Boise Welcomes Richard A. McConnell, A.A.E.


as Boise Airport Director
Boise welcomes Richard
McConnell, A.A.E. as the new
director for Boise Airport.
McConnell is the former Airport Manager for Rick Husband International Airport in
Amarillo, Texas.
McConnell was confirmed
by Boise City Council at its
meeting on August 21. He will
officially take the helm the
first week of September
McConnell holds a Master
of Business Administration
degree from West Texas A&M
University and a Bachelor of
Business Administration
degree in Airport Administration from the University of
North Dakota in Grand Forks.
McConnell has more than
21 years of practical, broadbased, executive-level airport
management experience at
airports ranging from large
reliever to hub size. He has
numerous professional affiliations, including currently an
executive member of the
American Association of Airport Executives (AAAE) and a
past member of the AAAE

Environmental Services
Committee.
During
his 17 years at
Amarillo, a
medium-sized
small hub
airport (approximately 893,000
total passengers in 2006), he
completed two master plan
updates and a Part 150 Noise
Study and update. His responsibilities also included the
development of overall airport
development program in response to public demands,
activity demands, and
federal, state and local
mandates. He acted as
the overall
project manager
on all development projects since
1989. He
identified the
need for expanded, updated
terminal
building needs
that has lead to
the new terminal

project currently under design


at Amarillo International
Airport.
McConnell is 45 years old
is married and has two children ages fourteen and twelve.

Western Aircraft Sold to Berkley Aviation Investors, Inc.


Al Hilde, Jr., Chairman of
Western Aircraft announced in July
that 100% of the company stock was
sold to Berkley Aviation Investors,
Inc. Hilde, the majority stock holder,
with Western Aircraft CEO Allen
Hoyt and Tim Hilde owned all the
outstanding shares of Western.
According to Hoyt, the company
will continue to operate and grow as it
has since he and Al Hilde, Jr. purchased the company from Morrison
Knudsen Company in 1995. It is
important that our customers know
that we will continue to provide the
quality services that they have come
to know and expect from usour
management and employee group will
stay in place.

active investments for the past


several years in order to diversify his
holdings and devote more time to
other matters.
Western Aircraft, a fixed base
operator (FBO) located on the south
side of the airfield, has five large
hangars and office space, totaling
more than 115,000 square feet and
over 150 employees. Last October
Western completed a new FBO
terminal facility and has plans on the
drawing board to add a sixth 20,000
square foot hangar this year to
accommodate its rapid growth.
Westerns primary businesses
include aircraft sales, aircraft charter, fuel/FBO Service, parts sales,
MRO (maintenance, repair, and
overhaul) on turbine aircraft, and
avionics repairs and installations. For

Boise Airport Chapel


Available September 3
After several years of planning, Boise Airport will have its first chapel as
of September 3. Fellowship of Christian Airline Personnel (FCAP) has leased
the Lemhi Room (lower level, rental car area). Warren Ski Milanowski,
formerly with Delta Airlines and TSA will serve as chaplain.
The chapel is intended to serve as a place of solace for airport personnel
and passengers. Milanowski has indicated a desire to be available to assist in
situations where passengers are distressed and need assistance beyond the
ability of airline or TSA personnel to provide. The chapel is looking for additional volunteers to be available when he is not in the airport. He also hopes to
be a resource to employees. As a former airline and TSA employee, Milanowski
is aware of the pressures unique to airport personnel.
It is important to note that FCAP is not affiliated, nor does it promote any
particular Christian denomination. All are welcome to use the chapel without
regard to denominational differences. The materials available, while Christian,
will not promote nor solicit membership in any particular denomination. The
services of the chaplain and the use of the chapel will be available to all employees and passengers of all faiths and personal views will never be imposed
on those who may have differing backgrounds and prefer not to discuss spiritual issues.
Milanowski will advise airline managers of chapel availability. The goal is
for the chapel to be open throughout the day, every day of the week. Also,
FCAP will also have a BBQ on Friday, September 21 9:30AM to 3:00PM on the

Andrew Coose
Named Federal
Security Director
at Boise Airport
The Transportation Security
Administration (TSA) named Andrew
Coose federal security director (FSD)
for Boise Airport. Coose will also
oversee five additional airports in
Idaho. His first day in Idaho was
August 6.
Previously, Coose served as the
deputy federal security director at
Portland International Airport (PDX).
He oversaw all aspects of civil aviation security in Oregon. Before that
he was the East Africa aviation
security advisor for the Safe Skies for
Africa (SSFA) program at the Department of Transportation. As part of
this assignment, Coose worked in
Nairobi, Kenya for a year where he
coordinated with a variety of agencies
and countries to increase international aviation security.
With over 17 years of experience in aviation security both domestically and internationally, Andrew
Coose brings a unique set of skills to
the position of federal security director, said Mo McGowan, TSAs
assistant administrator for Security
Operations. His leadership and
dedication to the mission will ensure
we continue to build on the strong
foundation of security established at
Boise.
Coose also served at the Federal
Aviation Administration (FAA) as a
supervisory special agent regulating
airports across Oregon. He was also
an aviation security officer for the
FAA, working in Tokyo at the U.S.
Embassy as the FAAs contact on all
civil aviation matters in Japan and
Korea. Coose has international
aviation experience in 24 countries
around the world.
He holds a bachelors degree in
international studies from Northwest
Nazarene University in Nampa,
Idaho. He also has a masters degree
in business administration from
Colorado State University.

The summer construction season
and fire season both hit at the same time
creating a hectic work environment for
the Air Traffic Controllers as well as our
Equipment Operators. This brings me to
the new FAA Safety issue: people, vehicles, or aircraft being on the runway or
taxiway without permission. Nationwide,
FAA has reported a significant increase in
runway incursion incidents by pedestrians
and vehicles.
We will be doing a complete safety
review in the near future to look for and
plug any potential gaps in our programs.
The new budget authorized a Training/
Safety Officer who will spearhead safety
issues. In addition, the new Runway 10R
ILS Upgrade to CAT-III, which allows

landings down to 600 foot of visibility, will
require us to lock down the whole airport
during times of low visibility and only allow trained individuals inside the
fence. Each organization that operates on the airfield in low visibility needs to
have a SMGCS plan attached to the airports plan.
Our new director will start the first week of September, if you see him,
welcome him to Boise and help him get settled.

Things That Go Bump in the Night


Most of our homes have an
average air conditioner, ranging from
three to five tons of cooling depending
on the size of the house. Boise Airport
is home to over 2000 tons of mechanical refrigeration!

While we are occasionally aware
of some equipment failures, there are
many long hours spent behind the
scenes keeping these systems running.

Enplanement Activity Slows, but Still Grows


Passenger enplanements have been on the rise since early 2004. March
2007 saw a slight dip in activity,-0.5% over March 2006. However, activity
since April has seen growth of 2% to 3% per month.
