truck, Hardings crew polishes all the chrome bits
each winter, pulling the wheels off and hitting them with a buffing wheel.
He replaces the chrome wheel caps every year because they tend to tarnish.
Daily washing is common when running in salty slush.
If its sloppy they get washed right away. I dont want them looking so
dirty that you cant see the name on the side, he says. Trucks are pressure
washed and then waxed, and then put up for the night in the heated shop.
The trucks are speced for winter as well, employing stainless steel heated collars. Tires carry an aggressive tread and its not unusual to chain up to
reach tough spots in the ice and snow.
ON WITH THE sHOW
Many of Hardings ideas for new equipment are born at the Water &
Wastewater Equipment, Treatment & Transport (WWETT) Show, which
hes attended for the past 10 years. He meets with vendors like his favored
truckbuilder, Imperial, and looks over all of the latest designs for trucks and
pumping accessories. He also gleans a lot of small-business advice from
more experienced pumpers he meets at the show.
The [WWETT] Show gives me a huge boost of energy. When I get back
home, I want to buy everything Ive seen at the show and grow 10 times the
size I was before. After the show, Im excited to go out and give er for the
year, he says. I wouldnt miss the [WWETT] Show for anything. Its a blast.
Itll be even more special this year, as Harding basks in the afterglow of
winning the Classy Truck contest and gets to see his truck on the cover of
the Pumper issue circulating the show floor. If youre lucky enough to meet
Harding during WWETT, extend your congratulations and talk trucks with

This is a very forgiving high vacuum system with remarkably
low noise (less than 73 dB(a) at 18"HG) and vibration. The
WR series pump uses an impeller to form a liquid ring
around the inside of the housing. As the impeller spins the
centrifugal effect of the water forms the seal between the
impeller and the liquid ring. The only minimal point of
friction in the pump is with the bearings and seals on each
end of the impeller shaft. The WR series pumps also have
an ATEX temperature class 5 rating. These features make it
ideal for vacuum applications involving hydrocarbons.

practices to build value for its farm-based

orking in rural northeast Iowa, Robb Harter started his liquidwaste-hauling business based on serving the diverse needs
of his many farmer neighbors. As long as the work involved
conveying sludge or wastewater, he would be ready to perform.
Starting right out of high school in 1988 with a single piece of
equipment a manure spreader Harter has grown to provide
a menu of services that includes everything from pumping
septic tanks to video sewer line inspections to installing
residential onsite systems. Harter Custom Pumping
is on solid footing because he understands the
needs of small, rural communities and has
become an expert at effectively operating a vast
collection of pumping industry tools.

Harter will tell you that business success in lightly populated Dyersville,
Iowa, depends on keeping customers happy and never ignoring a service
they need.
Spring and early fall are the busiest seasons. Within 10 miles of his shop
are about 2,000 cows and about 6,000 hogs. In the spring this means moving
about 27 million gallons of waste as farmers clean the winter accumulation
from their storage pits. Theres some manure hauling through the summer to
feed hay fields but most of the work comes in the fall: Moving 65 to 70 million
gallons of waste as farmers prepare fields for the next years crop.
Throughout the warmer months he also works for area municipalities.
Each year these communities need sludge removed from their lagoons. If
the sludge has a high concentration of solids, Harter has to move it to nearby
farm fields with trucks. If the sludge quality allows, hell use his injection
equipment and pump directly from a storage lagoon to a nearby field. At

Harter got his start because of his father and his own initiative. His dad,
Joe, gave Harter and each of his siblings $3,000 when they graduated from
high school. The others bought cars. Harter bought a manure spreader and
started custom hauling. He worked full time in a factory and hauled waste
on the side. Gradually the side business became his main occupation.
As demand grew he added a truck and then another. Septic service
came into the picture when someone he knew complained about the price

had done duty as cement mixers. These are tandem-axle Freightliners or
Internationals built between 1991 and 2006. All have Husky steel tanks, and
Harter did the building himself.

