The Security Council,

Reaffirming its resolutions 1267 (1999), 1373 (2001), 1618 (2005), 1624 (2005),
2083 (2012), 2129 (2013), and its relevant Presidential Statements,
Reaffirming that terrorism in all forms and manifestations constitutes one of the
most serious threats to international peace and security and that any acts of
terrorism are criminal and unjustifiable regardless of their motivations, whenever
and by whomsoever committed,
Reiterating its condemnation of ISIL, ANF and all other individuals, groups,
undertakings and entities associated with Al-Qaida for ongoing and multiple
criminal terrorist acts aimed at causing the deaths of civilians and other victims,
destruction of property and of cultural and religious sites, and greatly
undermining stability, and recalling that the asset freeze, travel ban and arms
embargo requirements in paragraph 1 of resolution 2161 (2014) apply to ISIL,
ANF, and all other individuals, groups, undertakings, and entities associated with
Al-Qaida,
Expressing its gravest concern that territory in parts of Iraq and Syria is under
the control of Islamic State in Iraq and the Levant (ISIL) and Al Nusrah Front
(ANF) and about the negative impact of their presence, violent extremist
ideology and actions on stability in Iraq, Syria and the region, including the
devastating humanitarian impact on the civilian populations which has led to the
displacement of millions of people, and about their acts of violence that foment
sectarian tensions,
Reaffirming that terrorism, including the actions of ISIL, cannot and should not be
associated with any religion, nationality, or civilization,
Expressing concern at the flow of foreign terrorist fighters to ISIL, ANF and all
other individuals, groups, undertakings and entities associated with Al-Qaida,
and the scale of this phenomenon,

1. Condemns acts of terrorism carried out by the ISIL and deplores the
strong, extremist ideologies that have led to its continued gross,
systematic and widespread abuses of human rights and blatant violation
of international humanitarian law;

2. Demands that the ISIL, ANF and all other parties associated with the AlQaeda to cease all violence and acts of terrorism, and disarm and disband
with immediate effect;
3. Calls upon all member states, in accordance with their obligations under
International Law, to cooperate in efforts to address the threat posed by
foreign non state actors, especially with their states of precedence or
nationality, through bilateral or multilateral mechanisms, in particular the
United Nations;
4. Encourages the various member states, in and around the affected region,
to indulge in a policy of stronger and more opaque border control, so as to
prevent illegal trade of resources across the borders as well as movement
of militant and potential militant parties in the affected region using:
Setting up of border zones and border checkpoints on borders
affected by the current issue by hand,
Usage of Radio Frequency Identification (RFID) tags, in order to curb
the trafficking of Small Arms and Light Weapons across the border;
5. Endorses the implementation of the MOSAIC programme in Lebanon to
help deal with the refugee crisis;
6. Supports the provision of Humanitarian Aid through:
Non-Governmental Organisations such as the International Red
Cross, Amnesty International ,and others, in their efforts,
Minimum Integrated Service Programmes which includes basic
needs such as First Aid, and others,
Provision of Non-Lethal aid by countries such as the United
Kingdom, French Republic, etc., specifically such as Jackets,
Helmets, and others;
7. Recommends state governments to censor specific data on networking
websites, and various other sources that provide a medium for
propagation of extremist ideologies;
8. Further recommends the creation of units such as Americas Sensitive
Investigative Units to investigate the alleged use of chemical weapons,
namely Sarin gas on civilians by the Syrian Regime mandated by the
UNSC;
9. Calls upon EU countries to increase monetary humanitarian aid through
the process of ECHO ( European Commission's Humanitarian Aid and Civil
Protection department) as adopted by the European Union specifically to
the areas affected, that also includes cities that are harbouring victims of
the alleged attacks on them by chemical weapons;
10.Calls upon the reestablishment of the mandate of the UNSMIS (United
Nations Supervision in Syria) for a period of 90 days in Syria and urges
other countries to send in unarmed observers for investigatory and
monitory purposes;
11.Recommends the implementation of the International Convention for
suppression of the financing of terrorism and also the Anti money
Laundering Convention to curb the funding of the ISIS;
12.Further recommends that that the Government of Turkey and Iraq enter
into a Status of Forces Agreement with the French Republic that will
provide a comprehensive security arrangement and will help prevent

further violation of human rights of the people that reside in areas that
might be affected;
13.Also Designates the UNSMIS, with the responsibility to hold further
investigations that might yield the Syrian Arab Republic responsible for
gross violation of human rights by the usage of chemical weapons;
14.Requests the North Atlantic Treaty Organisation to militarily intervene in
the Syrian Arab Republic if the aforementioned further investigations do
yield the Syrian Arab Republic responsible for the gross violation of human
rights by the usage of chemical weapons, on the basis of the doctrine of
the Responsibility to Protect;
15.Decides to remain actively seized on the matter.
