Boise Airport Conducts FAA Required Triennial Emergency Exercise

Emergency preparedness is extremely important to the City of Boise as well as the Boise Airport. The
airport, in collaboration with the Boise Fire Department and the Boise Police Department, are continuously training and exercising together to prepare for emergencies within our City and/or at the Airport.
The Federal Aviation Administration (FAA) requires airports certificated under FAR Part 139 to conduct a
full scale emergency exercise every three years. For the past year, a collaborative exercise planning
team comprised of representatives from the Boise Fire Department, Boise Police Department, the Idaho Air National Guard, Ada County Paramedics and the
Boise Airport worked on the planning details for the 2013 exercise, known as
2013 TriEx, conducted on May 22, 2013.

The exercise scenario was comprehensive and involved a commercial airline,


cargo airline as well as an Air National Guard element. The scenario simulated
a Boeing 727 cargo aircraft (this was the first full scale exercise in which responders were able to fully utilize the deactivated cargo 727 donated by FedEx
in 2011) experiencing an in-flight emergency with smoke in the cockpit on
short final to Runway 10R with pilots declaring an emergency. Boise Fire Department staged for the emergency landing and upon landing simulated an impact between the cargo 727 and a commercial airline
Boeing 737 as well as some Idaho Air National Guard equipment and personnel on the Guard ramp. Nineteen agencies responded
during the 2013 TriEx including all four area hospitals and Air St. Lukes Helicopter. The Air St. Lukes helicopter landed at the exercise site and simulated the transport of a patient in critical condition. Volunteers were moulaged (full makeup) to represent passengers and other volunteers portrayed friends, family and non-inured passengers. Busses and Ada County Paramedics responded to the
scene and transported our volunteer passengers to the four area hospitals. Delta Airlines was our host airline and activated the Friends
and Family Reception Center and Joint Family Support Operations Center in the terminal. The City of
Boise activated the All Hazards Incident Management Team that assumed overall management of the
incident from the Incident Command at the scene (after recovery efforts were completed). Local media Inside this issue:

City Council as well as members of the Airport Commission also actively participated in the exercise.
A comprehensive debriefing with all stakeholders was conducted on Wednesday, May 29, 2013. As with
all training, there were lessons learned, however nothing significant to trigger a change to our Airport
Techno Toolbox
Emergency Plan. Ultimately the 2013 TriEx was a true success thanks to everyone involved.

Western Aircraft, one of the Pacific Northwests largest aircraft services


company, is expanding their facilities at Boise Airport. In May, Western
held a ground breaking event with special guests Mayor David H. Bieter,
Representative Joe Palmer, Idaho Senator Chuck Winder and other business leaders and Western Aircraft management to grab a shovel to
break ground and begin construction of a new 14,000 square foot parts
building with associated paved parking in an empty lot on the corner of
Kennedy and Aeronca streets. In addition, Western is adding 12,000
square feet of office space and constructing an infill building between

Whats Happening on the Airfield? - by Sarah Demory


In our last Connections Whats Happening
on the Airfield article, the Airport Operations and Airfield Maintenance teams were
working hard getting ready for our annual
airport Federal Aviation Administration
(FAA) Certification Inspection. In preparation for the inspection, the Airport Operations and Airfield Maintenance teams collaboratively conducted extensive preinspections. Over a two week period, the
teams jointly walked each runway, taxiway
and adjacent safety area to ensure that the
airport is compliant with FAA regulations.

Inspector conducted a comprehensive

annual safety inspection of the Boise


Airport April 15-17, 2013. The Inspector
examined the airports overall airport
operations program including the training records, safety and fueling inspection records, the Airport Emergency
Plan, airfield surface painted markings,
lighting and pavement conditions and
observed an Airport Rescue and Fire
Fighting response drill. This years FAA
inspection found Boise Airport to be
100% compliant with Federal Aviation
Regulation Part 139 and resulted in zero
discrepancies.

The terminal wide WiFi Remodel project is
essentially done (and live), but IT staff will
be monitoring and making some minor
corrections to it as we go along. The Airfield WiFi portion is close to completion,
but not yet activated or tested. The Eagle
Systems project is at a go live milestone,
however we are still working on the final
product. The server room fire suppression system hit a snag, but corrections are
underway. The Credentialing (SIDA) training system replacement/upgrade is live,
and just needs to be switched over.

The major focus for IT at this time is on


projects related to the new Air Traffic Control Tower, such as the Red (Crash) Phone
system upgrade, and the Airfield Lighting
Project.
Projects on the horizon include the phone
PRI changeover and the baggage system
recapitalization.

access control card (badge) readers onsite will be replaced with new, multi-

method authentication readers which will


allow for a combination of proximity read
and pin-pad entry or
biometric entry. This
will continue to keep
the Boise Airport on
top of the latest technology in security and
help create a safer,
more secure environment for all who use
the airport.