From pink eye to MRSA, septic service technicians who ignore personal protective equipment are at
great risk for pathogen exposure, according to a Washington state study By Doug Day
undreds of infectious agents live in human waste. The bad news is that
many workers in the industry are not properly protecting themselves.
The good news is that its relatively easy to upgrade personal protective
equipment (PPE) to shield field technicians from the bacteria, viruses,
protozoa and parasites found on the job.
The risk is made clearer by a 2013 study of pathogen exposure by the
Washington On-Site Sewage Association, according to Executive Director
John Thomas. A $138,005 Safety and Health
Investment Project (SHIP) Grant from the
Washington State Department of Labor & Industries funded the WOSSA field and laboratory study.
The funding support of the LNI SHIP
Grant provided WOSSA a way to bring this
information to the industry.

classroom-training materials that will be
used in Washington to raise awareness of
the issue and the exposures. WOSSA is making the training materials available to other

some service providers is extremely high, but the study identified some new
pathogens. In addition, we observed that the current selection and use of
personal protective equipment is inadequate or not used at all. There are
more than 100 known viruses and more than 100 known bacteria in wastewater that can make you sick. We found viable MRSA bacteria, a staph infection resistant to antibiotics, in liquid sampling. Once you get it, it is very hard
to get rid of. We also had positive tests for a family of bacteria that includes
chlamydia, a sexually transmitted disease, from aerosolized wastewater being dumped at a septage handling facility.
The most common exposures came from direct contact with wastewater through immersion, splash back and exposure to aerosols created by
work activities. We found exposures as far as 90 feet from the equipment.
But we also looked at how workers were exposing themselves to contamination. We observed pumpers who on a typical 45-minute job touched their

Department of Labor & Industries, weve found there really isnt a designated category for us as an industry classification. The closest we get to it
is the bloodborne pathogen rules that seem to be affiliated with biological
exposures more than any other rule. It describes employer responsibility for
exposures of workers in direct contact with blood and body fluids like youd
expect in a health care setting, but throughout the language it talks about
employer responsibility for employee exposure to something called OPIM
or other potentially infectious material, which seems to include any other pathogen exposures that can make you sick. It is something that people
should review and consider.
As we reviewed it with the technical support staff from the Department
of Labor & Industries, they suggested that we may have to get involved in
some rule-making to get some clarity on how these safety practices apply to
our industry in Washington.

state about what they think is best and how we can implement this to help
them. Im hoping the initial training can be done by spring 2015.
How have local officials reacted to the idea?
Martin: Its been pretty positive; they like the idea. I think theyd like
to see an exam more specific to our state regulations in Massachusetts
that define how to design systems, how big they have to be, how they are
constructed and so forth. Any exam, to be worthwhile, would have to test
peoples knowledge of how to construct a system.

We live in a changing world; new things are
always coming along. You have to try to keep up
with things.
What are the key issues in Massachusetts?
Martin: There are parts of the state where
nitrogen is a big concern, generally the coastal
areas. Around the inland lakes, of course, the
concern tends to be more about phosphorus.
Generally, we are concerned about how to make
sure systems are built and inspected properly.
Weve tried to offer training courses a couple of times a year, but we didnt in 2014. We did
put together a summary document explaining
the 2014 changes to the state regulations. Thats
available on our website.
We are a co-sponsor of the New England
Short Course, which is a three-day exhibition
and educational conference, including field
trips, offered every three or four years with experts from around the country speaking about
onsite wastewater issues. The last one was in
2012 in Rhode Island and it was held in Connecticut a couple of times before that. Were
planning to do another one, probably in 2016.
It takes a couple of years to organize something
like that.
Your membership is mainly installers, designers and equipment suppliers. What about
pumpers, cleaners and other onsite professionals?
Martin: They are certainly welcome to join.

small so weve been busy getting organized,
writing new bylaws and getting reincorporated.
What do you see for MAOWP in the next five
years?
Martin: I hope the membership will increase significantly. As that happens we can do
more things. Hopefully the certification idea
takes off; I can see that developing into a pretty
significant program. The sky is the limit; it depends on who becomes actively involved.
Times are changing in all groups like this.
There are a lot of factors; the economy obviously has something to do with it. Every professional association is going through declining membership and changing interests in how people
want to interact. People dont want to just go to
the traditional meeting.
As we grow weve tried to expand our website. Someday maybe well have a Facebook
page or Twitter account. Those seem to be the
types of things people want and groups need
to be aware of that. It seems that the younger

