Subject: Steps to be Done for Improving PROPER
Dear Eka,
Following up my email to FM today, please take necessary actions to speed up
improvement for PROPER Jabung performance that we have to complete until Sept.
1. New Wastewater treatment for replacing 7-Stage Pond --> Its design is
handled by BGP_Project (James Swyter). So far HSE_Jabung has no budget
for this. Mr. Zhang Honglin promised to get budget for this as soon as
possible. According to Mr. hu in the meeting last week, if possible to do its
construction by inhouse so as to fasten the completion. EHS Jakarta will
monitor this design and budget obtainment with BGP_Project periodically.
2. Permit for discharging treated produced water at Geragai --> we will keep
continuing discharging treated produced water at Geragai CPS. As per
regulation we have to obtain permit from Local Env Office for this operation.
Please do immediately as required.
3. Disposal wells --> I sent a request last week to Sub-surface and Production
Engineering at Jakarta Office to provide data and information regarding these
four (4) disposal wells to be required for this permit request. I always followup this request routinely and periodically. Then send those compilation to you
to be forwarded to Local Env Office for permit issuance.
4. Domestic wastewater monitoring --> please do sampling and send the
samples to BLHD Jambi as soon as possible. Budget for this monitoring can be
discussed with FM and Cost Control.
5. Drainage wastewater monitoring, close to compressors & heaters --> Please
have your environmental engineer to start monitoring as soon as possible as
requested in PROPER finding.
6. Additional Emission monitoring at BGP, NGF, CPS --> EHS Jakarta will allocate
budget for these additional emission samples. The monitoring will be
conducted expectedly in May. Please arrange everything in field including
supports for the sampling works and providing specifications of the
equipments to calculate velocity of emissions from heaters and generators.
7. New Concrete Sludge Pond --> I had a discussion with Pak Frits
(BGP_Project) this morning regarding this design. He will do site visit to see
the real proposed area for the pond (rear site of NGF) and make discussion
with HSE Jabung regarding its design. Please have Andi or Febri to discuss in
detail with him when requested.
8. Remediation and dismantling of NG-5 --> Based on my discussion with PPLI
this morning, basically PPLI can do remediation and dismantling of exearthen sludge pit (NG-5) as they did before many at Pertamina and other
PSC sites. However, they need samples representing whole sludge that can be
used to justify quality of its oily water, sludge, and its contaminated soil. I
suggest HSE Jabung request data from ITB who did treatibility study for the
sludge at this pond at the earliest time. That data can be forwarded to PPLI to
let them prepare their technical and economical proposal for us.

9. Mercury contaminated materials --> As I mentioned in my previous email to


FM, we can send samples of it, including for filters, to PPLI to be justified
whether they are elemental mercury or not. If it is not elemental, it will
probably be treated at PPLI.
10. Temporary Storage KM-6 --> right after the construction of two (2)
monitoring wells finished, please immediately submit the request for
operation permit to Local Env Office.
11. Incinerator --> please follow-up with BGP Project (Pak Adi) regarding
installation of fuel system. Once the unit si commissioned, the permit from
Local Env Office shall be obtained.
12. Monitoring wells --> each of two (2) monitoring wells shall be constructed at
KM-6 and at Waste Management Center (new incinerator location, behind
NGF). At this time we have only budget for two (2) wells at KM-6. Need
additional budget for the wells at Waste Management Center. Please have
discussion with FM and Cost Control to get additional money from production
or operation expenditures.