Andy Coose Returns as FSD
Andrew (Andy) Coose will be returning
to Boise Airport as the Federal Security
Director (FSD) beginning in August
2013. Jeff Holmgren, who has served BOI
in that role for the past year, will be moving to Seattle as the two men exchanged
positions.
At BOI, the FSD provides leadership and
oversight for Transportation Security
Administration (TSA) security activities at
BOI and five other commercial airports
across the State of Idaho. Working with
airport and airline management, Department of Homeland Security, federal, state
and local law enforcement, and private

sector entities, Coose will manage federal


security initiatives across all modes of federally regulated transportation.
Coose has over 23 years of experience in
aviation security. He began in an airport
security screening capacity in Spokane,

WA, and later worked for the Federal Aviation Administrations Office of Civil Aviation Security until TSA was formed in
2002. During his TSA career, Coose has
served as a Deputy FSD for the Portland
International Airport, FSD at the Boise Airport, TSA Representative for Australia, New
Zealand, and the Pacific Islands, and most
recently as the Acting FSD for the Seattle
Tacoma International Airport. During his
tenure as Director in Idaho, the Boise Airport was named TSAs 2009 Airport of the
Year.

Directors Corner
The Boise Airport's mission is to provide a world-class gateway that connects people with the most livable City in
the country. The role of the Airport is both to provide air transportation facilities and to serve as an economic engine for the region. In general, when people think about the Boise Airport, they think about taking a trip on an
airplane. While passenger travel is an integral part of the identity of the Airport, the Airport is much more than
that.
Certainly, commercial passenger travel is a critical component of economic development and we must do everything we can to encourage growth in this primary business segment. This includes keeping airport fees and

charges low, providing financial incentives to airlines to begin new service, building relationships and promoting existing routes. In addition, the Airport will be applying for a grant from the US Department of Transportation under the Small Community Air Service Development Program, with support from the Boise Chamber of Commerce, a variety
of private businesses, the City of Boise, and the State of Idaho. If successful, this additional funding will provide another tool to support
our efforts to recruit new air service.
Beyond commercial airline service, there are other important components to the Boise Airport. Both Air Cargo and General Aviation
continue to be important business segments. While air cargo has decreased in Boise and nationwide, the overall demand for air cargo in
the region is strong. The Airport will continue to focus on maintaining the current services and be ready for any opportunities the future
may present in this area.
Contrary to national trends, General Aviation at the Boise Airport has seen impressive growth over the last year with three Fixed Base
Operators (FBOs) undertaking expansions. While these additions are not as visible to many citizens, they add jobs to our community and
represent an important sector in the aviation industry. This growth is a testament to the demand for business aviation in our community
and the strength of the local economy.
Finally, the Airport has a responsibility for the development of the land it owns surrounding the Airport to ensure compatible land use.
The Airport is creating a comprehensive plan to guide our activities in this area. The intent of the plan is to outline key strategies for developing Airport Land and to identify critical steps for implementation. The implementation of the Plan will allow the Airport to further
diversify its revenue streams and help ensure the Airports competitive position. The ultimate goal is to develop the Airports property
in a financially responsible manner that provides the greatest return on investment to the Airport / City of Boise and provides a positive
economic impact to the region. The plan will be ready for review by the Airport Commission and the City Council by early fall of 2013.
All of these business segments combine to make the Boise Airport a valuable asset for the Boise region and the state of Idaho. We will
continue to pursue opportunities in each of these areas to ensure the Airport reaches its
full potential and provides the maximum positive impact to the community we serve.

Boise150/10th Anniversary of the Terminal

In conjunction with the Citys Boise150 Project, the Airport printed photos chronicling
the timeline of Boises Airport; from its beginning beside the Boise River, its move to
the present location, its growth as a military base to its transition today as the air transportation hub serving 2.8 million commercial passengers, military, corporate, general
aviation, and a myriad of other regional businesses. The Airport display surrounds the
glass panels of the second floor Rotunda, adjacent to the replica of the Wright Glider.

May 15th marked the


30th anniversary for air
service by Horizon Air
(now under the Alaska
Air name) at Boise Airport. Continuing that
terrific record of service throughout the
West, Alaska/Horizon announced in June that
daily nonstop flights to San Diego will begin
November 1, 2013. Alaska
will be using Canadian
Regional Jets (CRJ-700s )
with 70 seats on the route.
San Diego has long been the one Top-10 destination that was not flown nonstop from the
Boise airport.

Among those historic black and white photos are images of prior terminals. On
Wednesday, July 17th, the Boise Airport will join with community leaders, aviation partners, and notable Boiseans to pay tribute to Boise150
Aviation; Our Past, Our Present, and Our Focus on the
Future. We will celebrate the accomplishments over the
past ten years since the current terminal was opened to
the public, on June 25, 2002.
The Airports Boise150 Display will be in place for the
public to enjoy through the end of 2013.