Several changes are planned in the next revision of onsite wastewater regulations by the Idaho Department of Environmental Quality. According to a public notice, DEQ is considering changes to address septic
tank maintenance techniques, septic tank approval and approval transfer
procedures, extra drain rock drainfields, incinerator toilets, intermittent
sand filters, steep slope systems, septic tank and dosing chamber installation, and extended treatment package systems. The changes, it says, are
designed to ensure the technical guidance manual reflects current public
health standards.

career. For the coming year hes already scheduled to join Jason Aldean for

be an awesome way to start off 2015, Swindell says.
That same month he will be taking a break from the tour to play the
more intimate Sagamore Ballroom venue at the Indiana Convention Center
for WWETT attendees. Swindell hopes to add a little pleasure to the
business that will undoubtedly be a primary focus for many trade show
attendees.

Party] and for me to get to do it, thats cool, says Swindell. Its a different
setting [than a tour stop] and there will be business folks in there, but I want

Experienced septic service contractors share advice with someone just starting out in the business

Can you all let me know the best way to get my feet wet and start making
money in the septic business? i know i will have to advertise and hit the
streets to get my name out there. i plan on getting a website built and
posting advertising signs in the rural areas where septic systems are
popular in my area.
should i buy the biggest truck i can afford or start small? Where is my startup capital best invested? its pretty limited.
AnsWeRs: Good for you trying to better yourself for you and your family.
How much capital do you plan to start with? A nice used pump truck will
cost $50,000 plus insurance, permits, outfitting truck, etc. It adds up fast.
As far as starting with a big truck, that is up to you and your budget. I ran
a 3,400-gallon truck. In the next two to three months I will be pulling the
trigger on a 5,000-gallon truck. Since you are just starting out, I think a
smaller truck will work just fine.
Getting the work is another story. I spend $981 per month on advertising. Its
mostly online. It does work. I do get two-three calls a week on average from it.

less but are working for nothing as far as Im concerned. They might get
more work than me; I dont know and have given up caring. Doing five tanks
a day for no profit just doesnt make sense to me.
What is the average size tank in your area? Will your dump charge by the
tank size or what you actually have in the tank? A lot of places weigh the
trucks. California has a lot of rules and regulations from what Ive read. How
far is the dump? Do they take only certain types of waste? A lot of places
wont take grease.
I wouldnt spend all your savings on a pump truck. Buy something you can
afford to start out with. Plus the phone most likely will not ring off the hook
in the startup of the business so you need some cushion.
Make sure the truck you get is in decent shape. Make sure the tank is nice
and strong and baffles are still holding up. Always check for leaks on the tank
and motor. Also make sure you paint your truck nice.
If you dont intend on doing installs and repairs, develop a relationship with
a few people who do this kind of work. Make sure they will take care of your
customer the way you would. You dont want to recommend someone who
is doing poor work.
Branding is everything. Paint your truck nice and keep to a theme. Paint your
pickup to match if you will be using it in the field. Develop a nice logo and
put it on shirts, hats, business cards, flyers. Also keep the crude slogans to
inside jokes between you and your buddies. As an industry we need to keep
improving our image. A nasty phrase on your truck just makes you look like
you dont care.
Join your local association. You are likely to find a mentor there who can
help when you have questions. Seek knowledge anywhere you can. You
need to know all you can about all kinds of systems you will be servicing, not
just the mechanical but the biological as well.
In southeast Pennsylvania, dumping cost is $18 per 1,000 gallons for septic.
The dumping fee I post is the lowest of anyone whom I talk to in the business.
Dont be shocked in California; youre going to pay $50 per 1,000 gallons or
more. Grease in my area is $60 per 1,000 gallons.
You need to find out how much everyone else charges, how much it costs to
dump and how many miles you have to travel to a job before you get started.
Once you know these things, work out how many tanks you need to pump
per week to cover costs, including paying yourself. Also dont underestimate
how much it costs to run a truck.
You absolutely must be a go-getter! A guy placing some ads and waiting on
the phone to ring will soon be out of business. If you cant walk up to a house
uninvited, knock on the door, hand them a card or a flyer, tell them who you
are and what you do, and ask them for their business, this may not be for
you. A real go-getter can be making six figures within a few years and that is
conservative.

even small purchases you dont recognize. Thieves often test the waters
with $5 and $10 purchases and then up the ante if no one catches on.
Consider bonding employees who will be making purchases or paying bills. A fidelity bond is employee-dishonesty insurance covering a business in case of employee theft or fraud. If a bonded employee embezzles,
the payout received by the employer can be used to recoup some of the loss
and to take legal action. Rates vary depending on how many employees are
covered and the amount of coverage.
Dont sign checks without seeing the corresponding invoice. And
avoid signing blank checks.
Consider conducting criminal and credit checks on job candidates.
Make sure this is legal in your state, however. Some states have outlawed this
practice. And always check references before hiring someone. Often what a
former employer wont say speaks louder than what they will say.
Insist that employees use their vacation time. Often schemes reveal
themselves when the employee involved is not there to keep up the ruse.
Work with your bankers. You may be able to provide them with a list
of approved vendors so they can notify you if checks are written out to anyone else.
Look at statements from vendors over a few months time. If you notice that all invoices from a single vendor are in numerical order without
skipping any numbers, you are their only customer, you are writing checks
to a fictitious vendor or they have a strange accounting system they should
explain to you.

Real estate onsite inspections must delve deep into all system components to protect homebuyers
from costly, unexpected repairs when they can least afford them By Jim Anderson, Ph.D.
QUESTION: What should new homeowners request for an inspection?
ANSWER: Last summer I participated in a webinar sponsored by the
U.S. Environmental Protection Agency about septic inspections at the time
of real estate transfer. It was one of the most highly attended webinars held
by the MOU Partnership, a collection of agencies and organizations that
have entered into a memorandum of understanding with the EPA to promote the use of decentralized wastewater treatment practices and to help
educate the public about onsite treatment systems.
At about the same time, a person relatively new to the industry bought a
new house with a septic system and he knew enough to ask a few questions.
He related that after an inspection it was suggested that his tank be pumped
when his family moved in to give an accurate reading about their use of the
system and how often it would need to be maintained. While this is a very
good suggestion, it highlights what we found during the webinar: There is
no consistency between states or even counties about the kind of inspection
required at the time of real estate transfer.
THOROUGH INSPECTIONS NEEDED
In my view, the description by this new homeowner is not the kind of
inspection a homebuyer should have before signing on the dotted line to
purchase a house. The good news here is that someone at least looked at
the system and opened the tank to see if the effluent in the tank was at the
proper operating level. However, what is the homeowners situation if he has
the tank pumped after moving in only to learn that it has a huge crack, is not
watertight and not structurally sound; or maybe even worse, that effluent
poured back through the outlet upon pumping indicating that the drainfield
is full and needs to be replaced?
At this point the buyer probably has little recourse and will have to bear
the cost of replacing the system. If they are like most first-time homebuyers,
their finances are likely leveraged to the maximum, which creates a hardship
in terms of finding the money to repair or replace the system. This is why I am
a strong proponent of having a complete operation inspection of the system
at the time of sale. An operation inspection requires all system components
to be identified, located and evaluated to see that they are operating properly.
One of the first things a buyer should ask when the real estate agent
provides an inspection report on the system is, Was the person who conducted the inspection a septic professional or was it done as part of the routine home inspection? It has been my experience that home inspectors are
good at their area of expertise, which is evaluating the interior and exterior
condition of the house itself, but have only a cursory knowledge of the onsite
system in the backyard.

The paper trail used to bog down some aspects of operations at OnSite
Management Inc. in West Chester, Pa. But that changed dramatically when
the company went to cloud-based data storage, which greatly improved
productivity by providing companywide access to documents even for
employees on remote work sites, says Jeff Rachlin, one of the companys
co-owners.
As an example, septic system inspection reports that used to be
available only in paper form are now scanned as digital .pdf files and
posted on a remote server employees can access via home computers,
laptops and smartphones. The company pays a minimal monthly fee for
the service, he says.

Raises Productivity Sky-High
The paper trail used to bog down some aspects of operations at OnSite
Management Inc. in West Chester, Pa. But that changed dramatically when
the company went to cloud-based data storage, which greatly improved
productivity by providing companywide access to documents even for
employees on remote work sites, says Jeff Rachlin, one of the companys
co-owners.
As an example, septic system inspection reports that used to be
available only in paper form are now scanned as digital .pdf files and
posted on a remote server employees can access via home computers,
laptops and smartphones. The company pays a minimal monthly fee for
